대형교통사고 심각도 모형에 의한 주행안전성 및 투자효과 분석 (Analysis on the Driving Safety and Investment Effect using Severity Model of Fatal Traffic Accidents)

  • 본 연구는 2000년 이후 대형교통사고 발생지점 112건의 자료를 이용, 다양한 교차 및 빈도분석을 통해 대형교통사고와 도로 기하구조의 관계를 규명하고, 이를 토대로 대형교통사고 심각도 모형을 구축하였으며, 주행안전성 향상을 위해 720회의 컴퓨터 모의실험으로 다음과 같은 결론을 얻을 수 있었다. 첫째, 교차 및 빈도분석의 결과 커브구간에서 43.7%, 종단경사 기타조건에서 60.7%, 곡선반경 0~24m 구간에서 57.2%, 편경사 0.1~2.0% 구간에서 83.9%, 편도2차로 도로에서 49.1%, 차종별로는 승용(33.0%), 화물(20.5%), 버스(14.3%) 순이었으며, 편경사 설치 유 무가 대형교통사고 발생에 가장 큰 영향을 주는 것으로 분석되었다. 둘째, 순서형 프로빗 모형(Ordered Probit Model)을 이용하여 다양한 도로조건에서의 피해 예측이 가능한 대형교통사고 심각도 모형을 개발하였으며, 개발된 모형을 기반으로 도로의 위험성을 사전에 예측하고, 대책 마련이 가능토록 기여 하였다. 셋째, 컴퓨터 모의실험(Simulation) 결과, 이미 대형교통사고가 발생한 장소에 편경사를 설치했을 경우 약 85% 이상의 지점들에서 대형교통사고가 발생하지 않는 개선효과가 있는 것으로 분석되었으며, 이 분석결과를 통해 도로의 구조 시설 기준에 관한 규칙(해설 및 지침)의 편경사 설치 예외규정을 더욱더 강화시킬 필요가 있다고 사료된다.

Modern Cause and Effect Model by Factors of Root Cause for Accident Prevention in Small to Medium Sized Enterprises

  • Background: Factors related to root causes can cause commonly occurring accidents such as falls, slips, and jammed injuries. An important means of reducing the frequency of occupational accidents in small- to medium-sized enterprises (SMSEs) of South Korea is to perform intensity analysis of the root cause factors for accident prevention in the cause and effect model like decision models, epidemiological models, system models, human factors models, LCU (life change unit) models, and the domino theory. Especially intensity analysis in a robot system and smart technology as Industry 4.0 is very important in order to minimize the occupational accidents and fatal accident because of the complexity of accident factors. Methods: We have developed the modern cause and effect model that includes factors of root cause through statistical testing to minimize commonly occurring accidents and fatal accidents in SMSEs of South Korea and systematically proposed educational policies for accident prevention. Results: As a result, the consciousness factors among factors of root cause such as unconsciousness, disregard, ignorance, recklessness, and misjudgment had strong relationships with occupational accidents in South Korean SMSEs. Conclusion: We conclude that the educational policies necessary for minimizing these consciousness factors include continuous training procedures followed by periodic hands-on experience, along with perceptual and cognitive education related to occupational health and safety.

제조업에서의 용접·용단 작업 중 화재·폭발·질식 사망사고 특성 (The Characteristics of the Fatal Accidents Caused by Fire, Explosion and Asphyxiation during Welding and Flame Cutting in the Manufacturing Industry)

  • Many accidents have been occurring during welding and flame cutting work related to maintenance and repair as the domestic manufacturing facilities gradually become decrepit. However, it is not easy to find the accurate statistics and analysis data on accidents occurring during welding or flame cutting operations related to maintenance and repair of machinery and equipment. Therefore, in this study, the fatal accident cases of fire/explosion and asphyxiation that occurred during the welding and flame cutting work in the manufacturing industry were collected and their characteristics were analyzed. Then, we tried to find the connection of the accidents according to the machinery/equipment and the work content, and to provide the materials and measures that can be used to prevent the similar accidents. We collected 329 cases of the fatal accidents related to fire/explosion and leakage/contact of chemical substances in the domestic manufacturing industry during the last 10 years (2008 ~ 2017). Among them, 72 accidents occurred during welding or flame cutting were extracted and the related reports were investigated whether they occurred during usual work or unusual work. Also, the machinery/equipment and the work content related to the accidents were classified and analyzed based on the criteria. The analysis results showed that 31 cases of the fire/explosion accidents occurred during usual work and 32 cases during unusual work, and it was found that 9 cases of asphyxiation death occurred during usual work. Then, from the analysis results, the connections of the machinery/equipment and the work contents related to the accidents were schematized into a accident tree.

