The Development of Protocols for Equitable Testing and Evaluation in Ocean Energy - A Three-Year Strategy

  • EquiMar (Equitable Testing and Evaluation of Marine Energy Extraction Devices in terms of Performance, Cost and Environmental Impact) is one of the first round of energy projects under the European Commissions 7th Framework Programme (FP7). The three year EquiMar project aims to deliver a suite of protocols for the evaluation of both wave and tidal converters, harmonizing testing and evaluation procedures across the wide range of available devices, accelerating adoption through technology matching and improving the understanding of both environmental and economic impacts associated with the deployment of devices. The EquiMar protocols will cover site selection, initial design, scaling up of designs, the deployment of arrays and environmental impact assessment as well as economic issues. EquiMar will build on existing protocols, e.g. UK DTI Marine Renewables Development Fund (MRDF) protocols for wave and tidal energy, and engage with international standards setting activities, e.g. IEC TC114.

  • Recently small punch creep testing (or miniature disc bend creep test) has received much attention through European collaborative research projects. This method was considered as a substitute for the conventional creep rupture testing by which the residual creep life is measured from the specimen taken out from serviced components of high temperature plants. It would be beneficial if the material creep properties such as power law creep constants as well as the creep rupture life can be measured from the small punch creep test. In this paper a method of assessing creep constants from the small punch creep testing is proposed. Finite element analyses were performed to investigate evolution of stress and strain rate at the weakest locations of the small punch creep specimen. Elastic-plastic-secondary creep analyses were carried out. The estimation equations for creep constants by the small punch creep testing are proposed based on the finite analysis results. Small punch creep tests were also performed with 9Cr steel and the accuracy of the proposed equation was verified by the experimental results.

한국의 태양광 정책 및 국가 R&D 과제 현황 (Status of Korean Photovoltaic Policy and National R&D Projects)

  • The photovoltaic (PV) industry, which occupies about 80% share of domestic new and renewable energy (NRE) sales, has played an important role in the development of the Korean NRE industry. This was made possible by the government's implementation of the 3rd Basic New and Renewable Energy Plan, which promoted strategic PV R&D, infrastructure building, and a variety of PV deployment programs. For instance, 'One Million Green Homes', 'Feed in Tariff', and 'Renewable Portfolio Standards' programs contributed greatly to the dissemination of PV systems in the country. Furthermore, these programs were supported with more than 380 billion Won over 6 year period (2007~2012). The strategic PV R&D contributed to the fast follow-up in commercial technologies. Because of the recent, sharp decline in PV prices caused by oversupply and economic crisis in European countries, both foreign and domestic PV companies are going through painful restructuring. Under these circumstances, the Korean PV industry needs to find a new strategy for making a breakthrough, and in this sense a proactive role of the Korean government is desperately needed.

  • 디지털 문화유산의 활용범위가 확대 되면서, 국내에서도 체계화된 디지털 문화유산 연구가 필요하게 되었다. 유럽에서 진행된 EPOCH 프로젝트는 디지털 문화유산 연구의 표준화 작업, 기술과 역사학 간의 학제간 연계 증진 방안 연구, 디지털 문화유산의 실질적인 활용방안 모색 등의 결과를 이루었다. 이를 경영 기술 문화 영역에서 분석함으로서 앞으로 진행될 디지털 문화유산 프로젝트의 방향을 발견할 수 있었다. 본 논문에서는 정책분야에서 디지털 문화유산의 독립적인 연구 분야 확립과 박물관의 민간 자본 투입을 제안하고, 연구 분야에서는 맞춤형 기술을, 그리고 경영학 측면에서의 연구 필요성 등을 제안한다.

  • 본 연구는 부산의 지역해양산업의 육성과 지역경제 활성화 차원에서 해양산업박람회의 개최 논리와 효과적인 실행 방안을 구상하고자 했다. 본 연구가 다루고자 하는 해양산업박람회는 기존의 모든 해양산업들을 포괄하는 종합전시회로서의 위상과 의미를 담고 있다. 그러므로 향후 부산에서 진정으로 개최되어야 할 박람회는 해양산업박람회가 되어야 한다는 연구의 취지와 목적을 가지고 있다. 이러한 취지와 목적에 도달하기 위해 본 연구에서는 순차적으로 부산의 해양산업 환경과 비중을 검토하고, 기존 전시회의 현황과 문제점을 살펴본 다음, 해양산업체에 대한 의견조사를 통해 해양산업박람회의 합리적인 개최논리와 방안을 결론으로 제시하였다.

