  • Civilian aircraft industry, even if the superior performance of the product in order to ensure the safety of aircraft navigation safety requirements necessary for compliance does not receive a legally recognized can not be used in aircraft characteristics. These are applied in a variety of safety in avionics for navigation of civil aircraft certification standards for the technology is implemented. KTSO-C113 aircraft for the purpose of electronic display technology to authenticate standard contains minimum performance standards. Standard design and manufacturing technology for type approval means approval by mounting the aircraft in order to use a separate approval is required. Through this paper, multi-display technology standards for aircraft type certification approval system and demonstrate compliance with the requirements for the certification practices introduced are presented.

  • As the unlimited natural source of a country, radio waves are widely being used in the daily life toward knowledge based information society. Therefore it is necessary to provide a long term policy of radio waves management policies based on market situation to cope with rapidly changing wireless technology and effective use of radio resources. Literary survey and analysis were accomplished for the rules and regulations in the radio station approval system and post-approval policies for mobile communication service. In conclusion, this study propose an blanket radio approval policy as well as self declaration of conformity(SDoC) of radio waves technical regulation and advanced radio inspection procedure. This study has significance in providing reference for introducing deregulation policy in the radio communication imdustry.

Task Characteristics and Utilization of Electronic Approval System : Media Richness Theory Perspective (업무특성과 전자결재시스템 활용간의 관계에 대한 탐색적 연구:매체 풍부성 이론 관점)

  • With the rapidly changing external environment and the increasing internal process complexity more and more organizations are adopting the Electronic Approval System(EAS) for their competitiveness. This paper defines EAS as a core organizational communication medium investigates factors which influence EAS's use from a media rich-ness theory and shows sutiable EAS functions for equivocality resolution and uncertainty reduction. Results from the five EAS implementation sites show that most organizations use EAS only for tasks with low equivocality and low uncertainty. Additional functionalities such as video conferencing and database access were suggested for fu-ture EAS system to enhance their utilization for more cirtical and unstructed tasks.

  • In this paper, we research into an effective operation environment of digital textbook according to the adaption of an electronic textbook and analyze the approval program and the authorization program of the paper textbook for the efficient utility of a digital textbook. We propose various criterions and methods of the approval and authorization program. Finally, we show the whole process of the proposed approval and authorization program. We hope that our study apply to the standard approval and authorization program of the Ministry of Education.

  • According to the very rapid technological change and market mega-trends, the ITU(International Telecommunication Union) is now under Reform. In line with whole ITU reform, ITU-T (ITU- Telecommunications Standardization Sector) as global standards development organization has setup the two major environment such as ITU-T resolutions and new standards approval process for new study period 2001-2904 in the WTSA-2900. In this paper, we analyze on detailed EDH(Electronic Document Handling) activities, EDH related resolution and Methods as strategic tools within the ITU-T and its application to the New approval process which is described in ITU-T Recommendation A.8(AAP). Finally, we discuss future ITU-T EDH policy and suggest direction of Korean EDH policy.

Comparison of the Expedited Programs for Innovative Drug Development and Approval among United States, European Union, and Republic of Korea (한국, 미국, 유럽의 혁신적 의약품 개발 및 허가제도 비교 연구)

  • Background: The Food and Drug Administration (FDA), the European Medicines Agency (EMA), and the Ministry of Food and Drug Safety (MFDS) have been implementing the expedited programs that promote the innovative approval of new medications to be used for serious diseases. The authors comprehensively investigated, analyzed, and compared the regulations and guidelines associated with the expedited programs. Methods: The expedited programs for innovative drug development and approval were searched from the homepages of FDA, EMA and MFDS. The detailed information on the regulations and guidelines associated with the programs was comprehensively extracted from various electronic repositories of each regulatory authority. The information on each program was analyzed, categorized, and compared from the points of benefits, applicability with scientific rationale, application procedure, and maintenance. Results: FDA's programs include Fast Track Designation, Breakthrough Therapy Designation, Priority Review Designation, and Accelerated Approval. EMA's regulation implements PRIority MEdicines (PRIME), Accelerated Assessment, Marketing Authorization under Exceptional Circumstances (MAEC), and Conditional Marketing Authorization (CMA). MFDS has a single Expedited Program. These programs are broadly categorized into those that 1) facilitate early and proactive communication with regulatory authorities, 2) shorten the review time after submitting a marketing application, and 3) temporarily approve a marketing authorization under certain conditions. Conclusion: Each expedited program requires a different level and amount of safety and efficacy evidence to be submitted to each regulatory authority. This article will likely provide the comprehensive information on which program provides scientific and regulatory advantages to be taken for innovative medication development.

A Study on Sensitive Information Filtering Requirements for Supporting Original Information Disclosure (원문정보공개 지원을 위한 민감정보 필터링 요건에 관한 연구)

  • Approximately 10 million electronic approval documents have been released online since the commencement of the original information disclosure service. However, it is practically impossible to carry out an original information disclosure service by confirming a large amount of electronic approval documents to all persons in charge of information disclosure. Recently, some public organizations have been using private information filtering tools to filter personal information at the stage of document production, but the management of different sensitive information has not been managed using solutions. In this study, we set up the advanced direction of the filtering tool by analyzing the filtering tool in use to support the original information disclosure, and redesigned the text of the approval document and the original information disclosure process with the use of the filtering tool.

Drift Test Method of Meteorological Instrument for Type Approval (형식승인을 위한 측기의 드리프트 검사 방법)

  • Instrument drift is caused by the passage of time, environmental changes, normal wear and tear, debris buildup, sudden shock, vibrations, electromagnetic fields, and improper use. Since it is inappropriate to directly determine the change of the output value as drift during the limited test period, a new algorithm that reflects both zero drift and span drift by giving changes over time to the calibration method of the instrument was proposed. The temperature drift was calculated to be 0.49% for about 60 minutes at 1-minute intervals in the nine-step constant temperature environment through the warming and cooling process.

  • The marine electronic system for safe navigation such as ECDIS has been contributing to increase the safety of navigation, decreasing the mariner's load of navigation. The ECDIS should be developed and approved by international standard of IMO for performance standard and IEC for type-approval method and required results. However, these standards have some ambiguities for us not to directly adopt them for real approval system, so we should analyze them for more clear meaning and prepare our own detail standard for type-approval system. The first thing to do for the goal of this research was to analyze the standard in detail and make ambiguity be cleared in our own standards, considering each test item in view of test methodology. For the result of analysis we could develop more evident and detail type-approval standard for each test item with test technology needed. Especially, we developed the colour differentiation test process of ECDIS monitor, which include the colour differentiation formula derived from CIE colour scheme. Several test items require sensor informations of navigation equipment compatible with IEC 61162. We also developed the signal simulator for general messages of IEC 61162 that must be provided. Additionally, the type-approval processes and standards for Back-up arrangement and RCDS mode were developed.
