FACTOR ANALYSIS ON CONTRACTOR COMPETITION STRATEGY: A HONG KONG STUDY

  • The development of construction industry has led to the increase in the number of criteria imposed by project clients for selecting contractors. For example, clients often request tenderers to satisfy various conditions such as tight programme, financial strength, managerial ability, relevant work experiences, technical strength, high workmanship standard, safety requirement, quality specification, and yet others. This trend has attracted research interests of devising various methods for helping project clients to assess contractors' bids. For example, in recent development, the Works Bureau of the Hong Kong Government has introduced two mechanisms in tender evaluation for various public work contracts, namely, the Marking Scheme effective from June 2002 and the Formula Approach effective from November 2002 [1], [2]. These approaches evaluate a contractor's tender by considering collectively its tender price and performance attributes, the latter including contractor experience, past performance, technical resources and technical content of his proposal. The tender with the highest combined price and performance score (CPPS) will be normally recommended for acceptance. It appears, however, that there is little existing research in helping contractors to identify a competition strategy that enables the contractor to offer his most competitive bid collectively taking into account his resource capacities and project client's multiple performance criteria. This paper examines the factors affecting contractor's competition strategy to compete for works in Hong Kong. The understanding about the factors will contribute to identifying effective competition strategy. The data used for the analysis were collected from Hong Kong construction industry. The research findings may provide valuable references for investigating effective competition strategies in other construction industries outside the region.

이동통신시장 경쟁상황평가를 위한 지수 개발과 적용 (Indicators for the Assessment of Competition in Korean Mobile Market)

  • 본고에서는 통신시장의 구조를 최대한 반영하면서 투명성, 객관성, 규제 비용, 정책목표 구현 등을 고려한 평가체계를 개발하여, 기존 평가 방법 대비 개선된 새로운 평가 기준을 만들었다. 그리고 국내 이동통신시장에 대해 새로운 평가기준을 적용하여 경쟁상황 평가를 시도하였다. 경쟁상황에 대한 1차 판단 결과 국내 이동통신시장은 지배적 사업자로의 지속적인 쏠림현상이 존재하여 유효경쟁 상태에 있지 않은 것으로 나타났다.

Fair Competition: The Concept of Regulation in the Sharing Economy

  • A free-market economic system supported by the progress of the Industrial Revolution 4.0 has given birth to a sharing economy with a disruptive business model. In many ways, this business model is more effective, efficient, and makes it easy for businesses and consumers. However, because disruptive innovation is not asymmetrical with the conventional business that sustains innovation, several regulatory issues arise because it is fundamentally very different and cannot be regulated by standard law. Disruptive innovation may create chaos if it is regulated by norms that are used to regulate conventional business. This research was conducted with a normative method, which examines various theories, principles, laws and regulations to get justification for how the law should govern. The findings of this study are: competition law must be designed pragmatically so that it can keep pace with changes in business models that are rapidly changing. For this reason, it is necessary to shift regulatory authority from the Government to business people to make self-regulation, as a rule, that was born from the agreement of the business actors themselves. Self-regulation is considered more effective in maintaining fair competition, so that the market will be more dynamic, and consumers will be more prosperous.

  • 영국의 이동통신시장은 2001년 8월 성인의 73%가 이동전화를 소유하고 있을 만큼 성장하였고, Vodafone, BTCellnet, One2One, Orange 등 4개 사에 의해 균형적인 경쟁이 전개되고 있다. 본 고에서는 영국에서 이동전화 사업자간 균형발전을 가져오고, 경쟁이 활성화된 배경을 정리하고 있다. 국내의 경우에 후발사업자와 선발사업자간 시장점유율 격차가 지속적으로 확대되고 있고, M&A에 의해 이용자의 사업자 선택권이 축소되고 있는 상황에서 영국 사례를 중심으로 경쟁이 활성화되기 위한 시사점을 살펴보고 있다.

