An Experimental Study on the Application of Shelter Structure Using Deployable Scissors Systems (전개가능형 가위구조시스템을 이용한 쉘터구조물에의 적용성 검토에 관한 실험적 연구)

  • Recently, natural disasters such as earthquake, tsunami, typhoon and tornado are increasing, and cause huge economical loses and victim. Thus, when the disaster occurs, it is important to prepare emergency evacuation shelters for fast and easy construction compared to general building system. And, deployable structures will provide a great help for such aim. Deployable structures have the great advantage of being faster and easier to erect and dismantle compared to conventional building forms. In this study, we confirm the possibility of deployment for shelter structures using scissor structure system. First, Basic model was performed to recognize the appllicability of the deployable systems of the dome-shaped structure. Second, Advanced model that more improved inner space and deployment mechanism was confirmed.

  • Most of the disaster relief items provided to sufferers and temporary evacuees that are supposed to be victims in Korea are not suitable for the shelter environment of temporary housing facilities, and are not satisfactory because they do not have the functions, proper size and types. The purpose of this study is to analyze the user needs of emergency rescue relief items by presenting problems about the use environment and to develop the variable air mattresses which are based on disaster prevention design. In order to secure objectivity such as usability, convenience, and durability, research data are limited. However, the difficulty of mass spreading of conventional fiber mat and the functional disadvantages of foam plastic mat are solved by adopting variable air mattresses. The variable air mattresses are expected to help rehabilitate people by helping victims of physical tiredness, illness worsening, poor sleep, and life instability that can happen during long-term shelter life.

A Study on Selection of Optimal Shelters according to Dam Break Scenario Based on Continuous Rainfall Event (연속호우사상기반의 댐 붕괴 시나리오에 따른 최적대피소 선정에 관한 연구)

  • There is a growing demand for the stability of existing dams due to abnormal climate and the aging of dams. Emergency Action Plans (EAPs) for reservoir or dam failure only consider a single rainfall event. Therefore, this study simulates dam failure caused by continuous rainfall events, and proposes the establishment of EAP by selecting the optimal shelters. We define a mega rainfall event scenario caused by continuous rainfall events with 500-year frequency in the Chungju Dam watershed and estimate the mega flood. The mega flood event scenario is divided into two cases: scenario A represents the flooding case caused by discharge release from a dam, while scenario B is the case of a dam break. As a result of flood inundation analysis, the flooded damage area by the scenario A is 50.06 km2 and the area by the scenario B is 6.1 times of scenario A (307.45 km2). We select optimal shelters for each administrative region in the city of Chungju, which has the highest inundation rate in the urban area. Seven shelter evaluation indicators from domestic and foreign shelter selection criteria are chosen, and Analytical Hierarchy Process (AHP) method is used to evaluate the alternatives. As a result of the optimal shelter selection, the six shelters are selected and five are schools. This study considers continuous rainfall events for inundation analysis and selection of optimal shelters. Also, the results of this study could be used as a reference for establishment of the EAP.

Before a lot of information of client are shown, guard expert has to search observation of materialization, extension of reservation, notification of business and causes of danger through personal interviews. Rapid communication system has to be assumed and effective caution, protection and shelter and following prevention are cooperated as well as has to care about safe of guard object by a protective wall. And also has to get out of the ground, keep the large shape when moves, prevent the trials of attack from the assassinators after takeing control over weapons.

Social Geography of Homelessness in Maryland, USA (노숙자의 사회지리학적 연구 - 미국 메릴랜드주를 사례로)

  • The substantial economic expansion of the 1990s with the dramatic changes in the provision of welfare services in America, including welfare services for the homeless, had unexpected and differential impacts on homelessness and poverty rates across the states. This paper examines a spatial pattern and process of homelessness by counties in Maryland, USA, considering the spatial differences in the composition of financial income and expenditure with sharply different poverty situation and welfare services. This social geographical approach of homelessness in Maryland focuses on the changing personal characteristics of homeless people and the relation=hip between homelessness and poverty; homelessness and the provision of welfare services such as shelter beds and emergency food providers. It makes a conclusion that there is an uneven sociospatial patterns of homelessness, relating to diverse poverty situation and provision of welfare services for the homeless by variable welfare policy among counties, Maryland.

Development of a Conversion Unit converting the existing air conditioner to Heat Pump System for the Emergency Shelter (재해임시주거 냉난방을 위하여 기존 에어컨을 열펌프로 전환하는 변환기 개발)

  • Korea and some other countries located in the northern hemisphere employ the air conditioner for the space cooling in the hot summer season and also some kinds of heaters for the space heating in the cold winter season. Especially in Korea, a great number of air conditioners of about 12,700,000 sets have been used these days. However, they are used for a short operation period of only 58 days a year, which results in the material and economic losses. To solve this problem and employ this system for the emergency shelter, a new conversion unit which could convert the existing air conditioner to a heat pump system for simultaneous heating and cooling was developed in this study, and the thermal performance was tested. The results indicated that the indoor air could be heated from $27^{\circ}C$ to $39^{\circ}C$ by the air conditioner converted to a heat pump system with the ambient temperature variation of $-10^{\circ}C{\sim}10^{\circ}C$, and cooled from $20^{\circ}C$ to $15^{\circ}C$ by the converted system with the ambient temperature variation of $20^{\circ}C{\sim}35^{\circ}C$. And also the heating COP increased from 3.3 to 5.3 in case of the heat exchange of the super cooling(HESC) circuit and from 3.0 to 4.0 in case of the By-pass with the ambient temperature variation of $-10^{\circ}C{\sim}10^{\circ}C$, respectively, whereas the cooling COP decreased from 3.1 to 2.1with the increase of the ambient temperature from $20^{\circ}C$ to $35^{\circ}C$.

