드림스타트, 지난 10년의 성장과 향후 10년을 위한 과제 (Current Status and Future Directions of the Dream Start Program in Korea)

  • 2007년 시범사업으로 시작한 드림스타트 도입 10년을 맞아 그간의 변화와 성장을 사회투자전략의 관점에서 평가하고, 향후 발전과제를 제시하고자 하였다. 헤드스타트와 슈어스타트 프로그램과 관련된 연구 성과와 정책근거에 기반 해 도입된 드림스타트는 아동복지프로그램에서 주요한 공적 전달체계로 자리 잡고있다. 12세 이하 취약계층 아동에게 맞춤형 통합서비스를 제공해, 아동의 복지를 증진시키며, 불평등 격차를 줄여 취약계층 아동에게 최선의 출발선을 제공하는 것이 드림스타트의 주된 목적이다. 이를 위해 상담, 보건, 부모교육, 학습지원, 방과 후 활동 등 다양한 서비스를 통합적으로 제공하는 사례관리접근이 핵심적으로 활용되고 있다. 도입 이후 실시된 여러 효과성연구는 긍정적인 영향과 개선을 보고하고 있지만, 강력하고 기대했던 성과를 충분히 보여주지는 못하고 있다. 드림스타트가 애초 달성하려 했던 정책목표를 위해서는 향후 재정지원 확대와 안정적인 정책지원이 필요하다. 드림스타트 표적 집단인 취약계층 아동 모두가 드림스타트를 이용하고, 그들이 경험하는 불평등과 격차를 극복하기 위해서는 풀어야 할 과제가 여전히 남아있다. 드림스타트가 고려하고 추진해야 할 향후 과제들을 실천적 측면과 정책적 측면에서 제시하였다.

영업사원에 대한 통제유형, 반응, 그리고 직무만족 간의 구조적 관계 - 역할명확성과 자기효능감의 매개효과 - (The Structural Relationships between Control Types over Salespeople, Their Responses, and Job Satisfaction - Mediating Roles of Role Clarity and Self-Efficacy -)

  • 본 연구는 영업사원의 통제유형(긍정적/부정적 결과통제, 긍정적/부정적 행동통제)과 직무만족 간의 관계에서 결과/행동관련 역할명확성과 자기효능감을 매개변수로 도입하여 이들 연구단위들 간의 구조적 관계를 조사하는 것이다. 제약업계 영업사원들로부터 수집된 자료를 통한 실증분석 결과는 다음과 같다. 첫째, 영업사원에 대한 통제유형이 역할명확성에 미치는 영향을 조사한 결과, 긍정적/부정적 결과통제는 모두 결과관련 역할명확성에 정(正)(+)의 영향을 미치는 것으로 나타났으며, 긍정적 행동통제도 행동관련 역할명확성에 정(正)(+)의 영향을 미치는 것으로 나타났다. 그러나 부정적 행동통제는 행동관련 역할명확성에 영향을 미치지 않는 것으로 나타났다. 둘째, 영업사원에 대한 통제유형이 자기효능감에 미치는 영향을 조사한 결과, 긍정적 결과통제는 자기효능감에 정(正)(+)의 영향을 미치는 것으로 나타났지만, 긍정적 행동통제는 자기효능감에 영향을 미치지 않는 것으로 나타났다. 또한 부정적 결과통제와 부정적 행동통제는 각각 결과관련 역할명확성과 행동관련 역할명확성의 매개를 통해 자기효능감에 영향을 미치는 것으로 나타났다. 셋째, 역할명확성이 자기효능감과 직무만족에 미치는 영향을 조사한 결과, 결과관련 역할명확성과 행동관련 역할명확성은 모두 자기효능감에 정(正)(+)의 영향을 미치는 것으로 나타났다. 또한 행동관련 역할명확성은 직무만족에 정(正)(+)의 영향을 미치는 것으로 나타났으나 결과관련 역할명확성은 영향을 미치지 않는 것으로 나타났다. 끝으로, 자기효능감이 직무만족에 미치는 영향을 조사한 결과, 자기효능감은 직무만족에 영향을 미치지 않는 것으로 나타났다. 본 연구의 결론에서는 결과의 요약, 시사점, 한계점, 그리고 미래연구를 위한 제언을 제시하였다.

