지능화시설의 통합운영 방안 (Plans for the Integrated Operation of Intelligent Service Facilities)

  • U-City 기반시설의 구성요소는 지능화된 시설, 정보통신망, 통합운영센터로 구분되며, 기존 연구에서의 U-City기반시설은 효율적인 운영 관리의 필요성을 제시하고 있다. 그러나 그 중 법에서 정의하는 내용과 다르게 해석하는 경우가 지능화된 시설에서 빈번히 발생하고 있다. 이러한 문제의식을 토대로 국내 지능화시설 관련 법제도 및 운영관리의 문제점 등을 종합적으로 분석하여 지능화시설의 효율적 활용을 위한 통합운영방안을 마련하고자 한다. 이를 위해 관련 법제도와 실무담당자 인터뷰를 통해 지능화시설의 현황 및 문제점을 파악하고, 지능화 시설에서 생성된 도시정보 및 설치위치를 모두 포함한 통합 활용의 필요성을 도출하였다. 현재 정부부처 및 지자체는 ICT를 활용한 다양한 정보시스템을 구축 운영하고 U-City법에서는 통합적 관리 운영을 명시하고 있으나, 시설 운영주체에 대한 구체적인 책임과 권한에 관한 정의는 명확히 이루어지지 않고 있다. 이를 효율적으로 운영하기 위해 설치된 장비와 여기서 생성된 도시정보를 공동으로 활용할 수 있는 관련 부서 간 원활한 조정이 가능한 추진체계가 필요하다. 본 연구는 지능화시설의 관련법 및 법규들에 대한 논리적 연계의 관계를 정립하여 효율적인 지능화시설 설치 및 관리를 위해 일원화된 법적 시스템의 체계를 마련하고자 한다. 이를 통해 지능화시설의 통합연계 및 활용을 위한 관리체계의 기초 토대가 될 수 있을 것으로 기대한다.

Analysis of the Effect of Construction of Public Cremation Facilities in Jeongeup City on Cremators Number Using E-Haneul Funeral Information System in Jeollabukdo and on Cremation Rate

  • Based on a result of we research and analysis of this study, it was analyzed that the average annual cremators number using E-Haneul Funeral Information System among the five public cremation facilities in Jeollabukdo was 9,713 in total before the opening of public creation facilities in Jeongeup City (2013-2015), while the number was 12,159 after the opening of public cremation facilities in Jeongeup City (2016-2019); the number was increased by 2,446, compared to the opening period (2013-2015), with a large increase rate of 25.2%. In addition, the average annual cremation rate before the opening of public cremation facilities in Jeongeup City (from 2013 to 2015) was 71.6%, but the average annual cremation rate during the period after the opening (from 2016 to 2019) was 81.5%, which was a large increase rate of 9.9% compared to period before the opening of the facilities. Based on research results above, we have presented policy suggestions in order to increase the efficiency of operation and management of public cremation facilities by local governments as follows. First, in order to prepare for the increase in demand for cremation due to the increase in cremators number, a policy promotion for the expansion of "public cremation facilities" should be carried out as soon as possible, focusing on local governments whose supply has reached the limit. Second, in order to support the expansion and construction of public cremation facilities, the government subsidy rate and government subsidy at the level of current 70%, provided by the central government, should be further expanded. Third, overcoming theNIMBY conflict overlocation for public cremation facilities, theutilization rate should be enhanced, through the joint construction and facility operation of the public cremation facilities between local governments, and the ef iciency of the project implementation should be improved through the jointsharing of the facility operation cost.

차세대 스마트도시 시설물의 플랫폼 정의와 디지털 체인 (Next Generation Smart-City Facility Platform and Digital Chain)

  • With increasing interest and research on smart cities, there is also an increasing number of studies on urban facilities that can be built within smart cities. According to these studies, smart cities' urban facilities are likely to become high value-added industries. However, the concept of smart city is not clear because it involves various fields. Therefore, in this study, the definition of Next-Generation(N.G) Smart City Facilities with Digital Twin and Digital Chain is carried out through a multidisciplinary approach. Based on this, Next-Generation Smart City Facilities will be divided into High Value-Added Products and Big Data Platforms. Subsequently, the definition of the Digital Chain containing the data flow of the entire process built through the construction of the Digital Twin proceeds. The definitions derived are applied to the Next-Generation Noise Barrier Tunnel to ensure that data is exchanged at the Digital Twin stage, and to review the proposed configuration of the Digital Chain and Data Flow in this study. The platform definition and Digital Chain of Next-Generation Smart City Facilities proposed in this study suggest that it can affect not only the aspects of data management that are currently in the spotlight, but also the manufacturing industry as a whole.

