The discussion on the adoption of the horizontal regulatory framework is underway to overcome the problems regarding the vertical regulatory framework resulting from a convergence of broadcasting and telecommunications services. Recently, however, the horizontal regulatory framework shows its limitation to regulate the ecosystem established mainly by Google and Apple. The existing horizontal regulatory framework does not fully reflect the characteristics of the two-sided market and the change in the competition structure in the broadcasting and telecommunications sector. What is important to note is that if the existing horizontal regulatory framework is simply applied to the ecosystem, a regulatory imbalance can be caused among ecosystems. The existing horizontal regulatory framework, which is subject to a value chain structure, categorizes business entities into either contents layer or transmission layer and applies the same regulation to all business entities in the same category. However, in the ecosystem, a keystone-player can be categorized into different layers depending on its strategy. Therefore, if the existing horizontal regulatory framework is applied as it is, the regulatory imbalance between keystone-players located in less regulated areas and keystone-players located in more regulated areas occurs resulting in a distortion of competition. There are two possible ways to establish a new regulatory framework to prevent the distortion of competition likely to be caused by the adoption of a horizontal regulatory system. First, a new ecosystem regulatory framework different from the existing one can be established. Second, the horizontal regulatory framework can be modified to reflect the ecosystem elements. The first approach is hard to adopt given the current situation as the approach requires the analysis of all broadcasting and telecommunications ecosystems including mobile and wired services; currently research and study on the competition conditions in the ecosystems is not enough. Therefore, this paper supports the second approach proposing a modified horizontal regulatory framework through the improvement of institutions and remedies suitable for accommodating the ecosystem elements. This paper intends to propose a way to regulate broadcasting and telecommunications ecosystems taking into consideration the ecosystem elements on top of the Telecommunications Business Act, Broadcasting Act, IPTV Act, the competition condition evaluation system of the Basic Act on Broadcasting and Telecommunications Development, and regulation on common carriers under the Telecommunications Business Act.

Detecting oil spill area using statistical characteristics of SAR images has limitations in that classification algorithm is complicated and is greatly affected by outliers. To overcome these limitations, studies using neural networks to classify oil spills are recently investigated. However, the studies to evaluate whether the performance of model shows a consistent detection performance for various oil spill cases were insufficient. Therefore, in this study, two CNNs (Convolutional Neural Networks) with basic structures(Simple CNN and U-net) were used to discover whether there is a difference in detection performance according to the structure of CNN and distribution characteristics of oil spill. As a result, through the method proposed in this study, the Simple CNN with contracting path only detected oil spill with an F1 score of 86.24% and U-net, which has both contracting and expansive path showed an F1 score of 91.44%. Both models successfully detected oil spills, but detection performance of the U-net was higher than Simple CNN. Additionally, in order to compare the accuracy of models according to various oil spill cases, the cases were classified into four different categories according to the spatial distribution characteristics of the oil spill (presence of land near the oil spill area) and the clarity of border between oil and seawater. The Simple CNN had F1 score values of 85.71%, 87.43%, 86.50%, and 85.86% for each category, showing the maximum difference of 1.71%. In the case of U-net, the values for each category were 89.77%, 92.27%, 92.59%, and 92.66%, with the maximum difference of 2.90%. Such results indicate that neither model showed significant differences in detection performance by the characteristics of oil spill distribution. However, the difference in detection tendency was caused by the difference in the model structure and the oil spill distribution characteristics. In all four oil spill categories, the Simple CNN showed a tendency to overestimate the oil spill area and the U-net showed a tendency to underestimate it. These tendencies were emphasized when the border between oil and seawater was unclear.