폐탄광지(廢炭鑛地)의 산림훼손지복구(山林毁損地復舊) 및 폐석유실방지대책(廢石流失防止對策)에 관한 연구(硏究) (Evaluation for Rehabilitation Countermeasures of Coal-mined Spoils and Denuded Lands)

  • The project for rehabilitation and revegetation of the abandoned coal-mine lands is a very important national environmental restoration project in the view point of rehabilitation and revegetation of denuded forest-lands caused by coal mining as well as restoration of disturbed natural environment and control of the variable pollutions. In Korea, because a large number of coal mines had been developed in order to fill up abundantly consumption of coal as a major energy source in the developing period, a lot of denuded forest-lands caused by coal mining had distributed in the whole country. And, due to the absence of effective rehabilitation and revegetation works on the denuded forestlands caused by coal-mining, most of them had been remained with being damaged. In 1990, area of the abandoned coal-mine lands, requiring the rehabilitation and revegetation works, was about 1,437.1 ha. For the past ten years ('90~'99), about 1,081.8 ha out of them had been rehabilitated and revegetated, and the rehabilitation planning area was about 33.0 ha in 2000. So, remaining area out of abandoned coal-mine lands will be about 322.3 ha after 2000. In principle, after abandoning coal-mine, mine owners must carry out the rehabilitation and revegetation works on the abandoned mine lands by themselves. But, most of mine owners were in financial difficulty after abandoning coal-mine, so that principle couldn't have obtained the desired effects. To solve this problem, from 1995, Coal Industry Promotion Board (CIPB) have carried out the rehabilitation and revegetation works on the abandoned coal-mine lands at government budgets, and they have obtained good results in the construction area. However, due to application of the "conventional erosion control measures and techniques" to the rehabilitation and revegetation measures on the abandoned coal-mine lands, the results and effects of the works excuted have not been successful. Therefore, unique measures and techniques for rehabilitation and revegetation of the abandoned coal-mine lands will have to be developed, especially including development of new techniques on the soil-dressing and soil-covering, seed spray and hydro-seeding measures with seed-fertilizer-soil materials as the mechanized measures, and using of new materials for the tree planting and seedling measures.

SIEM을 이용한 침해사고 탐지방법 모델 제안 (Model Proposal for Detection Method of Cyber Attack using SIEM)

  • 최근 각종 사이버 범죄 위협이 증가하고 있고, 근래 각종 정보시스템을 대상으로 하는 사이버 공격에 대해서 사전 탐지, 차단 등 최전방에서 초동대응을 해야 하는 보안관제센터의 중요성이 높아가고 있다. 보안관제센터, 침해대응센터, 사이버테러 대응센터, Cert Team, SOC(Security Operater Center) 등의 이름으로 국가기관 및 금융권 등의 보안관제센터 분석인원들은 사이버 공격 예방을 위한 많은 노력들을 하고 있다. 침해사고 탐지를 위한 방법으로 관제시스템을 이용하거나 네트워크 보안장비들을 활용하여 탐지를 하고 있다. 하지만 단순 패턴기반으로만 모니터링 하는 1차원적인 방법으로는 침해사고의 예방을 위한 탐지방법으로 많이 부족하다. 관제시스템도 많은 발전을 하고 있으며 침해위협에 대한 예방활동으로 탐지방법에 대한 연구들도 많이 진행하고 있다. 근래 ESM에서 SIEM 시대로 넘어가면서 관제시스템으로 많은 정보를 가져올 수 있게 되었고 필요한 데이터만을 파싱, 분석하여 침해위협 시나리오에 접목시켜 상관분석 정책을 만들 수 있게 되었다. 이에 본 논문에서는 초창기 관제시스템부터 지금의 SIEM(Security Information Event Management)을 이용한 관제시스템까지 노하우를 통하여 효과적인 침해위협의 탐지방법에 대한 사례연구를 발표한다. 본 사례연구 결과를 통해서 우리나라의 다른 관제센터에서 침해사고 탐지를 효과적으로 할 수 있도록 도움이 되었음 한다. 과거 단순 위협 탐지가 아닌 시나리오 기반의 관제체계를 소개하고 상관분석정책에 대한 제작 및 검증방법을 제시하고자 한다.