  • 전력산업은 필수재적인 성격과 막대한 초기시설투자의 필요 등으로 독점적 시장구조를 갖고 있는 것이 일반적이었다. 그러나 기술의 진보로 인해 전력산업과 같은 네트워크 산업에서의 규모의 경제로 인한 효과가 감소되면서 자연독점적 산업에서의 경쟁도입이 점차 확산되고 있는 것이 세계적인 추세이다. 우리나라에서도 현재 전력산업 구조개편이 추진되고 있지만 아직 소매시장에서의 경쟁도입은 이루어지지 않은 상황이다. 소매경쟁은 구조개편의 성과를 확인할 수 있는 완성단계로서 소매시장에서의 경쟁이 효율적으로 일어나는 가의 문제는 구조개편을 추진하는 정책결정자의 입장에서 중요한 문제이나 이에 대한 정량적인 연구는 거의 없는 현실이다. 본 논문은 전력소매시장에서 경쟁의 유효성을 전환비용을 통해 정량적으로 분석하였다. 전환비용이 크면 시장에 경쟁이 도입되더라도 실질적으로 소비자가 기존 사업자에게 고착될 가능성이 높으므로 전환비용의 크기를 정량적으로 측정하는 것은 향후 전력소매시장에 도입된 경쟁이 유의하게 작용할 것인가에 대해 정보를 제공할 수 있다. 이를 위해 본 논문에서는 컨조인트 분석을 통해 얻어진 가상적인 상황에서의 소비자의 전력상품에 대한 진술선호 자료를 바탕으로 전력소매시장에서의 전환비용을 정량적으로 추정하였다. 실증분석 결과, 전력상품의 특성상 절차상의 전환비용은 크지 않았으나 기존 공급업자에 대한 상대적인 브랜드 로열티가 크게 나타났으며, 전력상품의 선택시 소비자는 가격을 가장 중요한 요인으로 고려하고 있는 것으로 나타났다 이 결과는 영국 등의 해외 소매경쟁 자료와 유사한 것이며, 이를 통해 신규 진입기업의 경영효율성에 따른 가격경쟁력과 소비자의 전환가능성의 관계 파악이 가능하므로 개별기업이나 정책결정자에게 소매경쟁 진출 및 도입의 판단근거를 제시할 수 있을 것이다.

전통시장 지원사업과 경쟁 강도가 점포매출액과 방문고객 수에 미치는 영향 (The Effects of Traditional Market Support Projects and Competition Intensity of Stores on Store Sales and Number of Visitors)

  • Purpose - The purpose of this study is to investigate the effect of the government support project on traditional market and the interaction effect between the government support project and the competition intensity. Therefore, this study focuses on the competition intensity of individual stores in traditional markets, unlike the traditional research flow, which is beyond the competitive structure of traditional markets and large retailers. Research design, data, and methodology - This study is based on the data of 'Statistics of Traditional Market in 2017'. In this study, a multiple regression equation was constructed using the number of government support projects as an independent variable, competition intensity as an interaction, and sales per store, number of customers per store as a dependent variable for analysis. A multiple regression equation was constructed for the main effect analysis. To investigate the effect of the interaction, cohen(1980)'s regression equation and two-way ANOVA were used. Results - First, according to this study, the traditional market participated in the government support project showed that the sales and the number of visitors per store in the traditional market were higher than those in the non-participation market. Second, the impact of government support projects on sales per store(also number of visiting customers per store) can be different depending on the competition intensity. More specifically, if the market is politically supported by a market with a high level of competition, it may be more effective than the market with no support. Conclusions - Based on the results of the study, we suggested academic and practical implications and suggested that competition intensity of stores in the traditional market should be considered in the future. The implications of this study are as follows. First, the effects of the government's traditional market support project were analyzed empirically. Second, this study is different from the previous studies in that it examined the competitive strengths and the effects of individual stores in traditional markets, away from competition between traditional market and large retailers. Third, it provided practical implications for the operation of government support projects.

이동통신시장 번호제도 개편 효과 분석 (The Analysis of Effect of New Mobile Number System in Korean Mobile Market)

  • We analyzed the effect of 6-month lagged number portability policy and introduction of common number among carriers on Korean mobile market. Our result shows that the policy change contributed to both the increase in number of mobile subscribers and decrease in dominant carrier's market share. We found that unified prefix among mobile operators is more effective than the lagged number portability policy. The carriers' profit, however, decreased a lot due to excessive marketing expenditure. We also estimated market shares of carriers up to year 2005 when full number portability policy is adopted. The results show that dominant carrier's monopolistic power will be recovered by the end of 2005 implying government's number policy itself cannot guarantee the effective competition in Korean mobile market.

