본 논문에서는 응급 환자가 발생하여 가까운 병원이나 대형 병원에 도착하기 전에 환자의 정보를 이용하여 응급처치가 가능하도록 한다. 그리고 응급 의료 기관에서는 환자 진료 준비를 사전에 갖출 수 있도록 하여 응급 환자 진료의 효율성을 높였다. 우리가 흔히 연락을 쉽게 할 수 있는 119번호를 이용하여 다양한 복합 응급 신고를 접수하고 있고, 유관기관과 통합적 대응 체계를 구축하는 효율적 응급의료서비스 새로운 전략을 제시하고자 한다.

Today, Korean Disaster Control System has better change the existed it for substantial prevention and the emergency control system. And it requires the new National Wide Disaster Control System through building up the cooperation system with related posts which are scattered over the National Administration and one-way management for disaster affairs by them. Therefore 119 that might have a lot of technical knowhow should be a center of disaster affairs which will be able to take all rescue, relief(first aid), fire fighting, and preventive affairs. Then it could be a service organization of citizen. Consequently, it will strengthen National Disaster Control ability and it could be a National Wide Disaster Organization which is ready for prevention, preparation, confrontation of all kinds of disasters with absolute reliance by the citizen.

Herein, we report a case of emergency cesarean section after severe maternal drug intoxication in late pregnancy. At a 38-week-gestation, a 32-year-old woman with a 10-year history of bipolar disorder took olanzapine (200 mg), diazepam (20 mg), and zolpidem (200 mg) as part of a suicidal attempt. Given her unconscious state and the evident concern regarding the toxic effects of the drugs on the fetus, a cesarean section was performed immediately. The patient gave birth to a male baby with Apgar scores of 5 at 1 and 8 at 5 minutes. The baby showed dyspnea and decreased activity directly after birth. After supportive care, the condition of both mother and baby improved and both were discharged.

비상위치송신기(ELT)는 무수한 조난시의 응급구조에 큰 역할을 해왔다. 비행사, 항해사 그리고 지상 사용자들은 세상 어디에서든지 비상시에 조난신호를 위성에 송신이 가능한 장치를 갖추고 있는 것이다. 이 논문에서는 비상위치송신기의 본체를 낙하충격에 대하여 MSC/Dytran을 이용하여 해석하였다. 그리고 그 결과를 Karas' Example 이론 결과에 비교하였다. 또한, 추락생존성 시험에 대해 MSC/Nastran을 이용해 해석하였다. 비상위치송신기의 충격조건하에 과도응답해석을 하였다.

Retention of CPR knowledge was assessed in a group of 86 police officers who participated in first aid and emergency rescue program on February, 2001 and 3 months later. Police officers were taken written test about CPR knowledge by American Heart Association Guidelines 2000 and competence level. Data were analyzed by Frequency, Percentage, Mean, paired t-test using SPSS program. The results for this study were as follows ; 1. In the post-test, the highest question was a rechecking time of circulation sign(98.8%), the lowest was a check for signs of circulation(17.4%), in 3months later, the highest question was a chest compression(94.2%), the lowest was a check for signs of circulation(1.2%), and a retention of CPR knowledge was a 71.7%. In 3months later, knowledge level was decreased compared to that of post-test(t=-9.09, p=.000). 2. In 3months later, the competence level was decreased compared to that of post-test(t=3.09, p=.003).

Purpose: This protocol aims to improve the simplicity of the existing two-person cardiopulmonary resuscitation (CPR) by focusing on chest compressions and artificial respiration, and classifying the roles within the scope that can be observed. Methods: In this study, the protocol was developed by forming an expert group consisting of a professor from the emergency and rescue department, a professor from the nursing department, and a first aid officer from the fire department. In addition, if the number of panels is 15 and the derived content validity ratio (CVR) value exceeds 0.49, a reference point that satisfies content validity at 95% reliability is presented. Results: All 11 performance items exceeded the CVR value of 0.49 to meet the reference point, and the CVR range of this protocol is 0.625 to 1.000. Conclusion: In order to improve the quality of three-person CPR, verification of simulation models and continuous protocol revision should be conducted by individuals specializing in various fields.

Wild birds rescued for various reasons are injured and admitted to a wild animal rescue center. With the case of collision with cars, buildings and wires on a power pole, most wild birds are severely traumatized or get fractured, which need intensive veterinary treatment. In general, inhalation anesthesia to wild birds is the best choice for the medical and surgical procedure, and intubation is recommended for the stable anesthesia. Although the certain size of an endotracheal tube can be chosen depending on the size and morphology of the bird, there are a few standardized guidelines. Therefore, the optimal endotracheal size of the rescued 162 individual birds of 41 species for four years from March 2014 to December 2017 was investigated and sorted empirically, suggesting possibly the appropriate endotracheal sizes for diverse avian species. It may provide practical information data for wildlife veterinarians to select the size of an endotracheal tube according to the size of the domestic wild bird species, especially during surgery in the emergency cases.

소방 방재청에서 실시하여 온 시범사업 및 확장 1차 사업을 통하여 구축된 시스템은 국산화율이 매우 낮은 상황으로서 시스템제조업자의 제조 중단 등이 발생할 경우 통합망의 유지관리에 상당한 지장을 초래하게 된다. 이 문제를 방지하기 위해서는 단말기는 물론이고 중앙시스템에 대한 주요 부품의 국산화가 요구된다. 즉 통합네트워크 시스템의 기술종속 방지 및 국산화 대책 마련이 필요한 상태이다. 본고는 기술종속 및 독점 요소 분석을 통한 국산화방안에 대한 정책방향을 제시한다.

COSPAS-SARSAT 탐색구조 시스템을 이용하여 조난을 당한 비행기, 선박 혹은 개인은 구조 기관에 구조신호를 송신함으로써 구조를 받을 수 있다. 특히 이러한 시스템이 전시에 사용될 경우, 조난신호의 노출은 조난자의 위험과 지원 자원의 낭비를 초래할 수 있다. 본 논문에서는 COSPAS-SARSAT을 탐색구조 신호를 보호하기 위한 개선된 방안을 제안한다. 또한 갈릴레오 시스템의 탐색구조 회신링크를 이용하여 조난자와 구조 기관간의 안정된 보안 체계를 유지할 수 있는 프로토콜을 제안한다.

COsmicheskaya Sisteyama Poiska Avariynich Sudov Search and Rescue Satellite-Aided Tracking (COSPAS-SARSAT) is an international communication support program to perform search and rescue (SAR) operations in emergency situations by using satellite signals relayed from a beacon. The legacy COSPAS-SARSAT was originally composed of low altitude and geostationary Earth orbit satellites; thus, a limited number of directional dish antennas was sufficient to cover the limited number of visible satellites at the local user terminal. However, the second generation COSPAS-SARSAT newly added the medium Earth orbit satellites, e.g., Global Navigation Satellite Systems (GNSS) to the existing system, so that the number of visible satellites increase dramatically, and the system upgrade to cover all the visible satellites is foreseen. The additional use of planned Korea Positioning System (KPS) to existing GNSS is envisaged to provide a better performance of their SAR service. This paper presents the benefits of the additional use of KPS together with the phased array antennas at the local user terminal of the COSPAS-SARSAT. This is to effectively response to the increase of the number of visible satellites. Numerical simulation is included to evaluate the performance improvement of COSPAS-SARSAT in terms of the number of visible satellites, geometry between satellites and user, and position estimation accuracy.
