In this paper we propose a method that improves PSNR at low bit rate and reduces computational complexity in fractal image coding based on discrete wavelet transform. The proposed method, which uses significant coefficient tree, improves PSNR of the reconstructed image and reduces computational comlexity of mapping domain block onto range block by matching only the significant coefficients of range block to coefficients of domain block. Also, the proposed method reduces error propagation form lower resolution subbands to higher resolution subbands by correcting error of lower resolution subbands. Some experimental results confirm that the proposed method reduces encoding and decoding time significantly and has fine reconstructed images having no blocking effect and clear edges at low bit rate.
The present study introduces a new cortical patch-based source model for EEG/MEG cortical source imaging to consider anatomical constraints more precisely. Conventional source models for EEG/MEG cortical source imaging have used coarse cortical surface mesh or sampled small number of vertices from fine surface mesh, and thus they failed to utilize full anatomical information which nowadays we can get with sub-millimeter modeling accuracy. Conventional ones placed a single dipolar source on each cortical patch and estimated its intensity by means of various inverse algorithms; whereas the suggested cortical patch-based model integrates whole cortical area to construct lead field matrix and estimates current density that is assumed to be constant in each cortical patch. We applied the proposed and conventional models to realistic EEG data and compared the results quantitatively. The quantitative comparisons showed that the proposed model can provide more precise spatial descriptions of neuronal source distribution.

We report the preliminary results of our GMVA(Global mm VLBI Array) observation at the frequency of 86 GHz. Observation were made in the dual polarization mode (LCP and RCP), to produce the polarimetric maps with the maximum angular resolution which the array is capable of. We aim to link the source-integrated AGN polarization properties with the polarized spatial source structure, by mapping the polarized "fine structure" of the target AGN. We selected 2 targets, 0954+658 and 0716+714, which (1) have been observed multiple times by the PdBI polarimetric monitoring program; (2) have sufficient integrated fluxes ($S_{90GHz}$ > 1 Jy) ; (3) are close enough to resolve the source structure < 1 pc with given angular resolution ; and (4) are located at high northern declination for good UV coverages. As preliminary results, we present LL and RR polarized images of each target with the maximum angular resolution of ${\sim}60{\mu}as$. Extended structures, probably the jet outflows, are discovered in both sources.

Recently high dynamic range imaging technique is hot issue in computer graphic area. We present a progressive tone mapping algorithm, which is based on weighted least squares optimization framework. Our approach combines weighted leastsquaresfiltering with iCAM06, for showing more perceptual high dynamic range images in conventional display, while avoiding visual halo artifacts. We decompose high dynamic range image into base layer and detail layer. The base layer has large scale variation, it is obtained by using weighted least squares filtering, and then the base layer incorporates iCAM06 model. Then, adaptive compression on the base layer according to human visual system. Only the base layer reduces contrast, and preserving detail. The resultshows more perceptual color appearance and preserve fine detail, while avoiding common artifacts.
Quantitative trait loci, a genetic concept for explaining the inheritance of non-Mendelian traits in 1940s, have been realized as particular fragments of chromosome even unique genes in most crops in 21st century. However, only very a small portion of QTL has been screened out by geneticists comparing to a great number of genes underneath the quantitative traits. These identified QTL even have been seldom used into breeding program because crop breeders may not find the QTL in their breeding populations in their field station. Several key points will be proposed to meet the challenges of QTL analysis today: a fine mapping population and the related reference genetic map, QTL evaluation in multiple environments, recognizing real QTL with small genetic effect, map integration.

In intelligent machine tools, a computer based control system, which can adapt the machining parameters in an optimal fashion based on sensor measurements of the machining process, should be incorporated. In this paper, the technology for adaptively optimizing the cutting conditions to maximize the material removal rate in face milling operations is proposed using the exterior penalty function method combined with multilayered neural networks. Two neural networks are introduced ; one for estimating tool were length, the other for mapping input and output relations from experimental data. Then, the optimization of cutting conditions is adaptively implemented using tool were information and predicted process output. The results are demonstrated with respect to each level of machining such as rough, fine and finish cutting.

The increased application of the da Vinci robotic platform (Intuitive Surgical Inc.) for microsurgery has led to the development of new adjunctive surgical instrumentation. In microsurgery, the robotic platform can provide high definition $12{\times}-15{\times}$ digital magnification, broader range of motion, fine instrument handling with decreased tremor, reduced surgeon fatigue, and improved surgical productivity. This paper presents novel adjunctive tools that provide enhanced optical magnification, micro-Doppler sensing of vessels down to a 1-mm size, vein mapping capabilities, hydro-dissection, micro-ablation technology (with minimal thermal spread-$CO_2$ laser technology), and confocal microscopy to provide imaging at a cellular level. Microsurgical outcomes from the use of these tools in the management of patients with infertility and chronic groin and testicular pain are reviewed. All these instruments have been adapted for the robotic console and enhance the robot-assisted microsurgery experience. As the popularity of robot-assisted microsurgery grows, so will its breadth of instrumentation.
Electron microscopy is currently the only available technique with a spatial resolution sufficient to identify fine neuronal processes and synaptic structures in densely packed neuropil. For large-scale volume reconstruction of neuronal connectivity, serial block-face scanning electron microscopy allows us to acquire thousands of serial images in an automated fashion and reconstruct neural circuits faster by reducing the alignment task. Here we introduce the whole reconstruction procedure of synaptic network in the rat hippocampal CA1 area and discuss technical issues to be resolved for improving image quality and segmentation. Compared to the serial section transmission electron microscopy, serial block-face scanning electron microscopy produced much reliable three-dimensional data sets and accelerated reconstruction by reducing the need of alignment and distortion adjustment. This approach will generate invaluable information on organizational features of our connectomes as well as diverse neurological disorders caused by synaptic impairments.
In this paper the Graphic-based Power System Simulator(GPSS) program is introduced. GPSS is a Power System Simulator that is designed to provide friendly and highly interactive Graphic User Interface(GUI). The main features of GPSS are graphical free editing, quick and fine System-Drawing and Load-Flow analysis. Most of all, mapping power system data(only pure text information) into Graphic Data is of very practical use to power system designer and analyst.
