A Study on Collision Avoidance Action in the Situation of Encountering Multiple Ships by the Reserve Officer

  • The proportion of collision in the total marine accidents is high. The main causes of collisions are navigation rule violation, safety speed violation, neglected watch-keeping and improper collision avoidance action. There are two main ways of avoiding collision situations during maritime navigation: the method of altering course and reducing ship's speed. The purpose of this study is to analyze the result of the collision avoidance action of the reserve officer in case of encountering a multiple number of ships using the ship handling simulator. Full-mission ship handling simulator was used to experiment the situation scenarios that encountered multiple ships. After the experiment, the questionnaire about the experiment was investigated. A total of 50 subjects were participated in the experiment. Experimental results showed that the number of the experimenters who used the engine was 11 and the number of the experimenters who did not use the engine was 39. In the case of using the engine, there were 0 collision accident, 1 grounding accident, and 10 no accidents. However, when the engine was not used, there were 28 collision accidents, 2 grounding accidents, and 9 no accidents. The causes of these results can be found in the survey results. 74 % of the non used engine participants said they were hesitate to use the engine. As can be seen from these results, the reserve officer are hesitant to use the engine and need a way to get correct of it. Maritime course subject can emphasize the importance of using ship's engines and case study also can be it. So, It is considered that various case study scenario will need to developed by various tools in the future.

  • The authors investigated the present status of employment of graduates from ship-boarding departments, Department of Fishing Technology, of Marine Engineering in National Fisheries University of Pusan from 1974 to 1988 by communication of every kind. The prospects of the graduates were studied on the bases of the present status of employment The results obtained can be shown as follows ; 1. In Department of Fishing Technology, the number of graduates who are engaged in major field is 562 (81%) among total members of graduates 693, and fishing vessel officer and fisheries company officer is 308(55%), 215(38%) respectively among the above members of employment in major field. 2. In Department of Marine Engineering, the number of graduates who are engaged in major field is 468(74%) among total members of graduates, 634, and engine and machinery field officer, merchant vessel officer is 331(71%), 89(19%) among above members of employment in major field respectively. 3. Developement of deep sea fisheries and industry of engine and machinery seems to graduates easy to get their jobs in major field.

  • The excessive cost of building ships causes the instability of payability, which manage poorly fishing vessels longer than 24m. As a result, an officer evades embarkation and a vicious circle is repeated. In this study, the optimal engine horsepower system for fishing vessels longer than 24m was invented to develop the most efficient engine horsepower, and also a database program for the most efficient engine horsepower has been developed based on the type of and their size.

설문에 의한 6급 기관사 면허 면접시험 응시자의 성향 분석 (Propensity Analysis for Oral Exam Candidates of Sixth Class Engineer Officer's License using Questionnaire)

  • The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

소방관련 긴급자동차의 교통사고처리 특례방안 (The Special Plan of the Traffic Accident Treatment in the Emergency Car Concerning Fire Fighting)

  • 소방자동차의 교통사고가 과거에 비하여 빈번해지고 있다. 그 이유는 화재, 구조, 구급, 민원 등의 수요가 급격하게 증가하였기 때문이다. 또한 소방자동차는 긴급하게 출동하여야 하기 때문에 교통법규를 부득이 하게 위반하게 된다. 이것이 원인이 되어 교통사고로 이어진다. 교통사고 발생하게 되면 도로교통법 위반의 동기가 긴급한 상황이라 할지라도 그 불이익의 정도는 크게 달라지지 않는다. 따라서 소방공무원은 신분상 경제상불이익을 홀로 감당하여야 한다. 이러한 상황에서 소방공무원은 불이익을 받지 않기 위해 소극적 출동을 할 수밖에 없다. 소방과 관련한 상황들은 대부분 시급을 다투는 상황이다. 그럼에도 불구하고 교통사고로 인한 불이익 두려워 소극적 출동을 한다면 그로 인해 발생하는 피해는 국민이 부담하게 된다. 따라서 소방공무원이 신속하게 출동하여 국민의 생명과 재산을 구할 수 있도록 하기 위해서는 특별한 제도적 보호장치가 마련되어야 한다. 이 방안으로써 긴급자동차의 사고처리의 관한 특례법이 제정될 필요성이 있다. 이 특례법의 제정을 통하여 소방자동차를 운전하는 소방공무원에게 교통사고로 인한 불이익이 돌아가지 않도록 하여야 한다.

  • It is indispensable for the marine officers who are engaged in the international voyage to make command of maritime English fluently. The Marine Officers Act in Korea which is under ammending in 1989 prescribes the proportion of maritime Englishin English examination is made to be 60% for the 4th and 5th class marine officer-license examination. A concrete syllabus or content of maritime English is not established yet with the exception of a general prescription of minimun knowledge required for certification of marine officers in the IMO/STCW Convention. The authors, who rewrote the maritime English textbook for the course of the fisheries high, schools and the merchant marine high schools, settled the syllabi of nautical English and marine engineering English for the course as follows : 1. The syllabus of nautical English, includes maritime English readings, the IMO English dialogue on port entry, writing of logbooks, night order books, and docking and repair specifications. 2. The syllabus of marine engineering English includes maritime English readings, dialogue on oil supply, writing of engine logbooks and oil record books, standing orders, and docking and repair specifications. The authors propose that the realm of these class marine officer-license examination on maritime English should be limited within in the above mentioned textbook. As maritime English is made to be included in the 4th and 5th marine officer liscence examination since 1989, high schools concerned need to reform the curricula to complete at least 6 units for this subject. On the other hand, the competent authority of this examination must secure questions as much as possible to promote the reliability of them.

