It is difficult to track and extract the movement of an object through a camera exactly because of noises and changes of the light. The fast searching algorithm is necessary to extract the object and to track the movement for realtime image. In this paper, we propose the correct and fast algorithm using the variable searching area and the background image change method to robustic for the change of background image. In case the threshold value is smaller than reference value on an experimental basis, change the background image. When it is bigger, we decide it is the point of the time of the object input and then extract boundary point of it through the pixel check. The extracted boundary points detect precise movement of the object by creating area block of it and searching block that maintaining distance. The designed and embodied system shows more than 95% accuracy in the experimental results.
배경: 최근 들어 최소 절개술의 도입의 장점으로 입원간의 단축이 거론되고 있다. 이에 본 연구에서는 최소 흉골 절개술(mini-sternotomy)하에 시행된 개심술 환자에 대하여 전향적으로 수술 후 문제가 없는 환아에 대하여 5일 이내에 퇴원을 시도하고 그 안전성, 경제성 등을 평가하였다. 대상 및 방법: 1998년 11월부터 1999년 7월까지 최소 흉골 절개술하에 개심술을 시행한 환자 중 5일 이내에 퇴원한 환자 29명과 1997년 1월부터 5월까지 전통적인 흉골 절개술로 개심술을 시행한 29명의 환아들을 각각 실험군(제1군)과 대조군(제2군)으로 하였다. 환자는 동일한 수술자로부터 수술을 받았고 질병군은 유사하였다. 결과: 제1군과 제2군의 수술 후 재원일수, 총 병원비, 합병증, 수술 후 소견 등에 차이가 있는지 비교하였다. 평균 수술 후 재원일수는 4.5$\pm$0.6일 및 9.1$\pm$2.4일이었다(p<0.05). 두 환자군에서 수술 후 합병증으로 인한 재입원은 없었고 수술 후 시행한 심초음파에서도 심장수술과 관련된 병변은 관찰되지 않았다. 제1군의 총 입원비의 평균은 7,333,184$\pm$113원이었고, 환자부담액은 3,464,383$\pm$80원이었다. 반면 제2군에서의 총 입원비의 평균은 7,486,136$\pm$140원, 환자부담액은 3,660,194$\pm$92원이었다(p>0.05). 결론: 본 연구를 통해 단기 퇴원 지침하에 환자를 치료함으로써 수술 후 재원일수를 단축시키는 시도가 합병증이나 잔존 병변을 남기지 않고 안정적으로 시행될 수 있다는 사실을 확인하였다. 하지만 경제적 이점은 통계적인 유의성을 찾을 수 없었다. 향후 환자군의 크기와 질병군의 난이도 등을 조절한 비교 평가가 필요하다고 생각된다.
The China International Economic and Trade Arbitration Commission(CIETAC) released online arbitration rules which apply the resolution of disputes over electronic commerce transactions, as well as other economic and trade disputes in which the parties agree to do. The evidence submitted by the parties may be electronic evidence created, sent, received or stored by electronic, optical or magnetic means. Electronic evidence with a reliable electronic signature shall carry the same effect and probative force as a document with a hand-written signature. Notable features of the Online Rules are as follows; first, there is not detailed consideration for online arbitration. Second, communications between the parties and the tribunal are allowed only through the Secretariat. Third, elaborate provisions regarding the electronic submission and transmission of documents is provided for. Forth, various factors must be considered by the tribunal in deciding the evidence's reliability. Fifth, reasonable endeavours is levied on CIETAC to keep data communications secure and encrypted. Sixth, the tribunal has the right to investigate and collect relevant evidence. And finally different procedures are provided for in consideration of the various types of E-commerce.

In this study, a maximum power point tracking (MPPT) algorithm based on the perturb and observe (P&O) method with variable step size is proposed to improve the dynamic response characteristic of MPPT, using the existing P&O method. The proposed algorithm, which we verified by simulation and experiment, can track the maximum power point (MPP) through duty control and consisted of three operation modes, namely, constant voltage mode, fast mode, and variable step mode. When the insolation is constant, the voltage variation of the operating point at the MPP is reduced through the step size reduction of the duty in the variable step mode. Consequently, the vibration of the operating point is reduced, and the power generation efficiency is increased. When the insolation changes, the duty and the photovoltaic (PV) voltage are kept constant through the constant voltage mode. The operating point then rapidly tracks the new MPP through the fast-mode operation at the end of the insolation change. When the MPP is reached, the operation is changed to the variable step mode to reduce the duty step size and track the MPP. The validity of the proposed algorithm is verified by simulation and experiment of a PV system composed of a PV panel and a boost converter.

