창업지원제도가 잠재적 창업가의 창업의지에 미치는 영향에 관한 연구 (A Study on Entrepreneurship Support Systems affecting the Entrepreneurial Intention of the Potential Founder)

  • 경제의 저성장이 지속됨에 따라 고용창출과 경제 활성화를 위해 정부는 중소기업을 지원하기 위한 다양한 제도를 시행하고 있으며 다양한 형태의 지원을 통해 창업을 더욱 활성화 시키고 있다. 이러한 창업지원제도는 창업 활성화에 일정 부분 기여하고 있다고 볼 수 있으나, 본 연구에서는 실증적인 연구룰 통하여 창업지원에 대해 다양하고 구체화된 대안을 제시하고 창업의지를 장려하는 효과를 기대해 보고자 한다. 본 연구는 선행연구를 바탕으로 창업의지에 미치는 영향을 조세지원제도, 금융지원제도, 기술지원제도, 경영지원제도, 창업인프라지원제도의 5가지로 설정하고 독립변수가 창업의지에 미치는 영향을 각각 가설로 설정하여 실증 연구하였다. 이를 위해 본 연구에서는 변수들을 도출하여 그 변수들 간의 관계를 검증하기 위한 변수의 측정과 문항으로 구성된 설문지를 이용하였으며 측정된 자료의 통계처리에 의거하여 검증하는 실증적 연구방법을 수행하였다. 연구가설을 검증하기 위하여 요인분석, 상관관계분석, 경로분석 등의 통계적 방법을 적용하였으며. 경로분석결과는 조세지원제도, 금융지원제도가 창업의지에 영향을 미치는 것으로 나타났다.

중고령기에서 초기노년기에 걸친 주관적 건강상태의 격차: 고용형태와 사회적 자본의 효과를 중심으로 (Inequalities in Self-rated Health among Middle-aged and Young-old Waged Workers: The Contribution of Precarious Employment and Social Capital)

  • 본 연구는 중고령층에서 초기노년층의 주관적 건강수준의 변화양상과 그 격차를 결정짓는 요인으로 불안정 고용(precarious employment) 및 고용상태 관련 요인의 영향력을 살펴보고자 하였다. 또한 공적 및 사적 사회적 자본이 중고령기에서 초기노년기에 이르는 주관적 건강상태의 격차를 완화시킬 수 있는지 알아보고자 하였다. 이를 위하여 한국노동패널조사(KLIPS) 6차~17차년도 자료를 사용하였고, 다수준 성장곡선 모형(Multi-level growth curve modeling)을 고정효과(fixed effects) 모형과 확률효과(random effects)모형으로 STATA 13.0을 사용하여 추정하였다. 또한 두 모형을 기반으로 한 가설검정을 위해 하우스만 검정을 수행하였다. 연구결과는 정규직에 비해 일용직이 시간에 따른 주관적 건강상태의 변화를 악화시키는 요인으로 나타났으며, 임금, 고용상태의 질(근로시간), 사적/관계적 사회적 자본이 중고령기에서 초기노년기에 이르는 건강격차를 설명할 수 있는 주요 요인으로 나타났다. 이러한 결과를 기반으로 '확산 가설'과 '누적되는 이익' 가설을 지지하고 있으며, 중고령기에서 초기노년기에 이르는 건강불평등을 완화시킬 수 있는 고용지원 정책 및 사회적 서비스 개발 방향을 제시하고 있다.

정부지원 R&D의 중소기업 기술 및 고용 성과에 대한 연구 (A Study on the Firm Performances Regarding Technology and Employment of Government-financed SME R&D)

  • 본 연구는 정부의 중소기업 R&D 지원 사업에 대한 효과를 개별 사업체 수준자료를 활용하여 추정하였다. 2010년도 정부 R&D 지원 사업에 참여한 업체의 기술성과, 민간 R&D 유인효과, 고용효과를 사업체 수준에서 분석하였다. 본 연구의 결과는 다음과 같다. 첫째, 정부의 중소기업에 대한 R&D 투자(규모 및 건수)는 국내 특허 등록 실적에 정(+)의 영향을 미치는 것으로 나타났다. 특히 국내외 특허 등록 실적은 자산규모가 큰 사업체일수록 많은 것으로 나타났으나, 정부투자 연구사업 주관업체의 기술성과는 공동 위탁 참여업체에 비해 오히려 낮은 것으로 추정되었다. 둘째, 정부의 R&D 정책은 민간 R&D 인센티브와 보완적 기능을 가지고 있는 것으로 추정되었으며, 정부 R&D 투자 1% 증가는 사업 종료 후 민간업체의 R&D 지출을 비탄력적으로(0.193~0.245%) 증가시키는 것으로 나타났다. 셋째, 정부의 R&D 지원이 참여기업의 고용 성장에 기여한 것으로 나타났다. 특히, R&D 지원의 고용에 대한 성과가 기업규모 및 기술수준별로 차이를 보임에 따라 정부의 R&D 정책에 있어 기업의 특성을 고려한 차별적 지원이 필요하다.

