Exact and precise noise measurement is the basis for the reduction measure R&D, impact assessment and prediction modeling for railway noise. In this study, research trend as well as national and international noise measurement standard are investigated. For the estimation of vertical radiation characteristics of railway noise, specially devised zig was used. From the noise measurement and analysis, exact noise height radiated from the railway was characterized. The obtained results will be used for the suggestion of the height of microphone position of railway noise measurements.

Noise prediction is required as part of an environmental impact assessment. However, there has not been any comprehensive study or review en the major factors of specific vehicles affecting traffic noise so that there is difficulty when trying to figure out the source of noise. This study was to evaluate the noise effect of specific vehicles passing through a certain road by using noise map.
The spatial mapping of risk is very useful data in planning for disaster preparedness. This research presents a methodology for making the landslide life risk map in the Boeun area which had considerable landslide damage following heavy rain in August, 1998. We have developed a three-stage procedure in spatial data analysis not only to estimate the probability of the occurrence of the natural hazardous events but also to evaluate the uncertainty of the estimators of that probability. The three-stage procedure consists of: (i)construction of a hazard prediction map of "future" hazardous events; (ii) validation of prediction results and estimation of the probability of occurrence for each predicted hazard level; and (iii) generation of risk maps with the introduction of human life factors representing assumed or established vulnerability levels by combining the prediction map in the first stage and the estimated probabilities in the second stage with human life data. The significance of the landslide susceptibility map was evaluated by computing a prediction rate curve. It is used that the Bayesian prediction model and the case study results (the landslide susceptibility map and prediction rate curve) can be prepared for prevention of future landslide life risk map. Data from the Bayesian model-based landslide susceptibility map and prediction ratio curves were used together with human rife data to draft future landslide life risk maps. Results reveal that individual pixels had low risks, but the total risk death toll was estimated at 3.14 people. In particular, the dangerous areas involving an estimated 1/100 people were shown to have the highest risk among all research-target areas. Three people were killed in this area when landslides occurred in 1998. Thus, this risk map can deliver factual damage situation prediction to policy decision-makers, and subsequently can be used as useful data in preventing disasters. In particular, drafting of maps on landslide risk in various steps will enable one to forecast the occurrence of disasters.
Air quality models have been widely used to study and simulate many air quality issues. In the simulation, it is important to raise the accuracy of meteorological predicted data because the results of air quality modeling is deeply connected with meteorological fields. Therefore in this study, we analyzed the effects of meteorological fields on the air quality simulation. This study was designed to evaluate MM5 predictions by using different initial condition data and different observations utilized in the data assimilation. Among meteorological scenarios according to these input data, the results of meteorological simulation using National Centers for Environmental Prediction (Final) Operational Global Analysis data were in closer agreement with the observations and resulted in better prediction on ozone concentration. And in Seoul, observations from Regional Meteorological Office for data assimilations of MM5 were suitable to predict ozone concentration. In other areas, data assimilation using both observations from Regional Meteorological Office and Automatical Weather System provided valid method to simulate the trends of meteorological fields and ozone concentrations. However, it is necessary to vertify the accuracy of AWS data in advance because slightly overestimated wind speed used in the data assimilation with AWS data could result in underestimation of high ozone concentrations.
This study proposed a prediction equation for the estimation of blasting vibaration and blasting noise, utilizing 320 datasets for the blasting vibration and blasting noise acquired during urban blasting works in the Incheon, Suwon, Wonju, and Yangsan regions. The proposed blasting vibration prediction equation, derived from regression analysis, indicated correlation coefficients of 0.879 and 0.890 for SRSD and CRSD, respectively, with an R2 value exceeding 0.7. In the case of the blasting noise prediction equation, stepwise regression analysis yielded a correlation coefficient of 0.911 between the prediction values and real measurements for the blasting nosie, and further analysis to determine the constant value revealed a correlation coefficient of 0.881, with an R2 value also exceeding 0.7. These results suggest the feasibility of applying the proposed prediction equations when environmental impact assessments or education environment evaluation according to urban development or apartment construction projects is performed.
