An Emergency Alert Message Broadcasting System using Null-Packet on Digital TV Broadcasting

  • In digital TV broadcasting, such as terrestrial, cable, satellite, and IPTV, the head-end of digital TV broadcasting has a more complicated transmission structure than that of analog TV broadcasting. Furthermore, digital TV broadcasting has a feature that supports multiplex models, such as Multiple Program Transport Stream (MPTS). Therefore, the purpose of our work was to design and examine a more efficient new system of emergency alert message transmission to support the digital TV broadcasting environments. Digital TV broadcasting is the IP generation or RF transmission of 8-VSB, QAM, and QPSK modulated through a multiplexer or re-multiplexer multiplexed stream as a MPEG-2 Transport Stream after content encoding. The new system proposed in this paper transmits an emergency alert message without scrambling after replacing the PID and payload of the -packet with the message prototype in the TS stream from the multiplexer. If we need to transmit an emergency alert message under digital TV broadcasting services, then the receiver first checks the PID of each packet in the TS stream for the emergency alert message. Next, if a packet is determined to be an emergency alert message, then the set-top box displays the message on the TV screen using its function of On Screen Display, or the PC based software displays the message on the monitor screen using its function of overlay with user interface if the packet is found to be an emergency alert message. We have designed an emergency alert message protocol and a system model. By experiments and analysis of the system, we concluded that the system achieved efficiency and the ability to send and receive emergency alert messages using the system under different digital TV broadcasting service environments.

A Study on the Necessity of an Addressable Emergency Broadcasting System to Improve Evacuation Performance (피난성능향상을 위한 주소형 비상방송시스템의 필요성에 관한 연구)

  • This thesis is based on the study of necessity of an addressable emergency broadcasting system to improve evacuation performance in order to minimize human casualty by avoiding the initial evacuation after fires such as the multi-unit dwelling fire in Euijeongbu in 2015. To minimize the damage from fire generated in a complex internal structure such as modern buildings, introduction of adaptable emergency broadcasting system, could increase the efficiency of evacuation by preventing of initial mistaken evacuation directions by alerting the accurate location of fire to the occupants, is needed. As such, this study designed and fabricated the addressable emergency broadcasting system using the existing addressable system. Its performance was compared with a conventional emergency broadcasting system to confirm the necessity of the addressable emergency broadcasting system to improve evacuation performance. The test result showed that the addressable emergency broadcasting system decreased the evacuation time by up to 30.3% in a small-scale model evacuation performance experiment, up to 54.6% in a hallway evacuation performance experiment compared to the conventional emergency broadcasting system.

Design of an Emergency Wake-up Alert System Utilizing Digital Television Guard Band

  • In this paper, we propose an emergency wake-up alert system (EWAS) for providing accurate and rapid emergency information. The proposed system can provide an emergency wake-up alert service without an additional frequency allotment by utilizing the guard band of the Advanced Television Systems Committee (ATSC) Terrestrial Digital Television (DTV) system. The design target of the proposed system is to match the indoor reception coverage of EWAS with the outdoor reception coverage of the ATSC DTV system. To achieve this, the proposed system should be about 35.65 dB more robust than the ATSC DTV system. The simulation results show that the proposed system offers an emergency wake-up alert service supporting a data rate of up to 23 bps.

  • In this paper, a fast and reliable emergency broadcasting system for Advanced Television System Committee (ATSC) Mobile DTV is proposed. The proposed protocol is based on the Emergency Alert Message (EAM) standard currently used for cable TV emergency broadcasting in the United States. The protocol is implemented and evaluated to enable fast emergency information propagation. ATSC Mobile DTV enables digital mobile broadcasting without affecting the existing ATSC legacy digital TV system. Since ATSC Mobile DTV devices are mobile and self-powered, they can effectively propagate emergency information. The proposed emergency broadcasting protocol can be applied in all countries adopting the ATSC standard.

