Under the Korean Enforcement Decree of the Building Act, all high story apartment houses more than 5 stories high are mandated to install a fire evacuation system to ensure safe evacuation from fire accidents and providing quick and easy bidirectional escape route when main entrance is blocked by flame or toxic smoke. However, the current fire evacuation system shows a lack of understanding from residents and thus is widely ignored for having insufficient safety functions, especially vis-à-vis fire emergencies. Studies have found that an alternative evacuation method, the escapable fire evacuation system, has been analyzed for safety evaluation compared with the conventional passive fire escape system and can bring efficient and safer solutions, providing high rise residents escape from fire accidents. Evaluation for safety evacuation has been performed by the Fire Dynamics Simulation and applying Pathfinder simulation. This resulted in providing appropriate escape routes within the safety escape time and allowed for people in high rise building fires to get to safety.

Because of not accepted on escape using elevators in fire emergency has some background. In the background elevator hoistway has turn into smoke spread route in fire. The escape that used an elevator was not able to make ends meet; of the big confusion is expected that cannot control the escape adequately, and do that elevator facilities breakdown possibility by the fire water, the escaper shut in car. Therefore ban on elevator service in fire time as a general rule. Recently, a few company promote super high-rise architecture in the country, a fire disaster prevention and human life safety measures preparation for PBD(A Performance Based Fire Protection Design) are studied concretely. And there is the escape example in fire time that used an elevator in the foreign country. You must promote it so that the escape measures that used enclosed stairway and an elevator in charge of a function of the mutual supplement. The result of this research can be used for establishing the standard and regulation for using elevators in fire emergency.
The purpose of this study is to propose measures to increase evacuation safety by calculating the habitable time using a fire and evacuation simulation program for the Room-escape cafe currently in operation, and comparing and analyzing it with the evacuation required time. Assuming a fire due to overheating of electric heaters in use in front of the warehouse, the habitable time was calculated through fire simulation, and the occupant's evacuation time calculated through evacuation simulation according installation of safety facilities, etc. was compared and analyzed with the habitable time. In the case of escape room cafes with safety facilities installed, evacuation safety was satisfied, but in escape room cafes without safety facilities, the evacuation safety was not secure. As a result of analyzing evacuation safety for each scenario based on the ASET analyzed in the fire simulation, it was found that in scenario 1, evacuation safety was secured and everyone successfully evacuated, while in scenario 2, no one succeeded in evacuation. These results can be said to confirm that the installation of safety facilities is very important in business establishments such as escape room cafes, which become enclosed structures when games are started.
In apartment buildings, casualties, especially fatalities have occurred in balcony areas in fires if residents fail to escape to the main entrance. Potential consequences of a particular infrequent event should be considered. In attempting to design apartment buildings for fire safety, alternative escape methods such as vertical penetration could be considered. The purpose of this study is to investigate present building regulations regarding apartment buildings and examine pros and cons of the current escape method and alternative escape methods. Focus group interview was conducted to discuss problems of fire escape methods. In addition, questionnaires were distributed to field professionals working in architecture, construction and related industries. Among 500 questionnaires distributed, 192 questionnaires were collected. Usable 162 questionnaires were analyzed using SPSS 15. Regarding alternative fire escape methods, several concerns were mentioned. Safety, privacy, security, effectiveness of escape, water proof problems were raised. Based on the opinions, vertical penetration between apartment unit appeared more safe, secure, effective than horizontal penetration. However, both methods have its own pros and cons under specific contexts. Alternative escape methods need be considered for a selective options for residents in case of fire.

This study wants to provide basic data on effective escape safety plans when residents of apartment complex use residential convenience facilities. The findings of the analysis are as follows. First, when this study applied the actual number of users (No=54) of those facilities, the existence of elevator for escape reduced the escape time by 189.0 seconds. Second, when the number of users was calculated on the standard of the number of people who can be accommodated for performance based design (No=316), the existence of the elevator for escape reduced the escape time by 173.5 seconds. Finally, when the number of users was calculated on the standard of installing fire-fighting facilities (No=122), the existence of the elevator for escape reduced the escape time by 159.2 seconds. As a result, it was found that elevator for escape reduces the escape time from fire. Accordingly, it is necessary to revise the construction law to make it obligatory for residential convenience facilities to be equipped with elevator for escape. Currently, apartment buildings lower than 30 stories have either elevator for passengers or elevator for escape. Thus, in future studies, it is necessary to compare escape times in fire depending on the kinds of elevator, and identify the usefulness of elevator for escape.
The purpose of this paper is to improve the evacuation stability of residents in apartment fire. For this purpose, the actual condition survey about the obstacles was conducted on 3,056 escape stairs in the 183 apartments. In addition, the questionnaire investigation was carried out a survey targeting the residents of apartments about their experience of fire safety education, perception on safety management of escape stairs, and perception on fire safety. As a result of investigation, we confirmed that the obstacles were formed in the 1,916 escape stairs among the 3,056 escape stairs of the 183 apartments (percent of barricades in escape stairs: 62.70%). Furthermore, it showed that fire safety education experience was found to be 83.10% of subject. The perception on safety management of the subjects in the escape step and the perception on fire safety were $3.84{\pm}0.75%$, and $3.49{\pm}0.61$, respectively. In the results, most of the subjects had a fire safety education and knew how to safety management the escape stairs but, the practice of the safety management action was low. Based on the results in the paper, the policy proposal is that the fire safety education is emphasized to change from the perception to action.

This paper deals with the characteristics of high-rise office buildings in the fire safety aspects, the basic principles for the fire safety of high-rise office building design, and this study is focused particularly on the location of the escape route of core plan for fire safety in high-rise office buildings.

A guideline to complement safety problem of escape code at the fire controlling design stage was shown by comparing & analysing developed fire controlling countries such as US, UK, Japan, and etc. and appropriateness of improving legislations for building standard of escape code was examined by comparing & analysing escaping time with escape code simulation(SIMULEX, EXDOUS) as the guideline.
In this study, the evacuation training were performed in a high school building in Cheong-Ju and compared with the simulation program (Simulex). Also numerical analysis of room fire in school building was conducted by fire model (FDS, CFAST) and evaluated the available safe egress time for the safety assessment. As a result, the 8% of total egress persons were failed to escape at evacuation training and 40% of total egress persons were failed to escape at Simutex simulation. Simutex program was not reflected the real escape conditions, such as evacuation route, refuge place, etc.