A survey of Factors Influencing College Students Participating in Discipline Competition Based on the questionnaire

  • Purpose - "Higher education of vocational education focuses on Discipline competition" This is the requirement of the education sector in China for the Application-oriented Undergraduate in the 21st century. As an integral part of Higher education vocational education, Discipline competition is not only an effective way to test the higher education reform of the Application-oriented Undergraduate, but also a measure of the level of Application-oriented Undergraduate. Research design, data, and methodology - The study conducted a survey on SPSS 24.0 Through factor analysis of 192 questionnaires data. After empirically analyzing the data, we found that the factors can be classified into four main factors. Result - This study shows that in terms of gender, boys are more susceptible to external factors and time factors while girls are more vulnerable to internal factors. And girls are more susceptible to internal factors. In terms of professional categories, non-teacher students are more likely to be hindered by external factors such as missing entry information. Conclusion - This paper assumes that there are significant differences in internal promotion and barriers in different disciplines competition.

총괄계획가 시범사업에서 주민참여 기본계획 사례연구 - 홍성 오누이권역을 대상으로 - (A Case Study on Resident Participative Primary Design of Integrated Rural Development Project with Master Planner - Onui Area in Hong Seong -)

  • The aim of this study is to establish resident-participative primary design of integrated rural development project with master planner by setting principals of open competition and transparent decision-making about village-to-village or business-to-business unit enterprise in Onui area, Hong-seong Gun. For effective processing, software projects such as residents education and rural landscape planning are simultaneously conducted for enhancing project understanding and comprehensive development plan including related post project. Above all, competition teams for individual project were organized to establish the resident-participative primary design using survey tables of residents demand. In 6 months resident-participative processing of primary design, continuous education and visiting to advanced area are conducted in team unit. Strengthened ability of team unit can be used in management and maintenance after project development. To do this, residents with the same opinions gathered as one competition team and identified business plans such as village asset, business location, size, program, and method for land securing. Favorable decision-making process by residents who are audience in project presentation of competition team has conducted. After selecting competition teams, continuos consulting are operated for establishing operation and management for developed or remodeled facilities through repetitive education and visiting advanced area. In this process, unit project suggested by competition team are completed. Preliminary selection was conducted by experts who were entrusted by residents. After residents agreement of project main stream such as major facilities and location, final detailed cost of projects are work out. Suggested process in this study which choose the final project by residents would improve residents' voluntary participation in integrated rural development project through open competition in establishing primary design.

생물학적 경쟁과 적응에 대한 예비 생물 교사의 인식 (Pre-service Biology Teachers' Perspectives about Biological Competition and Adaptation)

  • 본 연구는 예비 생물 교사들이 경쟁과 적응의 생물학적 의미를 일상생활에서 쓰이는 의미와 동일하게 이해함으로써 자연선택과 진화를 인식하는데 어려움이 있는지 알아보고자 하였다. 이를 위해 예비 생물 교사 53명을 대상으로 지필검사를 하였고, 13명을 면담하였다. 지필 검사지는 세 종류로 경쟁과 적응의 일반적 의미를 묻는 검사지와 생물학적 의미를 묻는 검사지, 자연선택개념 검사지였다. 면담은 반구조화 면담으로 진행하였다. 자료 분석은 4단계로 진행하였다. 먼저, 예비 생물 교사가 생각하는 경쟁과 적응의 일반적 의미를 국어사전에 제시된 정의와 비교하였다. 두 번째로, 예비 생물 교사가 생각하는 경쟁과 적응의 생물학적 의미를 생물학적 정의와 비교하였다. 세 번째로, 예비 생물 교사가 생각하는 경쟁과 적응의 일반적 의미와 생물학적 의미를 비교하였다. 이를 바탕으로 생물학적 경쟁과 적응에 대한 예비 생물 교사의 대안개념 유형을 제시하였다. 마지막으로, 이 대안개념 유형이 자연선택과 진화를 설명할 때도 나타나는지 확인하였다. 연구 결과 예비 생물 교사들은 경쟁의 생물학적 의미를 일반적 의미와 혼용하여, 경쟁은 의도 또는 목적을 위해 싸우거나 다투는 것으로 인식하고 있었다. 적응은 개체 수준에서 생물이 살아남기 위해 환경에 맞춘다는 목적론적으로 인식하고 있었다. 즉 적응을 일반적 의미와 혼동하였고, 적응을 진화와 연결지어 설명할 때도 적응을 일반적 의미로 이해하여 적응이 계속되면 진화가 이루어진다고 생각하고 있었다. 이 연구는 그동안 국내 연구자들의 관심을 받지 못했던 경쟁과 적응 개념에 대한 중요성을 부각시키고, 효율적인 진화 교수 학습의 밑바탕이 되는 경쟁과 적응의 선개념 유형을 분석하여 제시했다는 데 의의가 있다.
