A Study on Safety Improvement of Forklift Truck (지게차 안전성 향상 방안 연구)

  • Forklift truck is one of the dangerous machines which causes the fatal accidents most frequently. The causes of fatalities by forklift from 2008 to 2011 were analyzed. Crushing the operator when tipping over or falling off a truck were the major causes of death in this study. The purpose of this study is to show measures from the engineering point of view to prevent the forklift truck accidents. In order for that, the domestic requirement for forklift safety was compared with those of foreign and international standards. The manufacturers' opinion was also collected regarding to improve the forklift safety. Several measures were suggested in order to prevent fatalities caused by forklift.

Revision of Safety Standards through Analysis of Fatal Accidents Related to Mobile Scaffold in Construction Sites (건설현장 이동식 비계의 사망사고 분석을 통한 안전기준 개선 방안)

  • Mobile scaffold is used as a work platform in construction sites. According to industrial accident data, 10 fatalities occur annually on average due to falling from mobile scaffold in construction sites. To prevent such fatal accidents, safety standards must be improved by analyzing the causes of fatal accidents related to mobile scaffold. Accordingly, we analyzed domestic and international safety standards for mobile scaffold and analyzed the fatalities (117 persons) caused by mobile scaffold accidents in domestic construction sites during 2011-2020 and found that fall, overturn, and collapse accounted for 88% (103 persons), 10.3% (12 persons), and 1.7% (2 persons) of fatalities, respectively. The main causes of fatal accidents were found to be non-installation or insufficient installation of safety rails and outriggers and incorrect sequence of work. Based on the analysis results, we proposed strategies for improving the safety standards, such as the use of advanced guard rails and wheel-attached outriggers, to enhance the safety and field applicability of the mobile scaffold. Technology development and improvements in the safety standards for the use of mobile scaffold will aid in the prevention of fatal accidents caused by mobile scaffold.

Road Accident Trends Analysis with Time Series Models for Various Road Types (도로종류별 교통사고 추세분석 및 시제열 분석모형 개발)

  • Roads in Korea can be classified into four types according to their responsible authorities. For example, Motorway is constructed, managed, and operated by the Korea Highway Corporation. Ministry of Construction and Transportation is in charge of National Highway, and Province Roads are run by each province government. Urban/county Roads are run by corresponding local government. This study analyses the trends of road accidents for each road type. For this purpose, the numbers of accidents, fatalities, and injuries are compared for each road type for last 15 years. The result shows that Urban/County Roads are the most dangerous, while Motorways are the safest, when we simply compare the numbers of accidents, fatalities, and injuries. However, when we compare these numbers by dividing by total road length, National Highway becomes the most dangerous while Province Roads becomes the safest. In the case of road accidents, fatalities, and injuries per vehicle km, which is known as the most objective comparison measure, it turns out that National Highway is the most dangerous roads again. This study also developed time series models to estimate trends of fatalities for each road type. These models will be useful when we set up or evaluate targets of national road safety.

  • As accident rate have been reduced into half since 2005, no train accident fatality occurred in recent year. Level crossing accident also been reduced that no more than 5 fatalities occurred every year. As a result 98% of accident fatalities occurred in station and track. So railway station safety measures are more and more important but only few research have been done on railway station safety. In this study status on safety measures on railway stations are reviewed and basic research have been done based on expert interview for the development of new safety measures.

  • Though the probability of tunnel fire accident is very low, but critical fatalities are expected when it occurred. In this study the effect of critical safety parameters on tunnel fire accident are examined using probabilistic technique. Fire detection time, smoke spread velocity, passenger escape velocity, flash-over time, and emergency service arrival time are considered. In order to estimate the uncertainties of input parameters Monte Carlo simulation are used, and fatalities for each assumed accident scenarios are obtained as results. For the efficiency of iterative calculation PRA(Probabilistic Risk Analysis) code is developed in this study. As a result fire detection have large effect.

  • Airbag systems have improved the occupant safety in reducing the injuries of driver and passenger during collisions. They have occasionally caused fatalities; especially to small occupant and children. Recent airbag related fatalities of children have raised serious concerns on how to evaluate the safety of children in various crash environments. This paper present the development of the 3-year-old human model. Child human model is composed of skin, skeleton and joints. The positions of joint and mass properties of body segments are calculated from ARB(Ariticulated Rigid Body) program GEBOD. To verify the developed human model, ROM simulation and OOP simulations are conducted.

  • This paper describes a study to determine proper escape way interval for the design phase of single bored double track tunnel. Among many methods which determine escape way interval, we choose a QRA(Quantitative Risk Analysis) method. But a different method must be chosen differ from other country because of special design situation of Korea. So, it is necessary to develop a method which considers a special design condition of Korea. Because fire accidents of railway tunnel are a rare event, simulated situation can be produced by CFD simulation and evacuation analysis simulation. However, it is generally difficult to estimate of fatalities from these methods, so a concept of FED is introduced to estimate of fatalities. Quantification process provides effective results for practical design stage and the result were employed in design.

  • Everybody may be vulnerable to fires depending on the time, place, and circumstances. Fire statistics show that the occurrence of fire death depends not only on the severity of a fire itself, but also largely on the conditions of occupants such as physical functions, the environment around occupants, and the type of facility where are fire occurs. The review of fire safety from the viewpoint of vulnerable populations does not simply mean additional special attention and care only to high risk groups, but instead it means significant review of fire safety design and systems for all people from a more universal standpoint. Therefore, in order to examine the strategies of a fire death-reduction program, safety measures suitable for the relevant high-risk groups considering the type of vulnerable person, the type of fire, and the type of building in residential occupancies. Solutions will require strenuous multilateral effort and flexibility.
