The Policies of Care Providers in the United Kingdom: Towards Emphasis On Carers Rights and Quality Employment (영국의 케어 제공자에 관한 정책 연구: 보호자 권리와 유급고용의 질 강조)

  • In a period of rapid change, transition and re-definition of care concept, this study reviewed social policies on care providers in the UK. In the face of care crisis, the British government has made a radical reform of the care system and enacted new legislations. In the UK social policy, care providers are classified into carers and care workers. Carers mean informal caregivers and care workers are those who are paid for providing care as part of a contract of employment. Recently, the United Kingdom has given carers recognition and reward. To enhance the status and right of carers, the Carers (Recognition and Services) Act 1995, the strategy document Caring about Carers 1999, Carers and Disabled Children Act 2000, and Carers (Equal Opportunities) Act 2004 have been enacted. At the heart of the policy for carers is the idea of active citizenship, carers-friendly employment and work-life balance etc. In case of paid care worker, government's focus seems to be on quality of employment. The government has established a new national infrastructure for quality. The five national bodies founded on Care Standards Act 2000 has been established. The UK government has realized care work would play an important part in job creation strategy. In this article, we have presented several criticisms and issues of current care policy in UK.

The Consumer Deposit Program(CDP) for Plastic and Paper Shopping Bags: Its Implications for Environmental Issues (소비자보증금제도에 관한 연구 - 1회용 봉투 및 쇼핑백을 중심으로 -)

  • The CDP in Korea has been enforced for conserving resources and reducing environmental pollution since March, 1999. Therefore this thesis aims to investigate the degrees of consumer participation(CP), recognition and support, and to analysis of demographic variables, consumers' psychology, and attitudes which may influence the degrees of CP recognition, and support for the CDP. The results were as follows: First, the time of surrey was found to be statistically significant in consumer recognition and support. The degree of recognition was the lowest in first time. And the degree of consumer support was the highest in first time. Second, education, employment status and house shape were found to be statistically significant. The degree of consumer recognition was the highest among junior college graduates. The employed group was found to be the highest in the degree of participation. Third, the significant factors which influenced the degree of recognition was the time of survey, the perceived difficulty, effectiveness of the Consumer Deposit Program. The perceived difficulty, the time of survey were found to be related with the degree of consumer support. The most influential variables which influenced the degree of consumer participation were house shape, the perceived effectiveness, the degree of resource recycling, job and the degree of consumer recognition.

Working Conditions of Occupational Health Nurses in Korea (산업간호사의 근무조건 실태 분석)

  • Purpose: The aim of the study was to investigate the working condition of occupational health nurses and analyze change pattern of working condition compared to 10 years ago. Method: A questionnaire was measured to 431 occupational health nurses attending the training program held by the Korean Association of Occupational Health Nurses during the period from June 2005 through November 2005. Results: The number of respondents aged 30 years or older and those who are married increased, compared their counterparts found in the earlier study conducted in 1996. Respondents with a college degree accounted for 13.5% in the earlier study, but respondents with a college degree increased to 38.0% in the study. Those with more than 10 years of work experience also increased. Employment type of respondents divided into permanent employment(56.3%) and contract-based employment(41.1%), compared with permanent employment(66.4%) and contract-based employment(32.0%) found in the earlier study. Of total respondents, 91.1% said their retirement age was 55 years or above, and the ratio is higher than that found in the earlier study. Conclusion: The study revealed that the working condition for occupational health nurses especially career recognition, employment type and promotion system were getting worse. It is therefore necessary to implement measures to improve those conditions.

A Study on the Factors Influencing the Intention to Use the Housing Support Policy of 2030 Households in Seoul: Considering Characteristics of Household and Policy (서울시 무주택 청년가구의 주거지원 정책이용 의사 영향요인 분석: 가구 및 정책특성을 고려하여)

  • This study investigates what influences the 2030 households' intention to utilize housing support policies for the younger generation. Using the logistic regression model, our empirical results show that the 'the recognition of youth housing support projects', 'the housing occupation', 'employment type', 'housing type', and 'age' factors have a significant effect on the intention to use the housing support policies. Specifically, the intention is positively associated with economic activity, one-room residence, monthly rent, employment status during the Covid-19 period, and policy recognition, while negatively related to age. In addition, willingness to use the housing support policies is greater when respondents lived in a studio, lived on a monthly rent, recognized the policy, and improved their employment status. The results suggest that housing support programs need to be expanded and improved. Moreover, information on housing support policies should be efficiently delivered to eligible households, and more sophisticated housing support policies should be provided for young people early in their careers.

  • Being in the globally competitive environment, public port enterprises which accentuate on the employment of excellent talents to procure competitive advantage are introducing the NCS(National Competency Standards)-based employment system that focuses on job skills. This study mainly aims to analyze the actual status of NCS utilization among public port enterprises and its usefulness as well as performance. The appropriateness, efficiency, satisfaction, comprehensiveness and performance of the current NCS - based employment system were analyzed by using collected data from the recruiting officers and new employees as subjects. And eventually an improvement plan was suggested. The result of analysis shows that the appropriateness and satisfaction level of NCS - based employment system are generally high; while its effectiveness, applicants' recognition and acceptance level as well as performance are slightly higher. Moreover, the job capability and performance on the job of new employee selected by the NCS employment system were analyzed to be higher when the appropriateness and satisfaction level of that system is high. In order to establish NCS - based employment system, early formulation and implementation of job performance assessment system to evaluate the actual abilities and performance of job is necessary. This study suggested the NCS - based employment system is effective for public port enterprises to procure excellent talents, as well as being useful for job preparation of job seekers according to the job competencies requirement of the enterprises. Therefore, this study contributes to the proliferation of NCS - based recruitment system.

