With the globalized coming of the knowledge-based society following the post-industrial period, both the crises and opportunities have been occurring together as non-special affairs, which is the same situation in Rural Korea. A crucial key for maximization of potentialities of emerging opportunities is to mobilize the multi-valuedness embedded in rural areas as one of new growth powers. In order to realize a variety of multi-valuedness of rurality, it should be needed to re-discover and re-evaluate rural resources by paradigm shift and to identify the multi-valuedness of resources systematically and scientifically. On the basis of this understanding, this study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages in the initial step. Integrated evaluation indicators system was made with 4-level hierarchies; high-leveled one with 3 fields(society, environment, regional economy); middle-leveled one with 8 areas; lower-leveled one with 19 sub-areas; detailed indicators totally with 39 items. These indicators were divided into 12 basic indicators applied to all types and 27 specialized indicators determining the characteristics of village types.

경쟁력 향상과 생산성 제고의 도구로서 디지털 환경에 적합한 새로운 전문도서관 평가지표 개발의 필요성이 대두되고 있다. 특히, 전문도서관의 경우 다른 도서관과 달리 다양한 주제적 배경을 가지고 있고, 1인 운영 소규모 도서관도 많다는 특성을 충분히 고려하여 평가지표가 개발되어야 한다. 이에 본 연구에서는 2007년에 작성된 전문도서관 평가지표를 기초로 하여 이해하기 쉽고 적용 가능성이 높은 새로운 평가지표를 개발하였다. 개발된 전문도서관 평가지표는 선행연구와 타관종의 평가지표를 충분히 검토하였으며, 다양한 주제 분야 전문도서관 소속 전문가들의 의견이 반영될 수 있도록 수차례의 회의를 거쳐 완성되었다. 새 평가지표의 개발 후 타당성과 실효성을 검증하기 위해 평가지표 타당성 설문조사를 실시하였으며, 아울러 일부 전문도서관을 대상으로 모의평가도 실시하였다. 개발된 평가지표로 전문도서관 운영평가를 정착시킨다면, 새 평가지표는 전문도서관의 현재 수준을 파악하고 개선하여 미래 지향적 전문도서관 육성에 기여할 수 있을 것이다.

Objectives : The aim of this research was to develop evaluation indicators that ensure safe services and enhance the quality of small-sized dental hospitals within local communities to prepare for the dental hospital accreditation system. Methods : Materials and data from a total of 460 respondents were analyzed after quality improvement indicators were formed by surveying experts and studying documents in Korea and abroad, and by conducting a survey from August 21, 2013 to September 30, 2013 for validation purposes. Results : Based on the results of factor analysis. all measured items appeared to be statistically significant with a factor loading score of at least 0.5, and the correlation between the factors all appeared to be high as well. The goodness-of-fit for the model also appeared to be within the recommended acceptance level. Thus, the proposed evaluation indicators for dental hospital accreditation developed in this study consisted of a total of seven major category factors and a total of 91 detailed items. Conclusions : Furthermore, the results suggest that the evaluation indicators can be used to improve the quality and to ensure the safe services of dental hospitals in local communities.

The introduction of KTX(Korea Train Express) has brought an historic change to the overall transit system in Korea. Especially, the high-speed railway stations are expanding the scope as public transit centers. However, we cannot deny that the evaluation on the high-speed railway stations had not been performed successfully so far. The evaluation covers from the connectivity of the scope from door to the stations and the transfer service in the interior of stations. We developed the service evaluation indicators of transfer facilities in the high-speed railway stations. The indicators consist of level of service(LOS), the propriety of allocation, and the quality of information throughout the facilities in the centers. We examined the 7 stations in Korea and standardized the methodology of the evaluation process by applying the indicators. Also, the evaluation is performed easy for anyone to follow.

This study has performed comparative analysis on benefit indicators in agricultural irrigation and drainage project cases between Korea and Japan. The irrigation and drainage project with publicity should do economic analysis of direct benefit factors as well as indirect benefit factors. However, traditional economic evaluations are used that benefit factors are lack of consistency and focused on direct benefits. Therefore, the purpose of this study was to develop indicators for the economic evaluation of irrigation and drainage projects. We conducted a case study between Korea and Japan. The resulting benefit factors was divided into direct factors and indirect factors. The direct benefit factors were increase in income, cost savings. The indirect benefit factors were protection of property due to flooding, agricultural promotion, aesthetic improvement. The implications of this study are that the indicators of economic analysis can be evaluated and easily applied. Moreover, these indicators could promote the feasibility of economic analysis.