영국의 노인공동생활주택에 대한 검토 (Review of Communal Housing for the Elderly in the UK)

  • The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.

노후생활비 준비에 따른 연금 수급액의 만족도에 관한 연구: 공적연금을 중심으로 (A Study of Pension Receipt Satisfaction According to the Preparation of the Living Cost for Aging: Focusing on Public Pensions)

  • The graying of populations is emerging as an international issue around the world, and this is a problem that is rapidly advancing in Korea as well, signaling the need for financial preparations for the aged. For this purpose, various retirement pension systems are being employed as preparatory measures for the nation's elderly. Using data from 1474 people in the 2007 panel study of National Security for the Retired, the present work attempts to look at satisfaction rates with regard to public pension receipts for the national pension and special occupational pensions according to general characteristics and factors related to the preparation for an aging society. Satisfaction with retirement pension receipts according to the type of pension was high for special occupation retirement pensions, individual retirement pensions and the national retirement pension, in that order. Looking at satisfaction rates based on the general characteristics of pension recipients, the study revealed that for the national pension, satisfaction was highest for groups with above-average physical and psychological health, groups who think appropriate living expenses for the elderly are lower, groups in which a partner also earns income, and groups who had amply prepared for their expected living expenses in later life. Regarding special occupation retirement pensions, satisfaction was high for groups over the age of 70, groups with good psychological health, and groups sufficiently prepared for their living expenses in later expenses, compared to groups for which these factors did not apply. In terms of the relative influences impacting retirement pension recipient satisfaction, satisfaction with the national pension was highest when the primary source to cover elderly living expenses was a resource other than income earned by the recipient and their partner and/or income received from children. Concerning special occupation retirement pensions, satisfaction was highest among those whose education terminated before middle school, and for those in good physical health. Based on the above results, it is vital that plans exist for preparing sufficiently for the living expenses of the elderly and for facilitating the physical and psychological health of pension recipients. Plans are also necessary to, ensure that citizens are provided with easily accessible educational programs and activities regarding general installment savings and deposits, stocks and bonds, real estate investments, individual retirement pensions, private insurance, severance pay pensions, and public pensions.

Complementary and Alternative Medicine Use among Cancer Patients at the End of Life: Korean National Study

  • Objectives: To investigate in depth the use of complementary and alternative medicines (CAMs) by cancer patients at the end-of-life (EOL) and how they communicate with physicians about them. Design and location: In 17 hospitals in Korea between January and December 2004 we identified 4,042 families of cancer patients. Results: The prevalence of CAM use among cancer patients at the EOL was 37.0%, and 93.1% had used pharmacologic types of agents. The most frequent motive for CAM use was the recommendation of friends or a close relative (53.4%) or a physician (1.6%). Only 42.5% discussed CAM use with their physicians. Satisfaction with CAMS was recalled for 37.1%. The most common reason given for that satisfaction was improvement of emotional or physical well-being, while ineffectiveness was the most common reason given for dissatisfaction. The average cost of CAM during the last month of life was $US 900. CAM use was associated with longer disease periods, primary cancers other than liver, biliary, and pancreatic, and need of support from physicians or religion. Conclusions: CAM use among cancer patients at the EOL was common, not discussed with physicians, and associated with expectation of cure. Expectations were generally unmet while the treatments were a financial burden. Further studies evaluating the effects of CAM at the EOL and factors that enhance communication with the physician are needed.