거푸집 붕괴사고 주요 요인별 중요도 분석 (Importance Analysis of Major Factors in Formwork Collapse Accident)

  • 건축공사 재해 중 거푸집공사 비중이 매우 크다. 거푸집 공사 재해 예방을 위해 관련 연구가 장기간 걸쳐 진행되고 있지만 지속적인 노력에도 불구하고 재해가 줄지 않고 있다. 따라서 본 연구에서는 AHP 기법을 활용하여 거푸집 붕괴사고 요인별 중요도 분석을 하고 관리할 우선 요소를 정하고자 한다. 분석 결과 시공요인, 관리요인, 설계요인 순으로 가중치가 높게 나타났다. 따라서 시공요인을 우선적으로 관리하면 거푸집 붕괴 재해를 예방할 수 있을 것으로 사료된다.

영국 철도 민영화에 있어 철도안전의 성과와 과제 (The Outcomes and Tasks of UK Rail Privatization in case of Safety)

  • This paper examines the outcomes and tasks of U rail privatization especially focusing on the rail safety. Earlier research which focused on the rail safety had little knowledge of the explanations for recent changes of safety scheme. Moreover, they had difficulty making a direct comparison of safety between national rail and the privatized rail. Therefore we are left without a good explanation which has a comprehensive perspective. I attempt to show the outcomes of safety in the rail privatization process and its tasks focusing on the recent fatal accident. This paper argues that the UK's rail safety has a framework which is too complicated with overlapping responsibilities that brought about inefficiency, increasing costs. Especially infrastructure enterprise did not come to play an appropriate role. However, after 2000, the government took charge of setting the strategy for railway safety, and the Office of Rail Regulation covered safety, performance and cost. I explain that these changes present a good opportunity to solve the problem of passing the buck for rail accident. Through the analysis, I find that outcomes of rail privatization in safety are improved comparing the national rail. However, safety performance, for example the collision of structures of cars and looseness of rail should be improved. In future, the problems of fatal accident and a bit of duplicate safe system should be addressed.

교통문화 수준별 교통사고 심각도 분석 (Analysis of Accident Severity by the Level of Traffic Culture)

  • This study aims to analyze and discuss the accidents based on the level of traffic culture (LOT). In pursuing the above, LOT are divided into three categories based on the standardized index of traffic culture. Also, this study focuses on developing the accident models using GLM (generalized linear model). The main results are as follows. First, the null hypotheses that the ratios of fatal and serious injured persons (FSI) are the same over categories are rejected. Second, as the common variables, the ratio of turn signal usage and elderly population are analysed to be impacted to the ratio of FSI. Third, the traffic culture indicators among 5 accident factors which give impact to 'high level' are judged to affect the reduction of FSI. Fourth, compared to other levels, the traffic law violations among 7 accident factors of 'medium level' are estimated to influence the increase of FSI. Finally, in 'low level', the increasing ratio of traffic culture index compared to that of previous year and the number of hospital beds per person are evaluated to be significant to reducing the ratio of FSI. This study can be expected to give some policy implications to regional traffic safety policy-making.

Effect of Occupational Health and Safety Management System on Work-Related Accident Rate and Differences of Occupational Health and Safety Management System Awareness between Managers in South Korea's Construction Industry

  • Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.

건설 사고사례 데이터 기반 건설업 사망사고 요인분석 (A Data-Driven Causal Analysis on Fatal Accidents in Construction Industry)

  • The construction industry stands out for its higher incidence of accidents in comparison to other sectors. A causal analysis of the accidents is necessary for effective prevention. In this study, we propose a data-driven causal analysis to find significant factors of fatal construction accidents. We collected 14,318 cases of structured and text data of construction accidents from the Construction Safety Management Integrated Information (CSI). For the variables in the collected dataset, we first analyze their patterns and correlations with fatal construction accidents by statistical analysis. In addition, machine learning algorithms are employed to develop a classification model for fatal accidents. The integration of SHAP (SHapley Additive exPlanations) allows for the identification of root causes driving fatal incidents. As a result, the outcome reveals the significant factors and keywords wielding notable influence over fatal accidents within construction contexts.

Fatal accident in Korean Construction Industry in Comparisons with the UK Figures

  • In spite of the rapid economic growth in Korea, safety cultures in construction industry have not much improved during last ten years. When it is compared to other developed countries of safety, accident rate of Korean construction sites shows bleak figures. This study compares the safety figures of Korea with the UK figures in order to find out what is needed for the safety of the construction sites in Korea. By comparing occupations, age groups, kind of accident, and agent, this study found several differences and similarities, and derived the directions for better safety management.
