Legislative Support Standards in the Countries of the European Union in the Field of Building a System of Local Self-Government

  • The main purpose of the study is to identify the key aspects of legislative support standards in the countries of the European Union in the field of building a system of local self-government. The European Union during the history of its existence has developed a set of standards on which the systems of local self-government of the European Union member states and applicants for this status are built. The complexity and at the same time the importance of legislative regulation of the functioning of this system is evidenced by the fact that the legislation and principles of international law used by the European Union in the field of local self-government are among the "youngest". This is due to the role played by local self-government in the development of a democratic political system, as well as the search for an optimal balance between centralization and decentralization. Thus, the main task of the study is to analyze the legislative support standards in the countries of the European Union in the field of building a system of local self-government. As a result of the study, current trends and prerequisites for the legislative support standards in the countries of the European Union in the field of building a system of local self-government were investigated.

An Application and Evaluation of Hub-and-spoke Strategy for Rail Freight Service in European Networks (철도화물서비스를 위한 Hub-and-spoke 운송전략의 적용과 평가: 유럽 사례를 중심으로)

  • The hub-and-spoke strategy is widely used in the field of transportation. At the field of rail transportation, however, it is difficult that we find an application case of this strategy because of modal characteristics. According to the fast growth of containerization and the development of transshipment technology, presently, the hub-and-spoke strategy is introduced by operators on actual European rail freight transportation. However, it is hardly to find empirical studies evaluating the applicability of transportation strategy. In this context, this study analyzed the applicabilities of hub-and-spoke strategy in the actual network of European rail freight. For the application and evaluation of the characteristics of hub-and-spoke strategy, it utilized a service network design model for rail freight. Utilizing this model, it analyzed the efficiency of furnished rail freight services, the potential locations of hubs, the characteristics of O-D flows by the types of trains and service links, and the types of paths of O-D flows. Finally, it proposed some implications and the further study topics.

  • In May 2004, Poland with nine other Eastern European countries joined the European Union(EU). After accession to the EU, Poland will accelerate the realization of investment in road sector, and wants to achieve important development of its road network condition in year 2005. Polish government is not able to afford the whole investment needed for construction of its motorways, so it wants to develop effective techniques of project funding based on the Public Private Partnerships(PPP). Without having high-performance transport networks, one country's economy cannot be competitive. It was the reason for establishing the Trans European Network(TEN) in the European Union. It creates the links, which are still missing between the fifteen countries of Western Europe and the new member countries like Poland. Consequently, Poland will also need to establish a proper transport infrastructure network. This paper will discuss how the PPP scheme can be applied for the transport infrastructure development in Poland as a EU member.

  • The article reveals and theoretically substantiates the trends of foreign language teachers' professional training in universities of Ukraine in terms of European integration, which are systematized in three areas: macro-level (system of education), meso-level (universities) and micro-level (subjects of educational process). The article aims to substantiate the trends of foreign language teacher training in the context of European integration and the main directions of creative use of constructive ideas of European experience in the innovative development of education. The article lights up the system for improving foreign language teacher training in universities, which is based on updated goals, content and approaches to the implementation of basic concepts, principles and features of teacher training in European experience, enable us to improve the quality of teacher training, its competitiveness in the European labor market. In the article developed the conceptual model of strategic development of the university in the conditions of European integration. It is emphasized that information technologies provide great opportunities for the development of professional skills and intellectual potential of future professionals. At present, the computerization of the educational process in higher education institutions is considered as one of the first and most promising areas for improving the quality of education. The article offered directions of internationalization of educational activity of university in the conditions of European integration. Diagnostic tools for the development of the university in terms of integration into the European educational space, individual rating and ranking of structural units of the university have been developed; main directions of activity of the laboratory of the skill of the teacher of higher school and methodical recommendations on the creation and the organization of work of scientific laboratories.

  • The modern development of higher education in Ukraine is the result of two main factors. One of them - the factor of social progress - reflects the transformations inherent in modern Ukrainian society. These include, first of all, the processes of democratization and the development of civic responsibility. European the choice of Ukraine, the integration of our state into the European space determine accordingly, the second factor influencing the development of domestic higher education - the trends that guide the progress of the European Higher Education Area (European Higher Education Area (hereinafter - EHEA) and the European Research Area Research Area, hereinafter - ERA). The strategy of information support of the educational process (approved by the European Commission in 2010) recognizes the leading role of higher education as a driver of social progress, accordingly states the priority - the development of free economic education and identifies indicators of such progress - the achievement and international attractiveness of European free economic education. The information support of modernization challenges in higher education are aimed at the educational process, the leadership position of students, in particular through promotion and implementation of leading achievements and best practices in the context of globalization.