  • 임팩트투자(impact investment)의 부상에 대한 배경은 자본주의와 경제성장에서 소외된 사람들의 사회적 문제를 자본시장의 매커니즘으로 풀고자 하는 의지에서 볼 수 있다. 이러한 임팩트투자는 사회공익성과 수익성을 동시에 추구하여 혼합가치(mixed value)를 실현하는 사회적기업에 투자함으로써 경제적 안정과 사회적 형편성을 견인하고 있다. 사회공공성이 짙은 사회적기업의 재원활성화와 국가 복지재정의 위기를 능동적으로 대응하기 위해 '지속가능한 복지를 위한 출구전략'으로서 본 연구는 영국의 Big Society Capital (이하 BSC), 사회성과연계채권(Social Impact Bonds, 이하 SIB) 및 미국의 DBLIF, ACCION International 등과 같은 임팩트투자(impact investment)를 통해 해결방안을 모색하고자 한다. 본 연구의 목적은 우선 임팩트투자의 개념과 특성, 사회적기업과 임팩트 투자와의 관계를 살펴보고, 영국이나 미국 등 선진국이 공공성의 성격을 가진 사회적기업의 재원조달 유형으로서의 다양한 임팩트투자 사례를 고찰하고 시사점을 찾고자 한다.

임상 치과위생사의 직제실태 조사 (Survey on organizational structures of clinical dental hygienists)

  • Objectives: The present study is aimed at comprehending the organizational setup of clinical dental hygienists and to establish an organizational setup that fits their roles. Methods: The survey data of 776 clinical dental hygienists who understood the purpose of the study and agreed to write the questionnaire was utilized. Statistical analysis was performed using SPSS Ver. 20.0 program and the significance level was 0.05. Results: The presence of an organizational setup in dental hygienists was surveyed as being higher, with university dental hospital (89.86%) showing the highest. However, the presence of position terms was highest in dental hospitals with 76 subjects (38.78%). Standards for positions most commonly followed hospital regulations in the case of general hospitals (48.42%), whereas they were often based on service period in the case of dental hospitals (48.90%). Salary standards were most commonly determined by service period in all institutions. The job satisfaction of dental hygienists was significantly different according to social status and financial satisfaction depended on having organizational hierarchy for those who work in university dental hospitals. Conclusions: The results of the present study show that dental hygienists who work in organizational setups mostly enjoy high satisfaction in terms of job satisfaction. In other words, the study shows that systemizing the organizational setup of dental hygienists within dental institutions is required, and additional research to achieve efficient human resource management within the organization is necessary as well as institutional utilization of the results of the present study.

GIS를 활용한 도심 공간기능분석과 유형화에 관한 연구 (The Study on the Downtown Spatial Functional Analysis and Downtown Classification using GIS)

  • 부산시의 도심(축)에 속하는 15개 동을 대상으로 2000년, 2005년 두 개 연도를 LQ지수와 군집분석을 통해 도심의 공간기능에 대하여 연구하였다. 2000년도의 LQ지수를 분석한 결과 2차산업은 재래시장과 대규모 상권이 형성된 지역에 특화되어 나타나고 있으며, 3차산업은 금융권이 집중되어 있는 지역에서 특화되어 나타나고 있다. 2005년도의 LQ지수는 2000년도의 LQ지수와 거의 변화가 없었으나, 3차산업에 속하는 도심의 중심업무기능이 구도심에서 급격히 쇠퇴하고 신도심으로 대변되는 서면지역에서 높게 나타나 특화되고 있었다. 이는 과거 구도심의 중심업무기능이 신도심으로 이동함에 따라, 구도심의 도심의 성격을 지닌 주요 기능이 쇠퇴하고 있음을 나타낸다. 그 다음으로 LQ지수를 이용하여 군집분석을 실시한 결과, 3개 군집으로 분류 할 수 있었다. 먼저 1군집은 도심 쇠퇴현상이 나타나는 구도심지역이고, 2군집은 주거기능이 강하게 나타나는 지역이며, 3군집은 현재, 도심의 공간기능이 매우 활발히 일어나고 있는 지역이다. 이에 본 연구에서는 다음과 같은 결과가 도출되었다. 첫째, 구도심의 쇠퇴를 억제할 수 있는 다양한 도심재생방안 수립과 신도심에 대한 종합적이고 체계적인 계획의 수립이 필요할 것이다. 둘째, 산업별 특화도에 따라서 도심 공간기능이 배치되므로 이에 지역에 적합한 산업의 도입과 함께 발전을 할 수 있는 기반의 조성이 필요할 것이다.