의료시설의 디자인 과정 특성에 관한 연구 (A Study on the Characteristics of Design Processes for Healthcare Architecture)

  • Healthcare facilities design in Korea actually has begun from the late 1960s and early 70s and accomplished unprecedented growth qualitatively and quantitatively. In the 1970s and the 80s, domestic healthcare design was greatly influenced by the Japanese. In the 1990s, under the competitive healthcare-market environment, great concerns were dominated to american healthcare facilities than the Japanese which have comparatively monotonous architectural forms. In the meantime, domestic healthcare architecture firms have continuously learned about design know-hows of the US, Japan and eve European countries. Now I would like to evaluate the they are stepping onto in level that can equally compete with the advanced foreign architectural design companies. This study, investigating and consolidating architects' ideas and contents which experienced in design processes of real projects in current healthcare field, is purposed to find characteristics in design work of healthcare facilities and share the experiences. Method of research executed questionnaires to 22 special designers who design each 20 healthcare facilities. Questionnaire attained form July to October, 2008. Hereafter, it is going to present adjusting design process for healthcare facilities by analyzing various debris that is made in the process with design results that is made through design process.

  • Recently European Council(EU) published the RoHS(restriction of the use of certain hazardous substances in electrical and electronic equipment) which is prohibit the use of Pb, Hg, Cd, $Cr^{+6}$, PBB or PBDE in the electrical and electronic equipments. So EU member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market does not contain 6 hazardous substances. So many kinds of projects is proceeding to ensure the reliability of Pb-free electronics in the worlds. Especially it is necessary to evaluate of Pb-free solder joints in electronics. Therefore, on this paper, we compared with solder joint strength of chip components, respectively SnPb, Pb-free solder as follows reliability test methods. We also measured the shear strength of solder joint and also compared the effects of environmental test methods. In this results, we analyzed and compared the shear strength variation as follows solder materials and reliability test conditions.

Characteristics of downslope winds in the Liguria Region

  • Strong downslope windstorms often occur in the Liguria Region. This part of North-Western Italy is characterised by an almost continuous mountain range along its West-East axis consisting of Maritime Alps and Apennines, which separate the Padan Plain to the North from the Mediterranean Sea to the South. Along this mountain range many valleys occur, frequently perpendicular to the mountain range axis, where strong gap flows sometimes develop from the top of the mountains ridge to the sea. In the framework of the European projects "Wind and Ports" and "Wind, Ports, and Sea", an anemometric monitoring network made up of 15 (ultra)sonic anemometric stations and 2 LiDARs has been realised in the three main commercial ports of Liguria. Thanks to this network two investigations are herein carried out. First, the wind climatology and the main statistical parameters of one Liguria valley have been studied through the analysis of the measurements taken along a period of 4 years by the anemometer placed at its southern exit. Then, the main characteristics of two strong gap flows that occurred in two distinct valley of Liguria are examined. Both these studies focus, on the one hand, on the climatological and meteorological characterisation of the downslope wind events and, on the other hand, on their most relevant quantities that can affect wind engineering problems.

인도양에서 미량원소 연구 동향 및 향후 연구 방향 (Trace Element in the Indian Ocean: Current Research Trends and Future Needs)

  • Trace elements in the ocean have been known as essential micronutrients for the primary production of phytoplankton and the growth of marine organisms. The GEOTRACES program beginning in the mid-2000 provided a new understanding of the distribution, origin and behavior of trace elements in the ocean, together with the establishment of both clean seawater sampling and trace element analysis techniques. The Indian Ocean, one of the major oceans, is relatively the least explored area, despite playing an important role in global climate variability. Although trace element observations have recently been conducted in the Indian Ocean by Japanese-and Indian scientists, relatively not much study has been done compared to the Atlantic, Pacific and Polar Regions. Recently, together with the launch of R/V Isabu, a 5,000-ton grade large- and comprehensive research vessel, the observations of trace elements has been conducted in the Indian Ocean for the first time in Korea since 2018. In this paper, we introduce the key results of currently conducted GEOTRACES expedition in the Indian Ocean to present future trace element research directions in the Indian Ocean, and also reviewed the preliminary results in the Indian Ocean studies from Korea. In the 2020s, new Indian Ocean GEOTRACES projects are planned around European countries, and it is time for Korea to prepare for the next phase of the trace element study in the Indian Ocean in line with these international trends.
