Trends in research and development of Evacuation modelling at Korea and Overseas (국내외 Evacuation modelling 연구 및 개발의 연구 동향)

  • In order to minimize casualties in case of a fire in a building, it is necessary to anticipate the time required for evacuation of occupants and the delay in evacuation in advance, and prepare countermeasures for possible occurrences. In fact, various factors that cannot be predicted exist and cannot be considered by excluding them, so the risk is predicted and evaluated through quantitative evacuation modeling. In order to understand this, we analyzed domestic and international evacuation modeling research trends. For about 40 years, starting with the characteristics of human movement, an evacuation modeling technique based on scientific methods has been developed through actual fire accident cases and various real-world experiments with humans. Then, in order to analyze the natural reaction of humans, which has a decisive influence in the recognition and decision-making phase, evacuation modelling studies have been conducted in depth using psychological and physical experimental methods.

A Study on Evacuation Safety of a Long-term Care Hospital (요양병원의 피난안전에 관한 연구)

  • In this study, We analyzed that evacuation characteristics of residents, fire safety standards, evacuation facilities and flame retardation, etc to increase the evacuation safety of a long-term care hospital. Therefore, In order to improve of evacuation safety in case of fire, We proposed that an increase in the number of care workers, education, training and an amendment to the law, a change of positions of fire safety controller.

A Study on the Evacuation Procedure Analysis Model of General Hospital Considering Patients Types (환자의 유형을 고려한 종합 병원의 피난 절차 분석 모델에 관한 연구)

  • Purpose: This study aimed to present an analysis model evaluating evacuation performance considering patient types and procedural evacuation in the medical facility. The user group of the medical facility, including users challenged in evacuation behavior, entails the risk of many casualties. Therefore, it is necessary to plan an evacuation procedure that considers the evacuation characteristics of users. Methods: Through the review of precedent studies, the evacuation procedure of the medical facility, the classification of patient types, and the evacuation procedure was set as conditions and variables for the analysis. The result caused by a variety of conditions and variables were explored. Results: 1) The total evacuation completion time and congestion time were shortened at the procedural evacuation. Moreover, it derived many users from evacuating at the initial phase. 2) The proposed model can provide a basis for proposing a space planning direction that considers the possibility of not carrying out the evacuation plan. 3) It supports safe evacuation by identifying variables that reduce overcrowding by comparing the congestion time of overcrowded spaces. 4) The analysis model can identify the overcrowded space through the evacuation route and suggest the basis for architectural improvements that reduce overcrowding. Implications: The study results can be used to analyze the performance of evacuation procedures and support the establishment of evacuation procedures and building plans for safe evacuation for medical facilities.

Passenger evacuation simulation considering the heeling angle change during sinking

  • In order to simulate the evacuation simulation of a ship during a sinking, the slope angle change of the ship must be reflected during the simulation. In this study, the passenger evacuation simulation is implemented by continuously applying the heeling angle change during sinking. To reflect crowd behavior, the human density and the congestion algorithm were developed in this research and the walking speed experiment in the special situation occurring in the inclined ship was conducted. Evacuation simulation was carried out by applying the experimental results and the change of the walking speed according to the heeling angle of the ship. In order to verify the evacuation simulation, test items suggested by International Maritime Organization (IMO) and SAFEGUARD Validation Data Set conducted on a large Ro-PAX ferry (SGVDS 1) which performed real evacuation trial in full-scale ships were performed and the results of simulation were analyzed. Based on hypothetical scenario of when a normal evacuation command is delivered to the passengers of MV SEWOL in time, we predicted and analyzed the evacuation process and the number of casualties.

The Simulation of a General Hospital Evacuation

  • In this paper, we compare and analyze the evacuation time required at a general hospital using an evacuation simulation program and propose an optimized procedure to improve safety. The paper analyzed the evacuation time of all occupants, including patients who cannot evacuate by themselves. The following four cases were analyzed in order: the width of evacuation stairs is 120cm, 130cm, 140cm, and 150cm. The results of the evacuation simulation showed that the total evacuation time is 1998s, 1796s, 1651s, and 1161s, respectively. For every 10cm increase in the width of the evacuation stairs, the evacuation time decreases by 202s, 145s, and 91s in sequence. The evacuation time decreases as the width of the evacuation stairs increases. However, the rate of reduction in evacuation time decreases. Therefore, simply increasing the width of evacuation stairs cannot significantly improve evacuation efficiency, and it is necessary to choose an appropriate width of evacuation stairs. In addition, all four cases simulations display that after 600 seconds, the evacuees are concentrated in two evacuation stairs, while there are very few evacuees in the other stairs. To solve this problem, it is necessary to disperse the movement route and consider multiple avoidance methods.

