A Study on the need to strengthen safety and health activities of private construction contractors (건설공사 민간 발주자의 안전보건활동 강화 필요성에 관한 고찰)

  • Korea has entered the ranks of advanced countries in terms of economic size and technological competitiveness. However, its industrial accident fatality rate remains among the lowest in OECD countries, and recent incidents such as various building collapses have resulted in numerous deaths of workers or citizens, reminiscent of accidents in developing countries. According to the 2022 Industrial Accident Status Analysis by the Ministry of Employment and Labor, out of the 874 fatalities in work-related accidents in 2022 across all industries, 402 were in the construction industry, accounting for approximately 46% of all fatalities. In particular, the construction industry's fatality rate stands at 1.61, significantly higher than the overall industry fatality rate of 0.43, indicating its severity. Construction ranks highest in terms of fatality rates, with mining at 12.18 and fishing at 1.80. When categorizing construction projects into private and public, private projects show significantly higher figures in terms of contracts, contract amounts, accident numbers, and fatalities compared to public projects. However, unlike public agencies, many private clients lack adequate safety and health activities and lack established safety and health systems. This study aims to raise awareness among private clients about the need to establish safety and health systems and enhance safety and health activities, and to discuss the direction of future development of advanced safety and health practices among private clients.

Effects on Dental Caries of Chilren's Deciduous Teeth in Relation to their Mothers' Socioeconomic Factors and their Oral Health Beliefs (모친의 사회경제적 요인과 구강건강신념의 유치우식증에 미치는 영향)

  • The aim of this study was to analyze the dental caries of chilren's deciduous teeth in relation to their mothers' socioeconomic factors and their oral health beliefs to increase the effect on children's oral health. One hundred seventy four children and their mothers were selected for the study. The children were 5 and 6 years old in children house in Kun-san, Korea. Research was conducted by oral examination, their mothers' socioeconomic factors and dental health belief model. The finding of analysis can be summaried as follows; In regard to the caries in deciduous teeth status, the five-year-old boy children's dft index was 3.39 and that of the girls of the same age was 2.76. The dft index of the boys of six was 3.86 and that of the girls of the same age was 3.27. The five-year-old boy children had the highest df rate(81.8%), and their dt rate was more than their ft rate. But for the six-year-old girl children, ft rate was higher than dt rate. For the five years old, the boy children's ft rate was significantly higher than that of the girls(p<0.05). Concerning the caries in deciduous teeth states by socioeconomic factors, their oral health status was significantly different according to mother employment and householder age. The df rate of the preschoolers with working mothers(84.7%) was significantly higher than that of those with nonworking mothers(66.7%)(p<0.05). The dft index of the group whose households were over forty was highest with 4.07, followed by the children of the households aged 35 to 39 with 3.83, those of the households aged 25 to 29 with 3.33, and those of the households aged 30 to 34 with 2.15. The difference between the groups was significant(p<0.05). As to the difference of maternal dental health beliefs by maternal socioeconomic factors, households educational background and whether to live with parents or parents-in-law under the same roof made a significant difference to maternal oral health beliefs. The mothers whose households were college graduates or better-educated were stronger in oral health susceptibility and seriousness(p<0.01, p<0.05). The salience was recognized more by those who lived with parents or parents-in-law than by the others who didn't(p<0.05). The dft index of the preschoolers was related to maternal dental health beliefs. That was lower when their mothers perceived dental health benefit better.

A Comparative Study on Awareness of Middle School Students, School Parents, and Human Resources Directors in Industrial Institutions about Admission into Specialized High Schools and Career after Graduating from Specialized High Schools (특성화고 진학 및 졸업 후 진로에 대한 중학생, 학부모, 산업체 인사 담당자의 인식 비교 연구)

