Air Pollution History, Regulatory Changes, and Remedial Measures of the Current Regulatory Regimes in Korea (우리나라 대기오염 역사, 규제의 변천, 현행 규제제도의 개선방안)

  • All Koreans had suffered heavily from municipal and industrial air pollution problems since 1960's to 1980's. However the levels of $SO_2$, CO, and Pb have been dramatically decreased since 1990's due to various air pollutants' reduction policies under the provisions of the 1978 Environmental Preservation Act and the 1990 Air Quality Preservation Act such as increasing the supply of low-sulfur fuel, the use of cleaner fuel, no use of solid fuel, and so on. Even though the national ambient air quality standard has been strengthened to protect public health and welfare, the levels of $NO_2$, $O_3$, and $PM_{10}$ frequently exceed the corresponding standards; for example, only 4 stations (1.7%) out of 239 nationwide monitoring stations satisfied the 24-hr based PM10 standard in 2011. Moreover, upto the present time, since there are serious underlying policies of economism and growth-first which can not be solely solved by the environmental laws, it is difficult to root out undesirable social evils such as public indifference, passive academic activities, complacent government bureaucracy, insufficient social responsibility of enterprise, and radical activities of environmental groups. The paper initially reviewed air pollution history of Korea with surveying various environmental factors affecting in/out-door air pollution in the past Korea. Further this study extensively investigated legal and political changes on air pollution control and management for the last 50 years, and then intensively discussed the present environment-related laws and policies unreasonably enforced in Korea. It is necessary to practically revise many outdated legal policies based on health-oriented thinking and on our current economic levels as well.

A Study on Improved Allocations of Permissible Water Pollution Load at the Implementing Stage of Tatal Water Pollution Load Management Plan (수질오염총량관리계획의 시행단계에서 오염부하량 할당방안 개선에 관한 연구)

  • Allocation of water pollution load from loading capacity can be much essential, controversial, and its standards can be applied case-by-case to the various situations. Allocation methods to point sources are generally 'Equal effluent concentration', 'Equal percent Treatment', Loading capacity at planning stage consists of basic pollution load, development pollution load, reserved pollution load and margin of safety. But at the implementing stage loading capacity can be consisted of allocatable load and margin of safety to give more flexibility in the total water pollution load management plan. In that case, we can re-adjust and altogether use the pollution load of point sources of series and non-point sources at the implementing stage.

Development and Implementation of Mobile APP for Marine Pollution Responder (해양오염 방제작업자를 위한 모바일 앱의 개발과 구현)

  • The objective of this paper is to introduce on a mobile APP called MAMIS(Marine pollution Accident response Mobile Information System) and it's functions. MAMIS was developed by Korea Coast Guard for marine pollution responder in 2012. Users can get information on marine pollution response easily without being restricted by time and place. MAMIS can be operated by smart phones with Android OS and iOS, both of which are the most popular mobile operating systems in Korea. And it has been developed in the form of hybrid APP which combined the functions of mobile APP and mobile WEB. MAMIS is composed of 9 menus, 5 mobile-based ones and 4 web-based ones. The mobile-based menus are on substance information, clean-up skills, response measures, QR code scanning, and volunteer's safety, and the web-based ones on weather information, response equipment, clean-up materials, and SNS.

A Study for the Selection Method of Control Area of Nonpoint Pollution Source (비점오염원 관리지역의 선정 기법에 관한 연구)

  • This study introduces a model of territorial analysis on Chungcheongnam-do Nonsan-chun valley area, which gives an example of a method of selecting the management area for non-point pollution source from land use to help eliminate its source. High discharge load per unit area signify high level of land ratio with high level of basic unit of development load (including factory sites, school sites, roadways), which mean that there are a significant level of urbanization. It is these areas with the examination of the water quality of the nearby river that should be considered as the management area for non-point pollution source. Thus, the management area for non-point pollution source should be sought in areas with high discharge load per unit area and high density of water pollution area. When level of drainage is high the pollution density level is relatively lower, and when the level of drainage is low the density level is relatively higher. The level of pollution from non-point pollution source is much lower with more water flowing through. The possible non-point pollution source areas that were selected with these standards were then examined with the distance from the river, the slope angle, land usage, elevation, BOD discharge density load, T-N discharge density load, T-P discharge density load, and were given a level one through five. Out of the possible areas Nonsan-si Yeonmu-eup Anshim-li was the densest area, and it was given level one. The level one area should be examined further with the field analysis to be selected as the actual management area for non-point pollution source.

