Using Text Mining for the Analysis of Research Trends Related to Laws Under the Ministry of Oceans and Fisheries (텍스트 마이닝을 활용한 해양수산부 법률 관련 연구동향 분석연구)

  • Recently, artificial intelligence (AI) technology has progressed rapidly, and industries using this technology are significantly increasing. Further, analysis research using text mining, which is an application of artificial intelligence, is being actively developed in the field of social science research. About 125 laws, including joint laws, have been enacted under the Ministry of Oceans and Fisheries in various sectors including marine environment, fisheries, ships, fishing villages, ports, etc. Research on the laws under the Ministry of Oceans and Fisheries has been progressively conducted, and is steadily increasing quantitatively. In this study, the domestic research trends were analyzed through text mining, targeting the research papers related to laws of the Ministry of Oceans and Fisheries. As part of this research method, first, topic modeling which is a type of text mining was performed to identify potential topics. Second, co-occurrence network analysis was performed, focusing on the keywords in the research papers dealing with specific laws to derive the key themes covered. Finally, author network analysis was performed to explore social networks among authors. The results showed that key topics have been changed by period, and subjects were explored by targeting Ship Safety Law, Marine Environment Management Law, Fisheries Law, etc. Furthermore, in this study, core researchers were selected based on author network analysis, and the tendency for joint research performed by authors was identified. Through this study, changes in the topics for research related to the laws of the Ministry of Oceans and Fisheries were identified up to date, and it is expected that future research topics will be further diversified, and there will be growth of quantitative and qualitative research in the field of oceans and fisheries.

An Analysis on the Policy Directions of Korea's International Education Based on the Experience of America's International Education (미국 국제이해교육의 현황 분석을 통한 한국 국제이해교육에의 정책적 시사점 연구)

  • The purpose of this paper is to derive some policy implications on Korea's international education based on the research of America's experience of international education. The implications are summarized as follows. First, the main aim of Korea's international education should be on the increase of mutual understanding among world citizens, and also on the improvement of Korea's competitiveness. Since Korea is a small-open economy, she must find some policy methods to develop her economy continuously. Second, Korea should establish q private-run institution concentrated on the increase of mutual understanding of world citizens, like IIE in America. Third, Korea should also give Korea's universities some incentives to improve its own internationalization as well as to develop educational curriculum for teachers in international education.

  • The research aim of this investigation was to present implications and supplements in policy research middle school which has implemented free learning semester for 3 years from 2013 to now, through identifying and analyzing education program. In this study, the results were as follows. Firstly, it was needed to generalize career education programs. I was required to make a specialized program which was suitable for a characteristic of school and community rather than department-store-like program. Secondly, in considering career development stage of middle school students, it seemed that implementation of free learning semester was suitable for second grades. Thirdly, teacher interns should be used appropriately in order to manage efficiently free learning semester. Lastly, it was needed to develop a specialized program for career education through studying with expert groups.

  • The purpose of this research is to identify the overall operation status of the marine program, which operates in the Department attempted, in various qualities and operational programs consisting of lecturers derives the problem, and to the policy proposal accordingly.   • For the last few years, the wholesale market system in Japan has been experiencing a lot of changes in the related sectors. The greatest changes in the environments surrounding the wholesale market were enlargement of the producers' cooperatives, increase of fisheries products marketed in the outside of the wholesale market system, and management aggravation of the related businessmen, These changes resulted in the revision of the wholesale Market Law in 1999 to cope with the social needs successfully. Recently, fisheries wholesale markets in Japan have a few problems like declining of earning power, weakening of management constitution, etc. Consequently, Japanese government presents policy for enforcing the competition power through reform laws related with fisheries wholesale markets. Also the fisheries wholesale markets have been trying variety and active countermeasures like undertaking, merger, coalition, etc. to overcome the crisis.

