The purpose of this study is to classify playground types according to the physical characteristics of playgrounds in child care facilities, to analyze the needs of care-givers and to evaluate the adequacy of playgrounds according to playground types. The specific areas discussed in this study were the evaluation of the adequacy in the physical characteristics of playgrounds for children's outdoor play activities by the care-givers, who assist in the outdoor play activities of children and manage safety in the playground, and a report on playground requirements of them. Data was collected from field survey carried out to investigate the physical characteristics of playgrounds of 21 child care facilities. This survey incorporated a structured-questionnaire for the purpose of evaluating the adequacy of the physical characteristics of playgrounds (location and size of the playground, play equipments, the composition of play areas, ground covers, and location of sidewalk in the playground) by the 181 care-givers from the facilities and investigating the needs of them. The major results showed the following. 1) In field survey, it was observed that while the location and the size of the playgrounds varied widely, ground cover, play equipments, and the composition of play area turned out to be identical, regardless of the location and the size of the playgrounds. 2) The playgrounds were classified into five types according to the number of children and the size of the playground. The five types include A-type as a large-scale facility/smallsize playground, B-type as a small-scale facility/large-size playground, C-type as a small-scale facility/small-size playground, D-type as a middle-scale facility/large-size playground, and E-type as a large-scale facility/large-size playground. 3) The adequacy of the physical characteristics of playground in the D-type was evaluated to be higher than that of the other types. The adequacy of the C-type playground was evaluated to be lower than that of the other types in terms of size and the composition of play areas within the playground. 4) The care-givers of the D-type and the E-type playground expressed a desire to install various play equipments, while the care-givers of the C-type playground did not wish to install play equipment. 5) Various outdoor play areas were needed in the D-type playground.

The types of artifacts that are observed in intraoperative neurophysiological monitoring (INM) is truly diverse. The removal of artifacts that interfere with the examination is essential. In addition, improving the quality of the examination by removing artifacts is a reflection of the competency of the examiner and is also the best way to ensure patient safety. However, if knowledge of the equipment or anesthesia in the operating room is insufficient due to lack of experience, artifacts cannot be removed even with a method appropriate to the situation. If artifacts are not separated and removed, the reading of the examination results in confusion in the operation process. This can be a fatal problem in neurosurgery that requires rapid and sophisticated procedures. In this paper, the causes of artifacts that occur during surgery are classified into electrical factors, non-electrical factors, and other factors, and a method and examination method for removing artifacts according to the specific situation is mentioned. Although the operating room environment is a very critical place to simultaneously consider various scenarios, we hope that a stable and optimal INM will play a role by knowing the types and causes of various artifacts and how to tackle them.

The purpose of this study is to quantitatively examine the perception of fire officials for college students who need to prepare and choose fire officials, and to identify and present practical and specific improvement measures along with raising awareness of fire officials. In order to achieve the basic purpose of the study set above, we tried to find out whether there are differences in the general level of awareness of fire officials, the working environment of fire officials, and group welfare according to the gender, major, grade, family or relative of college students. The subjects of the study were 600 students enrolled in a four-year university in the Department of Firefighting, and 513 valid questionnaires were used. The survey contents were divided into three categories of perceptions of firefighting officials and consisted of 20 questions, and the frequency and percentage were calculated and compared using the SPSS/win (Ver10.0) program. As a result, first, compensation for awareness improvement and the expansion of safety facilities and equipment are necessary. Second, it is necessary to improve working conditions, such as guaranteeing appropriate working hours and raising and replenishing wages. Third, the results of the establishment of a national fire hospital and the need for psychological counseling were derived. Based on these results, we suggest that national-level laws and systems, and administrative and legislative support should be provided for firefighters.