경남지역 치위생과 학생들의 전공교육에 대한 만족도 및 취업 인식도 (Dental Hygiene Major student's Curriculum Satisfaction and Perception on Their Occupation in Kyungnam Area)

  • Objectives: This study is to explore school related adjustmental perception to department of dental hygiene of college students and images of employment. Methods: We surveyed 355 students at department of dental hygiene in Kyungnam and Busan during the period from August to October, 2009 using a self-administered questionnaires. Collected data were analyzed using SPSS 14.0. Results: Students were barely satisfied with the curricula. More than a half respondents said they were fairly good in their major field. Less than a half of the students(47.4%) said they would recommend their junior classmates to take their major. Many students (7d2.3%) wanted to have a job in big cities after graduation. More than a half students (50.8%) wanted to work at general hospitals rather than private clinics. Conclusion: Concerns and support for the students should be provided and more strong public relationship is required. And development of a career counseling program in Department of Dental Hygiene are necessary.

Does Early Incubating Improve the Performance of Start-ups?: Evidence from TIPS in Korea

  • Recently, the government has been pursuing various policies to create new industries and jobs through the invigoration of start-ups. For the sustained growth of start-ups, it is necessary to look not only at the supply of risk capital but also at policies for venture capital firms that nurture and foster start-ups. The purpose of this study is to estimate the effects of the nurturing and fostering role of risk capital, such as mentorship on the performance of start-ups, and to do this we analyzed the effects, as a newly introduced form of venture capital, of mentoring by an accelerator and investor ties on the performance outcomes of start-ups. We find that mentoring and investor ties for start-up enterprises positively influence follow-up investment in start-ups. In addition, this study finds that with a younger CEO of a start-up, it is more likely that the performance of the start-up will improve. Meanwhile, when examining increases in employment as a measure of the business performance of start-ups, mentoring and investor ties are found to have a positive effect on the increase of employment at start-ups. These results suggest that there is a need to promote policies that strengthen the mentoring role of venture capital in Korea's equity finance policies and in the government's SME support policies.

건강가정지원센터의 가족품앗이사업 활성화를 위한 정책적 제안 - 지역화폐 도입을 중심으로- (A LETS (Local Exchange and Trading System) Policy Proposal for Revitalizing the Healthy Family Support Center's Family-Cooperative Activities (Pumasi) Project)

  • The first local exchange trading system(LETS), established in Comox Valley in Canada, aimed at facilitating the regional economy. However, in Korea, LETS was adopted to encourage mutual aid and promote community spirit among residents. This study examines the feasibility of LETS as a revitalization initiative for Pumasi and suggests a number of policies that can be implemented to support the project. The findings are as follows: First, the LETS credit system was found to complement social capital initiatives among Pumasi participants in the early stages of the Pumasi project. Second, combining LETS and Pumasi initiatives was found to consolidate community spirit and encourage a cooperative way of life among participants due to the fact that LETS enlarges the scope of local residents' participation and diversifies the services being exchanged. A number of policy suggestions are made for combining LETS with Pumasi. First, the project must define a vision of its long-term purpose and outcomes. Second, local residents should be employed as assistants to facilitate the project. Third, Pumasi participants should ensure that childcare exchange services are of the highest quality by providing an educational program on parenting. Fourth, the project manager's employment conditions and working environments must be guaranteed.

미취학 자녀를 둔 어머니의 취업여부에 따른 양육스트레스와 관련요인 (Parenting Stress and Related Factors of Employed and Non-employed Mothers with Preschool Children)

  • Purpose: This study was done to compare the level of parenting stress, entrapment, satisfaction of paternal support, and marital satisfaction between employed and non-employed mothers and to identify significant predictors for parenting stress. Methods: With a cross-sectional, correlational study design, a sample of study was consisted of 175 women who were employed or non-employed with preschool children through convenience sampling. Data were collected with a structured self-administered questionnaire and analyzed by $x^2$-test, t-test, Pearson's coefficients, and multiple regression analysis using SPSS program. Results: Results shows that the level of parenting stress of non-employed mothers was significant higher than that of employed mother. The parenting stress was negatively correlated to marital satisfaction and positively correlated to entrapment in both of them. Entrapment was significant predictors explaining parenting stress in both of them and level of maternal education and satisfaction of paternal support and was significant predictors explaining parenting stress of non-employed mothers. Conclusion: Entrapment was very important factors to management parenting stress of both employed and non-employed mothers. Especially, satisfaction of paternal support and marital satisfaction was very important factor to manage parenting stress of mothers.

