Semiparametric Evaluation of Environmental Goods: Local Linear Model Approach

  • Contingent valuation method (CVM) is a main evaluation method of nonmarket goods for which markets either do not exist at all or do exist only incompletely; an example is environmental good. A dichotomous choice approach, the most popular type of CVM in environmental economics, employs binary discrete choice models as statistical estimation models. In this paper, we propose a semiparametric dichotomous choice CVM method using local linear model of Fan and Gijbels (1996) in which probability distribution of error term is specified parametrically but latent structural function is specified nonparametrically. The computation procedures of the proposed method are illustrated with a simple design of simulations.

  • Recently, The problems with which our country's company is confronted for business of manufacturing goods. This study set the hypothesis to develop the method that was analysis and application of A reliability evaluation method of environmental material for circuit components in Computer, Color TV, Monitor, Microwave oven, Electric Refrigerator, Automobile parts, other goods. Especially, this study emphasis on regulate export of the EU and North America that it's a environmental material's hazards problem. In this process, this study set the pattern of practical application. Therefore, this study emphasis on the application of A reliability evaluation method of environmental material and the use of other parameters by environmental reliability test data. The result of this study is as follows. 1) There is relationship between regulate material and technical protecting system. 2) Characteristics of hazard materials is operating a healthcare damage factor as well as regulate environmental factors.

우리나라 환경산업의 무역구조와 국제경쟁력에 관한 연구 (A Study on the Trade Structures and International Competitiveness of the Korean Environmental Industry)

  • 본 논문에서는 DDA 환경상품 무역자유화 협상에 대비하여 세계 주요국과 우리나라의 환경산업 제품에 대한 무역구조를 분석하였다. OECD에서 제안한 161종의 환경상품 리스트를 기반으로 2002년부터 2011년까지 10년간 전 세계 환경상품의 무역 통계를 조사하였다. 환경산업의 세계 무역규모는 2002년 4,639억 달러에서 2011년 1조4,778억 달러로 3배 이상 증가하였다. 우리나라의 2011년 환경상품의 세계시장 점유율은 3.2%이며, 무역특화지수는 -0.128, 현시비교우위지수는 1.002이며 세계시장에서 일본과 수출경합도가 가장 높은 것으로 나타났다. 본 논문에서 우리나라의 환경상품의 국제경쟁력은 무역규모에 비해 국제경쟁력이 상대적으로 약한 것으로 조사되었다. 따라서 향후 지속될 DDA 환경상품 자유화 협상에서 우리나라는 환경상품의 유예기간 설정 등 단계별 무역자유화 추진과 국내 산업의 경쟁력 향상을 위해 노력해야 할 것이다.

환경자원의 가치평가 이론과 주요 방법 (Theory and Methods for the Evaluation of Environmental Resources)

  • 1992년 리우회의 이후 국제적으로 환경자원의 중요성이 인식되면서 환경자원에 대한 가치를 정량화하고자 하는 움직임이 본격화 되었다. 우리나라 역시 이러한 국제적인 추세에 영향을 받으면서 1990년초부터 비시장재화의 가치를 평가하고자 하는 연구가 본격적으로 시작되었다. 또한 1999년에 예비타당성조사가 도입되면서 대규모건설사업 수행 전에 환경자원의 가치까지 고려한 비용편익분석이 실제로 이루어지고 있다. 하지만 환경자원에 대한 가치평가 방법이 아직 정립되지 못한 실정이다. 본 연구에서는 환경자원의 가치 평가를 위한 이론과 주요 평가 방법을 소개하였다. 이론에서는 환경자원의 가치를 수요함수와 생산함수차원에서 검토하고 이들 두 함수가 함께 고려된 시장에서 최적 수준을 도출하였다. 평가 방법에서는 시장의 특성에 따라 대표되는 평가 방법인 여행비용법, 만족가격법, 가상가치평가법을 소개하였다.

  • Sustainable development has been the key concept, both in economic policies and in environmental management. On the basis of an systems ecology perspective, this suggests the sustainable development of Korea\`s natural environment and economic activity using the EMERGY evaluation. The total EMERGY use(7,730E20sej/yr) in Korea is 81 percent from imported sources, fuels and goods and services. The ratio of outside investment to attracting natural resources is already large, like other industrialized countries. Continued availability of purchased inputs at a favorable balance of EMERGY trade, currently about 2.85 to 1 net EMERGY, tis the basis for present economic activity and must decrease as the net EMERGY of purchased inputs including fossil fuels goes down. EMERGY yield ratio and environmental loading ratio were 1.23 and 20.30, respectively. The population level is already in excess of carrying capacity. Its carrying capacity for steady state on its renewable sources is only 2.2 million people, compared to 45.9 million in 1977. EMERGY sustainability index is therefore less than one, which is indicative of highly developed consumer oriented economies. Until now the development of a country has been achieved by the economic growth, but it can be sustained in the long run by the use of renewable resource systems. the efficiency of energy usage, and the transformation of the social-economic structure based on an ecological-recycling concept.

