세계적으로 지진, 해일, 홍수 등의 자연 재해와 화재, 테러 등의 인위적 재해가 빈번하게 발생하고 있다. 이러한 다양하고 예측 불가능한 재해로 인해 다수의 사상자가 발생하고 있다. 재해 발생 시 빠른 시간에 재해 발생 여부를 파악하여 재해 발생 위치와 적절한 피난 경로 등의 정보를 피해자에게 제공한다면 신속히 안전한 장소로 대피가 가능하여 피해를 최소화 할 수 있다. 본 논문에서는 재해 발생 시 피난 지원을 목적으로 연구하는 긴급피난지원시스템(ERESS)을 효과적으로 지원할 수 있도록 비상 시 긴급피난지원시스템을 위한 9축 센서 기반 행동 분석 시스템을 구현하였다.

This paper predicts how mobile Internet portal services will go ahead and what contents will be needed at the portal site. Mobile Internet interface needs to be concise and compressed because of the size of terminals Thus mobile internal service wants integrated portal service We study the service strategy for mobile internet portal Service according to the product life cycle Many Korean people who have used 'wired and fixed' Internet services and mobile phones want the mobile Internet portal to provide many attractive functions and high quality of service Thus we consider the current Korean mobile Internet service as the maturity phase of its life cycle The maturity phase needs the strategy of diversifying and focusing on, thus we recommend the hub portal model for Korean mobile Internet service, In this paper, we survey contents of mobile Internet portal service as a case study. With the result of the analysis, we present the promising contents as follows: video conference service, financial service, stock trading service, traffic information service, location map service, emergency rescue service, and so on.

독거 환자의 특성상 간병인이 없는 관계로 응급 구난시 모든 일을 스스로 해결해야하는 문제점이었다. 이때 독거 환자들을 응급 구난 할 수 있는 시스템 개발이 사회적으로 필수적인데 이러한 독거환자 응급 구난 시스템은 혼자 생활하는 독서환자들이 저비용으로 쉽게 구입할 수 있고 리모콘으로 설계되어 휴대가 간편하고, 그리고 사용하기 쉽다. 또한 이리한 시스템은 간병인이 없는 독거 환자에게 사회복지 차원에서 널리 사용될 것으로 기대된다.

지금까지의 재난대책이 대응 및 복구에 초점이 맞춰져 있었다면, 앞으로는 첨단시스템을 이용해서 재해경감 체제를 갖추기 위해서 다양한 노력이 시도되고 있고 이를 위한 연구와 프로젝트가 활발히 이루어지고 있다. 본 논문에서는 긴급구조 시스템의 지능화 핵심인 분산 에이전트의 동작에 관한 방법론을 제시하고자 한다. 분산 에이전트중의 하나인 Broker를 긴급구조 시스템의 중심으로 내세워 자치적인 프로세스를 이용해 상황을 인지하고 그에 따라 최적의 신속하고 합리적인 서비스가 사용자에게 제공되도록 서비스 제공자들과 협상을 전개한다. 보다 효과적인 시스템 구현을 위하여 온톨로지를 이용한 상황인지와 협상 모델을 제시하고자 한다.

With the rapid development of urban suburbanization, a plenty of commercial operation of suburban environmental resource, the environment in suburb is more and more deteriorated. It also leads some passive effect on ecology, human, society and nature etc. At the same time, a serial of emergency rescue action has been implemented to decrease the deteriorating of suburban environment. For example, some important ecology nature reserves were built up; some compulsive protections have been put in practice for some key resource development region and gotten some good achievements. However, we still face the problem is that how to balance the contradiction between suburban environment resource development and conservation. It's necessary to introduce some western advantage management ideas, combined our actual situation, to find a way which is the most benefited to combine our country's suburb environment development and use.

본 논문에서는 전기자동차 긴급구난용 이동식 충전시스템에 절연형 양방향 DC-DC 컨버터인 DAB(Dual Active Bridge) 컨버터를 적용하여 시스템 안정성 향상과 함께 출력주파수를 높임으로서 수동소자의 용량을 줄일 수 있고 고효율성을 확보할 수 있으며, 이에 대한 유효성을 시뮬레이션 해석을 통해 검증한다.

On this paper, the actual conditions of home accidents by investigating rescue and emergency reports at fire stations in Gwangju Metropolitan city and annual report on the cause of death statistics in the National Statistical Office were analyzed, and actual conditions about home accidents in developed countries were studied. As a result, the following matters were confirmed: 1) Infants and older adults are the main victims of home accidents, especially the older adults. 2) The more older adults we have in our society, the more deaths caused by home accidents take place. 3) We must study the home accident of our society in the level of developed countries. And we must have the prevention policy about the home accidents.

본 논문에서는 응급상황이 신고되는 상황에서 수보자에게 전달되는 신고자의 주변음향신호로부터 신고자의 주변상황을 추정하기 위하여 음향의 주파수적 특성 및 변화특성의 모델링 성능이 뛰어난 Gabor 필터뱅크 기반의 특징벡터 추출 기술 및 분류 성능이 뛰어난 심화신경망을 도입한다. 제안하는 Gabor 필터뱅크 기반의 특징벡터 추출 기법은 비음성 구간 검출기를 통하여 음성/비음성을 구분한 후에 비음성 구간에서 23차의 Mel-filter bank 계수를 추출한 후에 이로부터 Gabor 필터를 이용하여 주변상황 추정을 위한 특징벡터를 추출하고, 이로부터 학습된 심화신경망을 통하여 신고자의 장소적 정보를 추정한다. 제안된 기법은 여러 가지 시나리오 환경에서 평가되었으며, 우수한 분류성능을 보였다.

본 논문에서는 응급구조의 신고 상황에서의 수보자의 보다 정확하고 신속한 대응를 위하여 수화자의 음향환경을 분석하여 주변상황에 대한 정보를 알고자 심화 신경망 기반의 음성 부재구간 검출 기법을 제안한다. 제안한 알고리즘은 음성 신호에서의 23차의 Mel-filter bank를 추출하고 이를 심화 신경망 기법을 이용하여 음성 부재구간을 검출한다. 객관적인 성능 평가를 위해 제안된 기법은 실제 응급구조 상황에서 평가되었으며, 기존의 음성검출기를 이용한 음성 부재구간 검출 성능에 비하여 향상된 성능을 보였다.

Telematics services include automatic location tracking for emergency rescue, which is available for use in case of a car accident due to falling off roadways. This paper presents a simulation study on how far a car will fall before it hits the ground, if dropped off the roadway due to an accident or a natural disaster. The greatest distance the falling car can travel is presented in this paper, on the assumption that air resistance as well as the direction and size of the acceleration due to gravity is negligible.
