Efficient Utilisation of Credit by the Farmer - Borrowers in Chittoor District of Andhra Pradesh, India - Data Envelopment Analysis Approach

  • The present study has aimed at analyzing the technical and scale efficiencies of credit utilization by the farmer-borrowers in Chittoor district of Andhra Pradesh, India. DEA approach was followed to analyze the credit utilization efficiency and to analyze the factors influencing the credit utilization efficiency, log-linear regression analysis was attempted. DEA analysis revealed that, the number of farmers operating at CRS are more in number in marginal farms (40%) followed by other (35%) and small (17.5%) farms. Regarding the number of farmers operating at VRS, small farmers dominate the scenario with 72.5 per cent followed by other (67.5%) and marginal (42.5%) farmers. With reference to scale efficiency, marginal farmers are in majority (52.5%) followed by other (47.5%) and small (25%) farmers. At the pooled level, 26.7 per cent of the farmers are being operated at CRS, 63 per cent at VRS and 32.5 per cent of the farmers are either performed at the optimum scale or were close to the optimum scale (farms having scale efficiency values equal to or more than 0.90). Nearly 58, 15 and 28 percents of the farmers in the marginal farms category were found operating in the region of increasing, decreasing and constant returns respectively. Compared to marginal farmers category, there are less number of farmers operating at CRS both in small farmers category (15%) and other farmers category (22.5%). At the pooled level, only 5 per cent of the farmers are operating at DRS, majority of the farmers (73%) are operating at IRS and only 22 per cent of the farmers are operating at CRS indicating efficient utilization of credit. The log-linear regression model fitted to analyze the major determinants of credit utilization (technical) efficiency of farmer-borrowers revealed that, the three variables viz., cost of cultivation and family expenditure (both negatively influencing at 1% significant level) and family income (positively influencing at 1% significant level) are the major determinants of credit utilization efficiency across all the selected farmers categories and at pooled level. The analysis further indicate that, escalation in the cost of cultivation of crop enterprises in the region, rise in family expenditure and prior indebtedness of the farmers are showing adverse influence on the credit utilization efficiency of the farmer-borrowers.

  • Information and communication technologies (ICTs) have always mattered in agriculture too. In day-to-day practices of agriculture and allied sectors, the farmers often share their information. Changing weather patterns, soil conditions, pests and diseases always throw challenges to small and marginal farmers. So, the farmer needs up-dated information to cope with and even benefit from these changes. In the developing countries like India, where agriculture still plays a crucial role (over 58% of the rural households depend on agriculture as their livelihood) and the rising population from 1027 million to 1419 million during 2001-16 (a total rise of 38 percent or 1.3 percent per year) pose a lot of pressure on land and other resources to meet the food security needs on one hand and to meet the challenges of globalization on the other. Understanding and addressing these challenges are very crucial, in which ICT can play a major role. With the booming mobile, wireless, and Internet industries, ICT has found a foothold even in poor marginal and smallholder farms and in their activities. The survey conducted among the 120 farmers in Srikakulam district in India revealed that, ICT has revolutionized the agriculture in the modern days. Production and marketing information is accessed by 91% of the sample farmers through mobile in 2015, where it was only 5% in 2005. The extent of use of mobile phones by the farmers varied with the decision to be taken by them like Harvesting, packing, and storing (94%), Selling Decision (91%), Seed purchase (89%), Application of fertilizers and pesticides (88%) and Land preparation and planting (84%), other package of practices (77%). The farmers further opined that, 'Voice' was the dominating source of communication (96%) compared to Short Message Service (SMS) (only 27%) and Internet access (10%), as majority are illiterate. The use of camera (71%), Bluetooth (33%), Radio (61%) TV (41%) are the other means of sharing the information. In this context of importance of ICTs in Indian agriculture, greater attention justifies about the applications of ICT's to alleviate poverty and promote economic growth of the farming population.

청년농업인의 직무능력이 직무만족도에 미치는 영향 - 자기효능감의 매개효과를 중심으로 - (The Effect of Job Competency of Young Farmers on Job Satisfaction - Focusing on the Mediating Effects of Self-Efficacy -)

  • This study aims to examine the causal relationshps between self-efficacy and job satisfaction of young farmers by verifying the mediating effect of self-efficacy in the relationship between job ability and job satisfaction of young farmers, and to improve the job ability necessary for agriculture, and to provide implications for the development and operation of curriculum that meets the needs of farmers. To this end, an online survey was conducted on 300 young farmers under the age of 40 among 4-H members in Korea from June 17 to 28, 2022. The results of the analysis to find out the mediating effect of self-efficacy in the relationship between job ability and job satisfaction of young farmers are as follows. First, it was verified that self-efficacy plays a partial mediating role in affecting job satisfaction by verifying whether the job ability of young farmers mediates self-efficacy in the relationship between job satisfaction and job satisfaction. It can be said that the higher the job ability, the more positive the job satisfaction and the more positive the self-efficacy, which ultimately has a positive effect on job satisfaction. Second, as a result of verifying whether self-efficacy is mediated in the relationship between job satisfaction and job satisfaction by sub-factors of job competency in detail, self-efficacy plays a partial mediating role between agricultural production ability, agricultural machine management ability, and job satisfaction, and agricultural management ability and agricultural information utilization ability do not have a direct significant effect on job satisfaction.