Exhaust VOCs Emission Characteristics from Motor Vehicles (자동차의 배기관 VOCs 배출 특성)

  • Since mobile source is a major source of VOCs, quantifying emissions from motor vehicles is an important factor to control VOCs in atmosphere. In this study, in order to evaluate tailpipe VOCs emissions from motor vehicles, mass emissions of non-methane volatile organic compounds from 45 vehicles were determined. Measurements were made on a chassis dynamometer using CVS-75 mode and speed specific drive modes. Target VOCs are 53 compounds determined as the volatile ozone precursors. The individual VOCs composition of vehicle emission and emission rates were also determined. In case of gasoline vehicles, VOCs emission from over 80,000 km vehicles were about 46% larger than less 80,000 km vehicles. The difference in benzene and toluene according to driving mileage was 44% and 26% respectively. The composition of VOCs were different by fuel type. The order of VOCs composition was paraffins>aromatics>olefins in gasoline vehicle emissions, paraffins>olefins>aromatics in light duty diesel vehicle emissions. The VOCs emissions were decreased as vehicle speed increasing. These results will be used to calculate total VOCs emissions from automobiles in the future.

The Change of Pollution Loads flowing into Mokpo Harbour Due to the Operation of Mokpo Municipal Sewage Treatment Plant (목포하수처리장 가동에 따른 목포항 유입 오염부하량의 변화)

  • In order to study the change of pollution loads flowing into Mokpo harbour after the operation of Mokpo Municipal Sewage Treatment Plant (MMSTP) and to evaluate the contribution of MMSTP operation to the improvement of marine water quality of Mokpo harbour, the pollution loads flowing into Mokpo harbour from land in dry weather were surveyed and estimated on the bases of the seasonal flow rates and the seasonal water qualities of streams and effluents located around Mokpo harbour from summer, 1997 to spring, 1998 before the operation of MMSTP, and the pollution loads of the inflow and the effluent of MMSTP were also surveyed and estimated from winter, 1998 to spring, 1999 after the operation of MMSTP. The treatment rates of MMSTP were shown to be about 49% in COD, 76% in TSS, 79% in VSS, 3% in T-N, 7% in DIP, 29% in T-P and -32% in DIN. The change rates of pollution loads flowing into the inner harbour of Mokpo due to the operation of MMSTP were shown to be about 56% In COD, 78% in TSS, 84% in VSS, 45% in DIN, 22% in T-N, 34% in T-P and -14% in DIP. The contribution rates of MMSTP operation to the reduction of total pollution loads flowing into the entire Mokpo harbour were found to be about 3% in COD, 3% in 755,5% in VSS,1% in DIP, 3% in T-P and -1% in DIN.

  • Using a biochemical indicator, the effects of fecal pollution in the estuary of the Nakdong river and in the Chinhae Hay were investigated from summer to winter in 1997-1998. The biochemical indicator used in this study was coprostanol (5-cholestan-3-ol) which is a kind of fecal sterol. It is a useful tracer of fecal pollution, as it is only found in feces of mammals including humans. Coprostanol was less affected by surrounding environments than other indicators of fecal pollution such as fecal coliform or ammonium and was proved to be a good indicator of fecal pollution. Therefore, long-term observations of coprostanol and related compounds could be used as useful indicators for the effects of feces on marine environments and ecosystems.

  • Environmental conservation is becoming the major conversation topic in the 21st century, the era of environment. In the Law for the Preservation of Water Quality, article 53 states "A business unit which is doing business causing pollution caused by non-point pollutant or builds waste water discharge facilities, should report the installation of the non-point pollutant and install the required pollution control facilities". Environmental pollution caused by oil leaks during operation or maintenance has been found in the railway sector. Especially, rolling stock depot is most likely to be affected by environmental pollution. Therefore, in this paper We have investigated non-point pollutant in the rolling stock depot area and have studied adequate disposal method to minimize the effect of the non-point pollutant, hoping to supply the preliminary data for building an environment-friendly rolling stock depot.

  • Recently, it is often reported that many rivers are polluted with diverse swages etc. Concrete blocks for retaining wall and revetment is considered as one of the reasons that bring about water pollution, which is indicated by the grouops related to the conservation of environment. From the viewpoint of theoretical matters, although concrete blocks for retaining wall and revetment are know to have no relations to water pollution, it is required to measure the level of water pollution more accurately. Therefore, in this paper, analysis of water, which concrete blocks for retaining wall and revetment is put in for certain periods, are carried out in order to the level of water pollution.

Groundwater Pollution Analysis Using Patent Map (특허맵을 이용한 지하수 오염현황 분석 연구)

  • Advance countries are trying hard to acquire intellectual properties on the technologies for prior occupation in the future industry. Patent contains meaningful technical achievement. Patent map is required to propose the strategies for efficient development and use of these technologies. In this paper, analysis of foreign and domestic patents for groundwater pollution technologies analysis. It was analyzed by utilizing two processes of patent map and paper analysis. The patents in Korea, USA, Japan, China, and Europe were searched. It was found that the number of patent for groundwater pollution was USA patent 44.3%, Japan patent 17.1%, China 13.3%, EU 1.9% and Korea patent 23.3%, respectively.
