In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM2) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

This paper presents incentive application strategies and delay prevention strategies as schematic approaches to improve time performance of highway construction contracts. This research recognizes the importance of improving time performance during highway construction. Strategic solutions of the most core issues on time performance incentive contracting are identified. The suggested incentive application strategies develop criteria for applying time classification to projects, for assigning project time classifications to contractors and designers, and for determining appropriate incentive values in A (cost) + B (time cost) and other performance incentive contracts. The suggested delay prevention strategies develop criteria for determining the appropriate subsurface utility engineering (SUE) level and to develop best practices for avoiding utility relocation delays. A schematic approach for each strategy is developed. This paper also introduces current incentive contracting practices in Florida. The researchers obtained the information from experienced persons in the highway construction industry, including key highway contractors, designers, and Department of Transportation (DOT) and Federal Highway Administration (FHWA) personnel. The major focus of this research is to develop strategies and suggest approaches to improve time performance of highway construction contracts. For future study, practical tools to facilitate implementation of the suggested strategies should be developed, so that the criteria, implementation processes, and best practices developed may contribute to the current industry-wide effort to improve time performance.
도로교통소음은 많은 지역에 산재해 있으며 특히 주도로변에 거주하는 사람들에게 환경과 관련하여 매우 중요하다. 도로교통으로부터 소음수준을 계산하는데 몇가지 다른 방법들이 이용되고 있다. 이 방법들은 계산방법과 그래프식 그리고 컴퓨터 모델링 기술 등이다. 교통과 교통소음의 영향으로부터 소음을 계산하는 간단한 기술의 예측방법은 여기에 나타내었다. 이 TNS (traffic Noise Screening) 방법은 서로 다른 도로유형에 대한 일련의 도로교통소음레벨의 예측그래프로 전개된 것이다. 이 그래프는 Federal Highway Administration (FHWA) STAMINA 2.0을 이용하여 다양한 시나리오에 대한 소음 예측모델을 계산한 결과를 기초하였다. TNS에 도로의 기하학적 형태, 교통량 주행속도 그리고 도로중앙선의 거리등의 데이터를 입력시킨다. TNS 그래프는 소음영향과 연관된 교통소음예측에서 사용하는 경우 교통소음레벨의 계산을 쉽게 한다. 이 TNS 방법은 STAMINA 2.0과 같은 상세 모델링을 대신하지는 못하지만 상세 모델을 필요로 할 때 도움을 주는 도구이다 만약 소음계산들이 중요하거나 또는 시나리오가 보다 복잡하고 부가된다면 보다 상세한 모델링이 수행되어져 스크린 결과들이 나타난다.
미국의 경우 지하지장물의 이설시 발생하는 시설물들의 손상, 간섭으로 인한 작업지연 등이 여전히 미국 건설업의 주요한 문제점 중 하나로 지적되고 있으며, 국내의 경우에도 전기, 통신, 가스, 상 ${\cdot}$ 하수도 등과 같은 지하지장물 이서에 따른 공기지연 및 추가비용 사례가 발생하고 있고, 이로 인해 발주자와 시공자간의 책임소재를 둘러싼 클레임의 제기가 증가하고 있는 실정이다. 하지만 국내의 경우 지하지장물 이설과 관련 공기지연 및 설계변경 등에 따른 추가 공사비 발생 등에 대한 현황 파악조차 제대로 이루어지고 있지 못한 실정이며, 원인 및 파급효과 분석 등 문제해결을 위한 체계�Ю� 연구가 매우 부족한 상황이다. 이에 본 연구는 미국의 FHWA, SHA 및 지하지장물 이설을 관리하는 유관 기관들의 모범사례 규명을 통한 최근 연구결과를 분석하여 보여줌과 동시에 FHWA가 제시한 문제해결 도구들 중에서 특히 신뢰성 있는 지하지장물의 위치 파악을 위한 SUE에 관한 기본적인 개념을 고찰하고, 국내 관련기술개발 현황 등을 살펴봄으로서, 향후 국내 건설업의 효율적인 지장물 이설작업을 위한 체계적인 연구를 제안하고자 한다.
부식 열화는 교량 기술자들에게 있어서 지속적인 도전을 요구하는 문제가 되어왔는데, 스텔스 항공기를 개발하게 한 새로운 재료 기술은 교량의 부식을 해결할 수 있게 하였다. 즉, 경량의 고강도 재료로 높은 피로 저항성을 갖고 있고, 부식에 강한 복합체는 교량의 재료로서 아주 바람직한 성질을 갖고 있다 섬유 보강 폴리머(FRP) 복합재료를 교량의 건설에 이용하려는 프로젝트는 1998년 현재 80 여 개가 넘게 진행되고 있는데, 이 중 미국 내에서 31개의 프로젝트가 수행되고 있다. 이 글은 미국 내에서 FRP복합체를 교량 공학 분야에 적용하려는 초기의 성공적인 시도들에 관한 내용으로 복합체의 장점, 특성, 교량 적용시 고려 사항, 그리고 향후 복합재료에 관한 기술을 토목 구조물에 적용하는데 필요한 소요 기술 등에 관하여 정리한 것이다. 이 새로운 재료는 신설 구조물의 건설과 기존 교량의 보수 및 보강에 모두 적용할 수 있으며, FRP복합체 기술을 토목 구조물과 기반 시설물 건설 분야에 적용하는 것은 지금까지 성공적인 결과를 보여 주고 있다 미국연방도로국(FHWA, Federal Highway Administration)은 이 기술을 미국 내 교통 기반 시설물인 신규 교량의 건설은 물론 기즌 교량의 보수 및 보강에 활용하는 방안에 대하여 관심을 갖고 있다.