  • This study tried to suggest implications about operation direction of specialized high schools (SHS) by researching awareness of middle school students (MSS), school parents (SP), human resources directors in industrial institutions (HRDII) who will be the main users of SHS education, about entering SHS and career after graduating from SHS. Seniors of middle school, SP and HRDII in Asan, Chungnam were the subject of this survey research. The summary of the result of this study is as follow: First, MSS and SP usually hoped to enter general high schools rather than vocational education schools such as SHS, meister high schools, and MSS considered school records and SP considered aptitude and talent for the factors to choose high school. Second, MSS, SP, and HRDII recognized purposes of SHS as improvement of talent and aptitude, and getting a job. As for positive images of SHS, they recognized it as applying talent and aptitude to life early, getting good jobs easily, fast independence after graduation, and learning excellent technologies, and as for negative images of SHS, they recognized it as social prejudices and discrimination, students with bad school records enter them, disadvantages about promotion and wages, and being unfavorable for entering universities. They also recognized education of SHS as being effective for improvement of basic and executive ability and key competency, development of creative human resources, and improvement of right personality and courteous manners. Third, many MSS and SP showed intention to enter SHS if it is established in Asan. They wished to enter SHS because they would like to apply their aptitude and talent to life early, learn excellent skill, and hope for early employment, on the other hand, they did not wish to enter SHS because it was not suited for their aptitude and talent, awareness about SHS is low, it is unfavorable to enter universities, and there were social prejudices and discrimination. They also similarly hoped for getting jobs and entering universities after graduating from SHS. And the reason they wanted to get a job was usually because they want to be successful by advancing into society early, or because it is still hard to get a job even after graduate from the university, on the other hand, the reason they want to enter university is because is usually in-depth education about major and social discrimination about level of education. The ability to perform duties forms the greatest part of the employment standard that MSS, SP, and HRDII aware. MSS and SP usually hoped for industrial, home economics and housework and commercial majors in SHS, and considered aptitude and talent, the promising future, and being favorable for employment for choosing major. The reason HRDII hire SHS student was to develop student into talent of industrial institution, ability of student, and need for manpower with high school graduation level, and there were also partial answer that they can hire SHS student if they have ability to perform duties. The proposals about operation direction of SHS according to the results above are as follow: SHS should diversify major and curriculum to meet various requirements of student and parents, establish SHS admission system based on career guidance, and improve student's ability to perform duties by establishing work-based learning. The Government should organize work-to-school policy to enable practical career development of students from SHS, and promote relevant policy to reinforcing SHS education rather than quantitative evaluation such as employment rate, and cooperative support from each government departments is required to make manpower with skill related to SHS to get proper evaluation and treatment.

Regional Development And Dam Construction in Korea (한국의 지역개발과 댐건설)

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.

A Study on the Income Class Differences in Early Childhood Care and Education and the Policy Implications (소득계층을 중심으로 본 영유아 자녀 돌봄 및 교육 실태와 정책적 함의)

  • Using data from the 2008 Korean Longitudinal Survey of Women and Families, this study investigated the income class differences in the modes, amount of time, and expenses for caring and educating a child in early childhood. The sample consisted of 1,849 households with a child aged 6 years or less. The major findings were as follows. First, the lower-income class was more likely to rely on child care centers and less likely to use services provided by kindergarten or private education. Their total amount of time required to provide care and education for their child was about 4 or 5 hours less than that of the other income classes; this result was due to the fact that they consumed less hours for home care, kindergarten, and private education. Second, we found there were more similarities than differences between middle-income and upper-income classes in the modes, amount of time, and expenses to care for and educate their young children; however, the middle-income class used less private education than the upper-income classes in terms of usage rate and length of time. Lastly, the other variables which were significantly related with the amount of time and expenses for child care and education included mother's employment, age of the child, and having siblings, and the family size. Based on the results, implications for public policy on early childhood care and education were suggested.

In addition, the National Assembly recently passed a bill AED use, and enforceable rules to enforce party that can teach AED necessarily a grade, including 1st EMT's to protect people's lives and to actively deal with the emergency situation so that it can be. Resolving these issues in the country where the emergency medical system can create a foundation for the advancement of emergency patients can get a good length of life, opens.

Effects of Cerebrovascular Disease Prevention Program Designed for Workers in Small Scale Workplaces (소규모 사업장 근로자에 대한 뇌.심혈관질환 예방 프로그램 적용 효과)

  • Objectives: This study was conducted in order to prepare fundamental data and assess the short-term effects of applying cerebrovascular disease prevention programs by the Ministry of Employment and Labor and the Korea Occupational Safety and Health Agency (KOSHA) in Korea. Methods: The number of study subjects was 2,676 workers (58.5%) who were able to evaluate the level of incidence risk at pre- and post-applications of the program, among the 4,576 total workers who were enrolled in the cerebrovascular disease prevention program during 2011. The guidelines for this prevention program were adopted from KOSHA GUIDE H-1-2010. To determine the program' effectiveness, the workers'risks for cerebrovascular disease were assessed pre- and post-application of the program. Results: The blood pressure level was significantly reduced by 4.09 mmHg for the mean systolic blood pressures and 5.47 mmHg for diastolic blood pressures, respectively. The mean level of total cholesterol and BMI were also reduced significantly by 2.07 g/dl and 0.1 $0.1kg/m^2$. The rate of smoking was decreased by 4.0% and the percentage of workers engaging in regular exercise was increased by 29.8%. The level of overall cerebrovascular disease risk was reduced among 1,451 (70.7%) of 2,052 workers at low risk and above. The level of cerebrovascular disease risk was lower in the improved group for health behavior than the unimproved group (odds ratio =1.7, p < 0.001). Conclusions: The author considers that the application of the cerebrovascular disease prevention program by the Korea Occupational Safety and Health Agency reduced cerebrovascular diseases risks among workers who were enrolled in the cerebrovascular disease prevention program and it must be accompanied by an improvement in health behavior for prevention of cerebrovascular disease.

