A study on the evaluation of fire safety according to the ventilation mode in a train fire at the subway platform (지하철 승강장에서 열차 화재시 제연모드에 따른 화재 안전성 평가 연구)

  • The purpose of this study is to present the most effective smoke exhaust mode by comparing the quantitatively evaluated risks according to the smoke exhaust mode when a train fire occurs in a subway platform. Therefore, applying the typical subway platform as a model, train fire scenarios are developed with the evacuation start time and location of the fire train for each exhaust mode. The fire accident rates (F) are calculated and the number of fatalities (N) was quantitatively estimated by fire analysis and evacuation analysis for each scenario. In addition, the F/N curve compared with the social risk assessment criteria and the following conclusions were obtained. In the event of a train fire at the subway station platform, the evacuation must start up within 600 s in maximum to ensure the evacuees' safety. To secure evacuation safety, it is advantageous to operate the HVAC system of the platform in the air-supply mode at station without TVF. Comparing the F/N curve for each exhaust mode with the social risk criteria, it turned out that the risk significantly exceeds the social risk criteria in case of no mechanical ventilation. As a result, this paper shows that the ventilation mode in which TVF are exhausted and HVAC system is operated in the pressurized mode are the most effective smoke exhaust mode for ensuring evacuation safety.

The Risk Assessment of the Fire Occurrence According to Urban Facilities in Jinju-si (진주시 도시시설물별 화재발생 위험도 평가)

  • Urbanization in Korea has increased significantly and subsequently, various facilities have been concentrated in urban areas at high speed in accordance with a growing urban population. Accordingly, damages have occurred due to a variety of disasters. In particular, fire damage among the social disasters caused the most severe damage in urban areas along with traffic accidents. 44,432 cases of fire occurred in 2015 in Korea. Due to these accidents, 253 were killed and property damage of 4,50 billion won was generated. However, despite the efforts to reduce a variety of damage, fire danger still remains high. In this regard, this study collected fire data, generated from 2007 to 2014 through the Jinju Fire Department and the National Fire Data System(NFDS) and calculated fire risk by analyzing the clustering of fire cases and facilities in Jinju-si based on the current DB of facilities, offered by the Ministry of Government Administration and Home Affairs. As a result, the risk ratings of fire occurrence were classified as four stages under the standards of the US Society of Fire Protection Engineers(SEPE). Business facilities, entertainment facilities, and automobile facilities were classified as the highest A grade, detached houses, Apartment houses, education facilities, sales facilities, accommodation, set of facilities, medical facilities, industrial facilities, and life service facilities were classified as U grade, and other facilities were classified as EU grade. Finally, hazardous production facilities were classified as BEU grade, the lowest grade. In addition, in the case of setting the standard with loss of life, the highest risk facility was the hazardous production facilities, while in the case of setting the standard with property damage, a set of facilities and industrial facilities showed the highest risk. In this regard, this study is expected to be effectively utilized to establish the fire reduction measures against facilities, distributed in urban space by calculating risk grades regarding the generation frequency, casualties, and property damage, through the classification of fire, occurred in the city, according to the facilities.

The Eire Risk Assessment in Compressed Natural Gas Buses & Gas Station (CNG 버스 및 충전소의 화재 위험도 평가)

  • The results of the risk assessing on general buses, consisting mainly of diesel-fueled buses, show that the frequency of the instantaneous release is 1.4${\times}$10$^{-3}$ /bus/year, from which the probability of the formation of fireball as a sub event becomes 1.7${\times}$104, and show that the leakage from the CNG-fueled buses is 0.002 event/year. Also, the frequency of gradual release due to a crack is estimated at 3.7${\times}$10$^{-3}$ /buses/year, and a subsequent probability at which this could lead to a jet flame as a sub event is 1.2${\times}$10$^{-3}$ This corresponds to 0.04event/year for the CNG-fueled buses. Dividing all the fired casualties by the running distance of diesel-fueled buses, the risk is 0.091 fire fatalities per 100-million miles. And the total fire risk fur CNG buses is approximately 0.17 per 100-million miles of travel. This means that CNG buses is twice or more dangerous than diesel buses. After all CNG buses are more susceptible to the major fires. In the aspect of the reliability of this study, generic models and the failure data used in assessing the risks of CNG buses are appropriate. However, more accurate physics-based models and databases should be supplemented with this study to provide the better results.

A Study on Risk Assessment for Fire Onboard a Naval Vessel (해군함정 화재 위험도 평가에 관한 연구)

  • With the huge navy projects such KDX-III, LPX, bigger and more complicated vessel constructions are being underway in navy. In this paper, considering these trends, we performed a risk analysis on the navy vessel for the fatality of soldiers on board and presented the risk level with FN curve. Assuming a fire occurs in one of the soldier bedrooms, we established event tree to visualize the possible development scenarios and calculated the fatality for each scenario. The critical condition to survive inside the bedroom was obtained through CFAST program.
