A Study on the Evaluation of Safety Culture in Specialty Contractor (전문건설업 안전문화 평가에 관한 연구)

  • Specialty contractor facilities, which involve a combination of welding and commissioning, face a high risk of serious accidents such as fire, explosion, and suffocation associated with welding work, nitrogen, and argon use. In such facilities, the organizational safety culture has considerable impact on the frequency of accidents. In this study, a safety culture evaluation was conducted on specialty contractors. NOSACQ-50, a standardized survey method on safety culture, was selected as an assessment tool to evaluate the safety culture in specialized construction companies that could not afford to invest heavily in safety. The self-administered questionnaire survey was conducted with 201 workers of four construction companies and the results were analyzed. It was found that in companies with low safety culture, the occurrence of irrationality was 66.0%, while in companies with high safety culture, the occurrence of irrationality was 42.6%. Thus, the difference in the occurrence of irrationality by safety culture was statistically significant. The difference in safety culture level according to the experience of occurrence of irrationality was also significant. It was also found that the higher the belief in safety management authorization, safety responsibilities of managers, worker safety priorities, and safety system effects, the lower the probability of irrationality.

Smoke Control Performance of a Serial Structure Using "CONTAM" (CONTAM을 이용한 직렬형태 구조의 제연성능 구현에 관한 연구)

  • A recent trend shows that more buildings are being constructed as mixed-use (residential and commercial) properties for efficient land use. This has led to an increased frequency in the occurrence of fires and the associated potential risks. In particular, in case of high-rise apartments, at least one of the elevators in each building is installed for evacuation purposes separately from the emergency elevator; therefore, for a combined ancillary room and emergency elevator platform situation, the structure is inevitably in series with the evacuation elevator platform. Thus, a proposal for a new type of ventilation zone based on existing national fire safety codes is required to achieve smoke control performance. To this end, the air egress velocity and differential pressure of each ventilation zone are checked using the "CONTAM" software; further, an alternative is proposed to secure smoke control performance for series structures.

  • The fire organization of civil servant is a specified public official job which traditionally is characterized by conservative attributes, highly emphasized with a hierarchical culture and the order from higher position. Such a special condition of the fire organization is seemingly regarded as a prerequisite of the occurrence especially prevalent of the systematic discord rather than the other system of a civil servant such as a common administrative job. The conflict among fire officials which is caused by the variety of effort that has been input in pursuit of making a desirable structure does not in progress or even though it dose, weakened by a counterbalance. Therefore, the goal of this research is inducing a plan to revitalize the fire organization through the corroborative analysis of the conflict between indoor duty and outdoor service ones. That is the reason of the disagreement, the device of getting rid of discord and so on.

The Study for the Optimal Location of Fire Stations in Seoul (서울시의 소방서 최적입지에 관한 연구)

  • Disasters are the phenomena that we have to prevent the occurrence in order to keep the safety to human lives and properties, and if occurred, we have to minimize the economic, social, and mental costs of the occurred disasters or incidents. This research analyzes the optimal location of fire stations in terms of served population maximization in Seoul. This research introduces "the maximal covering location problem(MCLP)," one of the optimization techniques, as the primary research method. This research also applies a geographic information system into spatial distribution analyses of existing fire stations and observed fire incidents. Results from the analyses show that the existing location of fire stations and branches need to be improved. The dispatch location of fire engines should be reconsidered for rapid services of fire fighting.

Prediction of the Effects of the Ship's Heel and Trim Conditions on the Fire Development Characteristics (선박의 종경사 및 횡경사 변화가 화재 확산에 미치는 영향 예측)

  • Due to the environmental factors of the sea, ship accidents always contain an inclination angle. The change in the ship affects not only the evacuation speed of passengers but also the fire growth in the ship. For this reason, when analyzing the fire, it is necessary to analyze the risks by considering conditions of inclination. In this study, the temperature that affects the fire was calculated by alteration of ship's heel and trim angle and analyzed using FLUENT. Based on fire occurrence position, evacuation should be done within 37 seconds under the condition of $-10^{\circ}$ heeling angle and 36 seconds under the condition of $-10^{\circ}$ trim angle. However, it was predicted that the evacuation will not be affected under the conditions of $+10^{\circ}$ heel angle and $+10^{\circ}$ trim angle. For these reasons, it is confirmed that when the ship is on fire, evacuation measures should be considered based on the heel and trim conditions as per the location of the fire.