조타실과 기관실 근무자의 뱃멀미 민감성에 대한 연구 (A Study on the Sea-sickness Susceptibility of Seafarer at the Wheel House and Engine Room)

  • 멀미는 구토 증상뿐만 아니라 현기증, 두통, 졸음, 피로감, 무기력증 등을 동반하여 선박운항자의 신체리듬과 판단능력을 저하시켜 해양사고로 이어질 수 있다. 이 연구는 승선경험이 없는 조타실 근무자(실습항해사)와 기관실 근무자(실습기관사)를 대상으로 뱃멀미 민감성에 대하여 조사하였다. 선박의 X, Y, Z축 방향에 대한 선체운동을 측정할 수 있는 선체운동계측장비(motion sensor)를 이용하여 선체의 운동을 계측하였고, 설문을 통해 조타실과 기관실 근무자의 멀미에 대한 증상 정도(VIR, VSR)를 산출하였다. 이 연구를 통해 동일한 상황에서 조타실 근무자와 기관실 근무자간에 느끼는 멀미 정도에 차이가 있다는 것을 알 수 있었으며, 멀미는 선체 움직임의 크기뿐만 아니라 움직임의 주기와도 높은 연관성이 있다는 것을 확인할 수 있었다. 또한 X축과 Y축 방향 선체운동보다 Z축 방향의 선체운동이 멀미와 상관관계가 높았다. Z축 이외 X축과 Y축에 대한 연구가 진행된다면 조타실과 기관실 근무자의 안전과 선박의 거주성 및 승선감 향상에 크게 기여할 수 있을 것으로 기대된다.

해기사 국가 자격 시험 실증 분석 (An Empirical Analysis on the Certificate Examination for Marine Officer)

  • The aim of this study is to analyze the frequency of the mark points of all examination subjects, the correlation between all examination subjects and the factors to influence pass of the examination. The methodology of this study are as follows.1. The descriptive analysis mark points of the examination subjects. 2. The correlation analysis between the examination subjects. 3. The multiple regression analysis among the examination subjects. Every mark points tend to be changed in wide ranges according to the student's learning ability. On the certificates examination for marine officers, Students in deck part recorded higher in rate of successful applicants, but showed more subject failure than those in engine part. It is especially suggested for the students to improve the teaching and learning skills of the subject. The high correlation subject to total and average points were found in English subject. The high correlation subject was shown between English & Ship handling, Engineering 1&2 and English & Engineering 1,2,3. The most influential subjects to pass the examination were Navigation, English, Engineering 3.

도시철도의 안전운행을 위한 시설물 설치에 관한 연구 (A Study on the Facility Installation for Safety Operation of Urban Transit)

  • In field of Urban transit safely, It must be not only secured vehicle but also every areas like power, signal, communication, track, tunnel, operating facilities. Likewise it is very important not only hardware system like vehicles, facilities but also software system like action of engine driver, duty officer. In other to secure safety of hardware, soft ware, it is very important systemic process. In Korea, Many operating companies neglect to invest in safely and ignore technical development about safety because of management. Safely was considered in subway system and many studies were accomplished about safety in subway system in advanced county like U.K, USA. Hence, in this paper, Conditions and improvement of minimum considerable hardware and software are proposed for safe operation in Urban transit.

중동항로 취항 멤브레인형 LNGC의 BOG 예측에 관한 연구 (Prediction Method of the BOG for the Membrane Type LNGC in Middle East Route)

  • LNG 운반선은 항해중 외부로부터 다량의 열 침임으로 인해 많은 BOG가 발생하며 통상 이는 선박엔진의 연료로 사용된다. 화주의 입장에서 이러한 BOG의 발생과 소비는 화물의 손실을 의미하며, 따라서 선주와 화주 사이에는 BOR(boil off rate)에 대해 만선항해를 기준으로 0.15%/day 이하가 되도록 운송계약을 체결한다. LNG 운반선의 항해사관 입장에서는 자신이 승무하고 있는 선박의 BOR에 대한 정확한 지식을 바탕으로 선박을 운항할 필요가 있으나 실제로는 막연한 경험에 의존하고 있는 실정이다. 따라서 본 연구에서는 선체온도분포 및 외부로부터의 침입열량에 관한 정밀 열설계 기술을 토대로 본선의 해기사들이 보다 간편하게 BOG를 예측할 수 있는 간단한 모델을 제시하였다. 그리고 개발된 모델을 사용하여 연구대상 선박의 실제 기상조건을 토대로 만선 및 공선항해에 대하여 각각 BOR을 계산하였으며 이를 실측자료와 비교, 검토하였다. 본 연구에서 제시된 BOG 예측방법은 현재 운항중인 LNGC에서 BOG를 관리하는 유용한 도구로 사용될 것으로 기대된다.
