대도시 옥의 환경조형물의 설치기준에 대한 우선순위 분석 (Analysis of the Priority Decision for Establishment Criteria of Environmental Sculptures in Urban Areas)

  • This research focused on the priotity decision for establishment sriteria on the effects which environmental sculptures in urban area. The analysis performed in this study used the AHP(Analytic Hierarchy Process) that is recognized as a useful decision-making tool to select and evaluate alternatives through pairwise comparison in the context of hierarchical decision structure. The results obtained from the analysis drawn by collecting the professional opinions of 5 experts for environmental sculptures are as follows: 1. The orders of establish criteria priorities on environmental sculptures were harmony of environment> symbol> public> function. The harmony of environment was the most important priority because it showed the highest weight of criteria. 2. The alternative priorities of environmental sculptures were the meaning of work>setting place> social contribution> physical quality .The meaning of work showed the highest change in the weight of alternative. 3.The sensitivity analysis of environmental sculptures demonstrated that the rate of change in the alternative priorities of the public was stabilized although the criteria importance varied, while the harmony of environment, the symbol intimated and function of priorities has their rates of weight changed if the criteria priorities were high.

  • Since sewer rehabilitation program requires long construction period and enormous capital investment, determination of rehabilitation priorities is important with systematic planning considering appropriate evaluation parameters. In this research, we applied PROMETHEE(Preference Ranking Organization METHod for Evaluations) known as very objective and scientific multi-criteria decision-making analysis, using the weights determined by AHP(Analytic Hierarchy Process) for the selected sewer evaluation items to calculate the rehabilitation priorities for each sewer sub-catchment in basin Gusan 1 of Seoul. Preference functions and preference thresholds were estimated for each criterion of ratio of lack of hydraulic capacity of sewers, defect ratio, ratio of sewers with velocity less than its minimum criteria, and density of sewers in the sub-catchment. As a result, it was found that region d had the first priority among four sub-catchments. For each and every sewer located in region d, we could also rank sewers to be rehabilitated urgently.

  • This study was conducted to prioritize land purchase in Hwapocheon wetland protection area by reflecting the conservation value of wetlands considering HSI(Habitat Suitability Index) for flagship species. As a result of this study, the flagship species, Oriental White Stork and Been Goose, which can represent the Hwapocheon wetland protection area, were selected through selection criteria and expert feedback. Based on the habitat requirements of the selected flagship species, SI(Suitability Index) for the flagship species was reviewed and the conservation value of wetlands was assessed. The conservation value of the wetlands was divided into five grades from very high to very low. The areas with high conservation value were mainly distributed around wetlands and waters in upstream and downstream of Hwapocheon wetland protection area. The land purchase priorities were divided into five grades by overlapping the thematic maps of the conservation value of wetlands, the economics, and the urgency of restoration. The arable lands which can disrupt wetland ecosystems are analyzed as priority areas where priority purchasing is required. Relatively well-preserved wetlands and areas have low land purchase priorities. This study is meaningful in that biodiversity is considered in land purchase priorities.

  • Solid waste production increases due to population and consumption increments. Landfill is the ultimate destination for all kinds of municipal solid waste; and is the most convenient waste disposal method in developing countries. To minimize investment and operational costs and society's opposition towards locating landfills nearby, proper landfill sizing and siting are essential. In this study, solid waste forecasting using Autoregressive Integrating Moving Average (ARIMA) was integrated with government future plans and waste composition to estimate the required landfill area for the state of Selangor, Malaysia. Landfill siting criteria were then prioritized based on expert's preferences. To minimize ambiguity and the uncertainty of the criteria prioritizing process, the expert's preferences were treated using integrated Median Ranked Sample Set (MRSS) and Analytic Hierarchy Process (AHP) models. The results show that the required landfill area is 342 hectares and the environmental criteria are the most important; with a priority equal to 48%.

