The ICELT(In-Service Certificate in English Language Teaching) is a highly practical course-based English teacher education program which integrates classroom teaching and off-site teacher training. This case study analyzes the three-year implementation of the ICELT program in Korea and discusses its effects and the implications for improving the inservice English teacher education system. It has been found that the course participants were satisfied with the quality of its execution, thinking that it contributed to their professional development in the areas of teaching practice, methodology and language competence. The study has identified several success factors as shared program goals among the course participants, including systematic selection of course participants, well-qualified tutors and the proper provision of resources including syllabus, teaching materials and course assessment system. Nonetheless, it has been suggested that attention needs to be paid to generalized application of the ICELT for English teacher education due to the limitations such as the heavy workload caused by the program, lack of course participants' collaboration with other teachers at their schools and tutors' poor understanding of the Korean education context. Bearing this in mind, the implications for improving the inservice English teacher education system in Korea have been discussed. Finally, further studies have been suggested, which are concerned with in-depth investigation in exploring the division of roles between native English speaking tutors and Korean ones and the impact of the program on the sustainability of course participants' professional development and the impact on schools.

This study was performed to develop a task-based English lesson plan. The study reviewed the background theories needed to accomplish the study purpose; types of learning, current trends in English teaching, and the task-based teaching. A frame for the task-based English lesson was developed as the result of this study. An actual task-based lesson plan was made after the frame for the task-based English lesson. The author presented task-based English lesson plans at English education conferences, and applied them to pre-teacher training and in-service trainings for English teachers. It is concluded that the task-based English lesson plan was very effective in enhancing English communicative competence and that the pre-teachers and teachers were satisfied with the lesson plans. It is hoped that more teaching material will be developed based on this task-based English lesson plan.

As the world develops into a global society, more and more people want to speak foreign languages fluently. To speak fluently, you must have sufficient training in speaking, which requires a dialogue partner. Recently, it is expected that the development of voice recognition information technology will enable the development of a system for conducting foreign language speaking training without human beings from the other party. In this study, a test bed system for foreign language speaking training was developed and applied to elementary school classes. Elementary school students were asked to present their English conversation situation and conduct speaking training. Then, satisfaction with the system and potential for continuous utilization were surveyed. The system developed in this study has been identified as helpful for the training of learning to speak a foreign language.

End-to-end (E2E) automatic speech recognition (ASR) has achieved promising performance gains with the introduced self-attention network, Transformer. However, due to training time and the number of hyperparameters, finding the optimal hyperparameter set is computationally expensive. This paper investigates the impact of hyperparameters in the Transformer network to answer two questions: which hyperparameter plays a critical role in the task performance and training speed. The Transformer network for training has two encoder and decoder networks combined with Connectionist Temporal Classification (CTC). We have trained the model with Wall Street Journal (WSJ) SI-284 and tested on devl93 and eval92. Seventeen hyperparameters were selected from the ESPnet training configuration, and varying ranges of values were used for experiments. The result shows that "num blocks" and "linear units" hyperparameters in the encoder and decoder networks reduce Word Error Rate (WER) significantly. However, performance gain is more prominent when they are altered in the encoder network. Training duration also linearly increased as "num blocks" and "linear units" hyperparameters' values grow. Based on the experimental results, we collected the optimal values from each hyperparameter and reduced the WER up to 2.9/1.9 from dev93 and eval93 respectively.

As the demand of English education is increasing, the demand for Native English speaking teachers (NEST) is rising, especially in Asian countries. However, due to the low number of NEST, the Korean government is suggesting that Filipino Women be used as English teachers as an alternative. This study aims to answer three questions: (1) are Filipino women in Korea qualified to teach English based on the error analysis of their written essays? (2) what are the linguistic features found in their diagnostic essays? and (3) is their written English better than Korean college students' written English based on the comparison of the two groups? The findings from the Filipino participants show the most frequently occurring errors are related to punctuation usage (commas and hyphens), vocabulary (word choice), verb usage, redundancy, and even as basic as capitalization usage. The results from the comparison of the two groups show that the percentage of the Filipino participants' written error was 14% while the percentage of the Korean participants was 17%. The findings would give us some ideas on the qualification of Filipino women in Korea as English teachers.

