Disasters in South Korea are taking on more diverse and intricate aspects than before, while being affected by the industrial development and deterioration of the cities. Therefore, it is urgently needed for success in disaster countermeasures to secure emergency communications operating system which would make it possible to share various information between the control tower and field personnel quickly and accurately. This study proposes a method of improving the national emergency communications operating system based on the Federal disaster management system, emergency communications system, and Standard Operating Procedures (SOPs) employed in the US, which is the leading country in the field of disaster management. First, the organization of the emergency communications needs to be more systematized than in the past. The organization of the emergency communications of the central and local governments have to be administered according to their different roles and objectives. Furthermore, they must cooperate with each other based on interoperability. Second, emergency communications councils need to be established, composed of representatives related to disasters, and national and regional units need to be formed and operated separately. Third, the SOPs should not only cover both the operational and technical elements, but also assign the roles and responsibilities to the members of the disaster communications system. These improvements will assure the correct functioning of the disaster communications system in the field, which is expected to increase the probability of success in disaster countermeasures.

The Vehicle Safety Communications (VSC) is one of VANET applications for preventing vehicle accidents, and it utilizes vehicle-to-vehicle communication to exchange emergency messages. To propagate such messages in VSC, several schemes based on selective flooding have been proposed. Their common idea is that an emergency message is relayed by one of vehicles receiving the message. However, the schemes do not consider the transmission errors and duplications of an emergency event. In the schemes, if there are transmission errors and a vehicle detects a hazard, there may be vehicles which fail to receive an emergency message. If k vehicles detect a hazard, k emergency messages are created and propagated. The duplications of an event increase reliability of the message delivery but decrease efficiency. In this paper, we propose an emergency message delivery scheme which is efficient and robust to transmission errors. Our proposed scheme utilizes clustering for massage aggregation and retransmissions in a cluster. It also uses an acknowledgment mechanism for reliable inter-cluster communication. Our simulation results show that the proposed scheme outperforms Least Common Neighbor Flooding which is one of the selective flooding schemes.
This study provides the structural design for commercialization of outdoor breathable waterproof jackets for men merged with solar cells to enable emergency communications, utilizing wearable devices to develop smart clothing and extend convenience in everyday life. The most popular waterproof jacket with two-layer and three-layer moisture-permeable waterproof fabric was selected, based on previous studies of functional outdoor jackets and style with affinity to fashion. Flexible solar films suitable for clothing were embedded in the lining of the sleeve area and hood visor, and printed film was developed to balance weight and design. High performance smart solar jackets have application to expanding the use of smart phones for everyday and emergency communication, and leisure and outdoor sports activities, as well as day-to-day functions as a waterproof breathable outdoor jacket for men. It is also eco-friendly. Satisfying both the aesthetic and practical, a solar cell jacket with smart features, is an innovative tool for use in a variety of outdoor activities, and a fashion-forward commercialized product.
The CBS functionality is defined for emergency alert service in cellular systems. Previously, a cooperative communication technique was proposed for more reliable CBS functionality. However, the relays for cooperative communications may fail in receiving emergency message, which may cause a critical latency. Therefore, we propose a novel cooperative communication technology in this letter, which incudes additional T-DMB functionality in relays. Analytical and empirical evaluations confirm that the proposed method is very suitable for rapid emergency alert broadcast.
The emergency alert broadcast service based on cellular communications is defined as CBS. However, the CBS just supports a limited text message, which might be unavailable to foreigners, who are unfamiliar with local characters. The CBS protocol relies on a broadcast mechanism. Such a broadcast technology exhibits that the number of outage users significantly increases under poor channel conditions. In this paper, we present a supplementary service technology for 5G CBS, which considerably enhances the accessibility of foreigners and illiterate persons, and the receiver performance. For the enhanced receiver performance, the proposed supplementary service approach effectively exploits the device-based geo-targeting capability that the 5G CBS can afford to offer.
The purposes of this study which was conducted by studying the literature on Emergency Medical Dispatch System are to provide some developmental policies of quality management, pre-arrival instructions, priority dispatch protocols, training program for the dispatchers(Emergency Medical Dispatchers or EMDs) in Korea and to promote understanding emergency medical dispatching. The conclusions from this summarized as follows; (1) It is confirmed that there has been little study on the Emergency Medical Dispatch System in Korea, because for the first time, the real Emergency Medical Services were introduced into Korea in 1994, and the importance of the Emergency Medical Dispatch System has not been realized. (2) Only some squads are using a set of dispatch protocols, others aren't. (3) In spite of trying to introduce a new set of dispatch protocols, it isn't the priority dispatch system using a complete set of dispatch protocols which has key questions, pre-arrival instructions, mode & configuration based on patient assessment. (4) The EMS is unable to promote the service capacity by using quality management, because there is no medical control on the emergency medical dispatching and the EMDs. (5) There are no medical directors in the communications center who are in charge of the medical control to detect problems derived from the EMS and to solve them. (6) There are no systematic training program for the EMDs who are taking charge of dispatching. (7) Having a deep relation to the elements of the EMS, the emergency medical dispatching is subject to restriction of those elements.
In this paper, we propose a privacy-preserving emergency call scheme, called PEC, enabling patients in life-threatening emergencies to fast and accurately transmit emergency data to the nearby helpers via mobile healthcare social networks (MHSNs). Once an emergency happens, the personal digital assistant (PDA) of the patient runs the PEC to collect the emergency data including emergency location, patient health record, as well as patient physiological condition. The PEC then generates an emergency call with the emergency data inside and epidemically disseminates it to every user in the patient's neighborhood. If a physician happens to be nearby, the PEC ensures the time used to notify the physician of the emergency is the shortest. We show via theoretical analysis that the PEC is able to provide fine-grained access control on the emergency data, where the access policy is set by patients themselves. Moreover, the PEC can withstandmultiple types of attacks, such as identity theft attack, forgery attack, and collusion attack. We also devise an effective revocation mechanism to make the revocable PEC (rPEC) resistant to inside attacks. In addition, we demonstrate via simulation that the PEC can significantly reduce the response time of emergency care in MHSNs.
In this paper, we have analyzed algorithm about physical layer, data link layer and MAC layer of out-of-band specified in the DVS 178 and designed architecture of Out-of-band processor. Out-of-band processor extracts session key information from EMM packet to descramble MPEG-2 TS packet scrambled. Also, analyze EAS Packet including emergency alert information to provide emergency communications such as national emergency. In this paper, we have implemented prototype board for out-of-band processor.
This paper introduces our research results of SDN/SON-based emergeny communications system for nuclear power plant under extreme natural diaster like Fukusima nuclear power plant incident. In such a extreme situation, nuclear power plant operational staffs which do not have technical knowledge of network provisioning and operations have to deploy the emergency network. Thus our proposed system provides capabilities to provision an emergency network autonomically and enable voice and data services. It also describes our PoC system developed based on the proposed core technology and architecture with the results of system verification testing.
