친환경 건설을 위한 GIS 기반의 환경영향평가시스템 개발 (Development of Environmental Impact Assessment System Using Geographic Information System for Environment-friendly Construction)

  • 그동안 건설공사에 있어 환경성보다 경제성 및 기술성, 안정성을 중시하여 왔으나, 경제가 발전함에 따라 환경에 대한 국민적 관심과 중요성이 높아졌으며, 친환경적인 건설을 위해 다양한 노력이 진행중이다. 본 연구에서는 이를 위해 환경영향평가시 수치자료를 확보하는 방안을 제시하였으며, 최신 GIS 기술을 활용한 Web 기반의 친환경도로계획시스템과 환경영향평가시스템을 개발함으로써 국토개발에 있어 환경성과 경제성을 조화시킬 수 있도록 의사결정을 지원하고자 하였다. 즉, 도로계획 초기에 다양한 대안노선들을 선정하여 환경성을 비교함으로써 환경성을 고려한 최적의 노선선정을 지원할 수 있도록 하였다. 또한 기존의 영향 평가가 종이도면과 서술적인 기술에 의지했던 반면, 본 시스템은 수치지도를 활용한 다양한 공간분석결과를 3차원적으로 디스플레이함과 동시에 결과된 도면과 표를 바로 문서작성에 활용 가능하여 업무 수행의 효율성을 높여줄 수 있도록 하였다.

A Study on Securing Objectivity in Small-Scale Environmental Impact Assessments Using Delphi Analysis

  • Purpose: Since August 2000, the small-scale environmental impact assessment system has prevented indiscriminate development. However, its qualitative reports lack objectivity and consistency. This study analyzes these issues through literature and expert surveys and proposes improvements. Research Methodology: Samples were selected based on regional consultation numbers. Mitigation measures were categorized into qualitative and quantitative factors. Issues were identified, and improvements suggested. The Delphi method helped select evaluation items and propose a scoring table. Results and Conclusions: The Delphi method selected 14 absolute and 22 relative evaluation items, excluding 3 invalid ones. A 100-point scoring table was created, with points assigned based on element significance. A 1-point bonus was added for top-scoring elements to promote eco-friendly planning.

생태적 실내건축 디자인 지침에 관한 연구 (A Study for guideline of the Eco-Design in Interior Architecture)

  • As the environmental paradigm is the major issue today, the guideline of the ecological design in the interior architectural field is needed. One on the knowledge necessary to plan the ecological interior architecture as a designer is the spectification related factors for planning, which should be applied in materialistic matters. In this paper, the knowledge of materials and products needed to design interior space considering the ecological factors is studied. And, a guideline for the eco-design is investigated for the expression of the environmentally friendly perception.

한국 골프장의 친환경적 개발에 관한 연구 (Study of Pro-environmental Development for Golf Course in Korea)

  • Nowadays, there are increasing demands of golf courses and it is necessary to make more golf courses than the present. To do this, we need to improve the environmental problems with the regional inhabitants, and it is said that the first thing to be considered in developing any golf course in Korea is to preserve the environment. In this context, the purpose of this study is to set forth several design factors to lessen the negative impacts which are accompanied with the development of golf courses. 1. The present conditions of golf courses in Korea Many new golf courses have come into being, particularly since the late 1980s, and now, in the year of 1997, over one hundred of golf courses are doing their business, yet the number of golf course is still less than required. So far, over a half of them have been made in the vicinity of Seoul on account of various reasons, and this has adversely affected on our natural environment. This unreasonable development of golf courses has caused serious water pollution, landslides and the other problems. Also, the topography of Korea is not good for golf courses. Although the demands of golf courses are increasing, the suitable sites for them are very limited, and therefore it is sometimes unavoidable to make golf courses on steep hills.   • 철도는 다른 육상교통수단보다 에너지 효율성이 높은 환경 친화적인 교통수단이다. 예비타당성조사와 철도노선 선정 과정에서 에너지 효율성과 환경에 관한 문제들이 일반적으로 고려되고 있다. 철도노선 선정에서는 지형적인 특성 그리고 시설물의 관리와 운영을 중심으로 선정되고 있다. 철도노선선정에 영향을 미치는 환경관련 문제에 대해서 본 연구는 집중적으로 검토 분석하였다. 본 연구는 철도 및 환경전문가 그리고 철도 노선선정에 관련된 전문가 의견을 검토 분석하여 환경에 영향을 미치는 주요 항목의 가중치를 선정하였다. 환경 친화적인 철도노선을 선정하기 위하여 여러 대안이 비교되어야 하고 각 대안의 평가는 환경성을 검토하여야 한다. 이 문제를 해결하기 위해 본 연구에서는 계층구조를 이용하여 복잡한 문제를 간단하고 객관적으로 결론 내리는데 용이한 AHP 기법을 이용하였다. 이에 따라 전문가에 의한 환경평가항목의 가중치를 기본값으로 정하고 GUI를 활용한 정량화 시스템을 개발하였다.

철도사업 환경영향평가와 환경관리(I) (Environmental Impact Assessment and Environmental Management of Railways (I))

  • After the Rio declaration on environment and development in 1992, developed countries are undertaking "environmentally sustainable transportation (EST)" projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents for the last six years. The EIA for railroad construction projects accounts for only 4.9% of total 918 project EIAs during 1998-2003, and the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water pollution, waste management, and noise, etc. We compared characteristics of environmental impacts of railroad construction with those of vehicle road construction, based on environmental and construction-planning indicators appeared in Environmental Impact Statements. Railroad construction usually requires longer tunnels and bridges for a given length than those for vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than 50% of those in vehicle road construction. To develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly recommended.

