A Study on System of Fisheries Act in North Korea (북한의 수산법체계에 관한 연구)

  • South and North Korean fisheries cooperation has not been attained since 1950's political situation, and the major fishery resources of Korean peninsula also has not been cooperatively managed by South and North Korea. Furthermore, the species inhabiting the Korean peninsula region with commercial value are usually maintaining the single ecosystem which requires for cooperative management of fishery resources for continuous fishery. Therefore, in order for South and Korean fishery industry to develop the political situation to a rational direction, present condition of North's fishery industry must be accurately understood and acknowledge in its point of issues, also as level to prepare for future unification, reform and reaction of long-termed and well organized South and North's fisheries program must be arranged.

Case Study on Fisheries Governance of IUU Agreement between Korea and Russia (한러 IUU 협정에 따른 수산거버넌스의 사례연구)

  • This article analyzed the process of concluding the Korea-Russia IUU Fishing Prevention Agreement as a model case for distant water fisheries governance. The research studied co-operations for fisheries between Korea and Russia, the current status of live crabs landed in Korea through IUU fishing and Russia's political position on the IUU issue. Also this article reviewed a series of processes executed to achieve the bilateral agreement to prevent IUU fishing, including researches, intergovernmental negotiations, institutional improvements, public hearings and presentations. There were many things closely linked together such as international FAO-IUU prevention efforts, Russia's IUU fishing issue, Korean importers of Russian live crabs, their local governments and Korean snow-crab gill-net fishermen. These issues were resolved through reasonable reconciliations. This article wants to contribute to be used as a reference for other similar IUU fisheries cases.

A Study on the Development of Curriculum for the Department of Fishing Technology in Fisheries Junior College (전문대학(專門大學) 어업과(漁業科) 교육과정(敎育課程)의 발전적(發展的) 개정(改正)에 관한 연구(硏究))

  • The authors studied on the modification of the curriculum for the department of fishing technology in Fisheries junior college, by collecting and analyaing the references, questionaires and consultation according to the trends in industry and employment. Especially, rapid develop of the fishing technology with the modernization and automatization of fishing vessels, the present curriculum formulated in 1983 is required to be rearranged. Accordingly, the authors studied on the development of characteristic curriculum which could cultivate the professional fishing engineers. The results obtained can be summarized as follows : 1. Total open credits should be 160 credits. 2. Cultural subjects are set 32credits, 20% of total open credits, but the subjects may be choosen by the situation of each fisheries junior college. 3. Major subjects are set 128 credits with 36 subjects including the 3rd year course. 4. The proportion of the compulsory to the elective credits in the major subjects are made 1 to 2. 5. Compulsory major subjects are set 29 credits with 11 subjects during the 1st and 2nd year course. Training on the board (I) and (II) are set 40 credits during 3rd year course and evaluated as pass or not. 6. The proportion of the credits of subjects concerning to fishery and navigation is made 1 to 1. 7. In order to strengthen the computation education, the E.D.P.S. is sets 3 credits in the cultural subjects.

A Study on the Education System of Seamen's Competency Certificate in Small Ships under the Concerned Laws (소형 선박 해기사의 교육 제도에 관한 기초 연구 -법정 교육을 중심으로-)

  • This study was carried out to reduce the number of marine accidents on versatile small ships and to minimize the casualties. The study looked into the compulsory education systems regarding embarkation on small ships such as the Korean Marine Officers Act, conducted a survey targeting on the education receivers to suggest problems, and drew a conclusion. Conclusions are as follows. First, it is needed to give education opportunities in the system by increasing the recipients of the Ships Officers Act, and to simplify the compulsory education by separating similar courses from the education regulated by the Korean Marine Officers Act, and by establishing integrated courses suitable to each size and facility of ships. Second, in cases where the compulsory education courses of different purpose of ships by other legislations are similar, it is necessary to expand the scope of the inter-education so that corresponding year's education is exempted. Third, by classifying the education ares, the education courses should be based on case studies and the audiovisual or field education that correlates relevant expertise should be managed within a reasonable time frame. Fourth, it is needed to enhance the education effect by converting the regular education courses to practical courses by different ships for safe navigation, and is also needed to review the system so that special courses for safe navigation can be carried out in each region on a regular basis by expanding both human and financial support of special institutions.

  • White spot syndrome virus (WSSV) causes the most serious epizootic in cultured penaeid shrimp. The epizootic started in 1992, and spread through east and south east Asia and into other shrrimp growing countries of the region. In order to circumvent the epizootic, in many Asian countries, freshwater prawn, Macrobrachium rosenbergii is being widely considered as an alternative species to marine shrimp. (omitted)

Hazard analysis for the fishermen's safety in offshore trawler using insurance proceeds payment of NFFC (수협 재해 보험급여를 이용한 근해 트롤선 어선원의 안전 위험 요소 분석)

  • The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.
