Analysis of Occurrence Characteristics of Pine Wilt Disease in Korea based on Monitoring Data from 2016 to 2018 (국내 소나무재선충병 발생 특성 분석: 2016~2018년 예찰데이터를 기반으로)

  • Understanding the occurrence characteristics of pine wilt disease (PWD) is essential for determining a suitable strategy to minimize the damage caused by PWD. Thus, in this study, we characterized various environmental conditions, including meteorological factors, geographical factors, and artificial factors influencing the occurrence of PWD. The occurrence data of PWD from May 2016 to April 2018 and spatial data of various environmental factors, including natural and anthropogenic factors, were collected. We evaluated the relative contribution of the environmental variables on the number of dead pine trees by PWD. In this study, among the 17 natural and anthropogenic factors, the factors affecting the occurrence of dead trees by PWD were verified. The results showed that altitude and temperature from May to August, among natural factors, and distance to building and forest road among anthropogenic factors were the most influential factors on the occurrence of PWD.

Development of Korean Green Business/IT Strategies Based on Priority Analysis (한국의 그린 비즈니스/IT 실태분석을 통한 추진전략 우선순위 도출에 관한 연구)

  • Recently, the CO2 emission and energy consumption have become critical global issues to decide the future of nations. Especially, the spread of IT products and the increased use of internet and web applications result in the energy consumption and CO2 emission of IT industry though information technologies drive global economic growth. EU, the United States, Japan and other developed countries are using IT related environmental regulations such as WEEE(Waste Electrical and Electronic Equipment), RoHS(Restriction of the use of Certain Hazardous Substance), REACH(Registration, Evaluation, Authorization and Restriction of CHemicals) and EuP(Energy using Product), and have established systematic green business/IT strategies to enhance the competitiveness of IT industry. For example, the Japan government proposed the "Green IT initiative" for being compatible with economic growth and environmental protection. Not only energy saving technologies but energy saving systems have been developed for accomplishing sustainable development. Korea's CO2 emission and energy consumption continuously have grown at comparatively high rates. They are related to its industrial structure depending on high energy-consuming industries such as iron and steel Industry, automotive industry, shipbuilding industry, semiconductor industry, and so on. In particular, export proportion of IT manufacturing is quite high in Korea. For example, the global market share of the semiconductor such as DRAM was about 80% in 2008. Accordingly, Korea needs to establish a systematic strategy to respond to the global environmental regulations and to maintain competitiveness in the IT industry. However, green competitiveness of Korea ranked 11th among 15 major countries and R&D budget for green technology is not large enough to develop energy-saving technologies for infrastructure and value chain of low-carbon society though that grows at high rates. Moreover, there are no concrete action plans in Korea. This research aims to deduce the priorities of the Korean green business/IT strategies to use multi attribute weighted average method. We selected a panel of 19 experts who work at the green business related firms such as HP, IBM, Fujitsu and so on, and selected six assessment indices such as the urgency of the technology development, the technology gap between Korea and the developed countries, the effect of import substitution, the spillover effect of technology, the market growth, and the export potential of the package or stand-alone products by existing literature review. We submitted questionnaires at approximately weekly intervals to them for priorities of the green business/IT strategies. The strategies broadly classify as follows. The first strategy which consists of the green business/IT policy and standardization, process and performance management and IT industry and legislative alignment relates to government's role in the green economy. The second strategy relates to IT to support environment sustainability such as the travel and ways of working management, printer output and recycling, intelligent building, printer rationalization and collaboration and connectivity. The last strategy relates to green IT systems, services and usage such as the data center consolidation and energy management, hardware recycle decommission, server and storage virtualization, device power management, and service supplier management. All the questionnaires were assessed via a five-point Likert scale ranging from "very little" to "very large." Our findings show that the IT to support environment sustainability is prior to the other strategies. In detail, the green business /IT policy and standardization is the most important in the government's role. The strategies of intelligent building and the travel and ways of working management are prior to the others for supporting environment sustainability. Finally, the strategies for the data center consolidation and energy management and server and storage virtualization have the huge influence for green IT systems, services and usage This research results the following implications. The amount of energy consumption and CO2 emissions of IT equipment including electrical business equipment will need to be clearly indicated in order to manage the effect of green business/IT strategy. And it is necessary to develop tools that measure the performance of green business/IT by each step. Additionally, intelligent building could grow up in energy-saving, growth of low carbon and related industries together. It is necessary to expand the affect of virtualization though adjusting and controlling the relationship between the management teams.

