Present and Future of Risk Management of Construction Practice in Asia

  • Owning to rapid infrastructure development, Asia is experiencing dramatic economic growth. There are not a few cases in which, however, economic growth is achieved by increasing the external diseconomy. Pursuit of sustainable development is one of the most important issues for mankind. Under the post-industrial capitalism society, however, there seems a big risk of increase in the external diseconomy worldwide. The objectives of this manuscript are to discuss importance of risk management of construction practice in present and future. Regarding the latter, a particular attempt is made to discuss how project risk communication should be done to reduce the external diseconomy. Presently, one of the important issues in implementation of infrastructure projects is practice of risk management to properly manage time, cost, quality, and safety: mainly maximization of internal economy. Multi-party risk and uncertainty management process (MRUMP) is one of tolls to assist it. The idea on MRUMP can be used to reduce the external diseconomy through identifying, sharing, and tuning people's rhythms.

  • On the basis of sustainable long-term water resources planning, the development of ground water resources should be interlocked with the surface water development In considering the intertemporal equity, overpumping of groundwater may diminish or eliminate the groundwater resources stock of post-generations. Regulatory landuse zoning for groundwater resources recharge area is indispensable measures to prevent groundwater pollution. Adequate treatment of polluted water from various sources such as municipal sewage, industrial wastewater, landfill site leachate, and abandoned boring wells, is also necessary for groundwater protection. To preserve groundwater resources as common property goods, groundwater use tax should be imposed upon the large scale groundwater use. Finally, the establishment of groundwater development license system is recommended to achieve the social optimal production and to avoid external diseconomy.

The Externality of an Unwelcomed Facility on the Nearby Multi-family Houses: A Case Study of Dangin-Ri Power Plant (기피시설이 인근 공동주택(연립, 다세대)에 미치는 외부효과 - 당인리 화력발전소를 사례로 -)

  • The purpose of this paper is to estimate the external diseconomies of an unwelcomed facility on the nearby houses. The facility and the area studied are Dangin-Ri power plant in Mapo-Gu, Seoul and the residential district surrounding it respectively. The nearby housing prices have been changed according to the time and circumstances of the public announcements about the reconstruction or removal plans of the plant. These price changes are regarded as the capitalized values of the external diseconomies due to the plant. This study is based on the hedonic price theory in order to estimate the diseconomies in monetary value. The tools for the estimation are four models of multiple regression with the transaction price as the dependant variable and various housing characteristics including the external effects of the plant as the independent variables. The sample analyzed is 833 house transactions for the past 5 years in the research area. The facts found are as follows; First, the most suitable functional form for the estimation is confirmed to be the linear model. Second, there are significant differences in influence on the housing values among the independent variables, that is, locational characteristics, physical features, and environmental changes with time. Third, the external diseconomy is estimated as \80,137,807 in case that the plant would be reconstructed in the underground of the present site, whereon a substitutional public park would be constructed and as \59,142,248 in case that the plant would move away.

Environmental impact assessment for city logistics distribution systems

  • The external diseconomy is hampering sustainable development of the city logistics sector. Burdens on urban environment imposed by the city logistics industry have been put in the spotlight. Based on the principle of Life Cycle Analysis, the comprehensive environment impact for city logistics systems is measured. Firstly, with the city logistics service chain as a whole, its business processes and their interactions with environment are analyzed. In total four types of major environment impact categories are determined. Secondly, case study is made on three city logistics operators located in Jing-Jin-Ji region of China with different business modes, respectively self-operation mode, joint distribution mode and the $3^{rd}$ Party Logistics or 3PL mode. Through analysis of energy consumption and emissions for various business processes, their comprehensive environmental impact values are finally obtained. Thirdly, horizontally comparative analysis is carried out to these three modes of the urban logistics distribution systems. Results show the advantages of the 3PL and the joint distribution modes in developing greener urban logistics distribution. Future research avenues and policy suggestions are proposed finally.

  • The external diseconomy has been accelerated by the megaspatial structure of metropolis such as Seoul Capital Region(below SCR), Korea in which the more than 10 million populations inhabit. The main course for It could be elaborated by the overconcentration of the urban and regional function of various kinds. The study is performed to analyze quantitatively the status quo of the region as described above and proceed into forecasting the future population trend, the land use at location for the increment of regional population and to set the location of new towns in Seoul Capital Region System projected by the methods in computer algorithm of descriptive models such as the simple and multiple regress ion analysis models, the gravity model and the facility location on a plane model analysis. The goal and object ive of the metropolitan planning are to decentralize the regional growth management to the optimum degree, which will not hinder the economic growth of the region, but the result of the study is that we can not discourage the functional concentration of Seoul Capital Region and, we have to provide the region with the appropriate new towns.
