  • Training students to use a Marine VHF presents challenges because materials are either out of date or cost prohibitive. It is also difficult to teach in a "real world" setting. This presentation gives a few ideas of how to give practical training and a fair testing method.

  • The problems in software cost management are well known. Cost estimates are too low. Software development projects frequently have cost overruns, which are due to poor estimates. A fair amount of work have been done toward developing cost estimation models. These models vary in their outputs (e. g., total cost, manning schedule) and in the factors used to calculate their estimates. They also vary with regard to the type of formula, parameters, use of previous data, and staffing considerations. This paper will distinguish them by the type of formula they use to calculate total effort and staffing level, and will discuss enough models to demonstrate the characteristics of each model category.

  • The copyright law is the greatest legal tool for promoting access to knowledge and information by striking a balance between owners rights and users rights. For libraries, copyright limitations and exceptions are critical to meeting our missions to support learning and research, promote the flow of information, provide equitable access to information to the public, preserve intellectual and cultural heritage. Based on these reasons, this study analysed the limitation of copyright law of Korea for library, suggested improvement of reproduction for the library preservation and distribution including rental and lending, printout and transmission of internet information resources, copy of library materials which are rarely available through normal trade channel and government publications, reproduction and electronic transmission for persons with disabilities, and proposed fair use model(limitations on exclusive rights) for libraries.

  • Cognitive radio technology enables us to utilize the extra spectrum which is not used by the primary users by sensing the channel condition. To use such an extra spectrum, spectrum allocation is one of the important issues in the cognitive radio networks. The network is dynamic and the available channels are changeable, and the opportunistic channel allocation is required to use the resource efficiently without interference to the primary networks. In this paper, modified proportional fairness scheduling is proposed for cognitive radio networks to satisfy the both fairness and system throughput, and the modified scheduling was designed to reduce the interference to the primary users.

  • This study investigates the application of management information systems to the quality of local government financial reports, especially the principle of transparency and the law of accountability, which have been measures of financial statement performance evaluation. The study was conducted in Enrekang Regency, Indonesia, which, based on the results of the examination, the Supreme Audit Board reported the status of Disclaimer, Fair with Exceptions, and Fair without Exceptions for three years each. This study used a sample of 35 respondents, finance department employees who worked on local government financial reports. Descriptive quantitative data were collected using a questionnaire instrument, then with the assistance of the Program Solution and Product Statistics (SPSS) Program, data were processed to test hypotheses. The results showed that the use of management information systems based on information and communication technology (ICT) had a significant influence on the quality of local government financial reports. The findings of this study indicate that the application of ICT-based management information systems affects the accountability and transparency of local government financial reports. This finding is reinforced by the use of the principles of government agility in the form of government apparatuses that apply responsive dexterity, flexibility agility, and competency agility.

Channel Resource Allocation Scheme Provided for Fair QoS in ECMA-392-Based Ship Area Networks (ECMA-392 기반 선박 내 네트워크에서 Fair QoS 제공을 위한 채널 자원 할당 방안)

  • In this paper, we use the ECMA-392 standard, the first cognitive radio networks to meet the demand for IT services in the ship. First, we learn about ECMA-392-based network and examine the consideration and the problems for assigning channels to the device. And, we propose a fair channel resource allocation to ensure efficiently channel required by device groups in ECMA-392 MAC protocol. This is a method to reallocate the channels fairly with considering the channel assignment parameters to a new device group and existing device groups. The simulation results show that the proposed scheme improves throughputs compared to the existing one.

Arthroscopic Treatment for Articular Side Partial- Thickness Tears of the Rotator Cuff - Comparison Between Simple Debridement and Additional Acromioplasty - (회전근개 관절내 부분 파열 환자의 관절경적 처치(변연 절제술 단독과 견봉하 감압술 병용시와의 비교))

  • Objectives : To evaluate the effects of arthroscopic acromioplasty and debridement for partial thickness articular side rotator cuff tears, Method: We divided 97 patients into 2 groups according to treatment protocol, with both groups having confirmed intra-articular partial tears of the rotator cuff. In group Ⅰ, we debrided the frayed and fibrotic cuff margin while in group II, we performed subacromial decompression in addition to debridement. After the surgery we checked all the patients with the modified UCLA shoulder rating scale. Results: The follow-up observation 12 months after surgery revealed that 44 patients in group I were rated as excellent in 32 cases, good in 10 cases, fair in 1 case, and poor in one case, while 53 patients in group II, were rated as excellent in 38 cases, good in 17 cases, and fair in 2 cases. Twenty-four month after surgery we observed that patients in group I were rated as excellent in 23 cases, good in 16 cases, fair in 4 cases, and poor in 1 case, while patients in group II were rated as excellent in 34 cases, good in 17 cases, and fair in 6 cases. Conclusion: The use of acromioplasty on partial thickness tears of rotator cuff, even in the cases of intra-articular nature, is preferable to the procedure performed without it.

Analysis for the Composition Element in Structure of Chairs - Focusing on Milan International Furniture Fair - (의자디자인 구조의 결합 유형에 관한 연구 - 밀라노 국제 가구 박람회를 중심으로 -)

  • Structure is one of the most important components in designing chairs, since a chair should support the weight of users and make them feel comfortable. However, previous studies have focused on examining the materials and the techniques of processing of chairs, but less on studying the structures to facilitate human friendly use enough to influence the change of the current chair design. The purpose of this study is to analyze the composition element in structure of the chair design specifically from 2000 to 2008 the fundamentals to achieve quality chair design. This study examined 386 chairs which the most reputable furniture fair, the Milan International Furniture Fair exhibited from 2000 to 2008. 386 chairs were chosen from 72 companies which passed the popularity and ranks. 24 Components of the structure of chairs were used to annalize the 386 chairs. The structural types of chair design included 51 kinds. Among them, the most representative types appeared to be 5 kinds. Particularly, the single structure chair was comprised of 25%, its productivity has increased steadily since 2004 which indicated that the structure of chair has become simplified. According to the components of chair, classified structure types were analyzed into (1) a single structure consisting of one component, (2) a simple structure with two components, (3) a complex structure with three components, and (4) a multiple structure with four components. The majority of chair types followed the order of the single structure, simple structure, complex structure, and multiple structure. The results of the analysis on the structure of chairs indicated that the structure of chairs has been changed toward single type No. 24 and simple type No. 6+13.

For this purpose, the study reviewed the meaning of interlibrary use for e-journal in the digital environment and the disputes about it, and analyzed several license clauses for interlibrary use.

Dynamic Contention Window based Congestion Control and Fair Event Detection in Wireless Sensor Network

  • Congestion in WSN increases energy dissipation rates of sensor nodes as well as loss of packets and thereby hinders fair and reliable event detections. We find that one of the key reasons of congestion in WSN is allowing sensing nodes to transfer as many packets as possible. This is due to the use of CSMA/CA that gives opportunistic media access control. In this paper, we propose an energy efficient congestion avoidance protocol that includes source count based hierarchical and load adaptive medium access control. Our proposed mechanism ensures load adaptive media access to the nodes and thus achieves fairness in event detection. The results of simulation show our scheme exhibits more than 90% delivery ratio with retry limit 1, even under bursty traffic condition which is good enough for reliable event perception.
