LCA 기법을 이용한 소맥분 생산 공정의 환경 영향 평가 (Environmental Impacts Assessment of the Wheat Flour Production Process Using the Life Cycle Assessment Method)

  • The life cycle assessment method for environmental impact assessment was used, in this study, to assess the production process of wheat flour which is the most important material in the food industry. Environmental impact assessments were compared between that of the Ministry of Environment, Republic of Korea (method I) with that of the Ministry of Commerce, Industry and Energy (method II). Life cycle inventories (LCI) was performed using internal and external databases and the production statistics database of company S. The procedure of life cycle impact assessment (LCIA) was followed in terms of classification, characterization, normalization and weighting to identify the key issues. The impact categories of method I were divided into 8 categories with consideration of : abiotic resources depletion, global warming, ozone depletion, photochemical oxidant creation, acidification and eutrophication. The impact categories of method II were divided into 10 categories with consideration of: abiotic resources depletion, global warming, ozone depletion, photochemical oxidant creation, acidification, eutrophication, human toxicity, freshwater aquatic ecotoxicity, marine aquatic ecotoxicity and terrestrial ecotoxicity.

도시개발에 따른 대기환경 변화가 건강에 미치는 영향연구 (A Study about the Impact of Atmospheric Environmental Changes by Urban Development on Human Health)

  • Because deterioration of air quality and urban heat island directly harm health of citizens, Health Impact Assessment (HIA) and Environmental Impact Assessment (EIA) for urban development projects needs to conduct analysis of their impacts objectively. This study aims to review appropriate methods for assessment of air quality used at each stage of urban development and to investigate prediction and assessment methods of urban heat island. In addition, by evaluating impacts of climate change following supposed urban construction performed in the central area of Korea on public health, it examines usefulness of HIA for urban construction. When urban heat island prediction and HIA method suggested in this study are applied to an imaginary city, they predict urban heat island properly and the impacts of climate changes on public health inside the city could be determined clearly by calculating life-climate index and bio-climate index related with thermal environment from the model.

  • 현행 환경영향평가 체계 내 건강영향평가 대상사업은 「환경보건법」 시행령 제12조(건강영향 항목의 추가·평가 대상)에 따라 일부 대상사업으로 한정되어 있으나, 대상사업이 아닌 다양한 환경영향평가 대상 사업들에 대해서도 협의과정에서 건강영향 관련 사항들이 추가로 평가·검토되고 있다. 특히 주거지 관련 개발계획에 있어 개발부지가 오염원 주변에 계획될 경우 건강영향 측면에서의 입지 타당성 확보 여부를 평가·검토하게 되는데, 개발부지에서 주요 유해대기오염물질들의 현황농도 조사를 통한 위해도 기준 만족 여부를 확인하여 사후관리 방안을 마련하는 수준에 그치고 있다. 본 논문에서는 주거지 개발계획에 있어 개발하고자 하는 주거지역에 대한 입지의 타당성을 확인하는 정량적 방법을 마련하고 환경영향평가 절차 내에서 건강영향평가 대상사업의 확대 방안을 제안하고자 하였다. 환경영향평가 체계의 스크리닝 및 스코핑 절차를 검토하여 세부 방법론을 제안하였으며, 방법론 검증을 위해 과거 협의된 도시개발계획에 대한 사례분석을 진행하였다.

  • We live in an age of information and an era of rising environmental awareness. As a result, efficient and judicious use of environmental information has become a prerequisite to planning and management of environmental affairs in contemporary societies. So, we have embarked on a study of Environmental Information System(EIS). In the first article, we discussed the status analysis of EIS in Korea, USA, and Japan. This study as the second project has three major components. First, it classifies items and sources of 22 EIA factors. Second, it explains building of environmental information comprising geographic and attribute data of 17 factors. Finally, the study presents applications of EIS as an alternative assessment of suitability analysis. Based on these analysis, the study makes some recommendations and conclusions.

한국 환경영향평가에서의 주민참여 (Public Participation in Environmental Impact Assessment of Korea)

  • Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

주성분분석을 이용한 환경영향평가와 사후환경조사의 비교 및 평가에 관한 사례연구 (A Case Study on the Comparison and Assessment between Environmental Impact Assessment and Post-Environmental Investigation Using Principal Component Analysis)

  • Environmental monitoring system has been adopted and supplemented as inspection measures for the quantitative and qualitative changes of environmental impact assessment (EIA). This study compares the results of environmental impact assessment with the results of post-environmental investigation using a correction and principal component analysis (PCA) in the housing development project. Correlation analysis showed that most of air quality variables including TSP, $PM_{10},\;NO_2$, CO were linearly correlated with each other in the environmental impact assessment and the post-environmental investigation. In the water quality, pH and BOD were well correlated with the DO and SS, respectively. As a result of correlation analysis in the noise and vibration, noise in day and night and vibration in day and night were related to each other between EIA and the post-environmental investigation. From the results of analysis of soil, Cu with Cd, Cu with Pb, and Cd with Pb were related to each other in EIA. Principal component analysis (PCA) showed a powerful pattern recognition that had attempted to explain the variance of a large dataset of inter-correlated variable with a smaller set of independent variables (principal components). Principal component (PC1) and principal component (PC2) were obtained with eigenvalues> 1 summing almost $90\%$ of the total variance in the all of the items(air, water, noise, vibration and soil) in EIA and post-environmental investigation.