Heavy metal contaminants in the shooting range are mostly present in a warhead circle or a metal fragment present as a particle, these fine metal particles are weathered for a long period of time is very likely that the surface is present as an oxide or carbon oxide. In particular, lead which is a representative contaminant in the shooting range soil, is present as more fine particles because it increases the softness and is stretched well. Therefore, by physical washing experiment, we conducted a degree analysis, concentration of heavy metals by cubic diameter, composition analysis of metallic substances, and assessment of applicability of gravity, magnetism and floating selection. In addition, the remediation efficiency evaluation results using a hydrocyclone applied to this showed a cumulative remediation efficiency of 71%,twice 80%, 3 times 91%. On the other hand, magnetic sifting showed a low efficiency of 17%,floating selection -35mesh (0.5mm)target soil showed a relatively high efficiency to 39% -10mesh (2mm) efficiency was only 16%. The target treatment diameter of soil washing should be 2mm to 0.075mm, which is applied to the actual equipment by adding an additional input classification, which would require management as additional installation costs and processes are constructed. As a result, it is found that the soilremediation of shooting range can be separately according to the size of the warhead. The purpose of this study was to classify the types of degraded areas of Mt. Jirisan section in Baekdudaegan and survey the actual condition of each damage type to use it as basic data for the direction of the restoration of damaged areas according to damage type based on the vegetation information of reference ecosystem. The analysis of the Mt. Jirisan section's actual degraded conditions showed that the total number of patches of degraded areas was 57, and the number of patches and size of degraded areas was higher at the low average altitude and gentle slope. Grasslands (deserted lands) and cultivated areas accounted for a high portion of the damage types, indicating that agricultural land use was a major damage factor. The survey on the conditions of 14 degraded areas showed that the types of damage were classified into the grassland, cultivated area, restoration area, logged-off land, and bare ground. The analysis of the degree of disturbance (the ratio of annual and biennial herb, urbanized index, and disturbance index) by each type showed that the simple single-layer vegetation structure mostly composed of the herbaceous and the degree of disturbance were high in the grassland and cultivated land. The double-layer vegetation structure appeared in the restoration area where the pine seedlings were planted, and the inflow of naturalized plants was especially high compared to other degraded areas due to disturbances caused by the restoration project and the nearby hiking trails. Although the inflow of naturalized plants was low because of high altitude in bare ground, the proportion of annual and biennial herb was high, indicating that all surveyed degraded areas were in early succession stages. The stand ordination by type of damage showed the restoration area on the I-axis, cultivated area, grassland, logged-off land, and bare ground in that order, indicating the arrangement by the damage type. Moreover, the stand ordination of the degraded areas and reference ecosystem based on floristic variation showed a clear difference in species composition. This study diagnosed the status of each damage type based on the reference ecosystem information according to the ecological restoration procedure and confirmed the difference in species composition between the diagnosis result and the reference ecosystem. These findings can be useful basic data for establishing the restoration goal and direction in the future.

In the ship repair market, interest in maintenance and repair is steadily increasing due to the reinforcement of prevention of environmental pollution caused by ships and the reinforcement of safety standards for ship structures. By reflecting this effect, the number of requests for repairs by foreign shipping companies increases to repair shipbuilders in the Southwest Sea. However, because most of the repair shipbuilders in the southwestern area are small and medium-sized companies, it is difficult to lead to the integrated synergy effect of the repair shipbuilding companies. Moreover, the infrastructure is not integrated; hence, using the infrastructure jointly is a challenge, which acts as an obstacle to the activation of the repair shipbuilding industry. Floating docks are indispensable to operating the repair shipbuilding business; in addition, most of them are operated through renovation/repair after importing aging caisson docks from overseas. However, their service life is more than 30 years; additionally, there is no structure inspection standard. Therefore, it is vulnerable to the safety field. In this study, the finite element analysis program of ANSYS was used to evaluate the structural safety of the modified caisson dock and obtain additional structural reinforcement schemes to solve the derived problems. For the floating docks, there are classification regulations; however, concerning structural strength, the regulations are insufficient, and the applicability is inferior. These insufficient evaluation areas were supplemented through a detailed structural FE-analysis. The reinforcement plan was decided by reinforcing the pontoon deck and reinforcement of the side tank, considering the characteristics of the repair shipyard condition. The final plan was selected to reinforce the side wing tank through the structural analysis of the decision; in addition, the actual structure was fabricated to reflect the reinforcement plan. Our results can be used as reference data for improving the structural strength of similar facilities; we believe that the optimal solution can be found quickly if this method is used during renovation/repair.