수변녹지 조성을 위한 토지매수 우선순위 산정 방안 연구 (A Study on Land Acquisition Priority for Establishing Riparian Buffer Zones in Korea)

  • The Korean government has purchased land properties alongside any significant water bodies before setting up the buffers to secure water qualities. Since the annual budgets are limited, however, there has always been the issue of which land parcels ought to be given the priority. Therefore, this study aims to develop efficient mechanism for land acquisition priorities in stream corridors that would ultimately be vegetated for riparian buffer zones. The criteria of land acquisition priority were driven through literary review along with experts' advice. The relative weights of their value and priorities for each criterion were computed using the Analytical Hierarchy Process(AHP) method. Major findings of the study are as follows: 1. The decision-making structural model for land acquisition priority focuses mainly on the reduction of non-point source pollutants(NSPs). This fact is highly associated with natural and physical conditions and land use types of surrounding areas. The criteria were classified into two categories-NSPs runoff areas and potential NSPs runoff areas. 2. Land acquisition priority weights derived for NSPs runoff areas and potential NSPs runoff areas were 0.862 and 0.138, respectively. This implicates that much higher priority should be given to the land parcels with NSPs runoff areas. 3. Weights and priorities of sub-criteria suggested from this study include: proximity to the streams(0.460), land cover(0.189), soil permeability(0.117), topographical slope(0.096), proximity to the roads(0.058), land-use types(0.036), visibility to the streams(0.032), and the land price(0.012). This order of importance suggests, as one can expect, that it is better to purchase land parcels that are adjacent to the streams. 4. A standard scoring system including the criteria and weights for land acquisition priority was developed which would likely to allow expedited decision making and easy quantification for priority evaluation due to the utilization of measurable spatial data. Further studies focusing on both point and non-point pollutants and GIS-based spatial analysis and mapping of land acquisition priority are needed.

생태수질기준설정을 위한 대상물질의 생태위해성 평가 (Ecological Risk Assessment of Chemicals of Concern for Initiation of Ecorisk-based Water Quality Standards in Korea)

  • Current water quality standard (WQS) in Korea is based on the protection of human health, not considering the protection of aquatic organisms. Most of chemicals can be toxic to ecological biota as well as human. Health of aquatic biota is closely related to the human health via food chain, therefore ecological risk based-WQS needs to be developed to protect the aquatic ecosystem. In this study, we selected the 31 chemicals in the Project entitled 'Development of integrated methodology for evaluation of water environment'. The methodology for calculating water quality criteria was derived from the Australian and New Zealand processes for deriving guideline trigger value for aquatic ecosystem. The available ecotoxicity data were collected from US EPA's ECOTOXicology Database (ECOTOX), TOX-2000 Database, European Chemicals Bureau (ECB)'s International Uniform Chemical Information Database (IUCLID) and Environmental Protection Agency (US EPA)'s report 'Ambient Water Quality Criteria (AWQC)'. The aquatic toxicity data for the Korean species were selected for risk assessment to reflect the Korean water environment. The monitoring values were calculated from the water quality monitoring data four main Korean rivers. We suggested the order of priorities of chemicals based on ecological risk assessment. We expect that these results can be useful information for establishing the WQS for the protection of aquatic ecosystem.

SWOT 분석을 통한 환경보건 연구의 동향과 전망 고찰 (Trends and Prospective of Environmental Health Research through SWOT Analysis)

  • Background: Research in environmental health (EH) is of crucial strategic importance for contemporary society. It is becoming even more critical in light of the increasingly rapid pace of environmental changes, opportunities, and threats. Objectives: This study aimed to identify trends and the prospective of environmental health research using SWOT analysis. Methods: The trends in environmental health research were reviewed in previous studies and reports. Reviewed manuscripts were searched for using the keywords of 'environmental health' and 'environmental hygiene' in the KCI (Korean Journal of Citation Index), KISS (Korean Academic Information), PubMed, and Google Scholar. Results: It is essential to center the EH research agenda around key priorities focusing on technological innovation, job creation, and the increasingly prominent role of the private sector. Given the rapidly evolving global sustainability agenda, greater clarity on the ever-increasing sources of complexity and growing expectations of the public might be needed. This requires the identification of criteria to identify EH research priorities with the ultimate goal of maximizing societal benefit. Public health relevance, such as extent and severity of health impact, level of exposure, and inequalities of effects, could be included. Conclusions: Considering the recent interest in and importance of environmental health, a comprehensive approach to environmental health research should be required through the application of the latest science and technology, citizen participation, and environmental health surveillance systems.

