  • In video coding, it is important to improve the average picture quality as well as to maintain cosistent picture quality between consecutive pictures. In this paper, we propose a distortion-rate estimation method for MPEG-2 video and a forward rate control method, using the proposed estimation result, to be able to obtain the improved and consistent picture quality of CBR (Constant Bit Rate) encoded MPEG-2 video. The proposed distortion-rate estimation enable us to predict the distortion and the bits generated from an encoded picture at a given quantization step size and vice versa. The most attactive features of proposed distortion-rate estimation are its accuracy and low computational complexity enough to be applied to the practical video coding. In addition, the proposed rate control first determined a quantization parameter per frame by following procedure: distortion-rate estimation, target bit allocation, distortion constraint and VBV(Video Buffer Verification) constraint. And then this quantization parameter is applied to the encoding so that improved and consisten picture quality can be obtained. Furthermore the proposed rate control method can solve the error propagation problem caused by scene change or anchor picture degradation by using the B-picture skipping and the guarantee of the minimum bit allocation for the anchor picture. Experimental results, comparing the proposed forward rate control method with TM5 method, show that the proposed method makes more improed and consistent picture quality than TM5.

  • This study was intended to estimate of relative compaction on the ground under the load using of portable FWD. The outcome in the wake of the study is highlighted as below. Viewing the variation of dynamic deflection modulus depending on a number of compaction, when a number of compaction increased to 8 (18.3MPa) from 4 (15Mpa), a dynamic deflection modulus increased 27%, and when a number reached to 12 (27.9MPa), it doubled the value indicated in 4. Viewing the relationship between dry density and dynamic deflection modulus in line with the increase in a number of compaction, a number of compaction by the roller reaching to the degree of compaction equivalent to 95% of max dry density was 13, with a dynamic deflection modulus indicating 27MPa ~ 29MPa.

  • This study uses a hybrid estimation tool for effective cost data management of building projects, and develops a realistic cost estimation model. The method makes use of newly available information as the project progresses, and project cost and percentage progress are analyzed and used as inputs for the developed system. For model development, case-based reasoning (CBR) is proposed, as it enables complex nonlinear mapping. This study also investigates analytic hierarchy process (AHP) for weight generation and applies them to a real project case. Real case studies are used to demonstrate and validate the benefits of the proposed approach. By using this method, an evaluation of actual project performance can be developed that appropriately considers the natural variability of construction costs.

  • The sudden changes in the construction market and the progressively intensifying price wars have amplified the importance of the construction cost estimation in the initial and planning phases of construction projects. However the methodologies and process of estimating construction cost in the planning and design phase are not standardized in the domestic market, in contrast to the markets of more developed countries. Therefore this paper proposes a new approximate estimation model to be used from the initial stages of construction projects. This methodology that extracts, modifies and synthesizes comparable elements of previous cases. This will introduce the foundation for the implementation of systems with improved usability and applicability.

  • A conventional CBR channel is now capable of delivering several digitally compressed video programs due to recent advances in video compression, such as MPEG-2, and digital transmission technology. This paper presents a joint video coding scheme that is to maintain a constant sum of bit rates for all the programs but to allow the variable bit rate for individual program in the transimission environment mentioned above. Thus advantages of VBR video compression can be obtained. This paper contributes in two aspects. First, a rate-distortion estimation method for MPEG-2 video is proposed, which enavle us predict the amount of bits and the distortion generated from an encoded picture at a given quantization step size and vice versa. The most attractive features of the proposed rate-distortion estimation method are its accuracy and a computational complexity low enough to be applied to real-time video coding applications. Second, this paper presents an efficient and accurate joint rate control scheme using the rate-distortion estimation results and verifies its performance with experiments. The experimental results show that our coding scheme gives a significant gain even though a small number of video programs are coded jointly. For example, a stable picture quality is maintained among the video programs as well as within a program, and additional extra programs can be transmitted over the same channel bandwidth if the proposed joint video coding scheme is used.