We develop some evaluation tool and indicators for the scores for medical equipment replacement in hospital. There has been no research for Korean hospitals although there are many for foreign medical institutions. In this paper, among many variables that were obtained from the previous studies, eleven variables are selected as indicators and tied as three groups. And then we obtain scores of medical equipments based on the weighted values of those indicators. We can make decisions whether we replace medical equipments or not by ranking the medical equipments based on the scores. This paper shows that we can make decisions to replace medical equipments very objectively and effectively using the evaluation tool and indicators we develop.

기록관리 기관평가제도가 2008년 도입된 이후 대한민국 공공기관의 기록관리는 외적으로 많이 변화하고 발전했다. 하지만 운영과정에서 기관평가의 문제점도 많이 드러났다. 평가제도 자체의 문제, 운영의 문제, 평가지표의 문제, 평가기관인 국가기록원과 피평가기관 간 소통의 문제 등이다. 본 연구에서는 기관평가제도의 현황과 개념, 목적, 지표 등에 대하여 정리하였고, 제도와 지표의 문제점과 개선방안에 대하여 살펴보았다. 연구 방법으로 교육청 기록물관리전문요원과의 면담 및 전화인터뷰를 통하여 교육청 현장에서 느끼는 평가제도의 문제점을 조사하였다. 평가주기, 지표 개수, 평가프로세스, 평가지표, 우수사례 등의 문제점이 드러났다. 그리고 현장에서 일하는 담당자들이 생각하는 개선방안에 대한 의견을 정리하였다. 그 결과 기관평가제도에 대한 구조적이고 근본적인 변화가 필요하다는 것을 확인하였다. 이를 기반으로 대한민국 공공기관의 기록관리 업무의 발전을 바란다.

Saemangeum reclamation project was started in 1991 with the purpose of eco-friendly reclamation, but without clear definition of eco-friendliness. This study was carried out to find out the environmental indicators to define and evaluate the eco-friendliness of Saemangeum project. The methodology to identify the indicators included the analysis of similar reclamation projects, professional discussions, and Delphi survey. The eco-friendly indicators are theoretically based on the five elements of eco-friendliness; 1) resource consumption, 2) energy consumption, 3) pollution emission, 4) bio-diversity, 5) social amenity. The 69 indicators were explained in detail for the convenient use of the indicators by the potential users. The 69 indicators were classified into three categories such as pre-evaluation, process evaluation, and post-evaluation. In terms of spatial consideration, the 69 indicators were classified into two categories such as direct influence area and indirect influence area. Also the 69 indicators were classified into 7 categories: 1) sea, 2) lake, 3) agricultural land use, 4) industrial land use, 5) residential land use, 6) tourism land use, and 7) environmental land use. Twenty core indicators were selected from the 69 indicators by surveying the importance of each indicator. The core indicators are recommended in case of time and budget strain. When there are few quantitative data accumulated for the reclamation project, 5 macro indicators are recommended to be used. Macro indicators are qualitative in nature, and may be used in order to evaluate the overall eco-friendliness of a reclamation project.

본 연구의 목적은 2009년도 공공도서관 평가에 포함시킬 이용자 평가에 활용하기 위한 공공도서관 이용자 만족도 지표를 개발하는 것이다. 이용자 만족도 지표 개발을 통해 도서관 운영중심의 정량적 지표에서 오는 불균형을 보완하고자 하였다. 선행 연구 및 지표 개발 사례를 토대로 이용자 만족도 지표 항목을 개발하였고 사전조사를 통해 지표의 신뢰성, 타당성, 중복성이 분석되었다. 특히, 사전조사는 기존 공공도서관 운영지표를 적용 받는 운영 주체 및 규모별로 분류된 10개 집단의 도서관에서 각각 선정하여 수행함으로써 개발된 지표의 적용 가능성에 초점을 맞추었다. 최종 분석결과 이용자 만족도 지표는 장서, 직원, 시설, 프로그램, 온라인 서비스, 정보 제공 정도의 영역에서 10개 항목이 선정되었다.

This study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages. AHP(Analytic Hierarchy Process) was used for evaluating the relative importance weight evaluation of each indicator and quantitative analysis of rural village through computer works. The importance weight of evaluation indicators was converted into the score on the basis of maximum 1,000 point to increase the practicality. As a result, characteristics of 5 rural village types(Basic life-supporting, Agricultural promotion, Marketing/processing oriented, Urban-rural communication, Life-style choice types) differed in score of classified indicators. Also, These results are expected to be possible to quantitatively evaluate characteristics by rural village types.