Cause Analysis Ignited at a Far Infrared Radiation Heater (원적외선 히터에서 출화된 화재의 원인분석)

  • This research studied about the cause analysis of fire that was occurred in far infrared rays heater to base on the fire examples. Fire of electric heater was apt to commit error that handled an over-heating accident by judged molten mark in heat ray. Molten mark which was attached in heat ray was appeared to the form of layer short circuit by other metal material, but other metal material was not found beside the ingredient of heat wire which was mixed to an alloy of Fe-Cr-Al according to result of ingredient distribution by SEM/EDX. Also, the result of overheating experiment by layer short circuit and overvoltage showed higher febrility than normal, but there was no possibility of fire occurrence. This paper will be contributed to science for cause analysis of electric fire through analyzing physical, chemical and flame features of burnout heater on the basis of diagnosis of fire that was happened in infrared rays heater.

  • The occurrence of fires in heavily populated multiplex buildings is a serious concern. It causes a great threat to many people and a serious social problem. Whenever this kind of fire happens, the authorities are busy preparing partial countermeasures to control the crisis situations. Luckily, the government has enforced a special law regarding safety supervision of majority-used buildings to prepare the basic countermeasures for the buildings' safety. Recently, the multiplex buildings which have multi type compounds have increased in size by getting bigger and bigger. As there are many people who would need to escape and the complicated structures like mazes in buildings of this type, it is not only difficult to prevent a fire but also easy to cause a large loss of lives. For a better fire safety supervision of the buildings, there needs to be passers and owners' good sense of safety, fire proof of the buildings and education of the fire authorities.

Study on Regional Spatial Autocorrelation of Forest Fire Occurrence in Korea (우리나라 산불 발생의 지역별 공간자기상관성에 관한 연구)

  • Forest fire in Korea has been controlled by local government, so that it is required to understand the characteristics of regional forest fire occurrences for the effective management. In this study, to analyze the patterns of regional forest fire occurrences, we divided South Korea into nine zones based on administrative boundaries and performed spatial statistical analysis using the location data of forest fire occurrences for 1991-2008. The spatial distributions of forest fire were analyzed by the variogram, and the risk of forest fire was predicted by kriging analysis. As a result, forest fires in metropolitan areas showed strong spatial correlations, while it was hard to find spatial correlations of forest fires in local areas without big city as Gangwon-do, Chungcheongbuk-do and Jeju island.

Investigation and Theoretical Analysis of a Fire Accident Caused by Smoldering Combustion (Smoldering 연소로 인한 화재사고 조사보고 소개 및 이론적 해석)

  • Smoldering is a non-flaming combustion mode, characterized by thermal degradation and c charring of the virgin material, evolution of smoke and emission of visible glow. A big fire may @ occur even in a confined environment having a limited amount of oxygen, due to smoldering c combustion through a porous solid material. This paper presents a theoretical analysis on the effect of smoldering combustion on fire occurrence based on a report about fire investigation of a real f fire accident. It is assumed that the propagation of the smolder wave is one-dimensional, d downward, opposing an upward forced flow and steady in a frame of reference moving with the s smolder wave. Smoldering combustion is modeled by a one-step reaction mechanism, without c considering pyrolysis. It is found that dominant parameters controlling smoldering combustion i include mass flux of oxidizer entering the reaction zone and void fraction of solid fuel. It is also found that the mechanism of transition to flaming is critically influenced by these two parameters.

Analysis of the Relationship between the Number of Forest Fires and Non-Rainfall Days during the 30-year in South Korea

  • This study examined the relationship between the number of forest fires and days with no rainfall based on the national forest fire statistics data of the Korea Forest Service and meteorological data from the Open MET Data Portal of the Korea Meteorological Administration (KMA; data.kma.go.kr) for the last 30 years (1991-2021). As for the trend in precipitation amount and non-rainfall days, the rainfall and the days with rainfall decreased in 2010 compared to those in 1990s. In terms of the number of forest fires that occurred in February-May accounted for 75% of the total number of forest fires, followed by 29% in April and 25% in March. In 2000s, the total number of forest fires was 5,226, indicating the highest forest fire activity. To analyze the relationship between regional distribution of non-rainfall periods (days) and number of forest fires, the non-rainfall period was categorized into five groups (0 days, 1-10 days, 11-20 days, 21-30 days, and 31 days or longer). During the spring fire danger season, the number of forest fires was the largest when the non-rainfall period was 11-20 days; during the autumn fire precaution period, the number of forest fires was the largest when the non-rainfall period was 1-10 days, 11-20 days, and 21-30 days, showing differences in the duration of forest fire occurrence by region. The 30-year trend indicated that large forest fires occurred only between February and May, and in terms of the relationship with the non-rainfall period groups, large fires occurred when the non-rainfall period was 1-10 days. This signifies that in spring season, the dry period continued throughout the country, indicating that even a short duration of consecutive non-rainfall days poses a high risk of large forest fires.