  • It is necessary to establish guidelines when we selecting the civil defense evacuation facilities through quantitative analysis by civil defense evacuation facilities volume. The purpose of this study is to evaluate according to population density and distribution of the capacity of evacuation facilities. The results of this study are as follows. First, it is necessary to consider the capacity of evacuation facilities in order to set up the exact districts of civil defense evacuation facilities. Second, basic data based on to compare the condition of civil defense evacuation facilities is produced by an analysis on evacuation status of the target region. Third, it is proved to consider topographical conditions which do not move the shortest distance. Fourth, in order to create a realistic model, it is necessary to consider the model set various parameters.

  • In order to reflect complex and diverse building types, resident characteristics and disaster factors, it is necessary to introduce a flexible situation-based response system based on real-time information. Intelligent CCTV, hybrid sensor, location scanner, and customized broadcasting device were examined to introduce for the real-time response intelligent response system and its feasibility was verified through field test. In addition, based on the real-time information, the evacuation simulation was executed by assuming the dormitory building and the resident of the school, and the safety of the evacuation and the shortening of the pinnacle time were confirmed. The feasibility of real time information based evacuation comparing with the existing evacuation system were verified in the case of evacuation.

A Study on Ship Evacuation Safety Consequent on the Size and Sort of Fire (화재의 크기와 종류에 따른 선박 피난 안전 연구)

  • Maritime accidents caused by a ship include collisions, sinking, stranding and fire etc. This study is intending to consider fire accidents among such diverse marine accidents. It is much likely that various sorts of fires break out because crewmen are living in a narrow space for long periods of time consequent on the ship's characteristic of sailing on the sea. According to the ship fire survey, about 50% of the total fire accidents occurred at an engine room, and the main fire origin was analyzed to be oil. In addition, ship fire breaks out in the order of baggage racks and living quarter. In short, the survey indicates that all sorts of fires belonging to A, B, C and D-class have occurred. This study, targeting an actual passenger ship 'A', found the response time to evacuation, during which the people on board a ship recognize the outbreak of fire, and act, and the travel time for evacuation which is the actual travel time. In addition, this study carried out a simulation through the special program for fire analysis - FDS (Fire Dynamics Simulator) in order to find the effective evacuation time, i.e. life survival time. Particularly, this study did comparative analysis of the influence on the survival of passengers and crew based on the collected simulation data by fire size and sort. As a result of the analysis, it was found that when examining the only actual evacuation movement time excepting the response time to evacuation, people are safe by completing evacuation before the effective evacuation time only in case fire size is 100Kw among all sorts of fires. In other words, in case of the outbreak of fire more than 1 MW, it was found to fail to meet evacuation safety regardless of fire size.

The Efficient Management Plans for the Lightweight Partition Walls and Evacuation Space in Apartment Houses (아파트에 설치된 경량칸막이 및 대피공간의 관리방안 모색)

  • This study classified the study subjects as apartment residents and managers, and conducted the descriptive statistics of research questions related to the effectiveness of the lightweight partition walls and the evacuation space. This study also conducted T-test and Anova to find the different perceptions of the lightweight partition walls and the evacuation space, and the different perceptions of related laws according to the characteristics of the residents and managers. The findings and suggestions were as follows. Firstly, strengthening of the Senior Fire Safety Manager system to prevent the insolvency of fire safety management due to the affiliate. Secondly, implementing enhanced penalties in accordance with not implementing residents education, in order to prevent not smoothly delivering manager trained education to residents. Thirdly, adjusting hands-on training time according to the gender of the managers to supplement women's relatively low perceptions of lightweight partition. Fourthly, mandating evacuation guidance stickers on the evacuation space for residents to remove obstacles in the evacuation space. Finally, establishing regular residents education system in order to improve the awareness of the related laws for residents residing over 16th floors.

A Study on the Estimation of the Number of Suitable Entrances for Emergency Evacuation Facilities through Modeling and Simulation (M&S를 통한 비상대피시설의 적정 출입구 개수 산정에 관한 연구)

  • In this research, we determine the proper number of entrances in the evacuation facilities for civil and military personnel. The current standards on the emergency evacuation facility only sets the number of possible evacuees and the according architectural floor area since the evacuation have been completed. However, other than static standards such as the floor area, there is needs to consider the dynamic standards along with allowable evacuation time such as the number of entrance, staircases and so on. Therefore, we need to consider the number of entrances and their location in order to account for the allowed evacuation time of particular number of people in a set area. The outcome could be contributed to the standards which should contain the dynamic conditions associated with evacuation.