Objective Research about Effective Outplacement Education for Discharged Soldiers (제대군인의 효과적인 전직지원 교육을 위한 실증적 연구)

  • For many years, there have been many researches and guidelines to improve the employment rate of discharged soldiers. However, there have not been enough effective analysis conducted about the outplacement service and improvement guidelines. That is the reason why the satisfaction level of governmental supporting programs for the discharged soldiers stays at low level. Therefore, a methodical approach is needed for the discharged soldiers who have dedicated their services for many years for the sake of the country's security. For this reason, tools which can support build an effective outplacement service for the discharged soldiers are required. In this study, psychological, structural and environmental aspect of discharged soldiers were surveyed at the cognitive level based on the soldiers waiting for the discharge from military service. As a result, it became clear that psychological advice or support and job training for the discharged soldiers who executed long-term service are urgent. In addition, an efficient system can control and maintain the system mentioned above.

Syphilis Screening Among some Industrial Workers in Korea

  • A study on the morbidity of syphilis among 729 workers in Po Hang and Ul San Industiral Complexes at the routine periodical examination was performed. In addition to the morbidity, factors related to the disease infection such as educational level, religion, preventive measures taken by the workers, history of urethritis, and so on were studied and analysed to check significant relation. The results were as follows: 1. VDRL and RPR tests were undertaken to determine the sensitivity and specificity of RPR test which was utilized for all the workers studied. It revealed 86.4% of sensitivity and 87.7% of specificity from RPR test, and 81.8% of sensitivity and 90.1% of specificity from the VDRL test compared with RPCF test. There were 87.4% of agreement rate between RPR and VDRL. Actually, RPR was more sensitive but less specific than VDRL, and found to be a satisfactory screening test for syphilis especially in the fields. 2. Among the workers in Po Hang Area 24.0% of them revealed reactive result, and in Ul San Area 5.2% revealed reactive result showing 4.6 times of risk among workers in Po Hang Area. 3. There were no statistically significant differences between RPR reactive rates and personal characteristics such as educational level, religion, history of urethritis experience, history of coitus with prostitute, and preventive measures of V.D. taken by workers if evaluated by area of Po Hang and Ul Srn separately. 4. V.D. could be encountered as an occupational disease in certain conditions of working places and the psychosocial problems of workers. And so, it is necessary that all the workers working in special estates such as in Po Hang Industrial Complex should be checked to be screened out by RPR test at periodical examinations and part of pre-employment examination also should include RPR test to be compared with. Regardless of the workmen's compensation, establishment of V.D. treatment clinic or system for such industrial workers is urgently needed. Health education regarding V.D. is another subject to be performed.

The Effects of Maternal Parenting Stress Trajectory on Affective Parenting and Socioemotional Development of Preschooler: Differences Between Employed and Unemployed Mothers (영아 자녀를 둔 어머니의 양육스트레스 변화가 온정적 양육행동 및 유아의 사회정서발달에 미치는 영향: 어머니 취업여부에 따른 차이)

  • Objective: This study aimed to investigate the trajectory of maternal parenting stress during infancy according to the employment status of mothers when each year's depression was controlled and examine the longitudinal effects of parenting stress on affective parenting and socioemotional developmental outcomes for preschoolers. Methods: Using latent growth modeling, the first 4 waves of panel data collected from 2,078 mothers and their babies were analyzed. This nationwide data was provided from the 2008 Panel Study on Korean Children, conducted by the Korea Institute of Child Care and Education. Results: First, maternal parenting stress showed a linear increasing pattern, and there were individual differences in intercept and slope. Second, when each year's maternal depression was controlled, the intercept of parenting stress was lower, but the rate of increase was higher. In multiple group analyses, this increasing pattern of parenting stress was significant only in unemployed mothers. Lastly, the increase of unemployed mothers' parenting stress had direct effects on child emotionality and peer interaction and had an indirect effect on child peer interaction (mediated by affective parenting). Conclusion: The current study verified that the longitudinal effects of increasing parenting stress of unemployed mothers on affective parenting and child socioemotional development when maternal depression level was controlled. These results imply that we need to pay more attention to emotional health and resources of unemployed mothers and provide them with social support as well as employed mothers.