석유정제시설 운영에 대한 건강영향평가 사례 연구 - 화학물질 흡입에 따른 인체 위해도 평가 - (A Case Study on Health Impact Assessment from Petroleum Refinery Plant Operation - Human Risk Assessment due to Chemicals Inhalation -)

  • We conducted human risk assessment for exposure to inhalation of chemical substances emitted from the storage tanks of petroleum refineries. To assess human risk, this study calculated chemical emissions from the external floating roofs on storage tank at petroleum refineries, as well as concentrations thereof in the ambient air using the K-SCREEN model, and then determined risk in accordance with the Reference Concentration (RfC) values and Inhalation Unit Risk criteria developed by the US Environmental Protection Agency. The results indicated that non-carcinogenic chemicals have a hazard quotient of less than 1, meaning they have an insignificant effect on human health for residential areas near the storage tanks. Among the known carcinogens, the hazard risk for benzene slightly exceeded $10^{-6}$, indicating the need for corrective reduction measures. The methodology for health impact assessment devised herein provides findings useful in decision making for policy makers and the general public with respect to construction of industrial complexes. However, the methodology proposed herein does have limitations, including discrepancy in results induced by use of U.S. data (due to the lack of usable domestic data). More systematic studies from related researchers will be needed to address these issues and produce more reliable outcomes.

한국에서의 건강영향평가 도입 방안 (Introduction Scheme of Health Impact Assessment in Korea)

  • Korea has 30 years of experiences in environmental impact assessment (EIA). Although EIA includes sanitation-public health factor, considering health impacts, among 74 unit projects of 17 sections, health impacts haven't been properly considered or have been ignored in many cases. The increasing awareness on the importance of health impacts has triggered this study to seek an optimal introduction scheme of health impact assessment (HIA). The processes of EIA already include screening, scoping, analysis, impact assessment, consultation, document review, decision making and monitoring, in which they would be the essential parts of HIA. In this context, integrating HIA into the existing EIA process could be the most effective way to use the benefits in both legal and procedural processes existed and to avoid the confusion and overlapping since the close relationships between environment and health impacts might be. Furthermore, it is desirable that the existing sanitation-public health factor should be substituted by and extended to environment-health factor with sufficient determinants to properly consider health impacts. When considering the first step of HIA, the prospective and qualitative approach is suitable more than the retrospective and quantitative one due to the lack of database accumulated. Similarly, an approach based on epidemiology and toxicology could analyze the limited evidences and impacts related to human disease, whereas one based on socio-science and psychology could provide the effective means available for predicting how the people and community will act by the change of surroundings. Checklist approach with various and comprehensive health determinants focused on prospective and qualitative methods will be very useful for more convenient and progressive dissemination of HIA. Various checklist approaches of toolkits could be found from HIA documents elsewhere, for example Westminster Toolkit, and they would be helpful to figure out how to develop common procedures and health determinants for checklist, in which the unique characteristics on korean cultural and political context compared to abroad should be carefully considered since checklist would be the most basic and essential part of HIA. After the establishment of checklist and procedural processes, the pilot projects should be conducted. Main purpose of pilot projects is to apparently prove the effectiveness and profitability of HIA. Pilot projects should be implemented to decide the effectiveness and suitability of HIA for future projects, programs and policies, and should be provided as the positive cases that can be achieved through the proper implementation and progress.

  • Uncertainty and variability in Life Cycle Assessment(LCA) have been significant key issues in LCA methodology with techniques in other research area such as social and political science. Variability is understood as stemming from inherent variations in the real world, while uncertainty comes from inaccurate measurements, lack of data, model assumptions, etc. Related articles in this issues were reviewed for classification, distinguish and elaboration of probabilistic/stochastic health risk analysis application in LCA. Concept of focal zone, streamlining technique, scenario modelling and Monte Carlo/Latin Hypercube risk analysis were applied to the uncertainty/variability analysis of health risk in LCA. These results show that this general framework of multi-disciplinary methodology between probabilistic health risk assessment and LCA was of benefit to decision making process by suppling information about input/output data sensitivity, health effect priority and health risk distribution. There should be further research needs for case study using this methodology.