최근 들어 홍수피해를 유발하는 것은 강우의 총량이기보다 기후 변화에 따라 발생하는 국지성 집중호우라 할 수 있다. 이러한 국지성 집중호우를 고려한 강우강도 개념을 도입하면서 배수펌프장 등과 같은 국내 배수시설 설계가 최근 개선되고 있으나, 교량용 배수시설 관련하여 별다른 개정이 없는 실정이다. 또한, 미연방도로국의(FHWA)의 배수설비 기준에 비하여 국내의 교량용 배수시설 기준은 합리적인 배수관 설계 방법을 제시하지 못하고 있다. 이러한 문제점을 해결하기 위해, 국지성 집중호우를 고려한 확률강우강도식을 사용하여 합리적인 교량용 배수관경 설계 기준안을 본 논문에서 제시한다.
The Federal Highway Administration (FHWA) has recommended the use of AASHTOWare Pavement Mechanistic-Empirical Design (PMED) software for Roller-Compacted Concrete (RCC) pavement design, but specific calibration for RCC is missing. This study investigates the software's capacity to predict the long-term performance of RCC roadways within the framework of conventional concrete pavement calibration. By reanalyzing existing RCC projects in several U.S. states: Colorado, Arkansas, South Carolina, Texas, and Illinois, the study highlights the need for specific calibration tailored to the unique characteristics of RCC. Field observations have emphasized occurrence of early distresses in RCC pavements, particularly transverse-cracking and joint-related issues. Despite data challenges, the AASHTOWare PMED software exhibits notable correlation between its long-term predictions and actual field performance in RCC roadways. This study stresses that RCC applications with insufficient joint spacing and thickness are prone to premature cracking. To enhance the accuracy of RCC pavement design, it is essential to discuss the inclusion of RCC as a dedicated rigid pavement option in AASHTOWare PMED. This becomes particularly crucial when the rising popularity of RCC roadways in the U.S. and Canada is considered. Such an inclusion would solidify RCC as a viable third option alongside Jointed Plain Concrete Pavements (JPCP) and Continuously Reinforced Concrete Pavements (CRCP) for design and deployment of rigid pavements. The research presents a roadmap for future calibration endeavors and advocates for the integration of RCC pavement as a distinct pavement type within the software. This approach holds promise for achieving more precise RCC pavement design and performance predictions.
Road traffic noise has increasing broader effects on urban areas as well as rural areas because of rapidly increasing traffic volume and newly-constructed roads. 10 sites in building development areas were selected and the noise level were measured by the apartment floors and by the various block plans of apartment complex. Analysis result, about correction factor, in the case of right angle arrangement, apply - 2.5dB(A). In the case of apartment house correlation of each floor apply 1st floors 0dB(A), 2st floors 1.2dB(A), 3st floors 2.1dB(A), 4st floors 2.6dB(A), 5st floors 2.7dB(A), 6st floors 2.7dB(A), 7st floors 2.4dB(A), 8st floors 2.0dB(A), 9st floors 1.6dB(A), 10st floors 1.1dB(A), 13st floors 0.2dB(A), 15st floors 0.5dB(A). The level of road traffic noise in the arrangement construction of right angle was about 3.0dB(A) at N-4 point and 2.1dB(A) at N-6 point lower than that of a plan figure, respectively. The results suggested that application of correction coefficient obtained by the apartment floor and by the arrangement construction can be improved in road traffic noise. 도로면 유지보수 공법 중 크랙실링은 그 특성상 작업수행과 관련하여, 노무자의 안전을 위협하는 다양한 위험, 열악한 작업환경으로 인한 생산성 및 품질저하, 교통체증으로 인한 차량이용자의 간접비용 상승 등 많은 잠재적 문제점을 내포하고 있을 뿐만 아니라 노무 의존도가 높고 년간 막대한 사업예산을 요하는 국가 기반 유지보수 사업이다. 선진 외국의 경우, 도로면의 초기균열에 대한 보수공법으로써 크랙실링이 일반화되어있고 과거 10여년에 걸쳐 이를 자동화하기 위한 연구노력이 활발히 진행 중이다. 본 논문은 미국을 중심으로 지금껏 개발되어진 크랙실링 자동화 로봇의 프로토타입을 간략히 소개하고 미 연방교통국(FHWA)과 텍사스 주 교통국(TxDOT)의 지원하에, 텍사스 오스틴 주립대학 건설자동화 연구소에서 개발된 크랙실링 자동화 로봇의 연구성과 및 1999년 현장실험 결과를 토대로 크랙실링 자동화 로봇의 타당성 및 적용성 그리고 개발기술의 응용성을 시험한다. 크랙실링 자동화 로봇의 개발과 활용을 통하여 도로의 수명 연장 및 년간 막대한 도로 유지보수 사업예산의 절감이 가능할 것으로 사료되며 개발된 자동화 기술은 추후 빌딩외벽, 대규모 저장탱크 등 도로 이외의 건축.토목 구조물에 발생된 균열의 탐지 및 보수에도 널리 활용될 수 있을 뿐만 아니 라 동영상 처리기술 등의 멀티 미디어 기술과 무선정보통신망을 응용한 본사와 현장간 실시간 안전진단 및 분석에도 그 활용효과가 클 것으로 기대된다.