Most developing countries are experiencing rapid urbanization and the associated growth of industry and services. Cities are currently absorbing two-thirds of the total population in the developing world. Korea has about 85 percent of urban dwellers. World population will shift from being predominantly rural to predominantly urban around the turn of the century. Although cities play a key role in development process and make more than a proportionate contribution to national economic growth, especially cities are also the main catalysts of economic growth in developing countries, they can also be unhealthy, inefficient, and inequitable places to live. Most developing countries are increasingly unable to provide basic environmental infrastructure and services, whether in the megacities or in secondary urban centers. Of particular concern is the strain on natural resources brought by the increasing number of people, cars, and factories. They are generating ever greater amounts of urban wastes and emissions. They also exceed the capacity of regulatory authorities to control them and of nature to assimilate them. The environmental consequences are translated into direct negative impacts on human health, the quality of life, the productivity of the city, and the surrounding ecosystems. Environmental degradation threatens the long tenn availability and quality of natural resources critical to economic growth. Cities, with their higher and growing per capita energy use for domestic, industrial, and transport purpose also contribute a disproportionate share of the emission leading to global warming and acid rain. An important priority is to develop strategic approaches for managing the urban environment. The design of appropriate and lasting strategic responses requires first an understanding of the underlying causes of urban environmental deterioration, it is necessary that longer tenn objectives should be set for urban area to avoid irreversible ecological damage and to ensure lasting economic development. As a means to the preventive policies against the adverse effect, environmental impact assessment (EIA) serve to identify a project's possible environmental consequences early enough to allow their being taken into consideration in the decision making process for urban planning. This paper describes some considerations of EIA for urban planning-scoping, assessment process, measurement and prediction of impacts, pollution controls and supervision, and system planning for environmental preservation.
Railway noise barrier is generally used with welding of joint rail for railway noise reduction in our country. In this study, method for performance evaluation of railway noise barrier using insertion loss was suggested in case of without having noise measurement results before barrier installation. For this, railway noise measurements were performed in commercial high-speed railway site which has railway noise barrier. As a noise level before noise barrier installation, predicted noise level were used. From this method the performance evaluation for railway noise barrier were performed accurately and efficiently.
To prevent unwanted visual impacts of proposed projects before they are actually built, Visual Impact Assessment(VIA) is conducted in current landscape planning and management process. The application of VIA to actual projects raises some important questions: "What views will the project affect?" "What tools and techniques are effective for predicting and portraying future landscape conditions?" "Who should determine the value of the impacts?" and "How can the impacts be measured?" Types and levels of visual impacts should be decided through analyzing both the existing landscape and the proposed project. Computer-based visual simulations will play a pivotal role as effective prediction and communication tools. With professionals' assistance, the public participation in the VIA process will produce meaningful solutions for planning and managing the future landscape. Also, the use of a proper response format and sensitive assessment criteria in measuring the public's opinion will enrich outcomes of the assessment. Based on the methodological framework, the case study briefly explains an application of VIA to an actual project.
The regional environmental conflicts of 'Mungjangdae Hot Spring Development Project' have still now continued from 1985. As a case study, the limitation of environmental litigation and the feasibility of EIA as Alternative Dispute Resolutions (ADR) for solving the conflict of 'Mungjangdae Hot Spring Development Project' was analysed. In order to mitigate environmental and social conflicts, the scope and time of public participation in EIA process which is democratic procedure based on scientific prediction of environmental impact need to be diversified to the extent 'Aarhus Convention', and the burden of environmental litigation need to be alleviated by the 'EIA consultation' from environmental authorities. In decision-making process related with large scale development plan and project which have enormous impact, the effectiveness of the EIA as ADR can be enhanced by applying citizen involvement in environmental governance and the various aspects of sustainability. The effective utilization of EIA public participation such as public hearing to pursue social equity can be a ESSD scheme for the implementation of SDG at regional dimension in Korea.

In general, the verification to prediction formula in a national road and the main street of a town has been used recklessly in Korea. Therefore we investigated the validity of an existing prediction formula (NIER(87, 99), TR-Noise, KLC(2002)) with correction relationship which was based on both the prediction formular from apartment complex in the field and height 1.5m from the surface level. On the results of measuring the noise level form an isolated distance, the noise level showed that it was 4.5~5.5dB(A) by reason of becoming 2 folder far from a source. From the distribution of noise level measured by the apartment floors, the measurement point (1st floor) was 58.7~71.4dB(A) at its lowest level and the middle floors (3, 5, 7 and 10) were the highest distribution of noise level. From the analysis results on the application validity to an existing prediction formular (NIER(87, 99), TR-Noise, KLC(2002)) in the height 1.5m, the correction coefficients were 0.95~0.96 and the measured values were reasonably close to the predicted values, indicating the validity and adequacy of the predicted models. KLC(2002) model was found accurate within 3dB(A) with 36 data out of the total 42 data, showing the most accuracy among the predict models. However, the developed models have to improve the accuracy with a various of factors.