디지털 시대 농촌지도 방법의 효율화 방안;지도매체로서의 인터넷 방송의 활용 구상을 중심으로 (Planning for Efficiency of Agricultural Extension in the Digital Age)

  • Agricultural extension services in Korea need to build new extension system to cope with the digital age and especially with shortage of extension educators which has been originated from the changing status from central to local government. The new trends including development of multi-media, wide-spreading of internet, and advent of internet broadcasting are offering the opportunities for new agricultural extension service. Utilization of agricultural internet broadcasting could be a new alternative for enhancing the efficiency of agricultural extension services. Agricultural internet broadcasting could support decision making of farmers by forwarding unique agricultural data which have been collected, compiled and processed by the Rural Development Administration. Farmers will be able to search useful agricultural data through agricultural internet broadcasting for more efficient farm management and marketing farm products. Agricultural internet broadcasting could utilize more prompt and abundant agricultural technology and management data compiled by the Rural Development Administration, and through this process, agricultural internet broadcasting could compensate the shortage of extension manpower. Through feedback process of agricultural internet broadcasting. farmers will be able to communicate more efficiently with extension educators to increase agricultural production and income. Agricultural Internet broadcasting could be an alternative to prevent farmers from being shunned in the information-based society.

단감원의 병해충 관리 실태와 소득 증대 방안에 대한 농가 의식조사 (Survey on Pest Management Practice and Scheme of Increasing Income in Sweet Persimmon Farms in Korea)

  • 우리나라 단감 수입국의 검역 기준에 부합하는 단감 생산을 위한 병해충 방제 체계 개발 연구의 일환으로서, 먼저 단감 재배 농가의 병해충 관리 실태와 단감의 경제성 재고에 관한 농가의 의식을 설문을 통하여 조사하였다. 단감경작자의 80% 이상이 50대(代) 이상이었으며 단감 경작 시 가장 수량에 많은 영향을 주는 인자는 병이라고 응답하였다. 가장 문제시되는 병과 해충이 탄저병(Gloeosporium kaki)과 노린재류라고 응답한 농가가 각각 64.6%와 73.5%이었으며, 특히 미국 측의 검역해충인 복숭아명나방(Dichocrocis punctiferalis)은 경작자들이 전혀 문제시하고 있지 않았다. 병해충관리이 관한 지식이나 정보의 취득, 방제 약제나 약제 처리 시기 등의 결정은 본인의 경험에 의존하는 비율이 가장 높았다. 연 평균 방제 횟수는 $8{\sim}9$회가 56.6%로 가장 많았으며 80%이상의 농가가 방제력(防除歷)을 기록한다고 하였다. 단감 경작자들의 35.4%가 병해충 관리를 위한 방제비의 증가가 가장 큰 애로점이라고 하였으며 단감의 경제성 증대를 위해서는 수출 증대가 필요하다는 응답자가 34.5%로 가장 많았다.

수도작 친환경농법 수용농가의 경영실태 및 요인분석 (An Analysis of Management Factors for Environmentally-Friendly Rice's Production Farms)

  • This study was surveyed and analyzed in 2005 year for environmentally-friendly rice's production 78 farmers in korea. The major results was as follows: The average age of farmers were 54 years old, the experiences of environmentally-friendly rice's production farms was 7.4 years, the cultivated scales of environmentally-friendly rice's production was 3.4ha. The 74%'s Farmers of all unified rice's breeds for rice's production of high-grade in quality, the ranking of rice's breeds selection were the high-grade rice's breeds of government>japan rice's breeds. The control of damage by blight and insects were needed environmentally-friendly control, the endured study of this control were very important. To cut down cost of the environmentally-friendly rice for income security of farmers and sustenance of farming will. To receive reasonable price of environmentally-friendly rice, the brand image were raised to consumers, the variety and miniaturization of rice packaging unit were needed in view of consumers. In addition to must be campaigns of publicity through the press and event to consumers, were managed the exchange of rice goods and exchanged e-mail together consumers for the maintenance of confidence. To drive direct marketing between environmentally-friendly rice farmers and consumers through experiential marketing, to diversify the marketing channel. To strengthen public relations at regional level and relationship at the consumers.