  • For mobile emergency broadcast service, first of all, we shall understand transmission characteristics of each mobile broadcast system which might be appled for it and then analyse of the related disaster (emergency) standards based on emergency characteristic own. In this paper, we propose a CAP-based emergency alert broadcasting system for ATSC Mobile DTV system which has been accepted for the mobile broadcasting system in USA. Since there is no standard for emergency broadcasting using ATSC mobile DTV until now, we analyze common alert protocol in USA and then we proposed Emergency Alert Protocol for ATSC Mobile DTV based on it. And we have designed and implemented our proposed system to verify the effectiveness of it. As a result we show the possibility of emergency alert broadcasting for ATSC Mobile DTV.

  • In severe disaster situations, Emergency alert provide information for people to survive. However, the only device that can receive the Cell Broadcasting Service (CBS) of the Korean Public Alert System (KPAS), the Public Warning System (PWS), is Smart Phone and Receiving the disaster information is very limited. Therefore, this paper proposes a solution to the problem. First, we discover problems through the analysis of KPAS, and second, we propose Smart Watch and Navigation as devices to receive Emergency alert. The devices can receive disaster information through Bluetooth communication from Smart Phone and provide content such as disaster-related images and videos. Based on the proposed items, the application was developed, and as a result of the test, Smart Phone provided more disaster information like images and videos than current emergency alert, and the method of notification of emergency alert was varied. And Smart Watch and Navigation received disaster information successfully through Smart Phone, which also provided various disaster information like images and videos. The developed application has expanded functionally than the existing emergency alert and can benefit many people in emergency situations.

  • In this study, an architectural acoustics simulation was conducted to examine the clear and uniform transmission of emergency broadcasting sound in a T junction corridor space. The sound absorption performance of the corridor space and the location and spacing of the loudspeaker for emergency broadcasting were varied. The distribution of the sound pressure level and the distribution of sound transmission indices (STI, RASTI) were compared. The simulation showed that the loudspeaker for emergency broadcasting should be installed approximately 10 m from the center of the T junction corridor connection for clear voice transmission. Narrowing the 25 m installation interval of the NFSC shows that an even clearer and sufficient volume of emergency broadcast sound can be delivered evenly.

  • In this paper, we propose a system for an emergency alert broadcasting service that broadcast residents prompt alarms immediately after the disaster occurs in the private sector. The proposed system consists of a contents streamer, n contents distributor, and m television controller under the assumption that the public broadcasting system and the local area network have been already installed. Also, the goal of the system is to forcibly broadcast disaster information to the residents by streaming contents for alerts on their TV. The proposed system in this paper can be utilized in sharing of emergency information in the area as quickly as possible and various information of the area.

  • Tunnels and subterranean roads, which are representative evacuation facilities for national or regional disasters, have radio relay broadcasting facilities for legal reasons and convenience reasons. However, this system is limited to radio broadcasting and it is impossible to effectively communicate disaster or emergency situations that occur locally due to broadcasting of national broadcasting without DMB broadcasting. In order to improve this, we construct a remote disaster broadcasting system at each regional disaster station and implement a system to transmit it to each tunnel using internet or LTE network. The system in the tunnel transmits the emergency broadcasting signal through the existing relay equipment through the modulator which decodes the SMS, the media file, the real time broadcasting or the image received by the digital signal and converts it into FM and DMB frequency. The method proposed and implemented in this study can be used to provide efficient information and remote field control in case of emergency in tunnel and underground roadway.

IoT notification system for marine emergencies

  • Minimization of human casualties in disaster situations is of paramount importance. In particular, if a marine disaster occurs, it can be directly connected to human casualties, so prompt action is needed. In the event of a marine disaster, the route and location of movement should be identified and life tubes should be used to float on the water. This paper designs and proposes an emergency IoT notification system that can quickly rescue drowning people. The maritime emergency IoT notification system consists of four main types. First, an emergency IoT device that detects the expansion of the life tube and delivers location and situation information to the emergency IoT notification server. Second, an emergency IoT web server that manages emergency information and provides notification. Third, a database server that stores and manages emergency IoT notification information. And finally, an emergency notification app that can receive and respond to emergency notification information. The emergency IoT device consists of a TPMS(Tube Pressure Monitoring System) device that checks the pressure value of the TPMS in real time and sends it to the IoT device, and an IoT device that sends the rescuer's voice information and emergency information to the emergency IoT server. Emergency information is delivered using the MQTT(Message Queuing Telemetry Transport) protocol, and voice information is delivered to the IoT server as HTTP FormData.