Considering that the number of cases in which a structure foundation is located on weathered rock has been increasing recently, for adequate design bearing capacity of a foundation on weathered rock, allowable bearing capacities of such foundations in geotechnical investigation reports were studied. With reference to the study results, the allowable bearing capacity of a foundation on weathered rock was approximately 400-700 kN/m2, with a large variation, and was considered a conservative value. Because the allowable bearing capacity of the foundation ground is an important index in determining the foundation type in the early design stage, it can have a significant influence on the construction cost and period according to the initial decision. Thus, in this study, six large-scale plate-bearing tests were conducted on weathered rock, and the bearing capacity and settlement characteristics were analyzed. According to the test results, the bearing capacities from the six tests exceeded 1,500 kN/m2, and it shows that the results are similar with the one of bearing capacity formula by Pressuremeter tests when compared with the various bearing capacity formula. In addition, the elastic modulus determined by the inverse calculation of the load-settlement behavior from the large-scale plate-bearing tests was appropriate for applying the elastic modulus of the Pressuremeter tests. With consideration of the large-scale plate-bearing tests in this study and other results of plate-bearing tests on weathered rock in Korea, the allowable bearing capacity of weathered rock is evaluated to be over 1,000 kN/m2. However, because the settlement of the foundation increases as the foundation size increases, the allowable bearing capacity should be restrained by the allowable settlement criteria of an upper structure. Therefore, in this study, the anticipated foundation settlements along the foundation size and the thickness of weathered rocks have been evaluated by numerical analysis, and the foundation size and ground conditions, with an allowable bearing capacity of over 1,000 kN/m2, have been proposed as a table. These findings are considered useful in determining the foundation type in the early foundation design.

Video games have become a powerful tool to tell a complex story realistically thanks to modern technology. Rockstar Games' Red Dead Redemption 2 (2018), is a video game title that touts cinematic qualities such as superb acting by the voice actors and jaw-dropping cinematography as well as a rich narrative following the protagonist, Arthur Morgan's quest for redemption. Using Aristotle's Poetics and Robert Mckee's Aristotelian theory on storytelling, this study highlights Arthur's gradual change from a ruthless gunman to an altruistic hero, from which it derives the theme of redemption, and his super-objective to protect those he cares about. Then, it also explains a variety of possibilities in the narrative of the game determined by the opened-ended game mechanics, particularly the "honor" system, which reflects Arthur's moral choices on the narrative presentation with different sets of dialogue and endings. However, the study ultimately argues Red Dead Redemption 2 to be incohesive in its storytelling due to "ludonarrative dissonance," a concept coined by Clint Hocking, which indicates a conflict between the narrative and game mechanics of a video game. It's mainly because the game's various narrative choices bring changes to neither the theme nor Arthur's super-objective. Furthermore, the double-standard of evaluation in the "honor" system, and its numeric ranking system of honor also lend themselves to ludonarrative dissonance even further. After all, the study ultimately claims ludonarrative dissonance in Red Dead Redemption essentially disrupts the game's narrative unity, which is Aristotle's one of most emphasized upon traits of any story and signifies the game's instability as a storytelling medium.