Recently, considerable attention has been given to nickel-based superalloys used in additive manufacturing. However, additive manufacturing is limited by a slow build rate in obtaining optimal densities. In this study, optimal volumetric energy density (VED) was calculated using optimal process parameters of IN718 provided by additive manufacturing of laser powder-bed fusion. The laser power and scan speed were controlled using the same ratio to maintain the optimal VED and achieve a fast build rate. Cube samples were manufactured using seven process parameters, including an optimal process parameter. Analysis was conducted based on changes in density and melt-pool morphology. At a low laser power and scan speed, the energy applied to the powder bed was proportional to ${\frac{P}{\sqrt{V}}}$ and not ${\frac{P}{V}}$. At a high laser power and scan speed, a curved track was formed due to Plateau-Rayleigh instability. However, a wide melt-pool shape and continuous track were formed, which did not significantly affect the density. We were able to verify the validity of the VED formula and succeeded in achieving a 75% higher build rate than that of the optimal parameter, with a slight decrease in density and hardness.
Background: The Food and Drug Administration (FDA), the European Medicines Agency (EMA), and the Ministry of Food and Drug Safety (MFDS) have been implementing the expedited programs that promote the innovative approval of new medications to be used for serious diseases. The authors comprehensively investigated, analyzed, and compared the regulations and guidelines associated with the expedited programs. Methods: The expedited programs for innovative drug development and approval were searched from the homepages of FDA, EMA and MFDS. The detailed information on the regulations and guidelines associated with the programs was comprehensively extracted from various electronic repositories of each regulatory authority. The information on each program was analyzed, categorized, and compared from the points of benefits, applicability with scientific rationale, application procedure, and maintenance. Results: FDA's programs include Fast Track Designation, Breakthrough Therapy Designation, Priority Review Designation, and Accelerated Approval. EMA's regulation implements PRIority MEdicines (PRIME), Accelerated Assessment, Marketing Authorization under Exceptional Circumstances (MAEC), and Conditional Marketing Authorization (CMA). MFDS has a single Expedited Program. These programs are broadly categorized into those that 1) facilitate early and proactive communication with regulatory authorities, 2) shorten the review time after submitting a marketing application, and 3) temporarily approve a marketing authorization under certain conditions. Conclusion: Each expedited program requires a different level and amount of safety and efficacy evidence to be submitted to each regulatory authority. This article will likely provide the comprehensive information on which program provides scientific and regulatory advantages to be taken for innovative medication development.

Purpose: The incidence of deep vein thrombosis (DVT) following total hip arthroplasty (THA) without chemoprophylaxis could be as high as 50% in Caucasians. However, according to several subsequent studies, the incidence of venous thromboembolic events (VTE) in Asians was much lower. The routine use of chemoprophylaxis, which could potentially cause increased bleeding, infection, and wound complications, has been questioned in low-incidence populations. The objective of this study is to determine the incidence of VTE after primary THA without chemoprophylaxis in an Asian population using a fast-track rehabilitation protocol and to verify the safety profile for use of 'mechanical prophylaxis alone' in patients with standard risk of VTE. Materials and Methods: This is a retrospective cohort study of 542 Hong Kong Chinese patients who underwent primary THA without chemoprophylaxis. All patients received intermittent pneumatic compression and graduated compression stockings as mechanical prophylaxis. Multimodal pain management was applied in order to facilitate early mobilisation. Routine duplex ultrasonography was performed between the fourth and seventh postoperative day for detection of proximal DVT. Results: All patients were Chinese (mean age, 63.0±11.9 years). Six patients developed proximal DVT (incidence rate, 1.1%). None of the patients had symptomatic or fatal pulmonary embolism. Conclusion: The incidence of VTE after primary THA without chemical prophylaxis can be low in Asian populations when following a fast-track rehabilitation protocol. Mechanical prophylaxis alone can be regarded as a reasonably safe practice in terms of a balanced benefit-to-risk ratio for Asian patients with standard risk of VTE.

Fast-tracking was developed as an optimizing method to shorten the duration of construction project in 1960's, and it introduced to Korea in 1999. Since then, many Korean companies have been used fast-tracking for getting economical benefit from shorten duration. However, there were some problems(dispute, delay and cost overrun) because of using inappropriate subcontractor management system. For this reason, previous studies suggested some management models to solve these problems. Unfortunately, however, the models have been had some doubts about reliability, objectivity and possibility of using them on real construction site. Therefore, this study suggests 3 steps of strategic subcontracting method and apply it on real fast-tracking practice(L company) to secure reliability and objectivity. Through this, the method is expected to make up the doubts of previous studies.
Defects generated in a railroad track that guides the railroad vehicle have the characteristic of growing fast; as such, the detection technology for railroad track defects is very important because defects can eventually cause mass disasters like derailments. In this study, a speed-up test facility was fabricated to investigate the feasibility of using magnetic flux leakage (MFL) technology for defect detection in a railroad track under speed-up condition; a test was conducted using a railroad track specimen with defects. For this purpose, an MFL sensor head dedicated to the configuration of the railroad was designed and test specimens with artificial defects on their surfaces were manufactured. Using the test facility, a speed-up test ranging from 4km/h to 12km/h was performed and defects including locations were successfully detected from MFL signals induced by defects with enhanced visibility by differentiating raw MFL signals. In the future, it should be possible to apply this system to a high-speed railroad inspection car by improving the lift-off stability that is necessary for speed-up of the developed MFL sensor system.
The ballast, one of a track components, plays an essential role as intermedium in transmitting train traffic-load to subgrade safely, and deterioration of ballast caused by cumulative load effects growth of track irregularity. Especially in the case of Gyeongbu high-speed railway, the deteriorating speed of ballast by dynamic vibration is faster than conventional line because KTX is longer than normal trains in length and it's velocity is very fast with high speed of 300km/h as well. In addition, ballast is a nonlinear material contrary to ordinary metal which has homogeneous property and this property of ballast may cause transformation of ballast. Therefore the theoretical modeling of ballast is quite complicated and it is hard to ensure the reliability of the result. The objective of this paper is to examine the availability of GPR(Ground Penetrating Radar) in estimating the thickness and the degree of deterioration of ballast. First, We figured out the principle of GPR which is the technique of evaluating the condition of ballast and then analyzed data which were measured at Gyeongbu high-speed railway where KTX is running now.