Strategic actions to enhance environmental regulation and management of a coastal community to mitigate climate effects

  • Bearing in mind that global climate change is a rising issue, the coastal community of Prek Thnaot, Cambodia has been put on severe effects about natural disasters caused from poor infrastructure and agriculture dependence. This paper proposes to provide and guide a strategic action for the sustainable development path of coastal community in a more continuous manner including a robust resilience to impacts of climate change, natural disasters, and other risks. In doing so, this paper will help environmentally sound management and coastal resources sustainability being sound for socially and economically inclusive development. Proposed fourteen strategic actions for the research should be accompanying with the participation of and cooperation from the local coastal community. Based on the proposed strategic actions, it is critical that the local authorities and other key stakeholders need to accomplish. Providing a good insight for the central government, the strategic action is expected to integrate and prepare a management strategy plan for the local coastal community level. Therefore, this information can be applied to other coastal areas to promote and ensure sustainable protection and management of coastal resources.

  • The paper aims to facilitate a discussion around how big data technologies and data from citizens can be used to help public administration, society, and policy-making to improve community's lives. This paper discusses opportunities and challenges of big data strategies for government, society, and policy-making. It employs the presentation of numerous practical examples from different parts of the world, where public-service delivery has seen transformation and where initiatives have been taken forward that have revolutionized the way governments at different levels engage with the citizens, and how governments and civil society have adopted evidence-driven policy-making through innovative and efficient use of big data analytics. The examples include the governments of the United States, China, the United Kingdom, and India, and different levels of government agencies in the public services of fraud detection, financial market analysis, healthcare and public health, government oversight, education, crime fighting, environmental protection, energy exploration, agriculture, weather forecasting, and ecosystem management. The examples also include smart cities in Korea, China, Japan, India, Canada, Singapore, the United Kingdom, and the European Union. This paper makes some recommendations about how big data strategies transform the government and public services to become more citizen-centric, responsive, accountable and transparent.

Research on Consumer Responses to Similar Social Value Seeking Activities Conducted by Fashion Social Enterprises and Cause-Related Marketing (패션 사회적기업과 공익연계마케팅의 유사한 사회적가치 추구 활동에 대한 소비자 반응 연구)

  • This study first investigates relationships among fashion consumer's positive emotion toward social value seeking activities (SVSA), enterprise image (EI), enterprise-perceived quality (EPQ), and purchase intention. Additionally, it demonstrates if the confirmed relationships are different in similar SVSA between social enterprise and cause-related marketing (CRM). An online experiment using a 2 (the implementation organization of social values: social enterprise vs CRM) ${\times}2$ (SVSA: support of vulnerable group vs environmental protection) factorial design was conducted to test the established hypotheses. Participants were randomly assigned to one of four conditions, and the collected data were analyzed using a partial least squares structure equation modeling (PLS-SEM) and partial least squares multi-group analysis (PLS-MGA). The results revealed that positive emotion toward SVSA directly influenced EI and purchase intention. EI and EPQ were identified as sequential mediators linking positive emotion toward SVSA and purchase intention. A finding for similarity in consumer response paths between social enterprises and CRM highlights that social enterprises need to develop a marketing strategy distinguished from CRM.

A Comparative Study on Legal Systems regarding Marine Pollution from Warships between Korean and French: Focused on Prevention (한국과 프랑스 해군의 군함기인 해양 오염 관련 법제 비교: 예방을 중심으로)

  • For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.

Insecticidal response of 14 insecticides against Korean Bemisia tabaci local populations (14종 살충제의 담배가루이 성충에 대한 살충제 약제반응 조사)

  • Bemisia tabaci Gennadius, one of the most invasive insect pests, has spread quickly nationwide since it was introduced to South Korea in 2008. The use of insecticides is the main management strategy for this pest, but the control efficiency has been decreased due to insecticide resistance. We collected 12 local B. tabaci populations to investigate the regional differences in efficiency and observed the mortality from 14 commercial insecticides applied at recommended concentrations (RC) and dilutions (0.1 RC and 0.01 RC) using the leaf dipping bioassay. Except for etofenprox (46-64%), thiamethoxam (37-60%), pyriproxyfen (21-61%), and pyridaben (61-65%), the other insecticides showed excellent insecticidal efficacy of 70% to 100% at their RC. In particular, flupyradifurone, emamectin benzoate, and cyantraniliprole showed high insecticidal efficacy of over 90% in all of the tested populations. Some insecticides that rapidly decreased in activity (less than 30%) at diluted concentrations or showed high resistance levels in nearby regions were classified for cautious use due to the possibility or potential to develop resistance. The results provide selected insecticides for B. tabaci control by region and could contribute to reducing insecticide abuse and increasing insecticidal efficiency in farming fields.