Recently, the destructive power of typhoons is continuously increasing owing to global warming. In a situation where the installation of floating wind turbines is increasing worldwide, concerns about the huge loss and collapse of floating offshore wind turbines owing to strong typhoons are deepening. A new type of disconnectable mooring system must be developed for the safe operation of floating offshore wind turbines. A new submersible mooring pulley considered in this study is devised to more easily attach or detach the floating of shore wind turbine with mooring lines compared with other disconnectable mooring apparatuses. To investigate the structural safety of the initial design of submersible mooring pulley that can be applied to an 8MW-class floating type offshore wind turbine, scale-down structural models were developed using a 3-D printer and structural tests were performed on the models. For the structural tests of the scale-down models, tensile specimens of acrylonitrile butadiene styrene material that was used in the 3-D printing were prepared, and the material properties were evaluated by conducting the tensile tests. The finite element analysis (FEA) of submersible mooring pulley was performed by applying the material properties obtained from the tensile tests and the same load and boundary conditions as in the scale-down model structural tests. Through the FEA, the structural weak parts on the submersible mooring pulley were reviewed. The structural model tests were conducted considering the main load conditions of submersible mooring pulley, and the FEA and test results were compared for the locations that exceeded the maximum tensile stress of the material. The results of the FEA and structural model tests indicated that the connection structure of the body and the wheel was weak in operating conditions and that of the body and the chain stopper was weak in mooring conditions. The results of this study enabled to experimentally verify the structural safety of the initial design of submersible mooring pulley. The study results can be usefully used to improve the structural strength of submersible mooring pulley in a detailed design stage.

In general, large-capacity hydrogen storage vessels, typically in the form of vertical cylindrical vessels, are constructed using steel materials. These vessels are anchored to foundation slabs that are specially designed to suit the environmental conditions. This anchoring method involves pre-installed anchors on top of the concrete foundation slab. However, it's important to note that such a design can result in concentrated stresses at the anchoring points when external forces, such as seismic events, are at play. This may lead to potential structural damage due to anchor and concrete damage. For this reason, in this study, it selected an vertical hydrogen storage vessel based on site observations and created a 3D finite element model. Artificial seismic motions made following the procedures specified in ICC-ES AC 156, as well as domestic recorded earthquakes with a magnitude greater than 5.0, were applied to analyze the structural behavior and performance of the target structures. Conducting experiments on a structure built to actual scale would be ideal, but due to practical constraints, it proved challenging to execute. Therefore, it opted for an analytical approach to assess the safety of the target structure. Regarding the structural response characteristics, the acceleration induced by seismic motion was observed to amplify by approximately ten times compared to the input seismic motions. Additionally, there was a tendency for a decrease in amplification as the response acceleration was transmitted to the point where the centre of gravity is located. For the vulnerable components, specifically the sub-system (support columns and anchorages), the stress levels were found to satisfy the allowable stress criteria. However, the concrete's tensile strength exhibited only about a 5% margin of safety compared to the allowable stress. This indicates the need for mitigation strategies in addressing these concerns. Based on the research findings presented in this paper, it is anticipated that predictable load information for the design of storage vessels required for future shaking table tests will be provided.
Purpose: The dynamic behavior of a bridge structure under seismic loading depends on many uncertainties, such as the nature of the seismic waves and the material and geometric properties. However, not all uncertainties have a significant impact on the dynamic behavior of a bridge structure. Since probabilistic seismic performance evaluation considering even low-impact uncertainties is computationally expensive, the uncertainties should be identified by considering their impact on the dynamic behavior of the bridge. Therefore, in this study, a global sensitivity analysis was performed to identify the main parameters affecting the dynamic behavior of bridges with I-curved girders. Method: Considering the uncertainty of the earthquake and the material and geometric uncertainty of the curved bridge, a finite element analysis was performed, and a surrogate model was developed based on the analysis results. The surrogate model was evaluated using performance metrics such as coefficient of determination, and finally, a global sensitivity analysis based on the surrogate model was performed. Result: The uncertainty factors that have the greatest influence on the stress response of the I-curved girder under seismic loading are the peak ground acceleration (PGA), the height of the bridge (h), and the yield stress of the steel (fy). The main effect sensitivity indices of PGA, h, and fy were found to be 0.7096, 0.0839, and 0.0352, respectively, and the total sensitivity indices were found to be 0.9459, 0.1297, and 0.0678, respectively. Conclusion: The stress response of the I-shaped curved girder is dominated by the uncertainty of the input motions and is strongly influenced by the interaction effect between each uncertainty factor. Therefore, additional sensitivity analysis of the uncertainty of the input motions, such as the number of input motions and the intensity measure(IM), and a global sensitivity analysis considering the structural uncertainty, such as the number and curvature of the curved girders, are required.

- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