  • To effectively come up with and secure a national budget, it is very important to estimate the reasonable construction cost of each step in public construction projects. In this study, the approximate construction cost of a steel box girder bridge in the early stages of the project, on which available information is limited, was proposed using case-based reasoning. In addition, construction cost estimation models were used for existing sample design models, and the accuracy of the estimation model for the presented cost was verified. The analysis results showed that the error rate was comparatively stable. Therefore, it is expected that construction cost estimation will be effectively suggested in the country's budget preparation.

  • Continuing from previous studies of sustainable concrete containing environmentally friendly materials and existing modeling approach to predicting concrete properties, this study developed an estimation methodology to predicting the strength of sustainable concrete using an advanced case-based reasoning approach. It was conducted in two steps: (i) establishment of a case database and (ii) development of an advanced case-based reasoning model. Through the experimental studies, a total of 144 observations for concrete compressive strength and tensile strength were established to develop the estimation model. As a result, the prediction accuracy of the A-CBR model (i.e., 95.214% for compressive strength and 92.448% for tensile strength) performed superior to other conventional methodologies (e.g., basic case-based reasoning and artificial neural network models). The developed methodology provides an alternative approach in predicting concrete properties and could be further extended to the future research area in durability of sustainable concrete.

  • Decision making at the early stages of a construction project has a significant impact on the project, and various scenarios created based on the owner's requirements should be considered for the decision making. At the early stages of a construction project, the information regarding the project is usually limited and uncertain. As such, it is difficult to plan and manage the project (especially cost planning). Thus, in this study, a cost model that could be varied according to the owner's requirements was developed. The cost model that was developed in this study is based on the case-based reasoning (CBR) methodology. The model suggests cost estimation with the most similar historical case as a basis for the estimation. In this study, the optimization process was also conducted, using genetic algorithms that reflect the changes in the number of project characteristics and in the database in the model according to the owner's decision making. Two optimization parameters were established: (1) the minimum criteria for scoring attribute similarity (MCAS); and (2) the range of attribute weights (RAW). The cost model proposed in this study can help building owners and managers estimate the project budget at the business planning stage.

  • Due to the importance of soil reinforcement using geotextiles in geotechnical engineering, study and investigation into long-term performance, design life and survivability of geotextiles, especially due to installation damage are necessary and will affect their economy. During installation, spreading and compaction of backfill materials, geotextiles may encounter severe stresses which can be higher than they will experience in-service. This paper aims to investigate the installation damage of geotextiles, in order to obtain a good approach to the estimation of the material's strength reduction factor. A series of full-scale tests were conducted to simulate the installation process. The study includes four deliberately poorly-graded backfill materials, two kinds of subgrades with different CBR values, three nonwoven needle-punched geotextiles of classes 1, 2 and 3 (according to AASHTO M288-08) and two different relative densities for the backfill materials. Also, to determine how well or how poorly the geotextiles tolerated the imposed construction stresses, grab tensile tests and visual inspections were carried out on geotextile specimens (before and after installation). Visual inspections of the geotextiles revealed sedimentation of fine-grained particles in all specimens and local stretching of geotextiles by larger soil particles which exerted some damage. A regression model is proposed to reliably predict the installation damage reduction factor. The results, obtained by grab tensile tests and via the proposed models, indicated that the strength reduction factor due to installation damage was reduced as the median grain size and relative density of the backfill decreases, stress transferred to the geotextiles' level decreases and as the as-received grab tensile strength of geotextile and the subgrades' CBR value increase.

  • In this study, we develop the Genetic Fuzzy System(GFS) to estimate the link traveling speed. Based on the genetic algorithm, we can get the fuzzy rules and membership functions that reflect more accurate correlation between traffic data and speed. From the fact that there exist missing links that lack traffic data, we added a Case Base Reasoning(CBR) to GFS to support estimating the speed of missing links. The case base stores the fuzzy rules and membership functions as its instances. As cases are accumulated, the case base comes to offer appropriate cases to missing links. Experiments show that the proposed GFS provides the more accurate estimation of link traveling speed than existing methods.