원도심 내 유휴시설을 활용한 도시재생사업 모델에 관한 연구 - 일본의 빈집과 빈 점포를 활용한 중심시가지활성화 사업을 중심으로 - (A Study on Urban Regeneration Business Model Utilizing Idle Facilities in Old Town - Focusing on the City Center Revitalization Projects Using Empty Houses and Empty Stores in Japan -)

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

GIS기반 u-City 도시 인프라 구축에 관한 연구 (A Study on Implementaion of the GIS Based u-City urban Infrastructures)

  • The purpose of this paper is to analyze the implementation of the GIS infrastructure systems for the u-City, GIS base u-City represents spatial information derived fields, such as geographical distribution of the urban boundaries, physical configuration of the urban locations and cultural characteristics of the urban history. These three aspects relate to urban infrastructure systems implementation, urban monitoring center implementation, and spatial database implementation. In terms of the GIS based u-Ci쇼 urban infrastructure implementation systems, the u-City depends on IT contents and spatial features. IT contents are strongly related to IT839 strategy due to the national agenda is "u-Korea". GIS should contribute to u-City construction through the spatial analyses methods. For these methods various GIS functions will guide to u-City's distribution, location, and characteristics of urbanization. The infrastructure consists of road and road facilities, underground facilities, related agencies facilities, dispatch systems, environmental systems, and urban planning. These six units of the urban infrastructures have spatial databases that consist of spatial configuration, such as dots, lines, and polygons in order to draw the spatial distribution of the u-City GIS based u-City urban infrastructure implementation systems should deal with It convergence to generate fusion affects.

  • This study is a second paper of the re-structuring strategies of healthcare facilities in Kwang-ju and Jeon-nam province for it's competition power in the emerging global health care market. Kwang-Ju city and Jeon-nam province have had difficulties in building a balanced healthcare system because of rapidly declining population, weakened healthcare infra-structure and geographical problems of healthcare supply by numerous islands. This paper presents the new approaching process for re-building healthcare network in the regional healthcare facilities planning. In addition, it analyzes health planning index, healthcare system, the concept of health care networking, etc. Finally, this presents the case study of regional healthcare facilities planning in Kwang-ju city and Jeon-nam Province.

초.중등 교육시설의 유지관리비 분석 - 인천광역시 초.중등학교를 중심으로 - (The Analysis of Maintenance & Repair Cost in Educational Facilities of Primary and Secondary Schools - Focusing on Primary and Secondary Schools in Incheon Metropolitan City -)

  • The purpose of this study is to provide a basis for calculation of school operation fees for normal functioning of the school facilities, and facility maintenance and repair cost through their life spans, considering remodeling of the facilities and changes of their functions. This study analyzes maintenance and repair records during the three years from 2003 to 2005 in primary, middle and high schools in Incheon Metropolitan city and also the facility management and operation expenditure of the same schools in the city during the year of 2005, and presents quantified unit cost of each item according to the area, the age of the facilities, and the number of classroom, student, and lessons given. The calculation can be a basis for both BTL school facility managers and the general school facility mangers to budget school facility maintenance cost appropriately and the quantity of energy, water, electricity, and telephone fees calculated here can be a criteria for the managers to check the normal maintenance of their facility.

온실가스 감축 전략의 성과평가 - 지자체 환경기초시설 사례 - (Assessment of GHG Reduction Strategy - A Case of Environmental Facilities of Incheon City -)

  • The study focuses on 32 environmental facilities in Incheon Metropolitan City, South Korea, categorizes them by sector: sewage treatment, wastewater treatment, incineration, landfill, water purification, and water supply. Their GHG reduction results are analyzed through quantitative and qualitative measures for 2012 to 2015. The study surveys and examines GHG reductions of the environmental facilities for two categories - facility operation and management. The findings are as follows: First, the GHG reduction rate, an emission-to-allocation ratio, from 2012 to 2015 is 89.67%. Second, GHG reductions coming from qualitative measures of facility management are even greater than those from quantitative measures of facility operation. Third, GHG reductions through facility operation are mostly attributable to overhauls, less use of facilities, resources recycling, process improvement rather than the betterment of fuels, facilities and energy efficiency. Fourth, higher reduction can be achieved by effective facility management, qualitative measures.

주민의 지역시설 이용의식에 관한 연구 -과천시 문화의 집 이용자의 사용후 평가를 중심으로- (A Study on Needs of User for Community Facilities -Through P.O.E.(Post Occupancy Evaluation) in House of Culture, Gwua-Chun City-)

  • The purpose of this paper is to investigate the user distribution and the accessibilities, and the factors restricting the use of House of Culture, Gwua-Chun city, and to discuss and propose an improved management for House of Culture. The survey and analyses in this paper have showed some considerable aspects of House of Culture. Smaller culture facilities are more effective with respects to the programs and the use of rooms. Most of users of the facilities are housewives and retired old people because those who have jobs can not use in the daytime when the facilities are open. Many cases of House of Culture are parts of village offices, libraries, and culture centers. The rooms are very efficiently composed. Users of House of Culture want larger space facilities and lecture programs for health and sports.
