In this study, we estimate the labor demand function of environmental industry with environmental industry survey of Ministry of Environment. To do this, we apply the panel estimation technique. We follow the widely accepted estimation methods: panel generalized least square, panel generalized least square with heteroskedasticity/auto-correlation, random effect model and random effect model with auto-correlation. On the average, each industry is estimated at the elasticity of sales on labor demand from 0.193 to 0.259. It means that the increase of sales by 214billion won can create around $1,600{\sim}2,300$ jobs, and this is merely a direct effect. So when we consider the whole effect of labor demand increase including indirect derived job creation, the labor demand increase will be higher than this. So it is desirable for the government to support the development of environmental industry for sustainable development.

This paper proposes Direct Load Control(DLC) operation scheme using a bidding system and the methodology to value proper quantity decided by the DLC program, which is a kind of resources for stabilization of electricity market price during peak times by managing consumer electricity demand. Since DLC program in Korea is based on the contract with the customers participating in this program, it is difficult to anticipate voluntary participation. That is, incentive for participants in DLC program is insufficient. To cope with this point, it is necessary to develop a new market mechanism and market compatible operation scheme for DLC programs. DLC market mechanism is deemed to be equipped with iterative bidding system, independent operation from energy market, and interactive with bidding information on energy market. With this market mechanism, it is important to find the optimal operation point of DLC allowing for the factors of stabilizing the electricity market price and compensating DLC implementation. This paper focuses on the mathematical approaches for the bid-based DLC operation scheme and examines several scenarios for the following technical justifications: 1) stabilization of electricity market price during peak times, 2) elasticity of demand.
This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.
This paper investigates the characteristics of Korean international tourism demand for selected 13 destination countries by estimating income and travel price elasticities using quarterly data from 1990:1 to 2006:2. Major findings of this paper could be summarized as follows. First, long-run equilibrium relationships between Korean international tourism demand for 13 destination countries, real income and travel price variables are confirmed. Second, the estimated income elasticities of Korean tourism demand for 13 destination countries are all elastic; especially, those for Australia, Philippine, Thailand and China are very elastic. And their estimated values vary with destination countries, which implies the income effects for 13 destination countries are all different; however there is no evidence that the income effects could be characterized by traveling distances. Third, the estimated travel price elasticities of Korean tourism demand for 13 destination countries also differ from destination countries; in most cases, they are elastic except those for Hong Kong and United States. The most travel price elastic countries are Canada, Australia and New Zealand.
This paper confirms previous results indicating that the expenditure elasticity of demand for polluting goods plays an important role in achieving efficiency gains from tax reforms. Moreover, this paper finds that the results of the tax reforms depend not only on the size of the expenditure elasticity for the polluting goods but also on the relative size of the expenditure elasticities between polluting goods and clean goods. It also shows that in order to enhance the overall tax efficiency by the environmental tax reform, the expenditure elasticity of demand for clean goods should be larger than that of polluting goods. The result implies the following policy suggestion: When the tax authority considers green tax reforms, the expenditure elasticities should not be neglected to achieve gains in the overall efficiency of the tax system.
This study analyzes the interfuel substitution of energy demand in Korean manufacturing sector using static and dynamic linear logit models. For the period of 1981~2002, this study uses petroleum, electricity, natural gas and coal as energy sources. According to the empirical results, firstly, the own-price elasticity of coal has been increased steadily even though its elasticity is smallest compared with those of other energy sources. On the other hand, price elasticity of natural gas is largest, but its value has been decreased after 1997. Price elasticities of petroleum and electricity are very stable over the sample period. One of the main features in trends of interfuel substitution is as follows. Substitution effect of a change in price of natural gas on both petroleum and coal has been increased especially after 1997. The implication of the empirical results is summarized as follows: First, the fact of inelastic own-price elasticity of petroleum implies that the dependency of Korean manufacturing sector on petroleum and coal will be persistent even in a sharp fluctuation of petroleum price. Second, the effects of price increase in natural gas on demand for petroleum and coal are very significant. Thus, price decline of natural gas rather than price declines of coal and petroleum could be more effective as an energy price policy for the reduction of $CO_2$ emission. The assessment on this implication will remain for future researches.
Input ratio of electricity to other production inputs in the Korean manufacturing sector has been higher than for the other OECD countries. In addition, electricity prices in Korea has been relatively lower than the average of OECD countries. Moreover, electricity sector is responsible for most CO2 emissions in Korea as coal and natural gas account 41.9% and 26.8% of electricity production as of 2018. Therefore, it looks inevitable to raise the electricity tariff for the manufacturing sector in Korea, but there is a concern that increase in the electricity tariff might affect small and medium enterprises (SMEs) more than large firms. This study estimates electricity demand's price and output elasticities for large firms and SMEs in steel industry by employing a time varying parameter model (Kalman filter). The analysis shows that changes in output levels regardless of firms' size affect electricity demands more significantly than do changes in electricity prices. Second, large firms have higher variances for both price and output elasticities of electricity demand. Third, large firms have higher price elasticity but lower output elasticity of electricity demand relative to SMEs. Policy implications are suggested in association with how to reduce electricity demands in the energy-intensive industry.
This paper attempts to estimate the residential electricity demand function, using survey data of 521 households in Korea. As the residential electricity demand function provides us information on the pattern of consumer's electricity consumption, it can be usefully utilized in predicting the impact of policy variables such as electricity price and forecasting electricity demands. We apply least absolute deviation(LAD) estimation as a robust approach to estimating parameters. The results showed that price and income elasticities are -0.68 and 0.14 respectively, and statistically significant at the 10% levels. The price and income elasticities portray that residential electricity is price- and income-inelastic. This implies that the residential electricity is indispensable goods to human-being's life, thus the residential electricity demand would not be promptly adjusted to responding to price and/or income change.
Block-rate structures are widely used in utility-pricing, including the Korean residential electricity sector. In the case of the current pricing structure, Korean citizens are highly concerned about incurring excessive electricity costs. For these reasons, there have been many discussions concerning mitigation of the strict pricing structure. Existing studies on the residential electricity demand function under block-rate structure have the following three issues - the consumer's budget constraint is non-linear, perceived price under block-rate structure is uncertain, block-rate structure has endogeneity in the price variable. In this context, this paper estimates the residential electricity demand function using micro-level household expenditure data and simulates the impact of alternative block-pricing schedules.
In this study, we propose a new method to forecast long-term energy demand in Korea. Based on Chang et al. (2016), which models the time varying long-run relationship between electricity demand and GDP with a function coefficient panel model, we design several schemes to retain objectivity of the forecasting model. First, we select the bandwidth parameters for the income coefficient based on the out-of-sample forecasting performance. Second, we extend the income coefficient using the functional principal component analysis method. Third, we proposed a method to reflect the elasticity change patterns inherent in Korea. In the empirical analysis part, we forecasts the long-term energy demand in Korea using the proposed method to show that the proposed method generates more stable long term forecasts than the existing methods.