Validity and Reliability of a Tool Measuring Long-Term Employment Factors among Dental Hygienists

  • Dental hygienists are important members of any dental clinic. They are recognized as reflecting the dental clinic's image because they spend a lot of time with patients. The longer the dental hygienist is employed, the better the relationship with the patients and the medical service provided. The purpose of the present study was to develop a scale to measure factors of long-term employment among dental hygienists. The basic questions were constructed by analyzing tools used to measure job embeddedness and satisfaction. Forty-one questions were developed that measured organizational fit (13), interpersonal relationships (8), job satisfaction (7), duty satisfaction (6), recognition (4), and self-esteem (3). A questionnaire survey was conducted, and the responses from 297 dental hygienists in dental clinics, after the exclusion of 20 incomplete surveys, were used for the exploratory and confirmatory factor analyses. As revealed by exploratory factor analysis, long-term employment intention was composed of 7 factors consisting of 29 items after the exclusion of 12. The subsequent confirmatory factor analysis revealed 4 factors ("organizational fit," "professional identity," "job connectivity," and "interpersonal relationship") consisting of 16 items, after the exclusion of 13. $Cronbach^{\prime}s\;{\alpha}$ were 0806, 0.836, 0.700, and 0.684 for the four factors. This study is meaningful in that it developed a long-term employment factor measurement tool that can be applied to domestic dental hygienists. Future studies will need to focus more on professional identity and job outcomes. The results of this study and future related ones could be used to improve dental hygienist's continuous service.

Structural Analysis of Self-Development Competency and Employment Readiness to improve the Job Achievement of Women's University Students (여대생의 취업을 향상시키기 위한 자기개발역량과 취업준비도의 구조적 분석)

  • The purpose of this study is to analyze the effects of self-development competency on employment readiness for job achievement of women's university students and to enhance the recruiting rate of female students ultimately. This paper classified the factors of self-development competency and employment readiness and defined a new research model. This study is meaningful what self-development competency is actually helpful for female undergraduates to get a job. Both self-recognition skill and self-control skill have positive primary effects on their career development skills in self-development competency. Career development skills has a positive secondary effect on not only their goal setting for job seeking but also their searching for job information. This paper suggests that career development skills is of paramount importance so as to improve employment readiness. It is expected that executable education policies and cases can be more developed on the basis of this study.

Current Status and Solutions of Youth Job Mismatch in Gwangyang Area: A Case of the POSCO Outsourcing Partners (광양지역 청년 일자리 미스매치 실태와 해결방안: 광양제철소 협력사를 사례로)

  • The POSCO Outsourcing Partners(POSOP) consisted of 59 companies plays an important role in creating jobs in Gwangyang City of Jeonnam Province, the representative steel city of Korea. However POSOP are suffering from a job shortage. The purpose of this study is to analyze the mismatch between job-seekers and job-openers in relation to employment in Gwangyang City. As a result of the job-mismatch analysis of nine factors, there was a clear mismatch in recognition of suppliers, access to corporate and employment information, employment information acquisition path, and employment preference factors. However, there was no mismatch in the factors of employment avoidance and difficulty in the job-seeking and recruitment process. As solutions to the mismatch, it proposes to redefine the role of POPOS, promote capacity building projects for labor-management co-prosperity and cooperation, and gradually promote related projects in connection with the master plan related a comprehensive plan for youth jobs.

Predictors of Regional Small and Medium Hospitals Choice among Nursing Students (간호대학생의 지역 중소병원 선택 예측요인)

  • This study was conducted to identify the predictors of the choice of regional small and medium hospitals by identifying the job preference, recognition of small and medium hospitals. For this purpose, data were collected from September 2018 to October 2018 for nursing students attending 4 universities in Gwangju and Jeollanam - do, and total of 476 questionnaires were analyzed using the SPSS / WIN 24.0 program. The results showed that 66.0% of nursing students selected region local small and medium hospitals. The factors influencing the choice of region small and medium hospitals were high school region, nursing school performance and recognition of small and medium hospitals. In order to increase the employment rate of nursing students to the region small and medium hospitals, nursing educators should provide personalized career guidance to students who want to work in small and medium hospitals and hospital personnel should establish various public relations activities and marketing strategies to raise recognition of small and medium hospitals.

The Surveys of Satisfaction and Perception on Clinical Practice for Dept. of Health-related Students (보건계열 학생들의 임상실습에 대한 만족도 및 인식도 조사)

  • Purpose : The purpose of this study was to investigate the fieldwork satisfaction of Dept. of Health-related students, and to ascertain a change of perception on deciding on a course after fieldwork, and on a desired field and facility. Methods : Structured questionnaires were distributed to student of Dept. of Health-related(Occupational therapy, Physical therapy, Dental hygiene) from March 2 to April 30 of 2011. The questionnaires of 150 respondents were analyzed through frequency analyses, cross- and multi-reply analyses using SPSS ver. 12.0. Results : In fieldwork satisfaction, highly satisfied items were diversity of therapeutic equipment and tools, regular education, and recognition of the importance of fieldwork. The awareness of their decisions on employment and desired field changed positively for 52.7% students and negatively for 13.3%. Conclusion : Based on the results of this study, we identified that the awareness of one's decision on employment and desired field changes through fieldwork.
