Establishment of Applicable Local Environmental Standards for Streams in Jeju Island (제주도 하천에 적용 가능한 지역환경기준 설정)

  • For the purpose of protecting the health of citizens and creating a delightful environment, the Government shall establish the environmental standards, and make such standards keep their propriety according to any changes in environmental conditions. The Special Metropolitan City, Metropolitan City or Do may, in case where deemed necessary in view of the speciality of regional environments, set forth the separate environmental standards which are more expanded and strengthened than the environmental standards by the Municipal Ordinance of the relevant City/Do. The purpose of this study was for the management of stream waters of Jeju Island and proposed the appropriate Jeju local river environmental standards. Jeju-Do and Daejeon-si applies the Local River Environmental Standards in Korea. While each nation? circumstances and environment are different, for the most part, environmental standards and purposes of use are similar to those in Korea. Proposed Jeju River Local Environment Standards followed The River Environment Standards of Nation(Korea) for Living Environment Standards. Newly Strengthened Value is Cd, Carbon tetrachloride, 1,2-dichloroethene, Tetrachloroethylene(PCE) and add Items is Fluorine, Selenium, Phenol and Toluene for Human Health Protection.

A Study on the Temperature Environmental Test Standards (온도 환경시험 표준규격에 관한 연구)

  • The required standards for environmental tests for communication and electronic equipment used currently are not standards into which the Korean climate and use environment are taken into consideration. But the most used environmental testing standards of the U.S. army(MIL-STD-810) has been used without taking into consideration the Korean domestic situation and conditions by simply translating the US standards. Adherence to these standards may increase in the manufacturing costs according to excessively strict standards. Therefore, this paper will propose a new environmental test standards for temperature.

  • Environmental standards for beneficial uses of dredged materials are proposed. Even though chemical analysis of ocean sediments are carried out frequently, their analyses results were not interrelated with the effects of biological lives due to a shortage of biological data. These facts have resulted in difficulty to develope Korean's standards of recycling dredged materials. This paper first searched existing current foreign standards, analyzed local contaminated ocean sediment data, identified their main chemical components of contaminants, and then compared with clean-up standards of sediments consisting of lower and higher levels. From these analysis, new environmental standards considering Korean domestic circumstances are proposed. It is judged that new standards are appropriate to both Korean national sedimental environments and economically recycling aspects because environmental standard levels proposed are higher than background levels of sediments in Korean and foreign standards.

Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea (국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.

Basic Survey for Establishing Regional Air Quality Standards in Gyeongnam (경남 지역 대기환경기준 설정을 위한 기초조사)

  • This study provides a basis for research to establishing air quality standards in Gyeongnam. The trends and deviations in air quality concentrations and short-term environmental standards were analyzed. Furthermore, the regional standards and World Health Organization's (WHO) air quality guidelines (AQGs) were taken into account. The annual average PM10 standard for cities anc counties ate 40 ㎍/㎥ and 30 ㎍/㎥, respectively. SO2 and NO2 are achieving national standards and need to be strengthened to the minimum regional standard and WHO AQGs. The PM2.5 standard, which has not reached national standards, needs to be set at the level of national standards, and is also the target level for 2024 of the Gyeongsangnam and national PM2.5 management plans.

  • This study aims to present and develop 'teacher professional model and standards of assessing students in environmental education for sustainability'. To achieve the purpose, this study was progressed in the following stages. First, based on the results of purposes and objectives developing in environmental education, the concept and components of environmental literacy, which are utilized in environmental education as a means of creating sustainable education were analyzed. Second, the qualities, which environmental teacher should have as an expert were identified through a process of researching literature and professional meeting. Based on the result, the categories and elements of the qualities which an environmental teacher should be have in order to provide expert evaluation of students in their environmental classes were extracted and teacher professional model assessing students was developed. Third, based on the above teacher professional assessing model, standards of assessing in environmental education for sustainability were established. Fourth, based on the teacher professional model and standards of assessing students in environmental education, assessing items corresponding to components of environmental literacy were presented. By presenting and developing 'teacher professional model and standards of assessing students in environmental education for sustainability' in this study, we expect that the model and standards can support to improve school teachers' assessing professionalism in selecting assessing methods, designing assessing process, and analyzing and applying the results of the assessment.

Applying policy and health effects of air pollution in South Korea: focus on ambient air quality standards

  • Objectives South Korea's air quality standards are insufficient in terms of establishing a procedure for their management. The current system lacks a proper decision-making process and prior evidence is not considered. The purpose of this study is to propose a measure for establishing atmospheric environmental standards in South Korea that will take into consideration the health of its residents. Methods In this paper, the National Ambient Air Quality Standards (NAAQS) of the US was examined in order to suggest ways, which consider health effects, to establish air quality standards in South Korea. Up-to-date research on the health effects of air pollution was then reviewed, and tools were proposed to utilize the key results. This was done in an effort to ensure the reliability of the standards with regard to public health. Results This study showed that scientific research on the health effects of air pollution and the methodology used in the research have contributed significantly to establishing air quality standards. However, as the standards are legally binding, the procedure should take into account the effects on other sectors. Realistically speaking, it is impossible to establish standards that protect an entire population from air pollution. Instead, it is necessary to find a balance between what should be done and what can be done. Conclusions Therefore, establishing air quality standards should be done as part of an evidence-based policy that identifies the health effects of air pollution and takes into consideration political, economic, and social contexts.

Study of Vibration Test Condition for Machinery Component (기계류부품의 가진시험 조건에 관한 연구)

  • It is increasingly important to ensure that a given vibration test specification of a particular machinery component is appropriately established by considering its real environmental conditions. Vibration test standards for electrical components are well documented, for example in an IEC 60068 series, while standards for machinery components are rarely found except a few military standards. Thus many vibration tests are performed based on the military standards. However, a test based on these military standards often results in over-testing, and under-testing in some cases due to the different environmental conditions. Also, these standards require an appropriate tailoring that may not be easily accomplished. In this paper, various international and military standards are compared and investigated to obtain test specifications relevant for machinery components. Also appropriate tailoring methods are demonstrated through a case study.

  • With rapid industrial development, railway has become a main traffic means. But, the railway noise has caused much annoyance for the residents living nearby railway track. Therefore, it is necessary to establish the environmental quality standards for railway noise like the environmental quality standards for traffic noise. In this study, the domestic and foreign standards for railway noise were investigated with analysis of existing data and field survey of noise condition at near a railway.