퇴직 특정직 경호공무원의 재취업에 미치는 영향요인에 관한 탐색적 연구 (Exploratory study on impacting elements on retired special security government official's reemployment)

  • 우리나라 퇴직 특정직 경호공무원들의 재취업에 미치는 영향요인에 관한 탐색적 연구를 위해 20년 이상 근무하고 퇴직한 경력자와 취업지원 및 컨설팅업체 담당자에 대한 인터뷰 면접을 실시하였다. 분석 결과 첫째, 재취업 기회 및 정보의 절대 부족과 취업분야와 수요기관 요구 수준과 현 직위, 보수와 불일치, 경험과 전문성 부족, 취업지원 및 교육프로그램 부재 등을 들 수 있다. 둘째, 취업대상자들의 눈높이가 높고 정규직이나 장기간 근무할 수 있는 신분이 보장되는 직업을 선호하는 것으로 나타나 재취업이 어렵다는 점이다. 셋째는 재취업에 대한 의식과 준비가 미흡하거나 자력으로 취업하기 보다는 기관에 너무 의존하거나 다양한 기업이나 분야에 진출하는데 필요한 경력 및 자격의 제한 등이 가장 큰 장애요인으로 작용하고 있다는 점이다. 마지막으로 재취업에 있어서 사회적 네트워크 및 인맥의 중요성 인식과 함께 취업에 도움이 될 만한 개인의 사회적 자본 활용의 규모가 크지 않은 것으로 나타났다. 따라서 본 연구를 통해 나타난 분석결과를 토대로 성공적인 재취업을 지원하는데 적극 반영할 필요가 있다.

우리나라 어선감척사업 현황과 개선방향 (Present Status and Direction of Improvements in Fishing Vessels Buyback Program in Korea)

  • The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.

조직지원인식이 주관적 경력성공에 미치는 영향: 경력계획의 매개효과 검증 (The Effect of Perceived Organizational Support on Subjective Career Success: The Mediating Effect of Career Planning)

  • Purpose - The purpose of this study is to identify the relations among perceived organizational support, career planning, and subjective career success (career satisfaction and job satisfaction). In particular, this study focuses on the mediating effect on the career planning between perceived organization and subjective career success. The target cases are employees of a Korean branch of a global company (A), which operates formal career program to support a career development for employees. Research design, data, and methodology - The data were collected from December, 2014 to March, 2015. 211 out of 300 questionnaires were returned (response rate 70.3%). After the data cleaning, 209 questionnaires were used for the data analysis. These data were analyzed through descriptive statistics, correlation analysis, exploratory factor analysis (EFA), confirmatory factor analysis (CFA), and structural equation modeling (SEM). The whole process of the data analysis was accomplished using the SPSS 21.0 for windows and the AMOS 21 program. Results - The findings of the study are as follows: First, the better the organizational support is perceived, the higher career satisfaction and job satisfaction is. That is, the employees' career and job satisfaction is higher, when they feel themselves received more supporting. Second, perceived organizational support has a positive impact on employees' career planning. This result means that it is important to support employees in their career development. Third, career planning has a positive impact on career satisfaction, but not on job satisfaction. Lastly, it is verified that career planning has a mediating effect between the perceived organizational support and career satisfaction. Not only has the perception of an organizational support a direct impact on career satisfaction, but also an indirect impact through career planning. However, there is not an indirect relationship through career planning, just an direct relationship between the perception of an organizational support and job satisfaction Conclusions - Based on the findings of this study, the major conclusion of the study was as follows: The study provides theoretical values and practical implications for the fact that the differences of the subjective perception about organizational support exist among employees, and the differences have an impact on their career planning as well as subjective career success. Furthermore, some recommendations for workplace were suggested: The companies should support the career development for employees in organization level. Even though employment instability makes individual workers themselves to be responsible for their own career development, it is an important issue in organizational level that employees' career success could have positive effects on organizational development and success, as well. However, there is a limit in the study that analyzing results cannot be generalized due to the data from a single company. Some recommendations for future research are suggested: First, a comparative study should be conducted with other various companies. Second, a hierarchical analyzing model needs to be applied to substantiate how organizational context influences on subjective career success of employees.
