도시 재해위험도 평가 모형 연구 - 화재, 시설, 피난위험도 중심의 청주시 사례 - (Empirical Application for the Urban Disaster Risk Assessment : Fire, Facility and Escape Cases in Cheongju City)

  • 본 연구는 우리나라의 도시재해의 특성과 자료확보 가능성을 기반으로 청주를 사례로 화재, 시설, 피난위험도에 한정하여 재해위험도 평가모형을 제시하고 있다. 평가기준에 있어 동별 기준으로 화재위험도는 화재발생건수와 피해액을 기준으로 하고 있으며, 시설위험도의 경우 중점관리시설의 개소 수와 관리등급을 기준으로 하고 있고, 피난위험도는 지목별 면적과 지목별 가중치로 모형을 설정하였다. 청주시에 대한 모형 적용 결과 화재위험도는 불량주거지역과 생활편익시설이 집중되어 있는 중심 상업지역내의 시가화구역이 상대적으로 높게 나타났으며, 반대로 시설위험도와 피난위험도는 신흥 아파트 밀집지역과 구주거지역 모두가 높게 나타났다 종합위험도에 있어서는 중심상업지역과 그 주변밀집주거지역에서 높은 점수를 나타내는 것으로 판명되었다.

  • Studies have been carried out to determine the effect of sprinklers on fires typical of a number of occupancies including simulated of office furniture, supermarkets, carpet displays, libraries, video stores and liquor stores. After surveys of actual fire loads, the experiments were conducted in a specially designed sprinklered fire-calorimeter with a collecting hood 6 m x6 m leading to a vertical duct 1 m in diameter. Details of the rig are given elsewhere [1]. Only well ventilated fires were studied. Rate of heat release and production of various toxic chemicals were monitored during the tests. Both sprinklered and unsprinklered fires were used. The results were used to establish the unsprinklered burning behaviour and the fire-control effects of sprinklers. Before sprinkler operation, the rate of fire growth could be modelled as 12_fires as given in NFPA 92B (1991 Edition) [2]. It was found that operation of sprirnklers controlled but did not extinguish the fires. This was expected as parts of the fire load were shielded from the spray. Also there were significant increases in the concentration of carbon monoxide when the sprinklers operated. Sprinklers had little effect on the concentrations of other toxic products measured. The results from the tests were extrapolated to large single storey buildings for the same occupancy classes and the results used to compare the required and the available escape times for different occupancies, particularly whether the use of sprinklers would improve the chances of escape from those premises. It was found that in most of the cases studied, adequate escape times will be available without any special measures. For very rapid fire growths, however, special measures, such as availability of trained staff may be needed. Standard response sprinklers will have little impact.

  • Because recently(July 14, 2011) fire occurred in the engine room of a moving taxi under Namsan Tunnel 1, 51 vehicles' driver and more than 250 passengers in the road tunnel were urgently evacuated with abandoned vehicles. Vehicle fires in Namsan Tunnel that day, Sufferers struggled to escape quickly difficult to escape the two-way by abandoned vehicles on the road and to fear many casualties by using vehicle fuel and combustible interior and the driver who is ignorant of vehicle accident continuous entered in the road tunnel had accessibility the site of fire department was more difficult. In this study, It is to investigate structure and basic materials, such as fire extinguish equipment and facilities for damage prevention and to analyze the problems and to plan improvement method of fire extinguish equipment, facilities for damage prevention and transportation facilities(Large traffic signs, Breaker, etc.) on the Namsan Tunnel that in the long-term plan is prepared to strengthen for accessibility of the site of fire department in case of Vehicle's fire.

  • Recently the consideration for occupant's security has been raised as very important design element from the fire by building's large sized, higher storied, and its compounded. But the domestic laws regulated the predicative laws according to the technical standard which has no difference from the past domestic evacuation regulation. Therefore, regulation of escape code and developing technology for Korean conditions are needed to reduce victims during disaster by protecting occupant and guiding people to safe places.

  • Recently, the expansion of underground shopping street has a tendency to make a large maze in urban underground space. As the passers -by in underground streets have little information about these spaces, there can be a great danger at fire. From this point of view, this study aims at offering the basic data which needs to make a reasonable planning of escape facilities of underground shopping street. Therefore, safe performance evaluation program is developed for evaluating inhabitants' safety at each model. This program is composed of systematic equations which generalize each phenomenon at fire.

지하철 터널내의 객차 화재발생시 환기실 위치변화에 따른 화재특성의 수치적 연구 (Numerical Predictions of Fire Characteristics of Passenger Train Fire in an Underground Subway Tunnel, Depending on Change of Location of Ventilation Facility)

  • 본 연구의 목적은 지하철 터널에서 화재가 발생한 경우 역사와 환기실의 위치에 따른 화재특성을 수치적으로 분석하는데 있다. 이를 위해 피난거리, 피난시간 및 최악조건 화재가 발생한 2가지 시나리오를 선정하고, 환기실 위치 변경에 따른 시간별 화재상황에 대한 터널내의 시류 및 열환경을 분석하였다. 화재해석을 위해 FLUENT v.6.3.26을 이용하였으며, 난류모델은 표준 k-${\varepsilon}$ 모델을 사용하였다. 경우에 따른 터널 내 일산화탄소의 농도 분포, 온도분포 및 속도분포의 결과를 분석하였고 본 연구의 결과는 지하철 역사 및 터널 설계시 최적의 방재 및 환기시스템을 구축하는데 기여할 것으로 생각된다.

철도터널 화재시 연결통로 및 대피로 제연을 위한 수치해석 연구 (Numerical Simulation of Smoke Ventilation in Rescue Route and Cross Passage of Railroad Tunnel)

  • A transient 3-D numerical simulation was performed to analyze the fire safety in a railway tunnel equipped with a mechanical ventilation system. The behavior of pollutants was studied for the emergency operation mode of ventilation system in case of fire in the center of the rescue station and near the escape route. Various schemes of escape route construction for connection angle($45^{\circ}$, $90^{\circ}$, 135^{\circ}$) and slope($10^{\circ}$) were evaluated for the ventilation efficiency in the fire near the escape route. From the results, it was shown that the mode of the ventilation fan operation which pressurizes the tunnel not under the fire and ventilates the smoke from the tunnel under the fire is most effective for the smoke control in the tunnel in case of the fire occurrence. It was also shown that the blowing of jet fan from the rescue tunnel to the main tunnel should be in the same direction as the flow direction in the main tunnel arising from the traffic and the buoyancy.

  • The purpose of the present research is to provide a plan for an effective evacuation of residents and people who's in need of evacuation (such as children, the handicapped, and the old) and for the situation when staircase is not available for evacuation, by means of analyzing the evacuation behavioral characteristics of the residents or the evacuators and suggesting an evacuation plan using an emergency elevator in order to minimize casualties in case when fire broke out in a skyscraper.

  • When the fire takes place inside the building, it is the most important for the people who are inside the building to escape to the safe place. Specially, the elder are the most serious victims because of their short of fire confrontation ability. This study will analysis the evacuation regulation for the elderly facilities. and on the basis of this, this research proposes the basic data for evacuation re-regulation for the elderly facilities through the actual condition investigation of the elderly facilities and interviews with its supervisors.