건물과 지역요인을 고려한 서울시 건물에너지 소비 실증분석 (An Empirical Analysis of Building Energy Consumption Considering Building and Local Factors in Seoul)

  • This study aims to empirically examine the relationship between building energy consumption and building and local factors in Seoul. Building energy issue is an important topic for low carbon and eco-friendly city development. Building physical, socio-economic and environmental factors effect to increasing or decreasing energy consumption. However, there are different characteristic in each area, and this kind of variable has a hierarchical structure. The multi-level model was used to consider the hierarchical structure of the variables. In this study, a multi-level model was applied to confirm the difference between areas. Spatial area is Seoul, Korea and the temporal scope is August, summer season. As the result, in Model 1 (Null Model), ICC is 0.817. This shows that the energy consumption differs by 8.174% due to factors at the Dong level. Model 2 (Random Intercept Model) suggests that building's physical factors and Average age, Household size and Land price in Dong level have significant effects on Building energy consumption. In Model 3 (Random Coefficient Model), random effect variables have intercepts and slopes to vary across groups. This study provides a perspective for policy makers that the building energy reduction policies to be applied for buildings should be differently applied on area. Furthermore, not only physical factors but also socio-economic and environmental factors are important when making energy reduction policy.

Evaluation Indicators for Green Libraries and Library Eco-friendliness

  • This study aimed to determine eco-friendly factors on the aspects of library service, materials provided or handled by the library, and programs including educational programs. Furthermore, it was setup to perform a trial evaluation for the eco-friendliness of the library based on the determined evaluation standards by this study. Results are as follows; First, regarding the question of 'Do employees of the library think that establishment of green libraries is necessary?', the employees of the libraries responded yes by 65.52%, but only 4.6% responded that it would not be necessary. Second, in analyzing the most important evaluation areas of green libraries according to the opinions of the libraries' employees, they were ranked in order: the indoor environment, energy and prevention of environmental pollution, and material and resource areas. Third, 11 areas were determined to evaluate the level of greening in the libraries; the highest averages were scored 510 for the area of energy and prevention of environmental pollution, 415 for the area of library resource, and 320 for the area of indoor environment. Last, the libraries were graded based on actual data according to the results to measure the level of greening, two libraries were graded as Diamond, the highest grade, accounting for 15.39% of all libraries; Gold and Silver grades accounted for another 15.39%, together five Certified graded libraries accounted for 38.46%, which was the highest rate among the libraries. Any library scoring less than 20% when compared to the full score was graded as Non-certified, and one library, which scored 15.06% fell into this category. The results of this study set up to serve as basic data for the direction of development for green libraries in our country, as well as reference for the employees of libraries in constructing or remodeling library buildings, establishing service infrastructure, providing information service, and planning library duties in an eco-friendly way.

공공디자인 측면에서의 국립공원 환경개선의 효과성 및 만족도 분석 - 탐방로 진입부 공간을 중심으로 - (A Study on the Environmental Improvement of National Parks' Public Space Design - Focusing on Trail Entry Areas -)

  • This study examined the effectiveness of and satisfaction of visitors with the Environmental Improvement Project on national parks' trail entry areas. A survey was conducted to improve the proposal framework based on the data. Data for the study were obtained from 6400 respondents who used 28 national park offices at 32 national park trail entry areas. The field research was collected in 3200 surveys, divided between pre- and post-implementation of the Environmental Improvement Project. The study variables consisted of socio-demographics, visitors' perceptions on the environmental improvement of trail entries, effects of the environmental improvement, and visitor satisfaction. Several important results were found. First, the environment of trail entries has a significant impact on the formation of images and user satisfaction of national parks. Second, the influence of the trail entry improvement showed that 71.8% of visitors rated the trail entry as environmentally friendly after the Environmental Improvement Project, compared to 48.5% of visitors rated the trail entry as environmentally friendly before the Environmental Improvement Project. The findings indicated that a top priority of environmental improvement of the trail entries needs to be the installation of convenience facilities such as rest areas, restrooms, and direction boards (pre: 34.5%, post: 32.6%). Third, functionality and the other nine variables were shown to enhance the effect of the environmental improvement of the trail entries at the 1% statistical significance level. Finally, results indicated that the overall satisfaction of the visitors with the park was significantly higher after the environmental improvement (t-value=25.741, p=.000), showing the satisfaction score was higher after the environmental improvement (pre: 3.51, post: 4.12), with a statistically significant difference at the 1 % level. This study helps to understand trail entries, which have influenced the image of the national park and satisfaction. These findings can be utilized to manage and design a national park as a public space.

인천 송도4공구 공동주택 외부공간 조성계획 (Landscape Design for the Song-Do Apartment Complex Development)

  • In 2004, the Incheon Urban Development Corporation held a design competition for the Song-Do apartment complex development. Several projects that won the prize in the recent design competitions were reviewed to look around the current design tendency, and current conditions of the site were surveyed. The authors tried to combine digital and environment-friendly factors, considering the site condition. Because the site is on reclaimed land and is located at the center of the information-technology industrial area, these two factors inform the main concept of this project. The site was divided into two different zones : the Ocean Zone and the Digital Zone. The 'community spaces'(community street, community plaza and so on) were designed for the various activities of the residents. The Patios, 'private' community spaces, included many facilities for play, appreciation, rest, exercise, refreshment and gathering. To avoid common landscape styles in the patios, simple and minimal forms were designed. The environmental sculptures were carefully planned, allocated and shaped with digital technology, based on the 'Present and Future of Song-Do'. The authors also tried to introduce environment-friendly factors, such as the green roof system, wall planting, and the water recycling system. This project is following the M.A. (Master Architect) process, and is still being modified to make the hi-tech and environment-friendly apartment complex.