An Analysis on the Less Favored Condition of Fishing Village in Korean Island Regions using Census of Agriculture, Forestry and Fisheries (도서지역 어촌의 조건불리성 분석: 농림어업총조사 자료를 이용하여)

  • The purpose of the study is to analyze the status and trend of less favored condition of fishing village in Korean island regions using the census of agriculture, forestry and fisheries. The less favored condition was measured as the difference in accessibility to major services and in fishery sales and resident infrastructure, applying the difference-in-difference method and propensity score matching method respectively. The result shows that access to major services has improved in island area between 2010 and 2015, implying that related policies such as the island comprehensive development project have been successful to some extent. However, some educational facilities, cultural facilities, and health facilities still have low inaccessibility and fishery sales are also significantly lower than in general area. This suggests that it is necessary to maintain related policies like the direct payment of fisheries.

Assessment of Vulnerability to Climate Change in Coastal and Offshore Fisheries of Korea under the RCP Scenarios: for the South Coast Region (RCP 시나리오를 적용한 한국 연근해어업의 기후변화 취약성 평가: 남해안 지역을 대상으로)

  • The purpose of this study is to assess the climate change vulnerability of coastal and offshore fisheries in the South Sea of Korea using the RCP scenarios. Based on the vulnerability defined by IPCC, the indicator-based method was applied. Exposure indicator was calculated through weighted sum of the sea temperature and salinity forecasted by National Institute of Fisheries Science, and the weights were obtained from the time-space distribution of each fisheries. Sensitivity indicator was determined by applying the catch proportion of fisheries to the sensitivity of fish species. The adaptive capacity was measured by survey of fisheries which represent the ability of the fishermen well. As a result of summarizing the above indicators, vulnerability of coastal fisheries is higher than offshore fisheries. This shows that measures against coastal fisheries are needed. In addition, the results of each scenario are somewhat different, so it is considered that accurate prediction of climate change is important for adaptation measures.

A Study on the Implementaion of the ASEAN ODA Fisheries Cooperation Project (ASEAN ODA 수산협력사업 추진에 관한 연구)

  • The main purpose of this study is to explore a way of fisheries cooperation through the ODA demand survey in the fisheries sector on 8 ASEAN countries. In detail, we identified the status of detailed cooperation in the fisheries sector with ASEAN countries and identified new cooperation network construction projects in accordance with the changes in external cooperation environment, and presented strategies and policy directions for fisheries cooperation projects. For this purpose, we surveyed the questionnaires of 8 ASEAN countries using structured questionnaires for local fisheries experts. As a result of the questionnaire analysis, eight ASEAN countries were classified into three groups according to DAC beneficiary standards and suggested implications. Based on the results of the survey, the basic direction of the fisheries cooperation projects in each of the eight countries surveyed was set up, and the preferred projects for fisheries cooperation projects were proposed by dividing them into groups. In addition, the research results were used to systematically establish national promotion plans.

A Study on the Self Regulatory Management Model of Coastal Fisheries in Korea (우리나라 연안어업의 자율관리 모델 개발에 관한 연구)

  • During the last decade the co - management concept has gained increasing acceptance as a potential way forward to improve fisheries management performance. It has, however, at the same time become increasingly evident that the co - management concept is not clearly defined and means very different things to different people. In this article, we attempt to development of self regulatory management model of coastal fisheries in Korea, and to present a more comprehensive understanding of fisheries co - management and community - based fisheries management and to summarise the experiences with both the positive outcomes and the problems in actual implementation. The Korean style of fisheries co - management system such as a fisheries self - governance & self - management system has been become a way to activate social processes and involve fishers in Korea coastal fisheries management. As results of this study, the policy recommendation to improve the effectiveness of implementation of this system are summarized. For the effective implementation of this system, some of the supplementary developments are needed as fellows. \circled1 establishment of communities on regional basis. \circled2 establishment of communities consist of coastal fishermen. \circled3 establishment of boundary in coastal fishery. \circled4 reinforcement of government indirect support systems