The room-and-pillar method or grid-type underground space is a method of forming a space by excavating the excavation part at regular intervals so that it is orthogonal and using natural rock mass as a structure. Such excavation may appear different in size from the excavation stage where the maximum displacement occurs depending on the excavation direction and sequence. In this study, considering the installation of support materials such as shotcrete and rock bolts for the optimal design of the excavation process, the safety and constructability of the design and construction of the grid-type underground space under specific ground conditions were analytically reviewed. The ground conditions were set using an numerical method, and the stress at pillar and displacement at center of room were considered for each excavation stage and construction type under a constant surcharge. The height of the space was 8m, which was set higher than the size of a general office, and was reviewed in consideration of equipment and plant facilities. In addition, the degree of displacement control according to the installation of support materials was reviewed in consideration of shotcrete and rock bolts.
The global outbreak of COVID-19 has underscored the pressing need for robust infection control practices in pulmonary function laboratories (PFL). However, the existing guidelines and regulatory frameworks provided by relevant authorities in the country have revealed certain deficiencies in effectively addressing this significant public health crisis. This study surveyed the infection control regulations, disposable item usage, ventilation facilities, spatial separation, and the configuration of entrance doors in 51 domestic hospital facilities from Oct 1, 2021, to Nov 2, 2021. The survey findings revealed that while there was a relatively satisfactory adherence to airborne, droplet, and contact precautions with adequate awareness and utilization of personal protective equipment, the environmental disinfection practices exhibited a suboptimal performance rate of 39.22% per patient. Depending on the specific survey domains, substantial variations were observed in the utilization of disposable items (81.05%), ventilation systems (45.75%), dedicated testing spaces (80.39%), separation of administrative areas (15.69%), and the installation of automated doors (19.61%). This study not only highlights the paramount importance of infection control in PFLs within domestic medical institutions but also provides foundational data for developing and enhancing standardized guidelines that align with international benchmarks for infection control in these settings.
The Chicago Convention and Annexes have become the basis of aviation safety regulations for every contracting state. Generally, the State's aviation safety regulations refer to the Standards and Recommended Practices(SARPs) provided in the Annexes of the Chicago Convention. In order to properly reflect international aviation safety regulations, constant studies of the aviation fields are of paramount importance. This Paper is intended to identify the main differences between korean and foreign regulation and suggest a few amendment proposals on Mixed-fleet Flying(at or more two aircraft type operation) of flight crew. Comparing with these regulations, the korean regulations and implementations have some insufficiency points. I suggest some amendment proposals of korean regulations concerning Mixed-fleet Flying that flight crew operate aircraft of different types. Basically an operator shall not assign a pilot-in-command or a co-pilot to operate at the flight controls of a type of airplane during take-off and landing unless that pilot has operated the flight controls during at least three take-offs and landings within the preceding 90 days on the same type of airplane or in a flight simulator. Also, flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. An operator shall ensure that piloting technique and the ability to execute emergency procedures is checked in such a way as to demonstrate the pilot's competence on each type or variant of a type of airplane. Proficiency check shall be performed periodically. When an operator schedules flight crew on different types of airplanes with similar characteristics in terms of operating procedures, systems and handling, the State shall decide the requirements for each type of airplane can be combined. In conclusion, it is necessary for flight crew members to remain concurrently qualified to operate multiple types. The operator shall have a program to include, as a minimum, required differences training between types and qualification to maintain currency on each type. If the Operator utilizes flight crew members to concurrently operate aircraft of different types, the operator shall have qualification processes approved or accepted by the State. If applicable, the qualification curriculum as defined in the operator's Advanced Qualification Program could be applied. Flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. The difference among different types of airpcrafts decrease and standards for these airpcrafts can be applied increasingly because function and performance have been improved by aircraft manufacture company in accordance to basic aircraft system in terms of developing new aircrafts for flight standard procedure and safety of flight. Also, it becomes more necessary for flight crews to control multi aircraft types due to various aviation business and activation of leisure business. Nevertheless, in terms of flight crew training and qualification program, there are no regulations in Korea to be applied to new aircraft types differently in accordance with different levels. In addition, it has no choice different programs based on different levels because there are not provisions to restrict or limit and specific standards to operate at or more than two aircraft types for flight safety. Therefore the aviation authority introduce Flight Standardization and/or Operational Evaluation Board in order to analysis differences among aircraft types. In addition to that, the aviation authority should also improve standard flight evaluation and qualification system among different aircraft types for flight crews to apply reasonable training and qualification efficiently. For all the issue mentioned above, I have studied the ICAO SARPs and some state's regulation concerning operating aircraft of different types(Mixed-fleet flying), and suggested some proposals on the different aircraft type operation as an example of comprehensive problem solving. I hope that this paper is 1) to help understanding about the international issue, 2) to help the improvement of korean aviation regulations, 3) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