도시물류정비를 위한 공공부문의 역할에 관한 연구 (Principles for Government Involvement in Urban Logistics Planning)

  • 도시의 통행활동을 여객통행과 화물통행 등으로 구분하여 온 지는 오래 되었으나 지금까지 도시교통의 계획과 정비는 주로 여객교통을 중심으로 되어 왔다. 그렇지만 교통혼잡과 환경오염 등 날로 심각해지는 도시문제의 하나로 화물자동차의 통행 증가가 지적되고 있으며, 이를 해결하기 위해 도시물류의 정비가 중요하다는 인식이 점차 확산되고 있다. 특히 다빈도 소량운송 시대로의 전환과 택배산업의 활성화는 화물자동차 통행수요를 증가시킬 것으로 예상되어 화물자동차의 통행관리가 도시교통의 현안과제로 떠오르고 있다. 정부는 화물유통촉진법의 개정을 통하여 도시물류의 중요성과 정비방향을 제시함과 더불어 광역도시 단위의 도시물류정비계획 수립을 서두르고 있으나 도시물류의 정비에서 다루어야 할 내용이나 도시물류 정비를 이끌어야 할 공공부문의 역할에 대해서는 아직도 많은 연구가 필요한 상황이다. 본 연구는 도시물류를 정비하는데 있어 공공부문이 하여야 할 역할에 대해 논하였다. 연구의 범위는 중앙정부에서 시행할 국가물류의 대상은 제외하고 광역도시 단위에서 할 수 있는 사항을 중심으로 하였으며, 도시물류의 기능을 토대로 공공부문의 개입이 필요한 이유와 공공부문의 역할에 대해 정리하였다. 연구의 결과는 앞으로 도시물류정비계획의 수립에서 다루어야 할 사항과 공공부문의 개입 정도를 판단하는데 도움이 된다.

환경 생태학적 개념을 이용한 낙동강 하류의 에머지 비용-편익 평가 (Emergy Cost-Benefit Evaluation of the Down Stream of Nakdong River Using Environmental-Ecological Concept)

  • The Nakdong River being used as drinking water sources for the Busan metropolitan city has the vulnerability of water management due to the fact that industrial areas are located in the upper Nakdong River. This study used emergy analysis method to evaluate ecological-economics of water treatment systems of D water treatment plant (WTP) where located in the downstream of the Nakdong River. The emergy methodology is a system evaluation tool that uses energy as the common currency to compare different resources on a common basis. Emergy yield ratio (EYR) and emergy sustainability index (EmSI) of D WTP were 1.16 and 0.18, respectively. It means not resources and sustainable system but consumer goods and not sustainable system. Ratio of emergy benefit to the purchaser (EBP) shows 2.7 times higher than economic costs. To change the weak water source and situations we need to diversity water intake.

무형 문화자원의 관광 정책적 활용을 위한 경제적 가치평가: 아리랑을 중심으로 (Economic Value Evaluation for applying Intangible Cultural Resources to Tourism Policy: Focusing on 'Arirang')

  • Purpose - This study aims to develop a valid and appropriate method for measuring the economic value of intangible cultural resources. Design/methodology/approach - Building upon the concepts explored in many studies on the total value regulation of public goods or environmental goods, which are non-market value commodities, with a focus on the intangible cultural property Arirang, this study aims to formulate a new economic value concept for cultural resources that contributes to the overall economic total value, including non-use value. Based on this foundation, the study aim to identify and apply the most efficient model(CVM) among economic value measurement methods, as suggested by Tietenberg (2003). Findings - This involves estimating economic value through consumer behavior, encompassing the use or experience of cultural resources, as well as utilizing statements to estimate economic methods through consumer surveys. Only by presenting individual resource economic values of cultural resources in objective figures can a foundation be established for creating budgets and organizational structures to promote projects and policies. Research implications or Originality - Appropriate decisions can then be made by comparing these values with the expected costs in the management and planning process.

부산시 수돗물 수질개선 편익의 추정 (Valuing the Economic Benefits of the Water Quality Improvement in Busan)

  • Water is an indispensable input to human's existence and industrial production. In these days, people are getting more concerned about their health and the interest in the safety of drinking water has increased. In this situation, this paper attempts to measure the economic benefits of the tap water quality improvement. The study area was restricted to Busan, the second largest city in Korea, where local government is planning to implement a tap water quality improvement program. We apply a one-and-one-half bounded dichotomous choice contingent valuation (CV) method to obtain at least a preliminary evaluation of the benefits. CV is developed for valuing goods or services that cannot be valued either directly or indirectly from market observations and has been applied to several environmental goods. The CV survey was rigorously designed to comply with the guidelines for best-practiced CV studies. We surveyed a randomly selected sample of 400 households in Busan and asked respondents questions in person-to-person interviews about how they would be willing to pay for the water quality improvement. Respondents overall accepted the contingent market and were willing to contribute a significant amount (US$1.66), on average, per household per month. We can also calculate the aggregate value of the program which improves the water quality in Busan. This study is expected to provide policy-makers with useful information for evaluating and planning environmental policies relating specifically to water.
