In the so-called “information society,”the information service function of public libraries is gaining an increasing importance. In order to meet the growing demand for educational information, the Korean government established the Center for Educational Multimedia Research and Development and opened in 1996 the EDUNET as a comprchensive educational information network. In this context, public libraries as social education institutions are expected to provide educational information services by utilizing the EDUNET information resources. The availability of EDUNET will even increase when the librarians assist users with systematic information search services, and digitalize printed materials in the library. For this purpose, it is necessary for them to accommodate new information technologies and, thereby, to raise the level of information services up to that of their users’needs by enhancing the librarians’expertise in helping users search information effectively. In this end, we suggest a financial decision be made to build an oversea educational information exchange system.

The purpose of this study was to analyze the appraising frame and the accreditation system of universities in both Korea and the United Sates, as well as developing a standard plan to appraise 4 year nursing education institutions in Korea. Research design of this study was descriptive comparative research. The results of the research can be divided into six fields, educational purposes, educational courses, students, faculty, facility .equipments and administration.finance in Korea. Then the results were further categorized into seven fields : mission and governance, faculty, students, curriculum and instruction, resources, educational effectiveness and integrity. Thus Korean appraising frames were suggested to have eight fields of standard. The fields are philosophy and purposes of educational institution, educational courses and instruction, students, faculty, facility .equipments, adminstration.finance, educational effectiveness and integrity.

The article examines the process of professional training in educational institutions, media technologies and methods of media communication in the educational space of the institution, characterizes the place of media technologies in the educational space in the context of the term "educational space" itself, systematizes the methods of media communications in education. During the past two years, the education systems in the world witnessed unprecedented turmoil due to the coronavirus (Covid-19) pandemic, as most schools and universities in the world closed their doors to more than 1.5 billion students, or more than 90% of the total learners, according to recent figures issued by the UNESCO Institute for Statistics. Education experts have agreed that post- coronavirus education will not be the same as before, especially with the increasing use of modern technology in education. One of the most important new patterns with a structure digital in education is distance education, this style has been used, in many countries of the world, as an alternative to traditional education, since the beginning of the pandemic. In Saudi Arabia, this type of education has been used in all educational institutions, starting from kindergarten until the postgraduate level, as an alternative to face-to-face education to preserve the health and safety of students and workers in educational institutions. This study aimed to explore the level of satisfaction of preparatory year students on distance learning in their first year of study at Umm Al-Qura University. The findings of this study showed that students in the preparatory year were satisfied with their online learning experience. In addition, the results revealed that there was no effect for gender and location of study on students' level of satisfaction. Saudi universities should continue to work to create a suitable learning environment for students at the e-learning level.

Digitalization affects not only the content of education, but also its organization. These processes have ambiguous implications for the positioning of both universities and teaching staff. The necessary competencies are often acquired outside the walls of educational institutions, because educational programs often do not keep pace with the dynamics of technology. The teacher turns from a bearer of transmitted knowledge and skills into a navigator that helps to navigate the knowledge bases. All these issues are especially acute in relation to the reform of the higher education system in the context of pandemic consequences. The article examines and analyzes the features of the transformation of higher education in the context of a pandemic that faced the world in 2020. It has been proved that the processes of changes and transformations that the higher education system is going through both in an individual country and throughout the world should be defined as transformation, not modernization, reform or transformation.

LMS is software that automatically manages educational and learning activities, and is being used in most educational institutions these days when online education is increasing due to the spread of Corona. LMS covers a wide range of methods that are so versatile that they can be used in connection with offline classes as well as online classes. Therefore, it was confirmed that the software is useful not only for educational institutions but also for office workers who want to do online work such as telecommuting during the period of social distancing. This LMS function will be of great help to the development of the education market and online classes in the future.