Establishment of Discriminating Concentration based Assessment for Insecticide Resistance Monitoring of Palm thrips (오이총채벌레의 약제 저항성 진단을 위한 판별농도 기반 생물검정법 확립)

  • For our survey of insecticidal resistance of Palm thrips (Thrips palmi Karny), we established the discriminating time (DT) and concentration (DC) of nine insecticides, and we conducted a bioassay about seven local populations via leaf-dipping methods. The discriminating times of the recommended concentration (RC) were 24 h at emamectin benzoate EC and spinetoram SC, 48 h at chlorfenapyr EC, 72 h at spinosad SC, cyantraniliprole EC, acetamiprid WP, dinotefuran WG, imidacloprid WP and thiacloprid SC after treatment. The DC estimated the concentration which showed the difference within the mortalities of these local populations. The DCs were emamectin benzoate EC $0.013mg\;L^{-1}$ (RC, $10.8mg\;L^{-1}$), spinetoram SC $0.125mg\;L^{-1}$ (RC, $25.0mg\;L^{-1}$), chlorfenapyr EC $0.25mg\;L^{-1}$ (RC, $50.0mg\;L^{-1}$), spinosad SC $0.083mg\;L^{-1}$ (RC, $50.0mg\;L^{-1}$) and cyantraniliprole EC $5.0mg\;L^{-1}$ (RC, $50.0mg\;L^{-1}$), and DCs of neonicotinoids were their RCs, that is, acetamiprid WP (RC, $40.0mg\;L^{-1}$), dinotefuran WG (RC, $20.0mg\;L^{-1}$), imidacloprid WP(RC, $50.0mg\;L^{-1}$) and thiacloprid SC (RC, $50.0mg\;L^{-1}$). From our investigation into the resistance of the local populations with DT and DC application, the neonicotinoid insecticides have shown a high resistant level for all the local populations, and the other insecticides have demonstrated low or non-resistance. In the use of neonicotinoid insecticides to control Palm thrips, one must take caution. As a result, the establishment of DT and DC in the single dose bioassay method was helpful for surveying the insecticide response dynamics and the development of an insecticide resistance management strategy.

Control of downey mildew occurred on cucumber cultivated under plastic film house condition by optimal application of chemical and installation of ventilation fan (환기조절 및 약제적기살포에 의한 비닐하우스재배 오이에 발생하는 노균병 방제)

  • Survey on plant diseases occurring on cucumber cultivated in plastic film house of experimental farm in Suwon was conducted. Through the survey, occurrence of damping-off, downey mildew, powdery mildew and Fusarium wilt was observed. Especially downey mildew caused by Pseudoperonospora cubensis was the most severe foliar disease of cucumber. To control the disease effectively, effects of installation of ventilation fan and optimal spray timing of a chemical, dimethomorph+copper oxychloride WP, were investigated. Two ventilation fans installed at the front and at the back of plastic film house reduced air relative humidity by about 6.4% and downey mildew incidence by 55.7%. Downey mildew incidence on cucumber from untreated chemicals plot in plastic film house installed with ventilation fan was on a equal level with that from treated chemicals plot with three times application of dimethomorph+copper oxychloride WP in plastic film house without ventilation fan. Meanwhile in order to select optimal chemical application time, dimethomorth+copper oxychloride WP was treated three times at 7 days-interval from three days before the disease occurred, right after the disease occurred, and two days after the disease occurred, respectively. The result showed that dimethomorth+copper oxychloride WP applied to cucumber leaves and stems from three days prior to, right after, two days after occurrence of downey mildew reduced downey mildew incidence by 72.9, 61.8, and 23.7%, respectively. The above results showed that regulation of environmental factors like air relative humidity and preventive application of chemicals should be considered to establish control strategy to downey mildew.

Developing Local Biodiversity Strategies and Action Plans (지자체 생물다양성 관리전략 구축)

  • Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.
