A Study on the Improvement of Safety Management at the Construction Stage using Design for Safety Results - Focusing on the Connection between Design for Safety and Safety Management Plan (설계 안전성 검토 결과를 활용한 시공단계 안전관리 업무 개선 - 설계 안전성 검토와 안전관리계획의 연계를 중심으로)

  • Recently, the issue of construction safety is growing. In the construction industry, accidents have continued to increase since 2000. In particular, the number of accident deaths at small and medium-sized construction sites accounts for 72.11% of the total number of accident deaths in the construction industry. For construction safety, prior safety evaluation systems such as Design for safety and safety management plan preparation are in place. However, at construction sites, these systems are recognized as formal legal documents, and their effectiveness is greatly reduced. Therefore, in this study, a linkage model that links design safety review information and safety management plan information was presented so that the safety management plan can be efficiently established. In addition, the effectiveness of the proposed process was verified as an example of actual work. The linkage model will contribute to improving the safety management environment at the site by increasing the productivity of safety management work by enabling easy sharing of risk factor information in the construction stage safety management work. The results of this study will be used as basic information for the development of the integrated safety management system.

  • $\lceil$The Construction Technology Development Master Plan$\rfloor$ aimed to promote construction technology R&D and to use its result efficiently is a legal plan based on Construction Technology and Management Law and established every five years. Now $\lceil$The 3th Construction Technology Development Master Plan(The 3th Master Plan)$\rfloor$ is establishing by MOCT(Ministry of Construction & Transportation) because the 2th Master Plan is completed at 2002. The 3th Master Plan suggests 'Establishment of construction environment leading the world-wide construction market' as a long-term vision, and also presents basic targets ; 'Improvement of competitiveness through conducting construction project efficiently', 'Transform into technology-oriented industry'. It consists of 7 fields and 25 main subjects. The 7 fields are construction manpower, production system, environment, safety, construction information, construction engineering, construction R&D.

  • In Korea, a regulation of visual impact evaluation on development plan in natural environment is provided at the Natural Environment Conservation Act, but it was difficult to obtained the effectiveness enough to conserve natural landscape. So, the visual impact review on development plan is introduced to the act, through the revision of the Natural Environment Conservation Act in 2005. The basic directions of visual impact review are preservation, restoration, view protection, and harmony. The items of review are as follows; (1) development alternations for the provided plan, (2) executive reduction plan of visual impacts including consideration of growth of plants, (3) deliberation process between persons or parties concerned, etc. For rapid settlement of visual impact review system, it needs that the validity, the reliability, and the objectivity should be confirmed through steady research about reasonable guidance of review.

  • Under the guise of a residential environment improvement, distendedly designated Pre-Housing Renewal districts and Renewal Districts by Basic Plan for Renewal Projects are not promoted and leaved for a long-term so that residential problems have become worse. In case of the canceled Housing Renewal district, at the time when the district are canceled, the residential environment has become already superannuated for more than 10 years but there is no follow-up plan to manage that problem so that the exact management plan for those neglected districts is urgently needed. Therefore, the purpose of this study is to analyze the aspect of change of residential environment after the cancellation and indicate appearing problems by conducting on the case of Canceled districts of Daegu Housing Renewal District. This study will be the first step to seek practical management measures for canceled districts, and on the basis of this, the research will become a precedent to seek the sustainable planning measures for the designation and management of Renewal Projects from now on.

  • Many port states such as New Zealand. the USA. Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason. they perceived that the ballast exchange in deep sea is the most effective method. together with submitting the ballast management plan which contains the effective exchange method. ballast system and safety consideration. In this study, we make an effort to develop optimum ballast water exchange management and in result of that. it provide more convenient and stable process to prepare ballast water management plan for Bulk Carrier.

The First Comprehensive Plan of National Health Insurance (제1차 국민건강보험 종합계획)

  • On May 1, 2019, the Minister of Health and Welfare announced publicly the first Comprehensive Plan of National Health Insurance (NHI). The Comprehensive Plan which is the 5-year plan including expenditure and revenue aspect of NHI, is desirable in 42 years of introduction of NHI and 30 years of universal coverage of NHI, though the Plan was late and had some conflict process. The Comprehensive Plan was established without evaluation of Moon's Care Plan, did not included to relationship with NHI and other health security systems, and did not have the blue print of NHI. The Plan was not sufficient in content of adequate health care utilization and relationship with service benefit and cash benefit. The Comprehensive Plan should be modified in considering the blue print of NHI and national healthcare system with participating stakeholder in turbulent environment-low fertility, rapid ageing, low economic growth rate, era of non-communicable diseases, unification of the Korean Peninsula, and 4th industrial revolution. Therefore, I suggest to establish the President's Committee of Improving Healthcare System for the blue print of health care and NHI.

  • Knowledge has been considered one of the important elements that determine our future. Competitive power of an enterprise has also been transformed from labor, capital, and technology-oriented to knowledge-oriented. Current construction environment is experiencing overall decrease of number of construction contracts due to opening of domestic construction market and economic slump, problems on methods of receiving orders/bidding, and change of costumers' attitude, which intensify competition, therefore many companies consider adopting knowledge management to secure their competitive power. However, there are difficulties in adopting knowledge management and increasing the use by establishing management plan, Performance Measurement, and knowledge maintenance system in reality. Therefore, this study is to provide assistance to successful realization of knowledge management by suggesting development plan of knowledge management that enables knowledge management more efficient with certain goals.

Future Direction of Water Quality Standards in Korea (우리나라 물환경 기준의 개선방향)

  • Ministry of Environment (MOE) of Korea has been implementing the water quality management policy to focus on the control of organic matters (BOD and COD) for 28 years since 1978 when the water quality standards had been established. However, the government and the public have begun to recognize the necessity of creating the best water environment for people and aquatic life, and also formulating the various measures of water pollution, Consequently, MOE of Korea is establishing the basic plan of water environment management, with the vision of "Clean Water, Eco River 2015." The major targets of water environment management plan are to maintain ecosystem health and to protect water quality from various hazardous substances in water bodies. In order to achieve the major targets, it is essential to amend the water quality standards, which bring about the systematic management of various pollutants and healthy ecosystem. Introduction of the new techniques of water environment assessment is also prerequisite to maintain sustainable water environment. These can be accomplished under the consideration of following suggestions in environmental quality standards. First, several criteria should be complemented in water quality standards; they include the improvement of the current water quality classification system, the strengthening and supplement of relevant parameters considering human health in the standards, the introduction of biotic indices, and management standards on eutrophication. Secondly, it should be considered to introduce the biological water quality standards using biotic indices and the management standards for sediments. Lastly, it needs to introduce or develop an ecological status classification which could be used in the assessment of the water environment as a whole.
