This study examines whether startup firms start with the resources they already have and expand the resources they can mobilize in the process of business management (Effectuation Model) using public data provided by the government. The results of the study show that the Effectuation Model can partially explain the behavior of early-stage startup firms. Therefore, in terms of policy implications based on these findings, government policies for entrepreneurship should not be based on the selection of companies based on sophisticated business models and hypothetical profit models, but rather on a system that actively supports entrepreneurship in areas that are challenging, even if they seem somewhat reckless at the moment, or that best match the entrepreneur's knowledge. Next, in order to actively spread entrepreneurship, it is necessary to spread business history or entrepreneurial experience. To this end, it is necessary to drastically change the current financial system for startups, where the founder bears all the financial risk, and to more actively consider ways to reduce the risk of startups by allowing society and the financial system to share some of the risk of startups.

The directions and tasks of rural planning system can be accessed by the three view points of planning theory that are value formation, mean identification and effectuation. The concept of rural planning in Korea have been confronted with many problems and need to make new paradigm being able to develop depressed rural area. The highest valve in rural planning have been changed from economic development oriented to environmentally sound and sustainable development oriented. This study focused on the Korean Stock Market so as to recognize the actual Korea-China FTA effect in the firm level. The result are as follows. First, lifting embargo even before the FTA actually took into effect influenced negatively to the firms listed in Korean Stock Market unlike the expectations that effectuation could influence positively to Korean economy. Secondly, the industries that China has attracted more foreign investors than Korea have shown declining returns as they positioned comparative disadvantages in Korea. In this regard, foreign shares delivered signaling effects to domestic investors in Korea. Thirdly, information for effectuation(embargo lifting) has reflected in the stock prices immediately as it leaked in the industries expecting the negative impact, while investors showed the tenancy to retain the action until the FTA actually took into effect in the industries expecting the positive impact.

The purpose of this study was to explore a support model for domestic ICT companies to advance into overseas markets suitable for the post-corona era along with the rapidly changing global economic situation. As a result of the analysis, first, by analyzing the internationalization cases of domestic ICT companies through the realization theory, in the COVID-19 situation, domestic ICT companies organically respond to crisis situations through ad hoc responses, use of international networks, use of external organizations, and resource-based practices. Through qualitative analysis, we were able to confirm that we are growing overseas while achieving our goals. In addition, strategies for domestic ICT companies to grow through internationalization were derived. Ultimately, it was interpreted as a part that required advancement of government policy according to the government's overseas expansion support system.
