Availability, awareness and use of electronic resources provide access to authoritative, reliable, accurate and timely access to information. The use of electronic information resources (EIRs) can enable innovation in teaching and increase timeliness in research of postgraduate students which will eventual result into encouragement of the expected research-led enquiry in this digital age. The study adopted a descriptive survey design. Samples of 300 of postgraduate students within seven out 13 Faculties were randomly selected. Data were collected using questionnaire designed to elicit response from respondents and data were analyzed using descriptive statistics methods percentages, mean, and standard deviation. Results indicated that internet was ranked most available and used in the university. Low level of usage of electronic resources, in particular, full texts data bases is linked to a number of constraints: Interrupted power supply was ranked highest among other factors as speed and capacity of computers, retrieval of records with high recall and low precision, retrieving records relevant to information need, lack of knowledge of search techniques to retrieve information effectively, non possession of requisite IT skills and problems accessing the internet. The study recommended that usage of electronic resources be made compulsory, intensifying awareness campaigns concerning the availability, training on use of electronic resources and the problem of power outage be addressed.
KINITI implemented a claim system with EDI. This paper presents the way in which electronic data interchange(EDI) can be used to assist in the management of claim information and describes the definition, structures, benefits, problems of EDI and future enhancement.
This paper is concerned with the problem in predicting the reliability of an LCD product, Product reliability calculation methods classify accelerated life test (ALT) and using the reliability standard as MIL-HDBK-217F and Telcordia SR-332. The reliability standard can calculate estimating value more quickly than accelerated life test. The system MTBF was calculated in accordance of Telcordia SR-332 standard which includes directions of part electronic measurement, temperature rise and environmental test data. This research is intended to obtain the useful information for each electric design step to save time and cost.
An optical receiver using a CMOS-compatible avalanche photodetector (CMOS-APD) is demonstrated. The CMOS-APD is fabricated with $0.18{\mu}m$ standard CMOS technology and the optical receiver is implemented by using the CMOS-APD and a transimpedance amplifier on a board. The optical receiver can detect 6.25-Gb/s data with the help of the series inductive peaking effect.

With the increasing popularity of renewable generation systems and the advancement of power electronics, DC distribution systems have recently received considerable research attention. DC distribution has numerous advantages, including reliability, power quality, and efficiency. Owing to these advantages, DC distribution has been applied to data centers and power quality-sensitive electronic load conditions. Because grounding electrodes in DC are much more susceptible to corrosion than in AC, the IT system defined in IEC Standard 60364 may be a good candidate for an earthing method for DC distribution systems. In addition, IEC Standard 61557 specifies the requirements for insulation monitoring devices (IMD) for protection of the IT system, which continuously monitors the insulation resistances between the power lines and the earth. This paper discusses the development and evaluation of IMD to promote the reliability of distribution systems and increase safety of humans and facilities.

The study was meant to examine electronic theses and dissertations' development in Nigerian federal university libraries. The study adopted descriptive survey research design. The study population comprised forty-eight institutional repository librarians in eighteen Nigerian federal university libraries. The sample consisted of forty three librarians. A questionnaire was used for data collection. The data collected were analyzed with mean and standard deviation. Findings reveal that the policies available for developing electronic theses and dissertations (ETDs) in the libraries require submission of electronic copies of theses and dissertations by students, participation of digital/IR librarians in ETD development and provision of free access to ETDs; the libraries comply with standards of Open Archives Initiative Protocol for Metadata Harvesting and Search/Retrieval via URL using DSpace for building ETDs and taking advantage of such available ICT facilities as computers, scanners, CD-ROM, LAN, internet connectivity and printer. The libraries achieve ETD through digitisation, mandating submission of electronic versions of TDs by students and creation of IR. However, the process is hindered by technological obsolescence, financial problems, absence of clearly-defined ETD development policy, required ICT facilities and trained staff, copyright, irregular power supply and unstable internet connectivity. This study represents a fresh empirical investigation into electronic theses and dissertations' development in federal university libraries in Nigeria.

It is needed to search the electronic commerce standardization and to analysis its policies to meet the international situations strategically and forecast the technology surroundings for electronic commerce. This study aims at searching the current state of electronic commerce standardization and analyzing policies on electronic commerce by the driving subject, that is, government and private organization, major countries, and standard classifications of electronic commerce technologies such as e-documents, e-catalog, e-payment, and e-process. The government and private organizations get information for the current state and policies for standardization on electronic commerce and put them practical use to make policies and strategy applications.

This paper proposes a protocol integration system with multi-threading method for the ship electronic devices to solve problems with the compatibility. The proposed protocol integration system receives the different signals from each of the ships' devices through the RS-232 serial communication port and then divides the input signal into the field data. The required field data for standard signal composition are extracted from among these signal and these are combined in accordance with standard signal format. Thereafter, the protocol integration system transmits the processed standard signal to the auto pilot system through a single port.

HL7 is well-Known standard protocol for text data generated in hospital information systems. Vital sign information web viewer systems is also the standard protocol for medical image and transfer. In order to embrace new technologies as telemedicine service, it is important to develope the standard protocol between different systems in the hospital, as well as the communication with external hospital systems. In this paper, we proposed integration method between vital sign web viewr systems and hospital information systems. Through the proper data exchange and modification of information management, HIS will offer better work flow to all hospital employee.