Pangasiid Catfish Pangasius hypophthalmus Farming in Bangladesh: a Rural Survey in the Mymensingh Region

  • The status of recently expanded exotic pangasiid catfish Pangasius hypophthalmus, Pangasiidae farming in rural Bangladesh has been studied for finding research needs, through knowing the culture methods, associated activities and problems, to make the farming sustainable. Data were collected using participatory rural appraisal (PRA) tools in nine villages in three upazilas (sub-district) of Mymensingh district. The farmers have not got any formal training and have developed their knowledge on farming the fish through practice over years and sharing of knowledge among fellow farmers. Linked industries, e.g. hatcheries, nurseries, feed mills, trading of feed and fish etc. have developed that created employment opportunities. Most of the farmers produce two crops a year. About 90% of the farmers were found to practice mono culture of pangasiid catfish at high stocking density. The feeding rates started from 10-15% of the body weight per day at fingerling stage that reduced to 4-6% with growth. The average yield was found to be 25 tonslha/year. The livelihood of the farmers has been improved through farming the fish. Women and children were rarely engaged in the activities. The identified major problems in farming the fish were water quality deterioration, high feed costs and declining consumer demand and market price.

농업인의 경영기록 실태 및 특성 분석 (An Analysis on the Current Farm Management Record Practices and Characteristics)

  • 농업경영기록은 체계적인 경영 분석을 위한 출발점이라고 할 수 있다. 그러나 현실에서는 다양한 요인들로 인해 농가에서 농업경영기록이 제대로 이루어지지 않고 있다. 그 결과 경영 실태의 파악이 어려우며, 이를 기초로 경영진단과 장래의 경영 계획 또한 어렵게 된다. 경영 기록의 중요성이 이와 같이 명백한 반면 학계에서의 관련 연구는 거의 없는 실정이다. 그러므로 경영기록과 관련된 현재 농업인의 실태를 파악하고, 기록 관련 실태에 영향을 미치는 농업인의 특성을 규명하는 것은 매우 시급한 과제이다. 이를 위해 본 연구는 개별 농업인을 대상으로 설문조사를 실시하여 농업경영 기록 실태를 파악하였으며, 빈도분석, 교차분석, 로짓(Logit) 분석, 순위프로빗(Ordered Probit) 분석 등 통계적 분석을 이용하여 기록 실태와 이에 영향을 미치는 농업인의 특성간의 관계를 규명하였다. 분석 결과 다수의 농업인들이 경영기록의 필요성을 느끼고 있으나 회계 지식이 다소부족하고 적절한 기록 매체가 부족하여 농업경영기록이 제대로 이루어지지 않고 있었으며, 관련 교육 또한 매우 부족하였다. 따라서 농업인들이 사용하기 쉬운 농업경영기록장을 개발하고 농업경영에 대한 적절한 교육이 시행될 필요가 있다. 마지막으로 도출된 결과를 바탕으로 몇 가지 농업경영기록의 개선방안을 제시하였다.

Institutional Improvement of Irrigation Management System in Korea

  • There are two major operation and management (O & M) systems in Korea, one by the Korea Agricultural and Rural Infrastructure Corporation (KARICO), a government corporation, and the other by non-KARICO, which includes Irrigation associations (IAs) and individual farmers under the supervision of city or county authorities. Main issues and constraints in the irrigation facility management are: (1) The dual system of the irrigation water management system; management by KARICO and that by IAs, and (2) From the commencement of KAICO in 2000, farmers were exempted from water charge. This is opposite to the international trend, which follows' user pay principle: Main specific strategies to improve irrigation management system are: (1) Introduction of water metering for water charge as well as water conservation, (2) Adoption of demand-oriented irrigation rather than supply-oriented to reduce waste of water, (3) To augment farmer's participation by forming water user associations, (4) To maintain consistency of government policy, (5) To promote roles of local governments, and (6) To reestablish the role of KARICO.

Wild Date Palm (Phoenix sylvestris Roxb.) Husbandry in the Rural Southern Region of Bangladesh: Production, Marketing and Potential Contribution to Rural Economy

  • An exploratory study was conducted in Gopalganj, a southern district of Bangladesh to explore the role of wild date palm (Phoenix sylvestris Roxb.) husbandry in the rural economy. A total of 36 households in the study area were interviewed using a semi-structured questionnaire. A multistage sampling method with 10% intensity and a semi-structured questionnaire were used for the study. Based on the land holding capacity of the households, the farmers were categorized into five groups as landless, marginal, small, medium, and large. The date palm was distributed over seven different habitats of which roadside support the highest value (31%) followed by agricultural field and orchard (25% each). Though the large category farmers own most of the palms (43%), a considerable portion (562 individuals out of 1980) of it is managed by the landless farmers, who earn a substantial livelihood from the palms. The farmers manage the palm mainly for juice production; juice is either used fresh as drink or after some sort of processing as molasses and/or alcoholic beverage. Date palm husbandry contributes 32,601 Tk., 21,107 Tk., 20,626 Tk., 29,574 Tk. and 35,335 Tk. respectively to the five group seasonally and 50,980 Tk., 77,556 Tk., 90,208 Tk., 112,560 Tk., 140,675 Tk. respectively annually (1 US$ = 70 Tk.). Date palm trees contribute 65.48% of mean annual income to landless farmers followed by 27.21% to marginal farmers. However the poor marketing system result in decreasing the annual return from palm trees. Palm husbandry could be a promising source of rural incomes in Bangladesh if the farmers' traditional management knowledge was linked to more scientific management practices.
