Calculation of Avoided Generation Cost of a IPP Based on Generation Expansion Plan of Korea (전원개발계획에 기초한 민자발전소의 회피발전비용 계산에 관한 연구)

  • Electric business all over the world is dramatically changed from vertically integrated monopoly to competition systems. Also, independent power producers(IPPs) will start their commercial operation from the year 2001 in Korea. In this regard, determination of the transaction cost between IPPs and electric utilities will be a hot issue, and electric utilities requires a new framework to support their decision-making. This paper presents the concept of the avoided cost which can be used for economic studies. This paper also describes a novel algorithm to evaluate the avoided cost of a IPP. The case studies are performed on the basis of the official generation expansion plan of Korea by using the Wien Automatic System Planning Package(WASP).

  • The production of electricity and the pattern of consumption in competitive electricity market are changing. The price of electric power in spot market will be varied by the economic electricity availability of generation utilities and electricity consumers. DSM(demand-side management) is a method which provides simultaneously economics to utilities and consumers as main participants in electricity market. In this paper, it is argued that the effect of DSM in competitive electricity market for consumers, generation utilities, and transmission utilities.

  • The purpose of this study is an economic analysis of power plant utilities by comparing electricity generating cost including environmental costs. Considering the enormous role of electricity in the national economy, it is very important to study the effect of environmental regulation on the electricity sector. Because power utilities need for large investment during construction, operation and maintenance, and also require much construction lead time. Economic analysis is the important process in the electric system expansion planning. This paper compares the costs of electricity generation including environmental costs between a coal-fired power plant and an LNG combined cycle power plants. With the simulation, this study surveys the sensitivity of fuel prices, interest rate and carbon tax. In each case, this sensitivity can help to decide which utility is economically better in environmental regulation circumstance.

  • The Institute of Electrical Engineers of Japan (JIEE) was founded far back in 1888, in the very dawn period of the electric power utilities, For the past 93 years since its establishment, the JIEE has been contributing much, in the same manner as you, towared technological progress and industrial growth in many fields of electrical engineering in Japan. Now, I am very happy to say that it will certainly be a matter of great significance for the Institute of Electrical Engineers in both countries to exert their cooperative efforts for establishment of new technologies towared the future. Today I would like to introuduce you the current status fo electrical power engineering in the Japanese electric utilities and to refer to the future R and D tasks coping with the severe energy situation.

  • In today's competitive power market, electric power utilities have strived to provide energy at an acceptable level of quality due to increased expectations from customers. For this reason, electric power utilities have invested in electric equipment and new techniques. That is the Distribution Automation System (DAS). A merit of DAS is the ability to reduce outage time because of fast service restoration. However, DAS is usually installed in outdoor environments. Therefore, their efficiency is affected by the external conditions. Lightning creates varying degrees of physical stress on DAS. This paper focuses on the reliability of DAS for lightning. Four application studies were performed to compare the reliability indices.

  • In the present research, the exclusive analysis system based on the CFD method were suggested to predict the fire-suppression performance of water mist fire-suppression equipments for design applications. The computing scope is ranged from starting pump to fire-suppression equipments, composed of three parts that calculation of flow rate and pressure distribution at each nozzle, examining of spray performance and predicting of fire-suppression performance in the fire space. Application were done to the fire-suppression system for electric power generation plants. The results were analyzed by comparison between numerical results and initial design conditions in terms of thermal and fluid mechanics.

  • Incorrect information on public sites can cause serious problem. One of relevant countermeasures against this problem is to detect of buried underground utilities in real time. Although there have been several method to detect of buried underground utilities, such as investigating of gravity and elastic wave and electric field, they have not been so efficient tools. Because it is too expensive and difficult to use. In this paper, magnetic sensors which could provide an easier and more efficient method are used to detect of buried underground utilities. Also fluxgate method of self detection are used. Input signal is used $1\~10kHz$ frequency. Filtering and signal processing of output signal are used labview software. After experiment, detection system of buried underground utilities which used magnetic shows possibility of precise detecting of laying object based on theorectical analysis for electromagnetic field.

  • The purpose of this study is to make an economic analysis of power plant utilities by examining electricity generating costs with environmental consideration. Economic growth has caused pollutant emission, and subsequent environmental pollution has been identified as a very real limit to sustainable development. Considering the enormous role of electricity in the national economy, it is thus very important to study the effect of environmental regulations on the electricity sector. Because power utilities need large investments during construction, operation and maintenance, and also require much construction lead time. Economic analysis is the very important process in the electric system expansion planning. In this study, the levelized generation cost method is used in comparing economic analysis of power plant utilities. Among the pollutants discharged of the electricity sector, this study principally deals with the control activities related only to $CO_2$, and $NO_2$, since the control cost of $SO_2$, and TSP (Total Suspended Particulates) is already included in the construction cost of utilities. The cost of electricity generation in a coal-fired power plant is compared with one in an LNG combined cycle power plant. Moreover this study surveys the sensitivity of fuel price, interest rate and carbon tax. In each case, this sensitivity can help to decide which utility is economically justified in the circumstance of environmental regulations.

  • The continuous growth of electric vehicles has caused electric power shortages in conventional utilities owing to the charging of electric-vehicle batteries. In order to increase the capacity of these utilities, photovoltaic systems may be an appropriate solution because of their benefits. However, a large amount of loss is generated in a conventional charging structure using photovoltaic sources owing to the many power conversion processes. This paper describes a simple integrated battery charger that utilizes a PV generation system. Moreover, the system control algorithm is deduced by analyzing the operation modes in order to control the proposed integrated system. The proposed system and algorithm are verified by a 3.3-kW prototype, resulting in an increase in the efficiency of approximately 7% to 15% compared with the conventional system. And, to examine the feasibility of the proposed system, the simulation for multi-charger with various conditions are progressed.

A Method to Calculate Charge for Reactive Power Service under Competition of Electric Power Utilities

  • As electric power systems have been moving from vertically integrated utilities to a deregulated environment, the charging of reactive power management is a new challenging them for market operators. This paper proposes a new methodology to compute the costs of providing reactive power management service in a competitive electrical power market. The proposed formulation, which is basically different from those shown in the literature, consists of two parts. One is to recover investment capital costs of reactive power supporting equipment based on a reactive power flow tracing algorithm. The other is to recover operational costs based on variable spot prices using the optimal power flow algorithm. The charging shapes resulted from the proposed approach exhibit a quite good meaning viewed from a practical sense. It turns out that reactive power charged are mostly due to recovery of capital costs and slightly due to recovery of operational costs. The methods can be useful in providing additional insight into power system operation and can be used to determined tariffs of a reactive power management service.