Weight Drop Impact Tests of Earthquake-Proof Table (내진테이블의 중량물 낙하 충격실험)

  • Full-scale seismic retrofit of old and deteriorated masonry buildings requires a lot of cost and time. In such buildings, installing an emergency evacuation space can be considered as an alternative. In this study, requirements of the earthquake-proof table used as an emergency evacuation space for buildings hit by earthquake are investigated. Load conditions required for the table, including the impact effects due to building debris drop, are explained. To investigate the impact effects in more detail, weight drop test is performed for an prototype earthquake-proof table. In the test, the weight of the falling object and free fall height were considered as the main test parameters. The results showed that the duration of impact is very short (0.0226~0.0779sec), and thus the impact forces increase to 15.8~45.2 times the weight of the falling object. Based on these results, design considerations and performance verification criteria of the earthquake-proof table as an emergency evacuation space are given.

Finite Element Analysis of Carbon Fiber Composite Sandwich Panels Subjected to Wind Debris Impacts

  • Hurricanes and tornadoes are the most destructive natural disasters in some central and southern states. Thus, storm shelters, which can provide emergency protections for low-rise building residents, are becoming popular nowadays. Both FEMA and ICC have published a series of manuals on storm shelter design. However, the authors found that the materials for related products in the market are heavyweight and hard to deliver and install; renovations are necessary. The authors' previous studies found that lightweight and high-performance composite materials can withstand extreme wind pressure, but some building codes are designated in wind-borne debris areas. In these areas, wind debris can reach greater than 100 mph speed. In addition, the impact damage on the composite materials is an increasing safety issue in many engineering fields; some can cause catastrophic results. Therefore, studying composite structures subjected to wind debris impact is essential. The finite element models are set up using the software Abaqus 2.0 to conduct the simulations to observe the impact resistance behavior of the carbon fiber composite sandwich panels. The selected wood debris models meet the FEMA requirements. The outcome of this study is then employed in future lab tests and compared with other material models.

Analysis of Shelter Service Areas According to Walking Speed Using Network Analysis (네트워크 분석을 이용한 보행속도에 따른 대피소 서비스 영역 분석)

  • There are approximately 25,724 shelters to which people can be quickly evacuated for safety in case of emergency across the nation, and Seoul has about 3,870 shelters. Those nationwide shelters are located at a point within a five-minute radius for quick evacuation. Seoul's shelter capacity can hold 285% of its population. The problem is, however, that there is no knowing how many shelters are reachable within five minutes when considering walking speed according to individual differences in age, height, health state, and physical condition. In addition, available service areas become different according to the spatial allocation and distribution of shelters with possible vulnerable points. This study thus defined the pedestrian walking speed at 1m/s, 1.3m/s, and 2m/s by reviewing previous studies and conducted network analysis of the Location Allocation Model with the designated shelters and road networks in Seoul. The results identified the shelter service and vulnerable areas in each administrative district of Seoul according to walking speeds. It was analyzed that the vulnerable areas in which the elderly could not reach a shelter were more than twice as big as those of adult men and women with a fast walking speed.

Shelter location-allocation for Tsunami Using Floating Population and Genetic Algorithm (유동인구 데이터와 유전자 알고리즘을 이용한 지진해일 대피소 선정)

  • Recently, large and small earthquakes have occurred in the Korean peninsula. In this sense, Korea is no longer considered as an earthquake free zone. Especially, it is necessary to respond quickly to earthquake tsunami which may be caused by the influence of neighboring countries with large earthquakes. Since the occurrence of tsunamis can cause great casualties, it is very important to allocate the location of the shelter in case of an earthquake. Although many researches on shelter allocation have been conducted in various ways, but most of them have been analyzed based on administrative district resident data, resulting in a lack of reality. In this study, floating population data were used to reflect reality in case of emergency situations, and genetic algorithm, which produce good results among the heuristic algorithms, was used to select shelter locations. The number of evacuees was used as a objective function of genetic algorithm and the optimal solution was found through selection, crossover and mutation. As a result of the research on Busan Haeundae-Gu, selected as a research area, allocating eight shelters was the most efficient. The location of the new shelters was selected not only in residential areas but also in major tourist areas whose results can not be derived from administrative district resident data alone, and the importance of utilizing the floating population data was confirmed through this study.