This study prioritizes Noxious Liquid Substances (NLS) transported by sea via a risk-based database containing 596 chemicals to prepare against NLS incidents. There were 158 chemicals transported in Korean waters during 2014 and 2015, which were prioritized, and then chemicals were grouped into four categories (with rankings of 0-3) based on measures for preparedness against incident. In order to establish an effective preparedness system against NLS spill incidents on a national scale, a compiling process for NLS chemicals ranked 2~3 should be carried out and managed together with an initiative for NLS chemicals ranked 0-1. Also, it is advisable to manage NLS chemicals ranked 0-1 after considering the characteristics of NLS specifically transported through a given port since the types and characteristics of NLS chemicals relevant differ depending on the port. In addition, three designated regions are suggested: 1) the southern sector of the East Sea (Ulsan and Busan); 2) the central sector of the South Sea (Gwangyang and Yeosu); and 3) the northern sector of the West Sea (Pyeongtaek, Daesan and Incheon). These regions should be considered special management sectors, with strengthened surveillance and the equipment, materials and chemicals used for pollution response management schemes prepared in advance at NLS spill incident response facilities. In the near future, the risk database should be supplemented with specific information on chronic toxicity and updated on a regular basis. Furthermore, scientific ecotoxicological data for marine organisms should be collated and expanded in a systematic way. A system allowing for the identification Hazardous and Noxious Substances (HNS) should also be established, noting the relevant volumes transported in Korean waters as soon as possible to allow for better management of HNS spill incidents at sea.

The status of traditional markets handling the distribution for ordinary people is greatly shrunk with the aggressive marketing of the local large companies and the foreign large distribution companies after the overall opening of the local distribution market. Most of the traditional markets have the history and tradition from decades to centuries and have grown steadily with the joys and sorrows of ordinary people and the development of the local economy. The fire developing to the large fire has the characteristics of the problem that the fire possibility is high since all products can be flammable due to the deterioration of facilities, the arbitrary modification of equipment, and the crowding of the goods for sale. Furthermore, most of the stores are petty with their small sizes so that the passage is narrow affecting the passage of pedestrians. Accordingly, the traditional markets are vulnerable to fire due to the initial unplanned structural problem so that the large scale fire damage occurs. The study is concerned with systematically classifying and analyzing the result by applying the TRIZ tool to the fire risk factors to extract the fundamental problem with the fire of the traditional market and make the active response. The study was done for preventing the fire on the basis of it and the expansion to the large fire in case of fire to prepare the specific measure to minimize the fire damage. On the basis of the fire expansion risk factor of the derived traditional market, the study presented the passive measures such as the improvement of the fire resisting capacity, the fire safety island, etc. and the active and institutional measures such as the obligation of the fire breaking news facilities, the application of the extra-high pressure pump system, the divided use of the electric line, etc.
The rise of income and introduction of 5 day a week working system give korean people opportunities to enjoy their leisure time. And many korean people have much interest in oceanic sports such as yachting and also oceanic leisure equipments. With the popularization and development of the equipments, the scope of oceanic activities has been expanding in Korea just as in the advanced oceanic countries. However, The current conditions for the sports in Korea are not advanced and even worse than underdeveloped countries. In order to develop the underdeveloped resources of Korean marina, we need to customize the marina models of advanced nations to serve the specific needs and circumstances of Korea As such we have carried out a comparative analysis of how Austrailia, Newzealand, Singapore, japan and Malaysia operate their marina, reaching the following conclusions. Firstly, in marina operations, in order to protect personal property rights and to preserve the environment, we must operate membership and non-membership, profit and non-profit schemes separately, yet without regulating the dress code entering or leaving the club house. Secondly, in order to accumulate greater value added, new sporting events should be hosted each year. There is also the need for an active use of volunteers, the generation of greater interest in yacht tourism, and the simplification of CIQ procedures for foreign yachts as well as the provision of language services. Thirdly, a permanent yacht school should be established, and classes should be taught by qualified instructors. Beginners, intermediary, and advanced learner classes should be managed separately with special emphasis on the dinghy yacht program for children. Fourthly, arrival and departure at the moorings must be regulated autonomically, and there must be systematic measures for the marina to be able, in part, to compensate for loss and damages to equipment, security and surveillance after usage fees have been paid for. Fifthly, marine safety personnel must be formed in accordance with Korea's current circumstances from civilian organizations in order to be used actively in benchmarking, rescue operations, and oceanic searches at times of disaster at sea.
According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