  • The article identifies areas for effective management of innovative development. The competitiveness of the economy in the context of European integration and economic security is assessed. The level of innovative economy of some countries of the world is analyzed. The issue of attracting foreign investors to stimulate innovative production in Ukraine is raised. It is identified the need for the formation of an updated state policy capable of providing innovative development and improving the competitive position of the state in international rankings. Emphasis is placed on the need to form a critical mass of managers-civil servants capable of developing, implementing and monitoring the policy of innovative development of entrepreneurship.

  • Humanity has gone since a long time through several pandemics; we cite H1N1 in 2009 and also Spanish flu in 1917. In December 2019, the health authorities of China detected unexplained cases of pneumonia. The WHO (World Health Organization) has declared the apparition of Covid-19 (novel Coronavirus). In data analysis, multiple approaches and diverse techniques were used to extract useful information from multiple heterogeneous sources and to discover knowledge and new information for decision-making. In this paper, we propose a multidimensional model for analyzing the Coronavirus Covid-19 data (spread and vaccination in European countries).

  • The creation of a single European rail transport market it is important to increase confidence between the actors on the market and between member states who shall ensure that railway safety is generally maintained and, where reasonably practicable, continuously improved. For this purpose the European railway safety directive introduces a mechanism to adopt a Common Safety Targets (CST) expressed in risk acceptance criteria for individuals and for society. This paper focuses on the apportionment of safety targets for European railway system. We develop a generic approach based on the Functional Hazard Analysis (FHA), to analyse the safety of railway systems for a unified European network and to comply with the CSTs required by the European railway Safety Directive. We suggest to combine the FHA technique with the functional railway architecture to allocate the safety targets to the railway functions.

  • The purpose of this paper is to review the direction of the slicing security policy, which is a major consideration in the context of standardization in 5G communication network security, to derive security vulnerability diagnosis items, and to present about analyzing and presenting the issues of discussion for 5G communication network virtualization. As for the research method, the direction of virtualization security policy of 5G communication network of ENISA (European Union Agency for Cybersecurity), a European core security research institute, and research contents such as virtualization security policy and vulnerability analysis of 5G communication network from related journals were used for analysis. In the research result of this paper, the security structure in virtualization security of 5G communication network is arranged, and security threats and risk management factors are derived. In addition, vulnerability diagnosis items were derived for each security service in the risk management area. The contribution of this study is to summarize the security threat items in 5G communication network virtualization security that is still being discussed, to be able to gain insights of the direction of European 5G communication network cybersecurity, and to derive vulnerabilities diagnosis items to be considered for virtualization security of 5G communication network. In addition, the results of this study can be used as basic data to develop vulnerability diagnosis items for virtualization security of domestic 5G communication networks. In the future, it is necessary to study the detailed diagnosis process for the vulnerability diagnosis items of 5G communication network virtualization security.

The EU's Public Diplomacy in Asia and the World through Social Media: Sentiment and Semantic Network Analyses of Official Facebook Pages of European External Action Service and EU Delegation to the Republic of Korea

  • This study aims to assess the quality of the EU's public diplomacy efforts through social media. Specifically, this research explores the headquarters of European public diplomacy (European External Action Service, EEAS) and its subordinate agent (EU Delegation to South Korea, EUDK). The main research question is "how coherently and effectively does the EU execute public diplomacy strategies in the third countries?'' This study employs both quantitative and qualitative approaches―the former for the results presentation and the latter for the results interpretation. The results are summarized in two points. First, both the EEAS and the EUDK maintained an objective position by posting only neutral perspectives on their social media. Second, the narratives of the main actors were the same, but the main themes were different according to their contexts. The analysis discusses the effectiveness of the EU's strategic narratives by focusing on measuring message reception. Its limited findings were that social media postings could not induce the audiences' active discussion of the EU's diplomatic performances. The conclusion suggests that the EU should identify the expectations from its global counterparts and use these to forge the Union's strategic narratives.