We present an English-Korean speech translation corpus, named EnKoST-C. End-to-end model training for speech translation tasks often suffers from a lack of parallel data, such as speech data in the source language and equivalent text data in the target language. Most available public speech translation corpora were developed for European languages, and there is currently no public corpus for English-Korean end-to-end speech translation. Thus, we created an EnKoST-C centered on TED Talks. In this process, we enhance the sentence alignment approach using the subtitle time information and bilingual sentence embedding information. As a result, we built a 559-h English-Korean speech translation corpus. The proposed sentence alignment approach showed excellent performance of 0.96 f-measure score. We also show the baseline performance of an English-Korean speech translation model trained with EnKoST-C. The EnKoST-C is freely available on a Korean government open data hub site.

Europass was established in 2005 by the European Parliament and the Council of Europe as a single framework for language qualifications and competences, helping citizens to gain accreditation throughout the European Community. In addition, the 1996 Common European Framework of Reference for Languages: Learning, Teaching, Assessment (CEFR) provides a common basis for language syllabi, curriculum guidelines, examination, and textbooks in Europe. This framework describes the required knowledge and skills, the cultural context, and the levels of proficiency that learners should achieve. In combination, Europass and the CEFR provide employers and educational institutes with internationally recognized standards. This paper proposes that current trends such as globalization and international mobility require a similar approach to accreditation in Asia. As jobs and workers become independent of national boundaries and restrictions, it becomes necessary to educate students as multilingual world citizens, using standards that are accepted around the world. It is suggested, therefore, that assessment models such as Europass and the CEFR, along with successful language teaching models in Europe and Canada, present opportunities of adaptation for the Korean education system. Finally, rigorous teacher training to internationally recognized levels is recommended, if Korea is to produce a workforce of highly-skilled, plurilingual world citizens.

An anthological analysis of known literature and historical sources is carried out in the work. It was found that the development of foreign language training of future professionals was influenced by a number of factors: socio-economic (focus on the needs of the labor market, integration into the international space, scientific and technological progress); educational (updating legal documents in the field of education, standardization of educational content, development of methods of professional development of a specialist). The historical period is analyzed and the following stages are determined: ideological (realization of ideological imperative in language and professional training of future specialists; educational-methodical (preparation according to unified curricula, reading and translation as a leading type of speech activity); integration (integration of foreign language teaching and multicultural education)), methodological (use of traditional verbal methods, standardized textbooks). Thus, the research conducted in the article indicates the periods (stages) of formation, functioning and development of foreign language education.

The purpose of this study is to develop vocational English textbooks for vocational high school, especially marine production high school. Vocational English is intended to increase English proficiency in the area of specific industry or jobs. Based on the review of the literature, the study established developed vocational English textbooks for marine production high school based on the modular system. The developing process includes analysis for marine production job, marine production high school and current English textbook for marine production. Based on the analysis, this study developed English contents which marine production students utilize in not only school but also workplace. Also, this study suggests future research directions for effective development and use of the textbooks in the vocational high schools.

The role that English currently plays is undeniable. It has become the most common means of communication among native speakers of several languages around the world. English penetrates into all areas of people's daily lives. In the field of Information Technology (IT), English has taken a dominant position, as many of the terms used on a daily basis are written in English. The purpose of the article is to analyze the linguistic features of anglicisms in the field of Information Technology. Methods. The research is based on systematic and comparative analysis, dialectical method, as well as methods of classification and generalization. Results. This study presents the results of compiling a multilingual glossary with anglicisms used in the GitHub and 3D Slicer fields. Despite the limited number of terms included in the glossary, the article provides a lot of evidence for the influence of the English language in the areas of Information Technology, GitHub and 3D Slicer under consideration. The types of anglicisms used in the 3D Slicer area seem to be more diverse than in the GitHub area. This study found that five European languages use language strategies to solve any communication problem. The multilingual glossary showed that in some cases there is a coexistence between Anglicism and the native term. In other cases, the English term is the only one used in different languages. There are cases when only the native language is used. Conclusions. This study is a useful tool that helps to improve the efficiency of communication between engineers and technicians who speak different native languages. The ultimate goal of this research will be to create a multilingual glossary that is still under development and is likely to cover other IT areas such as Python and VTK.
