  • Recently, public concerns about renewal of abandoned sites centered in Industrial Heritage are increasing in Korea. For this reason, the purpose of this study was to analyze characteristics of renewal methods of public space using abandoned sites. To achieve the proposed goal, the first part of this study focused on showing public properties involved in the fundamental reasons for the birth and life(persistence) of abandoned sites, which testified that they should be regenerated into public spaces to maximize the potentiality of abandoned sites. Upon preliminary analysis, main values of public space renewal were drawn through the analysis of the selection criteria, type of information about selected works, and classification system in 'The European Prize for Urban Public Space' hosted by the CCCB(Centre of Contemporary Culture of Barcelona). Then, 427 projects participating in this prize from 2000 to 2010 were analyzed to identify characteristics of each level (site-program, process and space). Although this study was limited to the analysis of European projects, it proved that citizens' lives and activities should be involved in projecting-practicing-designing of renewal project using abandoned sites to create a successful public space.

  • The European Community (EC) began dealing with the subject of environmental impact assessment (EIA) in the mid-1970s. After ten years of preparatory work and more than 20 draft versions, the EC Council of Ministers adopted, in 1985, the Directive on the assessment of the effects of certain public and private projects on the environment (85/337/EEC). This directive requires the member states to make EIA mandatory for certain projects. Its Article 3 defines the purpose of the instrument: "The environmental impact assessment will identify, describe and assess the direct and indirect effects of a project. There are no rules on scoping or on post-project analysis. However, member states are free to adopt, in their domestic legislation, more stringent rules regarding the scope and procedure of EIA. Consequently, they have developed national EIA systems which differ considerably from each other. Also, EIA practice in each of these countries is different from that in the others. In 1992, the EC Council adopted the 'Flora, Fauna, Habitat' Directive which lays down an additional EIA requirement. Member states will have to develop a network of 'European' nature conservation areas. Each project or plan possibly endangering these areas will have to be assessed whether it is in line with the protection purposes laid down for them. Although the directive does not say so explicitly, this means that a kind of EIA will have to be carried out for those projects and plans. For several years, the Commission has been developing proposals for a directive on EIA of plans and programmes ("strategic EIA"). This would supplement directive 85/337/EED, and would require and EIA for plans and programmes influencing decisions on specific projects(e.g. agricultural plans or energy programmes). At present, procedural and methodological questions of strategic EIA are being discussed extensively both within and without the European Union.

  • The static inverter is mainly used to provide with the electric power of various loads in the train. In the recent european projects, the specification of static inverter become harder, and many additional service function is expected. It takes long time and high cost to develope a static inverter with these high performances and additional function. But, these are became general demands for static inverter in the many projects from now on. The APSE(Auxiliary Power Supply Equipment) is a static inverter of high performance to satisfy the severe specification and various service function following these tendency for Athens project In this paper, the specification of APSE and various service functions are introduced to look about current tendencies of static inverter.

  • Quantum technology is undergoing a revolution. Theoretically, strange phenomena of quantum mechanics, such as superposition and entanglement, can enable high-performance computing, unconditionally secure communication, and high-precision sensing. Such theoretical possibilities have been examined in the last few decades. The goal now is to apply these quantum advantages to daily life. Europe, where quantum mechanics was born a 100 years ago, is struggling to be placed at the front of this quantum revolution. Thus, the European Commission has decided to invest 1 billion EUR over 10 years and has initiated the ramp-up phase with 20 projects in the fields of communication, simulation, sensing and metrology, computing, and fundamental science. This program, approved by the European Commission, is called the "Quantum Technology Flagship" program. Its first objective is to consolidate and expand European scientific leadership and excellence in quantum research. Its second objective is to kick-start a competitive European industry in quantum technology and develop future global industrial leaders. Its final objective is to make Europe a dynamic and attractive region for innovative and collaborative research and business in quantum technology. This program also trains next-generation quantum engineers to achieve a world-leading position in quantum technology. However, the most important principle of this program is to realize quantum technology and introduce it to the market. To this end, the program emphasizes that academic institutes and industries in Europe have to collaborate to research and develop quantum technology. They believe that without commercialization, no technology can be developed to its full potential. In this study, we review the strategy of the Quantum Europe Flagship program and the 20 projects of the ramp-up phase.

  • Nowadays, Eurocodes have become the reference standards for silo design within the European Union. They include new procedures for load assessment and structural verifications aiming to design safer silos. However, many silo manufacturers are still reluctant to use them (or at least all their prescriptions) because of the loss of competitiveness they are experiencing in comparison with former standards. This paper shows how steel cost of flat-bottomed circular silos varies when different silo geometries and stored materials are considered. The influence of critical structural verifications on steel costs, such as buckling of the silo wall, were also analyzed and some conclusions and practical recommendations for silo designers were proposed.

  • The paper discusses the methodology and the use of probabilistic seismic hazard analysis (PSHA) for nuclear power plants from a European perspective. The increasing importance of risk-informed approaches in the nuclear oversight process observed in many countries has contributed to increasing attention to PSHA methods. Nevertheless significant differences with respect to the methodology of PSHA are observed in Europe. The paper gives an overview on actual projects and discusses the differences in the PSHA-methodology applied in different European countries. These differences are largely related to different approaches used for the treatment of uncertainties and to the use of experts. The development of a probabilistic scenario-based approach is identified as a meaningful alternative to the development of uniform hazard spectra or uniform confidence spectra.

  • European integration is characterized by the development of a transnational European identity, which is considered an integral part of the process. Northeast Asia has no similar projects to address the common identity issue, although cooperation is highly valued there as well. Identity and cooperation both require interdisciplinary approaches combining social psychology, international relations theory and international economics. This article considers the problems of applying existing studies on cooperation and identity as well as the European experience (with the Baltic Sea example) to the case of Northeast Asia. Transnational identities promote cooperation beyond the limits of rationalistic game theory, if countries of the region can define their identities and interests, commit to common goals, create shared discourses and reach a balance between nationalism and internationalism. In view of proposed negotiations on the free trade area between China, Korea and Japan and ongoing discussions about a possibility of introducing a common currency (ACU) it can be crucial to consider the importance of identity building as early as possible, before regional integration meets a stumbling block of egoistic rationality that is a problem in any model of cooperation.