산업안전보건법상 허용기준 설정대상 유해인자 선정기준 마련에 관한 연구 (A Study on the Criteria for Selection of Permitted Standard Substances in the Occupational Safety and Health Act in Korea)

  • Objectives: This study aims to suggest definitions in accordance with the purpose of the permissible limit system in order to suggest criteria for substances with permissible exposure limits and expanded candidate substances under the Occupational Safety and Health Act in Korea. Methods: The occupational safety and health related acts from six countries were researched, including from Korea. To understand the health hazards of substances with permissible exposure limits, health hazards were prioritized for 211 substances through working environment measurement on the basis of KOSHA's preceding research. Results: To suggest criteria for substances with permissible exposure limits and expanded candidate substances, definitions were suggested in accordance with the purpose of the permissible limit system. Based on the health hazard priorities for the working environment, selection criteria were identified. Conclusions: Three suggestions for substances with permissible exposure limits were proposed including substances where occurred serious health hazards such as carcinogenicity, germ cell mutagenicity, and reproductive toxicity to workers.

농업환경보전 실천기술 우선순위 분석을 통한 맞춤형 실천기술 패키지 제안 연구 (A Study on the Proposal of the Customized Package through the Priority Analysis of Agricultural Environment Conservation Practices)

  • 이 논문은 농업의 공익적 가치 확산의 일환으로 추진되고 있는 농업환경보전 프로그램의 성공적 도입을 위해 농업환경보전 실천기술 도입의 우선순위를 분석하고, 지역 환경에 적합한 맞춤형 농업환경보전실천기술 패키지를 제시하는데 목적이 있다. 농업환경보전 실천기술은 토양·용수·대기 3개 분야, 9개의 세부분야, 30개의 실천기술로 이루어져 있다. 우선순위 분석을 위해 AHP와 BWS의 이점을 적절하게 사용하여, 3개 분야와 9개 세부분야는 AHP기법으로, 분야별 실천기술은 BWS기법으로 우선순위를 측정하여 연구의 차별성 및 완성도를 높였다. 또한, 실천기술 우선순위 평가를 위한 기준은 환경효과성과 기술적용의 용이성을 이용하였다. 우선순위 종합 평가결과, '토양검정 및 비료·가축분뇨 사용량 감축' 활동이 가장 높은 우선순위를 가지는 것으로 평가되었다. 이러한 실천기술에 대한 우선순위 결과를 바탕으로 영농형태별 및 환경조건별 맞춤형 실천기술 패키지의 사례를 제시하였다.

  • 향후 소수력 자원은 풍부한 부존량과 더불어 사회적 온실가스 감축 노력을 바탕으로 대체에너지로서 성장잠재력이 클 것으로 전망된다. 과거에 소수력 개발을 위한 자원조사는 많은 시간과 비용이 드는 현장조사나 종이지도에 의존해 왔다. 그리고 타당성평가, 개발 우선순위 결정과 같은 의사결정시 발전 성능특성과 경제성에만 치중해 왔다. 그러나 최근 들어 경제적인 부문 뿐만 아니라 인문-사회, 환경, 생태적으로 지속가능한 개발이 더욱 강조되면서 이러한 다기준의 고려는 지속가능한 소수력 개발을 위하여 필수적인 것이 되었다. 따라서 본 연구에서는 계층화분석 과정과 GIS를 이용하여 소수력 개발의 계획단계에서 다수의 소수력 입지들 간의 우선순위를 결정하는 공간 다기준의사결정 방법론을 제시하였다. 제시된 방법론은 초강유역 소수력 입지들 간의 개발 우선순위 결정에 적용하였으며, 분석에 사용된 공간정보 자료와 개발 우선순위 결과를 논문에 수록하였다. 본 연구는 향후 소수력 개발 활성화에 대비한 기초연구로서 의의가 있으며, 소수력 개발의 타당성을 평가하는 의사결정에서 활용도가 높을 것으로 기대된다.
